The many accomplishments that have been achieved during those years are due, in large part, to the strong leadership of the organization. Since its inception in 1978, CBYD has been fortunate to have had Presidents of its Board of Directors that exhibited extraordinary commitment and dedication to the goals and objectives of the program. Focusing the attention of the Board on issues at hand and ensuring that efforts were expended to achieve the program’s mission has never been an easy task. However, the 10 men & women who, to date, have presided over the CBYD Board of Directors accepted that challenge and performed their duties admirably. Without their guidance the Call Before You Dig program would not be the success that it is today. This Annual Report is dedicated to our past Presidents. In 1967, four major utilities in Bridgeport, CT; Gas, Electric, Telephone and Water, joined in an effort to establish a “One Call Covers All” system, such as the one that was being used in Rochester, NY at that time. The success of this effort was heard by and duplicated by other (separately owned) utilities in the New Haven and Hartford areas, giving Connecticut three toll-free numbers to call. There was one utility, however, that was the same in all three areas, The Southern New England Telephone Company. In 1972, The Southern New England Telephone Company hosted an inter-utility statewide meeting, which was attended by 24 utilities. By the end of this meeting, a Statewide One Call System, to be known as the “Connecticut Underground Utility Protection Plan” - CUUPP, was in the planning stages. In April, 1974, the One Call service for Connecticut went into action, using a single toll-free phone number. Extensive publicity campaigns were launched to make this phone call to CUUPP a priority for excavators. In 1977, the Connecticut legislature enacted Public Act 77-350 ruling that using the Call Before You Dig system was mandatory and that it would be supervised by the Public Utility Regulatory Authority (PURA), formerly known as the Department of Public Utility Control (DPUC). PURA then adopted regulations detailing the obligations of contractors, utilities and the central clearinghouse to be operated by Call Before You Dig, Inc. A tragedy occurred, however, in the small town of Derby, CT. in December of 1985. An excavation incident resulted in a natural gas explosion that claimed the lives of several people in a local area restaurant. By October of 1988, State Lawmakers, in conjunction with the Public Utility Regulatory Authority, developed and implemented new “Call Before You Dig” Regulations (Public Act 87-71) with upgraded enforcement authority for the PURA. The regulations put “teeth” into the existing law in an effort to reduce the number of underground utility damages, and most importantly, to ensure the safety of the general public whenever excavation, demolition or blasting is undertaken. Today, the success of Connecticut’s Call Before You Dig program has grown, and continues to grow to the extent that you will see as you read on through the following pages……. This milestone anniversary also brought many exciting changes to our organization. Asplundh One Call, CBYD’s long term Center management vendor, was acquired by PelicanCorp, an international software company headquartered in Australia. Although the name changed, the experienced management team remained in place. CBYD is looking forward to the opportunities for technological advancements and international best practices that a partner with world-wide damage prevention experience can offer. CBYD gained national exposure with our August 811 event at the Stafford Motor Speedway. Our Damage Prevention and Education Committee continues to raise the bar and find innovative ways to spread the 811 message. With the installation of an emergency generator and a battle tested emergency response plan our Operations Committee has prepared CBYD for any impending emergency. Our Finance Committee has been diligently managing the budget so that for a third year in a row there is no increase of fees for our members, yet the quality and reliability of service has increased. I encourage you to read each committee Chairman’s annual message for greater detail on these and many additional accomplishments of CBYD during the 2013 year. This year’s Annual Report is dedicated to CBYD’s Executive officers, both past and present, who have stepped up to lead CBYD and guide it through the many challenges as it strives to meet its responsibilities to the excavating community. We must recognize all the Directors and Associates as well. Their dedication and passion ensures that all the many and diverse stakeholders in CBYD are represented. We remain focused on educating the excavating community and I am confident that with all these disciplines working together to foster damage prevention, we will continue to be recognized as one of the most respected excavation safety programs in the United States. The State of Connecticut Public Utility Regulatory Authority is a valued partner with CBYD. The Authority’s active participation on the Board and their ability to communicate with excavators and utilities is instrumental in preventing damages and minimizing incidents. On behalf of CBYD I would like to thank all those who work behind the scenes of our Call Center operation. These are the professionals of PelicanCorp that efficiently and effectively operate our Centers and process the calls for our membership. This dedicated team processed over 182,000 requests and sent out over 1,300,000 notifications in 2013 keeping Connecticut’s infrastructure safe. As I look back at over 20 years of involvement with Call Before You Dig I am very proud of the many improvements and progress made in our program. But I am most proud of being part of an organization with so many wonderfully talented and passionate people - committed to doing a great job for such a worthy and respected organization. It has been personal, and I am confident that the CBYD Board has the knowledge and energies to meet the challenges of the future. Rieben President, PelicanCorp One Call -8- MANAGER’S MESSAGE In 2013, PelicanCorp One Call, Inc. (formerly Asplunch One Call, Inc.) entered into its second year of a five (5) year contract (2012-2016) with Call Before You Dig, Inc. (CBYD) for operating Connecticut’s one call center. This contract was reviewed and approved by the Public Utility Regulatory Authority (PURA) via Docket No. 11-10-13. PelicanCorp, a global software and services company with more than twenty years of one call experience, continued the tradition of partnering with CBYD in its quest for prevention of underground utility damage. Due to the severity of Hurricane Irene, Super Storm Sandy and other natural occurrences that affected the operations of the central clearinghouse, CBYD developed and executed three measures to ensure the continuity of service to its membership and the excavating community. In conjunction with PURA, CBYD created a comprehensive “Disaster Response Plan”. The plan addresses several diverse scenarios and foreseeable areas of concern: ● ● ● ● ● ● ● ● Increased ticket volume Loss of power supply Limited or no access to the building Loss of data connection Loss of technology Loss of staff Communication to the public Emergency drills and testing Secondly, CBYD purchased a natural gas GENERAC 48kw generator to protect its assets. The generator is large enough to service the entire central clearinghouse and allows workflow without interruption. This includes lighting, computer servers, printers, modems, PCs and associated devices, the telephone system and audio log recording system. Lastly, to maintain the continuity of outgoing locate request email, one of two DSL ports was replaced with a fiber solution. The fiber connection re-routes email in a different path and destination outside the building to ensure that if one DSL provider fails, the other provider is not affected. Maintenance and performance of the fiber connection is monitored constantly via a managed router. In 2013, CBYD’s locate request volume increased 5.30% from 2012. Electronic locate requests or “E-Tickets” processed was 33.92% of the total ticket volume. A redesign to CBYD’s website, www.cbyd.com in 2014 will promote and encourage more users. Many thanks to the Call Before You Dig Board of Directors for their support, but also to the Center staff for their dedication and efforts in carrying out the Board’s mission. Petersen Call Before You Dig Center Manager -9- FINANCE REPORT The Finance Committee’s responsibilities include assisting the Treasurer in financial matters affecting Call Before You Dig, Inc. (CBYD). Specific duties include preparing, with the assistance of the Executive Committee and Committee Chairpersons, the annual budget for approval by the Board of Directors, recommending the yearly billing rate schedule, reviewing and acting upon any recommendations of the auditors, and providing oversight of CBYD’s insurance policies and financial investments. The accounting firm of Seward and Monde, CPA’s, North Haven, Connecticut, prepares the annual Financial Statement Review for the Corporation. A complete copy of this 2013 year end document is available by written request to Mr. Robert J. Dobmeier, Treasurer, Call Before You Dig, Inc., 2040 Whitney Avenue, Hamden, CT 06517-1025. Seward and Monde are also utilized to render professional advice on accounting matters during the year as the need might arise. In 2011, CBYD entered into a contract with Asplundh One-Call, Inc. to manage the day-to-day operations of the call center for the period of 2012-2016. 2014 will be the third year of this five-year contract. On April 5, 2013, PelicanCorp Pty Ltd, announced that it had acquired Asplundh One Call Inc, to further expand its presence in international markets. PelicanCorp has more than twenty years of experience in a diverse range of international damage prevention markets including Australia, New Zealand, Singapore, Ireland, and the U.K. This will bring significant opportunities to not only benchmark against practices here in the US, but across the globe. During 2013, the budget continued to provide funding for programs relating to public awareness and education. Among the programs which were continued was advertising spots on local television and radio stations throughout the region. This type of public outreach has been determined to be the most effective use of funds in order to spread the word about CBYD’s program throughout the state. CBYD was again awarded a PHMSA Federal Damage Prevention Grant in 2013. CBYD, with the assistance of PURA, received a PHMSA Federal Damage Prevention Grant in the amount of $80,157.11. The funds will be utilized to provide Scholarships for Locators to attend Staking University training, production of a multi-lingual Excavator’s Manual and Homeowners Guide, sponsorship of the 811 Challenge at Stafford Motor Speedway, and finally, the remaining funding will be used to support media activity around the Safe Digging month of April. The Grant Award helps CBYD to provide improved services to our stakeholders without an increase in the mileage rate to member utilities. CBYD will pursue the PHMSA Federal Damage Prevention Grant as long as they are available for solicitation. The annual budget for 2014 as approved by the Board of Directors in October 2013, and by the Public Utility Regulatory Authority in December 2013, allowed CBYD to continue to adequately fund many of its ongoing and effective programs. Recognizing the current state of our State’s economy, the CBYD Board of Directors made a commitment to minimize any increase in the mileage rate necessary to support the program. The Board respects the importance of cost containment for our member utilities, and continues to consider this as a priority moving forward. The financial well being of the corporation has continued to provide its statutory mandated duties and responsibilities, while ensuring the safety of the excavating industry and the residents of Connecticut. In addition to administering and monitoring performance of our vendor, PelicanCorp, under the requirements of the contractual agreement, the Committee reviews and evaluates call handling activity reports for the Board of Directors and recommends operational changes or technological improvements to enhance Center Operations. The major focus of the Operations Committee during 2013 was to continue evaluation of our systems and improve our disaster recovery processes and procedures. The Board continued to actively enhance our disaster recovery and storm preparedness by completing the following: 1. Installation and commissioning of the emergency generator and transfer switch that was approved in 2012. 2. Installation of an additional underground fiber optic line to provide communication redundancy. 3. Development of a Disaster Recovery plan and completion of a functional test of the plan. 4. Review of quarterly disaster recovery tests performed by the Center which includes transferring operations to the Kentucky center. Total location requests for the year were 182,177, an increase of 6% from 2012. Of those requests, 61,801 were processed from the website, an increase of nearly 16.2% over 2012 and accounting for 33.92% of the Center’s total requests. We continue to see the use of Internet requests increasing each year and project that trend to continue as we move forward. The Center also sent out 1,396,355 transmissions, a change of approximately 3% from 2012. During 2013, the Operation Committee continued monitoring evolving technologies and applications which may afford potential cost benefits to both our members and excavators, with a focus on safety. In 2013 Call Before You Dig celebrated its 35th consecutive year serving the excavating community. The guidance, determination and oversight put forth by the Damage Prevention and Education Committee along with its partner, PelicanCorp One Call, met these objectives for 2013. The Damage Prevention and Education Committee for 2013 consisted of the following individuals: Jack Alia (Buckeye Partners), Beth Bannister (Fibertech Networks), John Bonville (Connecticut Natural Gas), Derek Brown (Connecticut Department of Transportation), Rick Hurlburt (GNHWPCA), and, Tom Rzasa (Kinder Morgan). Call Center Manager William Petersen from PelicanCorp also actively shared in the goals and activities that were set forth by the Committee. The total budget for the 2013 Damage Prevention and Education program was $280,250. The activities for 2013 included the following: 1. Trade/Equipment/Shows Call Before You Dig held the 15th Annual Public Utility Expo at the Aqua Turf in Southington, CT. The expo featured a presentation by the keynote speaker, Marine Corporal Mark O’Brien “Safety Survival – A U.S. Marine’s Perspective.” Mark shared his story of how he was injured while serving his Country. In his message Mark emphasized that there are 3 key weapons to win the war against accidents: Training, Personal Protective Equipment (PPE), and Support Systems. The Expo attendance exceeded four hundred individuals representing municipalities, contractors, engineers and, utilities. Call Before You Dig was represented in 2013 at several trade, equipment and educational shows throughout the state. Major shows included: CASHO (Connecticut Association of Street and Highway Officials Show), Connecticut Nursery & Landscape Summer Field Day, Comcast Safety Rodeo, and the UCONN Technology Transfer EXPO. The committee purchased an event tent with the Call Before You Dig/811 logo to gain added exposure at various events. 2. Organizational Meetings with Those Involved in Excavating Activities Call Before You Dig, working in conjunction with the PURA, delivered the safe excavating message in 2013 to many groups. These groups ranged in size and diversity and included utilities, municipalities, businesses, contractors, and State of Connecticut workers. 3. Printed Message In 2013 our printed message continued to appear in many forms. Ads promoting the CBYD service appeared in trade publications including programs, newsletters, and industry journals. Billboards were used at NASCAR racing events at Stafford Motor Speedway. The printed ads were released throughout the year and brought attention to the Call Before You Dig message. Indepth rules and regulations messages can be found in the Excavator’s Manual, Homeowner’s Guide and the E Z Read Excavator’s Manual. They can be attained through our web site, by calling the center or at any of the trade shows we attend. - 17 - DAMAGE PREVENTION & EDUCATION PROGRAM (CONTINUED…) 4. Promotional Items Hand-out items distributed at trade shows and meetings help insure safe excavating while promoting the 811 number as well as the CBYD website. The objective of all our promotional items is simply to have the number and web-site address easily accessible for any potential user. For 2013 these included items such as engineers’ rulers, work gloves, safety glasses, flash lights, reusable lunch bags, hats, key chains, pens, utility color code cards, golf balls, and golf towels. These handouts are distributed freely at all events and shows where CBYD has a presence. The promotional items have become a favorite with contractors, municipalities, business organizations and the general public. These items keep the CBYD service and message in the forefront of the public and the excavating community. 5. Listing of the 811 Number and the 1-800 Number Call Before You Dig’s phone number 1-800-922-4455 can be found in each local telephone directory. It is listed in the white pages of every Connecticut Town and Municipality. The universal dialing code used throughout the United States is now 811. Anyone can contact the CBYD Center either by using 811 or by dialing our 1-800-922-4455 number. 6. Broadcasting in 2013 (Television and Radio) In 2013 with the help of a media consultant (Media Matrix, LLC) new television spots were produced. The television spots were shown throughout the construction season on all of Connecticut’s local television stations. These ads were shown as part of the news, sporting events and weather updates and were well received by the viewing audiences. The ads are also posted on our Website. Specific safety radio messages on both AM and FM were broadcast throughout the State from April through November. 7. WWW.CBYD.COM The CBYD website offers a large and varied selection of information. On the website you can watch our two television spots, a safety video or read the latest newsletter. One can find utility contact information or even read or download one of our many safety manuals. The CBYD website has evolved into a great resource for both contractors and the general public. It is being upgraded on a regular basis with the latest news and information. Contractors that are registered with CBYD can request and process a ticket on line. The e-ticket process expedites the request timeline for contractors by not having to standby on hold during peak calling hours or before and after the normal call center staffed hours. The committee has set a goal to rebuild the website in 2014 to make it more user-friendly and to encourage more e-ticket participation. 8. Stafford Motor Speedway Partnership Call Before You Dig maintained the Stafford Motor Speedway track sponsorship during 2013. Stafford holds 22 NASCAR sanctioned weekly racing events annually. The track sponsorship included an 8’ x 20’ trackside billboard, a banner in the car inspection area, advertising in the weekly Pitstopper Program, a Call Before You Dig logo display and link on Stafford Speedway’s Website, weekly public address announcements, 30 – second commercials aired on the closed circuit TV system during Stafford Speedway events, and a contingency award of $150 paid to the 1st place finisher in the SK Modified® division each week. - 18 - DAMAGE PREVENTION & EDUCATION PROGRAM (CONTINUED…) 9. 811 Promotional Events Call Before You Dig sponsored a “Call Before You Dig Night at CT Whale” on March 22, 2013. Call Before You Dig gave away 2,000 Call Before You Dig/CT Whale T-shirts and various promotional items at the event. Call Before You Dig also sponsored a “Call Before You Dig – 811 Points Challenge” at the Stafford Motor Speedway. On Aug. 16, just after 8/11 Day 2013, Call Before You Dig hosted an event at the speedway, and this date served as the culmination of the contest, or the last day that drivers could earn points. The five drivers whose points totals were closest to 811 each received $811 from Call Before You Dig at an Aug. 23 awards ceremony. Through this promotion, Call Before You Dig was able to reach thousands of stakeholders with safe digging messages. 10. One Call Industry Associations and Organizations Participation Call Before You Dig’s Manager Stephen Rieben attends scheduled meetings of the One Call Systems International Committee. Steve is active in the Common Ground Alliance and participates on the Best Practices Committee. He is also Vice President of The Underground Safety Institute and serves as an editorial advisor for the industry Magazine “Underground Focus”. Steve’s active participation in these organizations has kept the Connecticut CBYD Center updated on any new developments whether on a national or local level. The Damage Prevention Education Committee members are confident that the message concerning safe underground excavation, public safety and utility location has efficiently and effectively been dispersed throughout the state. The committee understands that damage prevention and education are key components as it relates to preventing underground utility damage. The goal is to continue to evolve the message over time and try different forms when necessary to get the word out. In 2014 the Committee’s safety message may take different forms but the concentration on safe excavation will remain the same. The Committee is planning several new events during 2014 to promote the 811 brand and help raise public awareness. CEUCA appreciates the opportunities it has to work with Call Before You Dig, Inc. in order to promote and implement the program. Safety is a priority for member contractors and utility companies. It takes a consistent effort to maximize our combined efforts to provide a safe work environment, protect public safety, and avoid damage to underground facilities. During 2013, the cooperation, communication and dialogue between the CBYD Board of Directors and CEUCA moved to a higher level in one aspect and into a new area in another. The discussion was elevated as it applied to PURA’s proposed legislative amendments to the Call Before You Dig statutes. That discussion began during the legislative session and continued into the fall, when members of the Call Before You Dig Board of Directors attended the CEUCA Fall Meeting to hear PURA’s presentation on its position in support of the proposals. The discussion was incorporated into a new initiative as contractor and workforce development for the natural gas expansion section of the State Comprehensive Energy Strategy brought the industry and utilities together. Aligning workforce training with the needs of the utilities to deliver the expansion plans is crucial to the successful implementation of the overall strategy. Call Before You Dig safety is inherent in the initiative as it moves forward. The mutual support between the groups has continued to improve the relationship and fortify the collective strength of the combined and individual efforts. Beyond the participation of the CBYD Board of Directors at the CEUCA Fall Meeting, CEUCA was pleased to participate in the Call Before You Dig Annual Public Utility Expo for the third consecutive year. CBYD also participated in and supported the annual Diggers Mixers Fixers Golf Outing at Torrington Country Club in Goshen, which was co-sponsored by CEUCA. CEUCA continued to bring the CBYD message to a broader audience by reporting on public policy, legislation and other issues affecting utilities and underground construction in the CCIA weekly newsletter. That message reached various companies that would not otherwise have close constant communications with CBYD. Prevention of damage to utility infrastructure, as well as the safety of underground utility construction workers and the public remained a priority for CEUCA throughout the year. CEUCA appreciates its partnership with CBYD and continuously looks forward to opportunities to promote the program and enhance the efforts of the CBYD Board and its member companies. UCAC contractor members perform work to improve and enhance the utility infrastructure in the state. Additionally, UCAC members take steps necessary to protect the public safety by avoiding damage to underground facilities and maintaining a safe construction site. In 2013, UCAC continued to promote the Call Before You Dig (CBYD) program throughout the state. CBYD is vital to utility contractors, excavators and public utility companies, in order to provide a safe work environment, protect public safety, and minimize damage to underground facilities. Training and education programs provided by utility companies and Pelican Corporation, the CBYD vendor, play a significant role in achieving participation in the program. In 2013, training for UCAC members on Confined Space, Trenching & Excavation, and OSHA 10-hour safety training included CBYD training. Governor Dannel P. Malloy proclaimed April 2013 as Call Before You Dig Month in order to remind residents and companies that perform excavation work in the state while using power or mechanized equipment that state law mandates that they notify CBYD by calling 811 two full working days before any work commences. In May, the Governor met with representatives of UCAC and the CBYD board of directors at the state Capitol in Hartford to promote safe digging and the efforts of the clearinghouse. In September, UCAC exhibited at the 15th annual CBYD Public Utility Expo at the Aqua Turf Club in Plantsville. UCAC and the CBYD Board of Directors have worked to foster open communication and dialogue, which has worked to the advantage of both organizations, respective members and the general public. Both organizations share a longtime, professional working relationship. Several members of the CBYD board of directors attended various UCAC meetings and events throughout the year, including the annual meeting and scholarship auction. UCAC members regularly attend CBYD board meetings. UCAC continues to encourage members to utilize CBYD’s on-line e-ticket service. UCAC appreciates its relationship with CBYD and looks forward to many productive years ahead. The safety of utility contractors and the general public along with the prevention of damage to the state’s vital utility infrastructure remain a priority for UCAC. UCAC will continue to promote the efforts of CBYD and its member companies.
