I have been fortunate to succeed Tom Zemaitis as President of the Board of Directors of VIP at a time when VIP is recognized locally and across the United States as a model for the effective delivery of services, not only to our clients, but also to the lawyers who volunteer to take cases through VIP. My service as a member of the VIP board, and now as its president, has reinvigorated my own commitment to pro bono representation and to encouraging my colleagues at the bar to make that same commitment. I am especially pleased that VIP is focusing its energy on developing and expanding innovative programs to increase the number of lawyers involved in the important work we do for economically disadvantaged citizens in our community. We are all fortunate to have a vibrant public interest legal community in Philadelphia, and VIP is at the center of that community. I anticipate that VIP will continue to thrive, and I look forward to working with our new Executive Director, Sara Woods, and our magnificent staff in furthering that success. As the new Executive Director of Philadelphia VIP, it is my privilege and honor to work for an organization with such an important mission. Although finding volunteer attorneys to handle cases pro bono is the short term goal, in fact we are working towards something more long term. Under the inspiring leadership of Sharon Browning, Executive Director from 2002-2007, those years marked both the broadening and deepening of VIP’s efforts to increase access to justice for marginalized Philadelphians through pro bono representation by attorney volunteers. Of course, the work of achieving access to justice is not finished---far from it. VIP continues to search for new and innovative ways to increase the number of volunteers, to better serve clients, and to work collaboratively with the Philadelphia community to solve intractable problems. Sincerely, Sara Woods Executive Director 2005/2006 Annual Report Page 6 A Tribute to Sharon Browning Sharon Browning served as the Executive Director of VIP from 2002 to 2007. During that time, Sharon healed a struggling organization and turned it into the thriving, vibrant organization it is today. Sharon stabilized VIP’s finances, strengthened its core services and began new initiatives to secure pro bono legal assistance for the many families and individuals in Philadelphia in need. During Sharon’s tenure, she worked tirelessly to increase funding and volunteer resources for pro bono work in Philadelphia. She reenergized VIP’s staff and regained the confidence of the Philadelphia legal community in the organization. Under her leadership, VIP strengthened its relationships with the Philadelphia Bar Association, as well as with VIP’s “sister” organizations, Community Legal Services and Philadelphia Legal Assistance. Ms. Browning also 2005-2006 Staff List developed and grew the ties between VIP and the private bar and in-house, corporate counsel. Alison Altman, LawWorks Attorney With Sharon at the helm, VIP experienced tremendous growth and development in its programs. One of the most important accomplishments at VIP during her tenure was the formation of Philadelphia LawWorks, a community economic development project of Philadelphia VIP. Through Sharon’s vision and guidance, LawWorks has grown from a fledging project to a vibrant program, in which pro bono attorneys provide transactional legal services to small businesses and non-profit organizations in the city. In addition to these accomplishments, Ms. Browning has also been a powerful and outspoken advocate for pro bono. Through a series of articles published in the Legal Intelligencer and the Philadelphia Bar Reporter, among other publications, Ms. Browning reminded lawyers about their ethical duty to provide pro bono services and to ensure equal justice for all. She challenges lawyers, asking them to consider issues of poverty and their role in protecting the integrity of the justice system. Ms. Browning asks lawyers to step up and to ensure that we do not just talk about equal justice, but that the judicial system delivers equal justice, regardless of economic status. While simultaneously asking lawyers to increase pro bono efforts, Ms. Browning also acknowledges, recognizes, and praises the achievements of Philadelphia lawyers in their pro bono endeavors. Sharon is now taking another leap in expanding access to justice for low-income Philadelphians. Just Listening is an effort to seek out and intensely listen to people living on the social margins, exploring their thoughts and beliefs about justice, systemic equality/inequality, fairness, and the common good. Given Sharon’s experience and passion for justice, VIP is confident that her new endeavor will grow and flourish under her tutelage. Stephen F. We annually secure pro bono legal representation and provide legal education and outreach to more than one thousand individuals and families who cannot afford private attorneys and whose cases cannot or will not be handled by other public interest legal organizations. The majority of these cases fall into areas that affect the basic human needs of our lowincome clients: employment, housing, education, family stability and access to benefits. “Both a professionally and personally fulfilling way to VIP’s organizational structure reflects this program help individuals truly in need imperative. The LawWorks team handles homeownership title cases, non-profit and small business formation and other issues, and tax controversies. Signature Recruitment Activities Over the years, VIP has developed a range of activities that socialize, prepare and draw private attorneys into pro bono legal service throughout their professional life. Each year we hold Pro Bono Opportunities Day and Summer Associates Day (see Highlights) and a regular series of Continuing Legal Education (CLE) trainings. The latter provide attorneys with an alternative approach to pro bono service which allows them to earn required CLE credits in a poverty law subject in exchange for taking and finishing a VIP client’s case. Seven trainings in areas of family law and LawWorks issues were held in 2005. In addition, we partnered with the Delaware Valley Association of Corporate Counsel and Exelon for the second annual Corporate Bono Day which drew 16 corporate counsel who were trained in non-profit law and assisted 13 non-profit and small business clients. Outreach Activities VIP staff and volunteer attorneys also provide short-term legal assistance, advice and education to clients. This service is an alternative way to do pro bono work but, more importantly, a way to help clients avoid legal problems by making them aware of their legal rights and familiar with the legal process. 2005/2006 Annual Report Page 9 The following projects were continued or expanded in 2005: Low Income Tax Clinic. Together with Philadelphia Legal Assistance, VIP continued to provide Spanish speaking agricultural workers in Chester County with taxpayer education, return preparation and representation in tax controversies. In 2005, eighty-seven clients were served by 175 volunteers, trained at 4 sessions in preparation for 10 clinics held from January to April. In 2006, the program served 95 clients. Eighty-three volunteers participated including 21 attorneys, 53 law students and 9 high school students. Three clinics were held in April. An average of thirty volunteers, at least 7 of whom were attorneys, were present at each of these clinics. LawWorks. Education and outreach are a hallmark of our community economic development project. Nine outreach sessions on homeownership, attended by 150 local leaders, were held at neighborhood organizations including the South Philadelphia Rainbow Commission, The Philadelphia Church Trustees and the West Powelton Community Council. The project’s small business/nonprofit arm gave free legal assistance to 60 aspiring microentrepreneurs and nonprofit leaders. About a dozen Philadelphia transactional attorneys participated in these events. Legal Clinics. VIP annually holds 10-12 free clinics across the City staffed by attorneys and law students. Some such as Law Day held at Shiloh Baptist Church in May 2005 focus on a diverse set of legal topics; others such as November collaboration with Resources for Human Development/New Beginnings address a specialized topic. At New Beginnings 11 clients were 2005/2006 Annual Report Page 10 counseled on non-profit formation by 19 law students from Temple and Villanova who were trained by LawWorks’ attorneys. Poverty Law Practice Groups One of the most significant initiatives was the effort to develop practice groups in several Philadelphia firms in order to provide assistance to the homeownership prong of VIP’s LawWorks project. I got exactly what I needed.” VIP Client Among the most successful is the practice group at Pepper Hamilton LLP. Built around existing expertise in probate and real property, the Pepper Hamilton group meets monthly with partners, associates and paralegals from the firm and attorneys from LawWorks. Cases are reviewed leading to discussions of case-specific questions and legal issues, which draw on the varied background of participants while expanding their knowledge and increasing their efficiency and effectiveness in handling cases. The cooperation - sharing strategies, procedures, research and approaches to cases - has not only deepened the body of knowledge that crosses practice areas, but has also led to new and additional ways of resolving homeownership and tangled title problems. 23 attorneys from Pepper work on homeownership cases, recording 1,765 billable hours, which the firm valued at $306,875. Collaborations LawWorks – Adopt-A-Block. Although based at VIP, LawWorks remains a collaborative project governed by steering and fiscal committees whose members represent a wide range of organizations and law firms. With increased staff, the project began to set the groundwork in late 2005 to expand its efforts from assisting individual clients to stabilizing a neighborhood by helping multiple clients in a block. As 2006 drew to a close, key steps in initiating an Adopt-A-Block project had been taken. Working with the University of Pennsylvania Cartographic Modeling Lab, who generously donated their time, a map of likely homes with “tangled title” issues was developed. A relationship was established with the Allegheny West Foundation, a community development corporation, who agreed to assist in identifying tangled title clients within their neighborhood. And funds were received from the Citizens Bank Foundation and the Thomas Skelton Harrison Foundation targeted to Adopt-A-Block clients. Rollout of the project is anticipated for 2007. 2005/2006 Annual Report Page 11 VIP Highlights Summer Associates Day Every summer for the last ten years the excitement and energy that only a gathering of students can create has infused the Pennsylvania Bar Institute. In June 2005, 150 summer associates from 17 Philadelphia firms gathered at PBI for VIP’s annual Summer Associates Day. Four 2 hour training sessions followed on immigration law, transactional law for small businesses and non-profit organizations, endof-life planning (living wills and power of attorney), and custody for kinship caregivers. The “summers” staffed clinics and met with clients in the area of law in which they were trained. Three clinics were held on Immigration law at Congreso de Latinos Unidos; on End-of Life Planning at Magee Rehabilitation Center; and on Transactional Law at the Free Library of Philadelphia. Summer Associates Day 2006 was attended by 150 associates spending the summer at 16 major Philadelphia firms. Legal training in non-profit formation, homeownership, immigration and issues related to homeless advocacy followed. Students participated later in the summer in a clinic – doing intake and counseling - in the area of law in which they were trained. Pro Bono Opportunities Day (PBOD) This event was originally known as First Year Associates Day. In the past, only first year attorneys in area law firms attended but in 2005, all associates in the firms were invited. Thirty-seven young attorneys received two Continuing Legal Education (CLE) credits for training and taking a VIP case. Training was held at Kate’s Place, apartments for low- to moderate- income individuals managed by Project Home. Hyacinth King, a client who once was homeless, spoke to the attorneys. She explained the impact that having a volunteer attorney made in her life. She now has a job and housing. Hearing Ms. King speak gave relevance to our volunteer attorney’s work. 2005/2006 Annual Report Page 12 PBOD, continued. In 2006, Forty-two young associates from 13 firms received two Continuing Legal Education (CLE) credits for training and taking a VIP case and 10 judge’s clerks attended this signature event at Montgomery McCracken on November 17, 2006. After an introduction to the value of pro bono service, three legal trainings on divorce, probate/homeownership and guardianship were held. The day concluded with a lunch presentation by Antoinette Dendtler, former LawWorks client. Founder and head of a successful charter school serving low-income students, and now a VIP board member, Dendtler discussed the importance to her and to her school of the assistance received from the non-profit side of the LawWorks program. 2006 Equal Justice Conference in Philadelphia VIP had a significant presence at the Equal Justice Conference held in Philadelphia in 2006. Sharon Browning participated in 3 workshops, including the wellattended “Energizing Sisyphus” given with Stephen Scudder of the ABA. Stefanie F. Seldin, Managing Attorney of LawWorks and Alison Altman, an AmeriCorps attorney in the LawWorks project, participated in workshops relevant to Pro Bono business/economic development efforts. Corporate Pro Bono Day LawWorks held their third annual Corporate Pro Bono Day on September 12, 2006 at the Enterprise Center, the former American Bandstand Building, with support from Exelon and the Washington-based cpbo.net. Twenty in-house attorneys from, among others, Exelon, DuPont, and Pep Boys, were trained in various aspects of small business law (formation, employment matters, intellectual property, etc.) by 5 attorneys from Blank Rome. The event was a “smash hit” with attendance from staff of the 3 organizations and another 300 attendees from the private bar. Superb food, great music and a memorable slide show, reflecting the organizations’ histories, resulted in an evening to remember. Each organization also received approximately $15,000 after all event expenses were covered. Fundraising VIP’s annual United Way appeal was initiated with mailings to all past donors undertaken by Board member Stephen Kastenberg with assistance from VIP’s Deputy Director, Judith Himes. By the end of 2006 the Board fundraising efforts yielded great results. The year ended with a total of $152,500 raised from local firms, an increase of more than $32,000 over 2005. Board contributions were received from 100% of members. “I thoroughly enjoyed working on this case with VIP. The case took a few unusual turns and VIP was great helping me work through them.
