CHARLOTTE — A brand new pair
of shoes can offer a youngster a good
start to the school year.
But Diane Sowle, executive director of the Eaton Clothing & Furniture Center, knows the small gesture
means more to a needy local family,
struggling to make ends meet.
“Some of them struggle to keep
a place rented,” said Sowle, of the
almost 2,000 families in Barry and
Eaton counties who shop at the
Charlotte-based non-profit annually.
“They don’t have money for shoes.
If parents don’t have to worry about
how they will pay for shoes for their
children, that’s one more burden off
their shoulders.”
That’s the premise behind the center’s “Back to School” program, now
in its 16th year.
For three days, Aug. 18 to 20,
registered clients with the center
(who all meet income requirements)
can bring their children to the event
for bundles that include new shoes,
underwear, hygiene products and
school supplies.
Sowle estimates that 800 people
will take part this year — the majority are from Charlotte and Eaton
Rapids.
Last year, the non-profit spent
$20,000 on the items they gave away
— shopping sale items at places like
Meijer, Dunham’s and Playmakers.

of a challenge for the center.
Sowle said about 25 percent of
the non-profits $70,000 annual budget
comes from grants. That source of
income has decreased nearly 50 percent in the last five years — while
the client list continues to rise.
“We do a lot on faith,” said Sowle.
“We’ve always had generous donors
who’ve stepped up to support us.”
Charity 5k
But this year the center is prepared to raise its own funds for the
“Back to School” effort.
Thanks to the efforts of Marilyn
Block, an intern at the center for the
past year, a charity 5K run/walk is
being organized for Aug. 6 in Charlotte.
Block said the run/walk is her

CHARLOTTE — From elephant ears and camel rides
to prize-winning lambs in
costume, grandstand shows
and midway games, this
year’s Eaton County fair
had something for everyone.
Eleven-year-old Madelyn Kidder of Springport,
for instance, was sweltering
in her home-made Grinch
costume July 12, with her
lamb dressed in pigtails and
a red tutu.
The lamb’s name? Cindy
Lou Who, of course.
Kidder took first place
in the costume contest, followed closely by Skylee
Sherman, also 11, a Potterville student who lives
in Grand Ledge and whose
family raises 20 head of
cattle.
Sherman and her lamb
were pretending to be
nerds, the lamb decked out
in a tie and backpack and
Sherman with horn rimmed
glasses and a book under
her arm.
For many families 4-H is
really the heart of the fair.
The clubs teach responsibility, both for animals
and younger kids, provide
camaraderie and allow for
a lot of fun.

EATON COUNTY — State
Rep. Deb Shaughnessy,
R-Charlotte,
recently
invited two Eaton County
residents to testify before
the Michigan House Insurance Committee about the
ineffectiveness and high
cost of federal flood insurance. Shaughnessy, who is
vice chair of the panel,
also expressed her concerns
regarding the impact flood
insurance premiums have
on local residents and
municipalities.
“I am very concerned
about how the requirement
to have flood insurance
affects people in the area,”
Shaughnessy said to the
panel. “I have been to several local government units
that have been asked to opt
into this as well. This issue
impacts many residents in
Eaton County, and it takes a
lot of money to fight it.”
At the June 9 hearing,
state Rep. Anthony Forlini,
R-Harrison Township, advocated making significant
reforms to the National
Flood Insurance Program
with Congresswoman Candice Miller.
Eaton County residents
Keith Haley and Albert
Surink testified at the hearing, criticizing the criteria
used by the Federal Emergency Management Agency
to put their homes into the
flood zone. The designation
required them to purchase
federal flood insurance.
“In November 2010 my
mortgage company said I
had to have flood insurance,” Haley said. “FEMA
redrew the lines and my
mortgage company said I
was in the flood plain.”
The flood insurance
policy costs the Bellevue
resident $800, or about $66
a month. He explained flood
insurance is an unaffordable luxury considering the
economic circumstances
under which he and his
wife live. “That might not
sound like much, but my
wife and I are surviving
on Social Security,” Haley
noted. “And I have a small
state pension.”
As a result, Haley has
cut his telephone service
and has reduced his bills
for trash and electricity, he
told the panel.
Surink, of Dimondale,
told the committee he had
been fighting the flood-plain
designation for six years
without success.
“There is nothing in this
program
that
works,”
Surink said. “If a structure
has water frontage, it is
required to have flood insurance.” Surink explained to
the committee that his property was designated as a
flood plain by officials who
used a hand-drawn map of
his property overlaid by a
satellite photograph of his
land. Shaughnessy supports
House Resolution 62, introduced by Forlini, which
urges Congress to authorize states to work together
in providing flood insurance
as they deem appropriate
and encourage government
transparency.
Forlini’s
resolution
acknowledges Miller’s bill,
H.R. 435, to eliminate the
National Flood Insurance
Program in 2013, and petitions Congress to make

OLIVET — Carol Breed, J.D., has been named director
of the Risk Management and Insurance Center (RMIC) at
Olivet College, according to an announcement by Maria
Davis, Ph.D., provost and dean of the college.
In her new role, Breed will have primary responsibility for the leadership and administration of the undergraduate and graduate insurance programs at Olivet. She
will also assume the coordination of numerous special
programs under the guidance of the RMIC’s Advisory
Board.
These programs include the Michigan Insurance Hall
of Fame, a partnership with Thomas M. Cooley Law
School, and a new collaboration with the Eaton Interme-
diate School District through which high school students
will begin insurance coursework through Olivet.
“Carol is an outstanding professor in our insurance
and risk management program and a proven leader, both
on campus and off,” said Davis. “We are excited about her
new role as director of the Risk Management and Insurance Center and expect that she will continue the tradition of quality and innovation in insurance education for
which Olivet College is nationally known.”
Breed, a 1998 Olivet graduate, formerly served as
associate professor of business and insurance with the
college. She received her Juris Doctor degree with a
concentration in litigation from Thomas M. Cooley Law
School in 2001 with cum laude honors.
Before attending Olivet, Breed had a successful career
in the insurance industry, working for two different agencies over the course of 19 years. She also worked for the
State of Michigan Insurance Division as a continuing education course evaluator, and continues to be an insurance
educator for multiple external organizations.
Breed takes over the position from Mike Hubbel,
founding director of the RMIC and a long-time leader in
insurance education.

and Insurance Center at Olivet College, visit http://
