Welcome to the
42nd Annual Celebration of the
Pensacola International Billfish Tournament
On behalf of the Pensacola Big Game Fishing Club we would like to invite you to the
42nd Annual Pensacola International Billfish Tournament. Since 1970 The Pensacola
International has become a Fishing Tradition every 4th of July weekend in Downtown
Pensacola. This is the time of year all fisherman look forward to warm weather, calm
winds, and hungry fish!
New to this year's International is $50,000 Cash for “The Pensacola International Vince
Whibbs Grand Slam In The Gulf.” Back again is $5,000 guaranteed to “The Pensacola
International Southern Fastening Systems Small Boat Champion.” A small boat is defined
as a boat 32 feet and under OR any size boat powered by outboard engine(s). The
International will once again be a qualifying event for the World Billfish Series and IGFA
World Qualifier with the winner receiving an invitation to fish the IGFA World
Championship. We also have the Optional Cash Awards that include the popular catch &
release and meat fish categories. Offered again this year is the $10,000 award for the
winning Blue Marlin.
The 42nd International will kick off with the Captains Meeting on Thursday, June 27th
(The owner or captain must be present) with boats allowed to leave immediately
afterwards from ANY PASS and fishing begins at that time. Weigh-ins will be Friday, June
28th and Saturday, June 29th (outside of the Palafox Pier Marina by 9 pm). Our unique
weigh in location at Palafox Pier will be a wonderful atmosphere for your family and
friends, complete with entertainment, vendors, souvenirs, and music, where our dedicated
crew of volunteers and the thousands of spectators who join us on an annual basis await
your arrival with the “Big One.”
We would like to thank the anglers who continue to fish our tournaments and for those who
may be new to the International. We want to extend a special thanks to the sponsors who
make the tournament possible to keep the TRADITION going for its 42 year history. The
PBGFC takes pride in the fact that the International continues to be a family friendly
tournament and “The Best Bang For The Buck” of all billfish tournaments on the Gulf Coast.
We would like to invite you to fish the PBGFC “Trio” of tournaments that kicks off
“Fathers Day” weekend with the PBGFC 25th Annual Junior Anglers (June 14 - 15) and
finishes up with the 34th Annual Ladies Billfish Tournament (August 9 - 11). Both of these
tournaments will be hosted by WCI Lost Key Marina which is conveniently located
minutes from Pensacola Pass.
We hope that you make plans to join us in what we hope will be the best fishing season in

Rules Highlights
Everyone fishing in the PBGFC Tournaments should be familiar
with all tournament angling rules.
SIGN-OUT IS REQUIRED to be eligible for competition
and receipt of any prizes, awards or optional cash awards.
An official boat representative MUST ATTEND the tournament
Captain’s Meeting and receive a boat number as well as
sign-out on the official sign-out log.
Tournament boats may leave from any location.
Boat Captain/Owner is subject to a polygraph examination
for any rules protests.
BOATS CAN LEAVE IMMEDIATELY AFTER
THEY HAVE SIGNED OUT
FROM THE CAPTAIN’S MEETING.
There is no “Lines Out” time.
Boats must be at Tournament Weigh-In
NO LATER than 9:00 P.M. on Saturday.

CAPTAIN’S MEETING: THURSDAY, JUNE 27th • Registration 5:30-8:30 PM • NEW WORLD LANDING
THE CAPTAIN OR OWNER FROM EACH BOAT MUST
ATTEND THE CAPTAIN’S MEETING
The tournament will consist of two days of fishing: FRIDAY, JUNE 28TH and
SATURDAY, JUNE 29TH, 2013. In the event of inclement weather on June 28, and 29,
June 30th will be used to complete the tournament. If one day of fishing is completed within
the three above mentioned days, this will constitute a tournament. If it is necessary to
reschedule the tournament, a new date will be set. The Board of Directors of The Pensacola
Big Game Fishing Club will make these decisions by 10:00 PM on June 26, 2013.
Boats will be allowed to leave from any location after signing out at the Captains Meeting. Fishing
officially begins then. Overnight fishing is permitted.
AWARDS BASED ON 70 BOAT ENTRY.
REGISTRATION: BEFORE JUNE 24TH: $800 PER BOAT + $60 tax = $860.00.
(Minimum 4 anglers at $200.00 Per Angler. Each additional angler is $200 + $15 tax = $215.00.)
AFTER JUNE 24TH: $1,000 PER BOAT + $75.00 tax = $1,075.00.
(Minimum 4 anglers at $250 Per Angler. Each additional angler is $250 + $18.75 tax = $268.75.)

The tournament will consist of TWO DAYS of fishing: SATURDAY, AUGUST 10th AND SUNDAY,
AUGUST 11th. If one day of fishing is completed within the two above mentioned days, this will
constitute a tournament. If it is necessary to reschedule the tournament, a new date will be set.
These decisions will be made by the Board of Directors of The Pensacola Big Game Fishing Club

The tournament will consist of one day of fishing: SATURDAY, JUNE 15TH. In the event of
inclement weather on June 15th, June 16th will be used to complete the tournament. If it is
necessary to reschedule the tournament, a new date will be set. These decisions will be made by
the Board of Directors of The Pensacola Big Game Fishing Club by 9:00 PM on June 13th, 2012.
The tournament officially begins after the Captain’s Meeting, when boats can leave from any
tournament designated pass.
REGISTRATION: $69.77 + $5.23 Tax = $75.00 Per Angler. (Minimum 2 anglers per boat.)
Junior angler is defined as a young man or woman who has not reached the age of 19 years before June
14th, 2013.

The minimum weights of Wahoo, Dolphin and Tuna* (Yellowfin,
Bigeye, and Blackfin ONLY) are 20 pounds.
(*Atlantic Highly Migratory Species (HMS) Angling Permit required for
all vessels possessing tunas, billfish and swordfish. Permit must be
presented before weigh-in of any Yellowfin Tuna, Bigeye Tuna or
Billfish (boated or tag and released). Federal minimum length of
Yellowfin or Bigeye Tuna is 27” curved fork length.)
Billfish lengths are measured from the tip of the lower jaw to
the fork of the tail (LJFL). All participating anglers are required to
catch and release billfish smaller than the minimum requirements
and enter them in the Catch and Release Competition.
The PBGFC encourages the catch
and release of all billfish.
MINIMUM FORK LENGTH

REPORTING OF BILLFISH: Committee Boats and
communication frequencies will be announced at the Captain’s
Meeting. All billfish must be reported to one of the Committee Boats.
Alternate reporting may be done by satelite phone by calling 850-4534638. THIS IS A REQUIREMENT. Please use alternate
frequencies for ship-to-ship conversation to facilitate reporting of
billfish. Do not report tuna, dolphin or wahoo. Be prepared to give
the following information to the Committee Boat:
1. Name of Boat
2. Name of Angler
3. Species of Billfish
4. Whether caught and released -or- boated
5. Lb. test line used
The Committee Boat will verify your catch by giving you a
Confirmation Number and time of confirmation which is used for
Tournament Awards. (Time of confirmation is the time you report your
fish, not time of catch.)
FEDERAL AND STATE LAWS: The number and size of
fish weighed-in per day, per boat and minimum length requirements are
subject to State and/or Federal laws. Fish divisions may be
modified to meet last minute changes in these laws. Current limits will
be strictly enforced and announced at the Captain’s Banquet. Any
participant guilty of violation of Federal or State law will be
disqualified. All registered anglers are encouraged to obtain a Florida
state fishing license. Under Florida Law (Florida Division of Marine
Fisheries, Florida Administrative Code Chapter 68B-33.003[1]),
no person shall possess more than one billfish at any time.

IGFA RULES: The Pensacola International Billfish
Tournament follows and adheres to the rules of The International
Game Fish Association. It is the anglers responsibility to be
familiar with these rules and to abide by them. Any deviation from
these rules will subject the entrant to disqualification. THE
DECISION OF THE RULES COMMITTEE WILL BE FINAL.
PENALTIES: Any boat bringing a billfish to the docks under
the Federal minimum measurement (LJFL) will be subject to
immediate disqualification from the Tournament, and will be
reported to the Law Enforcement Division of The National Marine
Fisheries Service.

BOATING SAFETY: Each participating boat must meet all
Federal, State and Local safety regulations for its size. All boats must be
equipped with an operating marine VHF radio. Any boat operating in an
unsportsmanlike or unsafe manner in the sole opinion of the
Tournament Committee will be disqualified and ruled ineligible for any
prizes offered by the Tournament. The boat captain is responsible at all
HOOKS: Tournament anglers fishing from HMS permited
vessel must use only non-offset circle hooks when deploying
natural bait or natural bait artificial lure combinations. “J”hooks can be deployed with artificial lures.
CATCH AND RELEASE:
Base points for catch and release are as follows:

Properly completed Catch and Release Forms may be turned
into the Tournament Dockmaster at the scales, along with color
video confirmation on either day, but must be received before the
close of the scales. All Catch and Release forms must be properly
filled out before presentation to the Tournament Dockmaster.
NOTE: No Catch and Release Cards will be allowed
without confirmation number and time of confirmation
from a Committee Boat.
Billfish that are to be released cannot be removed from the
water. Removal from the water or “boating” a billfish will
disqualify the angler from Catch & Release.
Line Bonus Points (applied to Catch & Release of billfish only)
Awarded for the use of lighter tackle, and computed by multiplying
applicable Catch and Release base points by the following percentages:

To receive Line Bonus Points, each entry must be accompanied by a
ten-foot length of the line used, free of worn places and defects. No
Line Bonus points will be awarded for any entry in which the line fails
the wet breaking strength test for the line class claimed, or if it is
judged by the Tournament Rules Committee to be worn or defective.
CONSERVATION: The Tournament Committee urges all
participating fishermen to release those fish that are not to be
entered in the Tournament. The release of fish should be in keeping
with the best conservation methods to ensure continued life.
WEIGH-IN
• 42nd Annual Pensacola International Billfish Tournament
Tournament scales will be located at the Palafox Pier Marina, located in
downtown Pensacola, Florida (see map on page 79). Scales will open at
5:00 PM and close at 9:00 PM on Friday. Scales will open Saturday at
3:00 PM. You must be “IN LINE” at the Marina no later than 9:00 PM
to weigh-in. All fish brought to the scales must be in edible condition.
The Weighmaster reserves the right to reject any fish due to poor
condition, freezing (or exhibiting signs of having been frozen), or
mutilation. ALL FISH MUST BE BROUGHT TO THE SCALES BY
THE BOAT FROM WHICH IT WAS CAUGHT. This includes catch
and release forms and color video confirmation. A member of the
boat’s crew must remain with the fish until completion of the weighin procedure. The crew member must sign the weigh-in ticket and verify
the weight, which will then become official. All fish entry forms must
be properly completed prior to presentation of the fish for weighin. NO BILLFISH ALLOWED WITHOUT CONFIRMATION
NUMBER AND TIME OF CONFIRMATION FROM
COMMITTEE BOAT. In the event you are unable to reach a
committee boat for confirmation the Tournament Headquarters will
give confirmation upon arrival at the dock or first radio contact.
NOTE: Anglers are responsible for removing all fish brought to
the weigh-in. Our Dock Crew will return your catch to your
boat.
• 34th Annual Pensacola Ladies Billfish Tournament
This will be a two day tournament. Tournament scales will be located
at the WCI Lost Key Marina, located on Grand Lagoon west of the
Pensacola Naval Air Station. Scales will open from 3:00-7:00 PM on
Saturday and from 3:00-5:00 PM on Sunday.
WINNERS/AWARDS: Official winners will not be announced
until the Awards Presentation of each respective tournament. Unofficial
results will be continually updated on the Tournament Scoreboard. (In case
a weather day is used, the time and location of the Awards Presentation
will be announced at each respective Captain’s Meeting.) In the event
any P.B.G.F.C. Tournament is postponed and rescheduled, the
P.B.G.F.C. reserves the right to adjust cash prize amounts based on the
number of boats registered.
PROTESTS: All protests must be presented to the Tournament
Chairman in writing at Tournament Headquarters. No protest will be
accepted after the closing of the scales at the conclusion of any
P.B.G.F.C. sponsored Tournament. PROTESTS MUST INCLUDE A $1000
FILING FEE. All decisions of the Tournament Chairman and Rules Committee
are final.
Tournament Rules and that he will abide by such rules and the decisions
of the Tournament Committee. If the Tournament should be cancelled
due to any cause beyond the control of The Pensacola Big Game Fishing
Club, entry fees will be refunded to entrants less a pro-rated share of
Tournament expenses as solely determined by The Pensacola Big Game
Fishing Club. Entrants shall have no claim against the Pensacola Big
Game Fishing Club for return of said entry fees less pro-rated share of
Tournament expenses. All anglers are responsible for knowing of any last
minute changes of any kind that are required to be made by the Rules
Committee at the Captain’s Meeting.
NO WORRIES CLAUSE: If your team chooses to be
removed from a tournament for any reason, the Pensacola Big Game
Fishing Club will refund all but 10% of tournament entry fees, as long as
a boat member notifies the tournament committee prior to and does not
attend the Captains Meeting.
WAIVER/DISCLAIMER: It is expressly understood that all
participants in these Tournaments enter at their own risk, and that The
Pensacola Big Game Fishing Club, its Officers and Directors, and all
persons connected directly or indirectly with the operation of said
Tournaments, shall be exempt from any liability for libel, slander, loss,
damage, negligence, harm, injury or death suffered by any participant,
entrant, sportfisherman, equipment which may occur during or in
conjunction with the Tournaments. By signing the Entry Blank, the
Captain consents that The Pensacola Big Game Fishing Club may use
without payment or restriction, any photographs in which he or she
and/or their crew may appear for any purpose whatsoever, including, but
not limited to resale, advertising, commercial or promotional material.
The Captain and his crew further release The Pensacola Big Game
Fishing Club, its Officers and members from any injury, loss, or damage
which may result. All entrants agree to submit to a polygraph
examination at the request of the Tournament Committee.
Failure to submit to such an examination will result in
disqualification of the entrant at the sole discretion of the
Tournament Committee.
ALL DECISIONS OF THE TOURNAMENT JUDGES
AND RULES COMITTEE WILL BE FINAL!

• There is no end of fishing in any Pensacola Big Game
Fishing Club Tournament. The angler must be able to have
boated (or caught and released) the fish and be in line prior to
the closing of the scales for each respective tournament for the
boated or caught and released fish to count for the
tournament.
• Anglers may register at the Captain’s Meeting of any
Pensacola Big Game Fishing Club Tournament.
• All registered anglers will receive admission to attend the
Captain’s Meeting and the Award’s Ceremony. Each registered
angler receives a complimentary Tournament Shirt and Hat.
MISCELLANEOUS: Payment of the entry fee constitutes a FOR MORE INFORMATION OR QUESTIONS

• 2014 ENTRY - One entry from the 2013 entries will be
drawn for a “Certificate of Entry” to the 2014 Pensacola
International. Limit 4 anglers. Drawing will be held during the
Awards Ceremony and winner must be present to win.
TIE BREAKER RULES ARE CLEARLY DEFINED UNDER
EACH TOURNAMENT AWARDS CATEGORY.
PAYOUT IS BASED ON A 70 BOAT MINIMUM
• TOURNAMENT CHAMPION, TOP BOAT, TOP
CAPTAIN and TOP MATE AWARDS - Awarded to the
ONLY THOSE CATEGORIES WHICH ARE
FILLED WILL BE AWARDED.
angler/boat who weighs in the largest Blue Marlin (which meets
minimum length standards) in the Tournament. IN THE EVENT NO
LEGAL BLUE MARLIN ARE WEIGHED IN, THE CATCH &
RELEASE CHAMPION WILL BE DECLARED TOURNAMENT
CHAMPION. The winner of this tournament will receive an
invitation to fish the IGFA Offshore World Championship.
• CATCH & RELEASE CHAMPION - Awarded to the angler
who achieves the highest amount of Catch & Release points for caught
and released Blue Marlin, White Marlin or Sailfish. In the event of a tie,
the angler who achieves the total amount of points earliest with
confirmed times will be awarded Catch & Release Champion. Line
Bonus Points apply in the calculation of total points. Second and Third
places will also be awarded.
• THE PENSACOLA INTERNATIONAL VINCE WHIBBS
GRAND SLAM ON THE GULF - Awarded to the FIRST angler to
achieve an IGFA, Blue Marlin, White Marlin, Sailfish, Grand Slam catch
and release between 12:00 AM EST on Friday, June 28th and 12:00 AM
EST on Saturday, June 29, 2013. In the event that more than one “Grand
Slam” is achieved during this time period, the award will go to the angler
with the earliest confirmed time of completion. Confirmed Time on
completion will be defined as: Video verification of the tournament
indicator, time and date on the GPS, and Confirmation by a Committee
Boat. (Committee Boat Confirmation Times will be the “tie breaker”)
Only the first 100 registered boats will be eligible for this award. The angler
is solely responsible for the submission of the Grand Slam to the IGFA, and
will be paid after the IGFA has approved the claim. All IGFA “AND”
International Tournament rules will apply. The application and video
verification of the IGFA Grand Slam must also be submitted to the
Chairman of the Pensacola International Billfish Tournament within 10 days
of completion of the tournament.
• TOP LADY ANGLER AWARD - Awarded to the Lady Angler
with the most catch & release points, in the event there are no Billfish
caught, Top Lady Angler will be awarded to heaviest meatfish.
• TOP JUNIOR ANGLER AWARD - Awarded to the Junior
Angler with the most catch & release points, in the event there are no
Billfish caught, Top Junior Angler will be awarded to heaviest meatfish.
• BLUE MARLIN - 1st place prize money and 2nd & 3rd awards for
Blue Marlin brought to the dock that meet eligibility requirements as
stated in Tournament Rules.
• TUNA, DOLPHIN & WAHOO - 1st, 2nd, 3rd place prize
money will be awarded for fish in these categories that are
weighed in edible condition.
OPTIONAL CASH AWARDS
Cash Awards are a voluntary entry for additional potential payout
from tournament competition. Cash Awards are not included in
the Tournament Entry Fee. Entry into Cash Awards is not
required in order to be eligible for other Tournament Awards.
However, you must be registered in the Tournament to be eligible
for the Cash Awards Division. Entry in the Cash Awards Division
is limited to your own boat. You may not enter in Cash Awards
for other boats that have not elected to participate in Cash
Awards. To participate in each Cash Awards Division, the dollar
amount of the category must be paid in full on the night of the

Total monies received in Blue Marlin, individual Tuna, Dolphin,
Wahoo and Tag & Release categories will be split on the following
payout scale. If 10 boats or more are entered in a category split
will be 50%, 30%, 20%. If there are between 6 and 9 boats
entered in any given category, the split will be 60%, 40%. If
5 boats or less, the winner take all. In the event there are no
winners in a category, 90% of the full amount for the category will
be refunded. If there are two winners, the 90% will be split 60%,
40%.
The Blue Marlin categories require that the minimum requirements
of 104” (LJFL) be met to be eligible for Cash Awards payout.
The INCLUSIVE Dolphin/Wahoo/Tuna categories will be split
30%, 30%, 30% between the top three winners of each category.
Catch & Release entries require color video confirmation. Verification
must be made as to catch and release of the fish, clearly defined
species, the tournament designator provided at the Captain’s
Meeting and the angler. LINE BONUS POINTS DO NOT
APPLY for Catch & Release Cash Awards. In the event of a tie with
multiple fish caught and released, the first boat to achieve the total
points is awarded. In the event of a tie with single fish, the first
confirmed catch is awarded. In the event a Committee Boat is not
reached for confirmation, a Tournament Headquarters
confirmation will be given upon radio contact or arrival at the
Tournament Weigh Scale. Base points for Catch & Release are as
follows:
• SWORDFISH - 1st, 2nd & 3rd awards for Swordfish brought to
the dock that meet eligiblity requirements as stated in Tournament
Rules.

white marlin, sailfish, grand slam catch and release between 12:00 am esT on friday,
June 28th and 12:00 am esT on saturday, June 29, 2013. In the event that more than
one “grand slam” is achieved during this time period, the award will go to the angler
with the earliest confirmed time of completion. confirmed Time on completion will be
defined as: Video verification of the tournament indicator, time and date on the gPs,
and confirmation by a committee boat. (committee boat confirmation Times will be
the “tie breaker”) only the first 100 registered boats will be eligible for this award. The
angler is solely responsible for the submission of the grand slam to the Igfa, and will
be paid after the Igfa has approved the claim. all Igfa “and” International
Tournament rules will apply. The application and video verification of the Igfa grand
slam must also be submitted to the chairman of the Pensacola International billfish
Tournament within 10 days of completion of the tournament.
