of Assessment and Personalisation is a great opportunity to work in one of
London’s most vibrant but challenging boroughs, taking a high-performing
service forward in very difficult times.
At Islington we believe the way to make social care sustainable is to
concentrate on choice and control for all our service users, innovative
commissioning and a high level of integration with Housing, NHS and other
partners. We have a joint department with Housing to maximise community
based support. Our commissioning arrangements are fully integrated with
Islington’s Clinical Commissioning Group. Our social care management is
embedded in the Whittington Health Integrated Care Organisation. Our mental
health care management is delegated to the Camden and Islington Mental
Health Foundation Trust. Integration is at the heart of everything we do.

residential and nursing care across the country. We are further developing
our integrated services with our NHS partners which are designed around the
needs of individuals.
Our residents want better access to information and advice, and more
personalised options for support.

service transformation.

Introducing Islington – the place
Islington’s cultural diversity makes it one of London’s most exciting boroughs.
Covering just under six square miles, it has a vibrant and active population of
more than 206,000 (2011 Cenus) and a thriving local economy.
Islington has some of the poorest and richest households in the country,
sometimes in the same street. There are Georgian squares and award-winning
parks and it is home to famous names such as Sadler’s Wells, the Business
Design Centre and Arsenal Football Club.
Visitors come in large numbers to enjoy its unique markets, shops, restaurants

ABOUT ISLINGTON
Adult Social Services in Islington
Adults Social Services is managed by the Corporate Director for Housing
and Adult Social Services along with all housing functions. This allows us to
address cross-cutting issues of housing and support. The Council gives a high
priority to supporting vulnerable residents and provides services to people
with moderate levels of need. Islington also commissions a range of preventive
services in the community, usually from voluntary sector groups. We currently
support approximately 3000 people in their own homes and 700 in residential
or nursing care.
We are proud of our achievements. We have large numbers of people with a
personal budget. We have a comprehensive programme to address the needs
of young people moving into adulthood. We have recommissioned services
for carers so they are available in a variety of community venues and GP
surgeries. We have significantly invested in learning disability services. Our
joint arrangements with local NHS organisations are very strong.
Islington does have specific challenges which the new Director will need to
address:
yy Further improvements in prevention and care pathways so that outcomes can
be maintained and improved despite financial pressures
yy Commissioning appropriate support for the high numbers of people with
mental health problems in Islington
yy Bringing people home to Islington from out of borough placements
yy Delivering Integrated Care jointly with NHS partners
yy Ensuring we have high quality commissioned services for older people in
Islington
yy Ensuring we increase the number of older people who receive a direct
payment.

ABOUT ISLINGTON
About Islington Council
The council employs approximately 4,275 staff, based at various locations
across the borough, in five directorates: Children’s Services, Chief Executive’s
Department, Environment and Regeneration, Finance, and Housing and Adult
Social Services.
Islington is divided into 16 electoral wards, each of which is represented by
three councillors who are elected to the council every four years.
The current political make-up of the council is : 1 Independent, 11 Liberal
Democrats and 36 Labour councillors.
The full council meets about six times a year to decide the budget, and major
policy issues and plans.
The council has an Executive group of councillors from the largest party, each
of whom is responsible for an area of council activity and, with the Council
Leader, they make most of the other decisions.
A forward plan listing all the key decisions to be taken in the next four months
is published on the council’s website at www.islington.gov.uk/democracy.
Decisions of the Executive can be ‘called in’ by councillors to the Policy and
Performance committee which can take a second look at them before they are
implemented.
All decision-taking meetings are held in public.

Budget
In 2013/14, Adult Social Services set a net budget of £84m, with a gross spend of £111m. The number
of staff employed by the department is 628.

Since 2010/11 Adult Social Services has delivered savings of £17m and is expected to deliver a further
£2.8m in 2013/14. There has however been allocation of contingency funding for demographic growth in
older people and people with a learning disability.
We are currently planning how we can meet savings targets in future years, but there is no doubt that it
will be a challenge to do so, with some difficult decisions to be made to deliver a balanced budget.

Islington is an exciting place to live and work and brings large numbers of visitors to its

of the most deprived boroughs in England.
The Council is proud of its Adult Social Care services and is seeking to continue to improve
services and outcomes for its most vulnerable residents, despite the financial pressures
facing local authorities. Building on our first stage of successful social care transformation,
we are now developing new access and advice services, more integrated pathways with
health, and a greater range of personalised support options for people who use our services.
We have good and established working relationships with our NHS partners, including
integrated arrangements with the CCG, and joint community provision with Whittington
Health NHS Trust, and Camden and Islington NHS Foundation Trust.
Following the promotion of the post-holder, we are recruiting to the role of Assistant
Director for Assessment and Personalisation. Reporting to the Service Director for Adult
Social Care, you will be responsible for the operational management of social care services
for older people and disabled adults. You will also lead on the development of integrated
care pathways for social care, and the “Making it Real” personalisation programme.
We are looking for an energetic and enthusiastic individual to join our leadership team.
You will have a relevant professional qualification, and a proven track record of delivering

Remuneration
Pension
£68,475 - £80,748 pa
You will join the Local Government Pension Scheme
automatically, unless you elect to make alternative
pension arrangements.
Probation
Annual leave entitlement
All appointments are subject to the council’s
probation scheme.
Basic paid leave will be 27 days a year. In addition
the council grants five privilege days.
This condition applies to all new employees
regardless of any continuous local government
service.
After five years’ continuous service your annual
leave entitlement will increase by five days.
Politically restricted posts
Notice
This position is politically restricted under the Local
Government and Housing Act 1989. This means
that you are prevented from taking part in certain
political activities.
You will be required to give three months’ written
notice.

Condition of employment
