I don’t often provide an editorial for Sandbeck; there is limited space for
my ramblings when there are so many interesting and useful articles to
fill the pages!
However, in the last several months concerned members of the community have been sending letters in on the issue of dog fouling. Our
community is not alone in suffering on this front, and while the majority
of dog owners are dedicated ‘scoopers’, the delinquent few are spoiling it
for everyone.
Unfortunately, while printing letters in Sandbeck raises awareness, it’s
safe to say those owners who can’t be bothered to clean up after their
dogs are unlikely to be moved to action by our frustrated letters.
There is legilation in place to deal with and deter dog fouling. Please
take the time to report instances of dog fouling to North Kesteven District Council. They are the ones who can enforce the legislation, including substantial fines, and my own feeling is that only by tackling this
issue head on with the relevant authority, will we make any progress.

FREE CONCERT AT FRIENDS' MEETING HOUSE
The young string players of the Oasby Music Group will be
giving their third concert at The Friends' Meeting House,
Meeting House Lane, Brant Broughton on
Sunday 27th September, beginning at 4.00 p.m.
The players are mostly between 7 and 14 years old and
play to a high standard, winning several classes at this year's

That’s just the bits our group is organising ……….on top of all of that there
are other village organisations doing their bit at other locations around the
village such as the school, playing field, village hall, Quakers, Heritage Room,
Wesleyan Chapel, fire station, bell tower and spire tours. I am sure I have
missed someone or some venue o so I best apologise for that now. And maybe
for all the other bits that may go a bit wrong but also well done everyone for all
the massive bits of this event that are right.

As I sit here in August and write an article for the September Sandbeck I
am pondering on how the day will go. Success or failure …….. well at least
those involved in putting the day on for you all tried. Its over to you to enjoy
the day and TAKE PART and I do hope you do.
I am hopeful, as you read this, the leaflet and map will be nearly completed
and on sale, for a small donation, from The Food Boutique and Generous
Briton. On the day it will be on sale all around the village, so please buy a
copy because if you don’t you may miss the event you really wanted to see
or take part in. So I am not going to give much away in this article, as we
really need you to buy a leaflet to help fund next year’s event.
However, I will tell you that events start at 10am with at least 10 garage
sales all around the village. I had just hoped a couple would take place so it
wasn’t a flop but 10, well done BB residents!
But prior to that its registration time (Friday 7-8.30pm OR Saturday
9-10am) to get your entries in to The Produce and Craft Show in the
Church. There will be various stalls setting up on the Rectory Field and at
11am – 4pm we have John Myroshmychenko, Artist and Illustrator, waiting
to draw your portrait at the entrance to the church. He did the bike illustration for us.
The Produce and Craft show opens at 1.30pm but come in to see the judging taking place and take tea and cake curtesy of the PCC. More excitement when, between 2-3pm, a celebrated musician Aiden Marshall, will be
playing solo guitar in the church and ……… its FREE!
Is that all? Well no ………… 3-5pm in the Generous Briton is an open
mike session so all you budding musicians come along and join in, Aiden
will be there to help and a few others I have roped in. And then it’s John
Conolly playing in the Generous Briton 5-6pm £4 a seated ticket and £3
standing.

Brant Broughton Preschool has been established as a registered charity
for over 30 years. We are very proud to be in rural, village location in the
grounds of an outstanding primary school.
We are a small, warm, inclusive and friendly preschool, catering from 2
years to 5 years, which operates term time. Inside we have a spacious room
equipped with age appropriate toys and activities, which include an indoor
words and sound reading area, role play experience, mark making and craft
area, and funky fingers and mathematics area.
Located at the rear of the school, with enclosed gardens to the front, side
and rear. The children have the opportunity to explore and express themselves in a safe stimulating environment. Children can ride bikes, scooters
and balancing bikes, have fun in the wooden playhouse o ering a reading
and comfy area inside, as well as outdoor obstacles with a trim trail and
climbing tyre area o ering open ended play opportunities.
We also proud to have an area for gardening and growth for the children to
learn and explore the outdoor environment. The children ‘sow, grow and
cook’ vegetables and fruit, showing an understanding of healthy eating.
We also o er an area for children to explore in our discovery and nature
area, which is equipped with a mud kitchen, giving children time explore
whatever the weather, encouraging independence with their own aprons and
wellington rack. Children attending our preschool have the opportunities
to bring a packed lunch, or a homemade healthy lunch cooked by ‘primary
lunches’.

I hope that you have had a wonderful summer break and that this edition of
the magazine finds you refreshed and happy?
As I have said before, even though I was born and brought up in Lincolnshire I have spent enough time away from the county to fully appreciate
how beautiful our landscape is and how much we owe to our surroundings.
The fields that I have ignored for months are suddenly shorn of their corn
and the colours and patterns of late summer transform the land and make
me so appreciative of the beauty that we are surrounded with.

During the summer school that ran all the week before the children created
Icons and baked and acted and danced and generally had a wonderful time
together. You can still see some of the fruits of their labours in St Swithun’s
Church now, and will be able to admire more of their handiwork in Leadenham Primary School as the new term starts. Do feel free to sign up for
further activities and next years summer school now! I would especially like
to thank Matthew Nicholson and all at Leadenham Primary School, Dawn
and Mrs Kettle particularly and Henrietta Reeve and the PCC of St Swithun’s
Church; also Lynne Cartwright, Jan Reeder, Fran Brealey, Jennifer Harvey,
Jane Heald, Debbie Knowles and all the parents and supporters of the children who attended the summer school.
I would also like to thank Graham McClusky and all at Leadenham Arts
Festival for promoting and supporting the event and for how much encouragement for future events you have inspired us with; the future looks
very bright and we are so excited to be part of a vision for the future which
includes everybody rather than excludes them. We are keen to be part of a
movement which sees the Christian faith as inclusive and empowering rather than judgemental and exclusive. The Mariannus Scottus Project which
ran in St Swithun’s on Friday 31st July was a powerful and beautiful event
which moved all who were lucky enough to attend. The church was open for
the first time in ages and the candles burning on the altar and surrounding
areas lent a soft but vibrant glow to the proceedings and when the evening sun flared through the stained glass windows all were reverent and
inspired. The music of the singers was haunting and powerful and we were
so honoured and inspired to have then among us. The professional people
who fixed the lighting, the sound and the very atmosphere were also to be
congratulated. It was a magical evening and we cannot get over how blessed we are to have such talented people amongst us.
We would also like to bring to your attention the forthcoming flower
festival in Leadenham parish church of St Swithun’s over the late August
Bank Holiday. So many dedicated and prolific flower arrangers are going
to be present and we do hope that all will come along and enjoy what is
on o er. It promises to be a powerful and hard hitting show with plenty to
think about and admire as we see how people put their faith into action in
inspiring and creative ways.
Over the month of September there are also naming ceremonies and Christenings, largely in the parish of St Chad’s in Welbourn, so do look out for
the rota of services and do join in where you are able to.

The ugly…
The pavilion door was deliberately damaged. The toughened glass had
been repeatedly kicked until smashed and some of the timber frame was
also damaged. Sadly some of our funds which had been set aside for the
improvements for the playing field had to be spent on new glazing. This
has led us to question the amount of investment that can be made if a minority are going to spoil the playing field! The incident has been reported
to the police so please do let us know if you saw anything.

BBPFC – July - The good, the bad and the ugly.
The Good….
July has been a busy month for BBPFC we have made the final tweeks to
our grant applications and plan to submit these in the August.
On the 24th July we held a bingo evening which raised over £220. Thank
you to all that supported us. Those of you who have supported our events
in 2015 have helped us to raise over £1700! We have further fund raising
plans for 2015:
26th September – Village day
25th October – Craft Fair
7th November – Bonfire and BBQ (no fireworks this year)
27th November – Fashion show
A huge thank you to William Booth who very kindly cut the playing field
hedge and sprayed the weeds. We need more willing volunteers to come
forward for small maintenance jobs on the pavilion, car park weeding and
helping with refreshments at fund raising events. We would also be very

which resulted in lots of smashed glass causing a hazard to people visiting

15/75 Police and public time:
1. Matter raised by the Police: the police gave a report on crime in the area since the
last meeting and an update on the matter of loose horses on the roads and that there
are pending prosecutions which will be seen in the press. They asked that the public
report all incidences to them on 101 and include any information on vehicle registration and/or anti-social behaviour if relevant. Issues on the welfare of tethered horses
can be reported directly to the RSPCA. The Control of Horses Act 2015 is now in place
and Cllrs Phillips will liaise with LCC to see if this Act can also be used in the issues
seen in BB.
2. Matters raised by the public :
A. School traffic on Mill Lane in the past has caused damage to property with cars
reversing in private driveways. It is understood that the school wanted the zig zag lines
on the whole of Mill Lane but there were objections from residents
B. Outline Planning 15/0789/OUT 3 houses at Long Barn House 106a High St, BB
points raised were as follows:
• that it still contravenes a lot of existing planning policy as commented on is the previous application
• it is not infill it is back land development, in the draft Local Plan it states development
should be less than 2 houses and back land should not be developed, it will encourage and set a precedent for other developments along the High Street if allowed to go
ahead
• this site is an open field and still in the countryside, it is detrimental to the conservation area and countryside
• application talks about a mixture of properties which the plans show are all the same,
it is not clear if the bungalow is being replaced with a bungalow or 3 houses
• there is a maximum number of properties a driveway can serve and this is over this
• the wall on the High Street would stay which narrows the entrance to the site although it talks about removing the 2nd wall

• there is designated parking on one side of the potential road to the house on the other
side
• there are 4 existing dwelling on the site not 3 as the application suggests, facilities and
infrastructure are not in the village to support the houses
• Further comments on the Design Statement as submitted with the planning application further information was proceeded electronically to be included in the submission
of comments to planning.
C. Footpath – running along the back of the houses parallel to the High Street, BB is
very overgrown. It was resolved that the footpath cutting schedule from LCC be forwarded to Cllrs as well as reporting to Highways the state of the path and hedge from
the A17 to Stragglethorpe being overgrown and in a state of disrepair.
D. Road closure High Street, BB – concerns were raised about the timing of the work
and the impact: when schools go back, safety of the children on school buses, increase
of traffic and HGV’s on Mill Lane, new starters and the Village Day. It was resolved to
contact Highways to ask them to consider moving the closure dates forward into the
school holidays or after the 26th Sept. Cllr Phillips will also raise our concerns with
Highways.

15/76 Report from District and County Councillors: September 10th is the NK Community Champions Awards at The Venue, Navenby. Nominations must be received
by 27th July. 8 categories to nominate through - Young Achievers, Community Based
Award, Community Spirit, Contribution to a better environment, Contribution of sustainable transport, Contribution to sport. Contribution to arts and culture, Contribution to health and well-being.
The memorial spire aspect of International Bomber Command is insitu in memory
of those who served in the 2nd World Ward. The Chadwick Centre, a Memorial Park
and digital archive are also being created. The new Chairman for the District for the
year is Cllr Mrs Gill Ogden, representing Billinghay and the surrounding villages. The
Info-Lincs office at NK Sports Centre has temporarily closed for refurbishment works
and has moved to North Hykeham Town Council premises on Fen Lane. Phase 3 of the
NK Sports Centre refurbishment will provide an extended gym in place of the squash
courts, male changing facilities, a Dance Studio and a Spinning Studio. 27th-31st July
there is a Performing Arts Summer School at The Terry O’Toole Theatre, comprising
music, dance and drama. The District maintains high standards of food hygiene within
its food establishments. In the latest Which? Report of 398 councils nationwide, the
District came 39th - placing it in the top 10% of local authorities. The Deputy Chief
Executive, Alan Thomas, has recently retired after 27years loyal service. Lincolnshire
has been highlighted as a top world destination for a holiday in 2015 by the Sunday
Mirror, with 800th anniversary celebrations for Magna Carta and the re-opening of the
revamped Castle, world class aviation venues, historic and picturesque countryside and
the Int. Bomber Command Spire Memorial to visit.

Major improvements to services on the Castle Line between Nottingham and Lincoln
will be of significant benefit to businesses in the LN6 area of the district with an extra
13 trains a day stopping at stations on route. The District has committed £30,000 over
three years to help fund the new timetable.

were signed as a true record.
Matters arising:
14/77c Stone wall in Rectory Field – contractor is trying to source old bricks to replace
those damaged due to concrete being stronger than the brick. This will result in more
costs which will be shared with Cllrs. It was resolved to deal with this via emails as its
important this work gets done soon.
14/93c Issues around cars on Mill Lane – the view of the public were taken into account. . It was resolved to ask Highways if it is possible to extend the zig zag lines and
if so consult with residents. It was resolved to investigate the resurrection of the Junior
PSCO scheme with the PSCO’s.
15/70 Playing Field request for support and planning permission assistance – the
request has been withdrawn
15/71b Neighbourhood Plan steering group – 2 responses have been rec’d from the
parish to be part of the group. It was resolved to contact NKDC to start the process.
15/71c Laptop – has been purchased and is in use
15/71d Rooted Christmas tree in Rectory Field – Cllr Dunning declared an interest
and took no part in the discussion other than to provide Cllrs with information regarding the tree being given “Nordmann Fir”. Questions were raised by Cllrs regarding the
resolution voted on at the previous meeting. The following motions were put to the
meeting and agreed
Motion 1 – rescind the previous motion on a technicality
Motion 2 – postpone the vote on implementing the previous resolution until the full
facts are known as per the Rectory Field report from the Clerk.
Cllr JN Sheppard requested that it be minuted that he will be disappointed if further
questions are put forward regarding the issue at the next PC meeting.
15/72 Footpath – details have been supplied to the Footpath Officer
15/78 Finance:
a. Asset register – added Laptop, keys to fire door and window lock at Village Hall.
Removed fence in Rectory Field. Update on the repairs and maintenance of assets will
be deferred to the next meeting. It was resolved to look into a grant to put a replica of
the village pump back over the old well on the Village Green.
b. Overview of income and expenditure against budget and bank reconciliation – was
accepted and bank statements signed as correct by Cllr Thornton. Balance stands at
£22761.85 at end June 2015.

a. Parish trees – NKDC provide a service to Parishes which includes a health check and
log of trees at a cost as per their programme. It was resolved to take this service up as

b. Report of potential accident – a mother reported to the clerk that her young child,
whilst using the footpath near the Brant Broughton sign on the High Street, had fallen
into the road in front of an oncoming car. The accident it was felt was due to overhanging hedge and the reduced width of the footpath. It was resolved to contact the Playing
Field Committee and Neil Tasker to cut the hedges and sweep up the hedge cuttings on
the path as it is believed this makes the footpath narrower than it should be.
15/83 Matters for discussion
a. Nominated Cllr for responsibility for Speed Indication Device – it was resolved
to ask at the Cluster if it had to be a Parish Councillor who collected, looked after &
passed SID on. If this is the case there will be a need to try & find a volunteer. If it has
to be a Parish Councillor then we would opt out
b. Community Watch Scheme - Lincolnshire Road Safety Partnership membership – it
was resolved to opt into this scheme.
c. Parish Council Policy Documentation list to be prioritised and reviewed – deferred
d. Code of Conduct policy to be adopted by the Parish Council – it was resolved to
adopt the North Kesteven Members’ Code of Conduct.
e. Model Standing Order policy (rules surrounding meetings and the day to day running of the council) to be adopted by the Parish Council – it was resolved a sub-committee was formed to look at designing a suitable policy for the Parish Council consisting of Cllrs JA Sheppard, George and Jacques with the support of the Clerk.
f. Welcome letter to new Parishioners – it was resolved to wait until a new website has
been agreed so the links are correct and also that Cllrs will be responsible for delivering
it which will entail the Parish being split into Cllrs areas.
g. New email address to be set up for emails not relating to official parish business - it
was resolved the new email will be bbsvillagemessenger@gmail.com Cllr JN Sheppard
to manage and that the clerk will continue to circulate parish matters.
h. Parish Council website review LCC offer of hosting Parish Council matters - it was
resolved to set up a new website within LCC for official Parish Council matters.
i. Parking on the Village Green - it was resolved to extend the grass mound to around
the car park and in front of the drop curb to prevent parking on the village green.

We have enjoyed the good weather the last few weeks at Brownies and
taken part in Wacky races, feet and mouth painting outside. We had not
anticipated the paint drying so quickly on feet in the hot weather so a lot
of bowls of soapy water were required! We finished the term with our usual water fight. The games were expertly planned by Hannah and Eva our
young leaders and as usual all the leaders were as wet as the brownies at
the end of the session.
We held our end of term trip in Lincoln this year. We went on a boat ride
along the Brayford. All the Brownies were able to have a steer of the boat
and waved at passers by. We finished by having a drink and cake on the
Moonraker boat and it was a thoroughly enjoyable evening.

The autumn programme commences on 13th September with an acrylic
workshop lead by Mo Teeuw. There are a few places still available but
need to be pre booked.
The next open demonstration will be in October, as will the Clubs Annual
Exhibition, which is planned to take place Saturday 10th October and
Sunday 11th October.
There are two demonstrations arranged for later in the year and being given by exceptionally fine artists. Haijee Jo Summers, whose subject will be
“Portraits in Oil”, and Ian Risley who will be demonstrating “Landscape
in Pastel”. (Check out their web sites to see the quality of the work they
produce). Both of these events are, like all our demonstrations and workshops, held on a Saturday and open to members and to visitors who are
always welcome.
The Club’s Thursday “Painting Mornings” are continuing throughout the
summer in the Carlton-le-Moorland Village Hall between 10.00a.m. and
1.00p.m. with members meeting up informally to paint and draw. Rather
than wait until the exhibition or demonstrations later in the year prospective members are welcome to call in on a Thursday to see the Club in
action.
