The Calexico City Council voted 4-1 to move the Calexico City Council meetings to the 1st and 3rd Wednesday of the month at 6:30 p.m. by passing a new ordinance that made the change official. The Council also voted for master schedule that will take the council for the remainder of the current fiscal year. The move was proposed by Councilwoman Maritza Hurtado at the previous City Council meeting. The issue was that the city was paying for two city attorneys and needed to save money. Last year, the council voted to hire the firm Best, Best & Krigger as interim city attorney and hired Carlos Campos as their legal counsel. However, Campos has not been able to attend the Council meetings on Tuesday night since he is working for another city council on the same night. Campos assigned Attorney Robert Hargraves to represent him at the meetings since the beginning of their contract. Hurtado said that he spoke to attorney Campos about the issue and said that by having two attorneys and having Hargraves share information with Campos after the council meetings it is very costly to the city since they are billed by doing it. "I think that by having Mr. Campos as our primary City Attorney will benefit us economically especially in these hard economic times." Hurtado stated. Councilman Joong Kim disagreed with the ideas saying that Best, Best and Krigger are acting as interim attorneys and they should wait until they hire a permanent firm and then decide if they want to change the date of their meetings. Hurtado answered that there have been applications submitted by other firms but no action was taken by the council in the past year. In the end, the Council voted 41 to move the meetings to Wednesdays beginning in September. The City Council will go dark for the rest of the month and will not meet on August 17. County Supervisors Give Brawley’s Alyce Gereaux Park Restoration $18,000 To Food Bank Project Begins Construction For Backpack Program By Mario Conde The Imperial County Board of Supervisors made a big donation to the Imperial Valley Food Bank to assist children that suffer hunger each day. An initiative started by Supervisor Jack Terrazas brought awareness to an ongoing issue that affects hundreds of children in Imperial Valley and mobilized several other service organizations to support the cause. In February 2016, Chairman Jack Terrazas announced during the annual State of the County Address that his mission during his chairmanship of the Board of Supervisors will be to fight hunger, especifically childhood hunger in Imperial County, currently referred as the "2016 Fighting Hunger Campaign." According to Feeding America, Imperial County has the highest rate of childhood hunger in the state with close to forty percent of our children not receiving adequate amounts of food. In the weeks following Terrazas' address, the IVFB received $4,500 of pledge dona- tions toward the Backpack Program that has been attributed to the Chairman's call to action. Additionally, the County has secured a $5,000 donation from AT&T California for the program. Furthermore, the board collectively allocated $9,000 of Community Benefit Program funds to the Backpack Program. Therefore $18,500 is the total of all donations listed above. The Imperial Valley Food Bank's Weekend Backpack Program partners with local school districts in Imperial County to meet the needs of local children by providing them with meals to prepare on the weekends when resources are not available. Through the Backpack Program, eligible students are able to take home backpacks every Friday filled with food content to get them through the weekend for the whole school year. It costs $180 a year to fund one child's participation in the Backpack Program, which currently reaches more than 630 students in 35 different Imperial County schools. By Chris Furguson Travelers and residents in Brawley's north east corner of the city may have noticed some green fencing around Alyce Gereaux Park, located just north of JW Oakley School. This fencing is the latest step in a yearslong, multi-million dollar process to update and upgrade the city park. The renovations will come with several improvements, such as multiple lit youth soccer fields, a lighted "nature trail" for walkers, new playgound equipment and picnic areas and a renovated basketball court. The improved Alyce Gereaux Park will also contain a secure splash pad for summer use, similar to the one at Imperial's Eager Park. Currently, work has begun on clearing land to install the necessary plumbing fixtures for the splash pad, water fountains and bathrooms. Additionally, the former Bryan Thomas Memorial basketball court has been cleared in order for the renovations to begin on that part of the park. Funding for the park came from a $2.7 million state Parks grant, a portion of which was used for the design and engineering phase. The winning bid to conduct the park's renovation went to Silverstrand Construction of San Diego in late March. Current estimates have the project completed by the end of this calendar year. Additionally, as the grant requires some form of community art project, the local "Rainforest Project," has helped the city with artwork featuring desert creatures, including concrete desert bobcat themed benches, to go with the drought tolerant, desert themed landscaping. Work on the benches was performed by Brawley children as part of the Project's program. The work will also include a public bathroom, shaded rest areas and other amenities for visitors. Applications for the California state grant, some of the most competitive on record, began several years ago with then Parks director Karin Morgan. Brawley's application, originally set at $5 million, was approved partially because of the impoverished area Alyce Gereaux Park rests in. ALYCE GEREAUX PARK, located north of J.W. Tribune-Weekly-Chronicle Thursday, August 4, 2016 PAGE 02 Calexico Reinstates Hearthstone Levy By Mario Conde The Calexico City Council voted to levy taxes on the special tax in the Community Facilities District for Hearthstone at their last meeting. In a discussion that lasted approximately two hours, the Calexico Council heard residents of Hearthstone express their concern of a possible increase in their CFD payment. The project has a troubled history as Pacific Century Homes halted construction at a Calexico community financed by a CFD in 2008, leaving the community incomplete. A Community facilities districts allows cities and local agencies to finance public improvements and services to new or rehabilitated communities, such as police, fire and recreation services, according to the "Mello-Roos Community Facilities Act of 1992." Back in 2005, City of Calexico approved special tax bonds in the aggregated principal amount of $14,710,000 being issued in connection with the financing of certain public facilities and capital impact fees relating to a residential connection within the district. However, the recession of 2008 forced many of the homeowners into foreclosure and most of the improvements and promised development were not completed. At Tuesday's Council meet- ing several residents expressed their disappointment saying that the Council should not levy or increase CFD's because it will be a burden in their finances and the development had not delivered what it promised. City Manager Armando Villa said that this was not a tax increment but only an annual levy of CFD taxes but it proposed a $5 increase in the services portion per property owner. The new administrator for this CFD will be Koppel & Grubbel Public Finance who will be managing Hearthstone and the CFD's for Gran Plaza Outlets as well. Councilman John Moreno asked Villa if the City had stop ped collection of taxes in the last ten years. Villa responded that they have levy taxes each year as its standard procedure to levy and submitted to the county tax payroll. "If residents are paying their taxes, then they should be getting the services they deserve." Moreno said. City Manager Villa recommended the City Council to approve the levy and then direct staff to meet with the homeowners and explain the CFD payments. Villa said he will be creating a taskforce to solve the past problems with the development so they can work to make the improvements that were promised to homeowners who bought their houses. Councilman Mandy Real questioned Consultant Marshall Lynn from Urban Features for the past mistakes made with City bonds. Real said that if homeowners are not getting the services they are paying then the city should stop levying taxes. Marshall Lynn responded that every bond they have worked with the city has been done with professional recognized firms that work nationwide. Lynn recalled the housing crisis in 2008 and said that the developer was over ambitious and during the beak of the housing book and sold houses above the market value which caused a lot of foreclosures. Lynn added that the city should plan and work with legal counsel so they can fix the problems that happened in the past so that residents can get the services they deserve. Homeowners spoke to the council and asked them not to raise their fees and work on the issues first before taking action. The Council then deliberated about the item and decided to levy taxes without any increase with the condition they meet with residents and also solve the issues with the CFD's by creating a taskforce between city staff and some residents of the Hearthstone project. Pokémon Go Game Still Encouraging Players To "Catch Them All" By Chris Furguson Drivers in Imperial County have been well aware of a new sight over the past month: Children, teens and young adults walking around the streets and parks, smart phones in hand, having fun. While some may be worried, most have little to fear as this is just the latest gaming craze to hit the country: Pokémon Go. The phone's GPS system is also used to track player movement for other reasons, such as powering incubators to hatching collected eggs that also contain the animated creatures. More than a month after the game was officially released, local players are still walking around their cities with their cellphones out, looking to "catch them all" as they also interact with each other in a unique and unprecedented way. One of the more popular places in Brawley, for instance, has been the North Plaza Park area near the Kiwanis Kiosk and Post Office. While there have been incidents around the United States that bring pause to some, such as inattentive players getting into accidents (including a pair that fell off a cliff near Encinitas, California) and other notable occurences, the potential benefits of the game to players' physical health and mental well being have already come to light. Clinically depressed individuals and those with social anxiety issues and have been leaving their homes to find the animated characters and, as a side effect, are meetings others in a friendly public setting. One of the other key aspects of the game itself, an egg-hatch- ing system that requires the player to walk in order to power the in-game incubators, has coincidentally encouraged otherwise unhealthy individuals into walking more. Inattentive players, on the other hand, have caused several issues for law enforcement, including minor accidents and unintended incidents of trespassing. Calexico's Police Department recently issued a warning to players to be more attentive to their surroundings, a sentiment echoed by the game's creators in their loading screens. Youngsters in Imperial County are also aware of the dangers of high summer temperatures as they run around their neighborhoods and catch the little creatures. Most Valley players choose to play the game at night, with some focusing on the early morning hours before the sun gets too high in the sky. "It's not like we're playing this game while the sun's out and it's hot," said more than one player in Brawley over the previous weekend. The game has also inspired the creation of several Facebook groups, who talk about the best places to catch these Pokémon as well as organize meet-ups and gatherings. BUHS Wildcats Football Returns With “Hell Week” By Chris Furguson With less than a month before the start of the upcoming 2016-17 school year, the Brawley Union High School campus is already rife with activity as this year's BUHS Wildcat Football program starts their annual pre-season practice session, also known as "Hell Week." Brawley’s students returned to the practice field this week after nearly three weeks away from the practice field, according to Brawley’s Head Coach Jon Self. Similar programs have begun at the Valley's other high schools as they prepare for the upcoming CIF-San Diego Section football season. The session, which is intended to help get players into better sports shape after two months away from school and to weed out those who are not cut out for the sport, began on the morning of Monday, August 1. The sessions usually run twice a day, in the early mornings and the late afternoons. Self, who has spent more than two decades coaching high school football in Imperial County, leads the varsity prac- tices while others handle kids at the junior varsity and freshmen levels. During the August practices, training on blocking, rushing and passing techniques are combined with running and coordination drills in order to help get players in shape prior to the upcoming season. Frequent breaks for water and sports drinks are also a necessity in the muggy August mornings and afternoons. Rules established a few years ago by the main California Interscholastic Federation limit the number of weekly outdoor practices and supervised training time, a necessity in the still hot month of August. In 2015, the Brawley Wildcats earned a second place finish in the Imperial Valley League, losing only one game to the eventual league champion Imperial Tigers. Brawley's first game will be on Saturday, August 27 in El Cajon against the Christian Patriots, while their first home game will be on Friday, September 9, 2016, against the Yuma Criminals. After interviewing Mrs. Fusi it was very apparent that she has a passion and talent for what she does as president of the swim team. Mrs. Fusi has big plans to build up and create a stronger more competitive swim team here in Holtville. Her plans will hopefully encourage more young athletes to join the Holtville Stingrays and encourage more residents to support and enjoy the swim team events. When asked who would be able to join the swim team Lourdes Fusi replied " Anyone that can swims 25 yards, so if they are 8 and under they have to be able to swim 25 yards which is one distance of the pool. If they are older than 8 they need to swim 50 yards which is both distance of the pool without touching the ground or holding onto the land line. In his ruling on Monday, August 1, 2016, United States District Court Judge Anthony J. Battaglia also stated that IID’s case against CAISO threatens competition for generators of renewable energy located within the district’s service territory. “This reduction in competition for generation potentially raises the costs of renewable energy for those entities,” the court wrote, and could “ultimately affect the rates passed on to the public.” Judge Battaglia also let stand the IID’s claims against CAISO for breach of contract, conversion, unjust enrichment and restitution. “IID is pleased that the case against CAISO can now move forward,” said IID general manager Kevin Kelley. “There is no doubt that the district, its renewable energy generators and ultimately its ratepayers have been harmed by the state’s grid operator in denying transmission access to IID’s balancing area.” Last July, the district initiated civil litigation, alleging CAISO’s deliberate and systematic marginalization of IID, its ratepayers and all renewable energy generators seeking to develop projects in the district’s service area. The district alleges that, CAISO, through its actions over many years has exercised its monopoly power to manipulate the import capability values it assigns to IID to stifle competition, create uncertainty in the marketplace and, effectively, take over IID’s energy balancing authority area. Photo by Danyelle Allen. The Calexico Police Department reports a home invasion that occurred in the 400 block of Andrade Ave. Calexico, Ca. on 08-01-2016, at 1930 Hrs. It was reported that a number of suspects forced their way into the occupied residence and held two of the residents against their will, one at knife point while the house was being ransacked. Property from one of the victims was taken by the suspects, who then fled on foot from the location. The Calexico Police Department Patrol Division began to conduct follow up investigations at locations where the suspects are known to frequent and they were able to recover one of the items of the stolen property. The Calexico Police Investigations Unit will be continuing the investigation to identify the suspects and locating the remaining outstanding stolen items. We are in the second half of the year and started the month of August already. Its been a very busy summer with politics not taking a break at national or local levels. First, let's start off with national politics and the end of the Democratic and Republican convention. The conventions are now over and we now embark to the last stretch of the Presidential season that has been filled with negativity and lots of name calling. The two major candidates have elected their nominees amid very divided convention in both places. We saw the rise of Donald Trump who defeated Governors and U.S. Senators to become the Republican nominee and is one step away from becoming President of the United States. Democrats elected Hillary Clinton as their nominee and made history by having a woman leading the party for the first time ever in a Presidential election. Third Party candidate Gary Johnson is polling in at 13% and needs two more percentage points to be a part of the fall debates. Governor Johnson is trying to sway the independent voters who are disappointed by Looking Forward To Fall Elections Trump and Hillary and are looking for a different option. Four years ago Johnson only received 1% of the vote making it the highest vote the Libertarian Party has ever received. This year, Johnson and his running mate, former Massachusetts Governor Bill Weld, are looking to become the alternative and get into the debates in order to have a chance of winning. It is a monumental task given that Presidential Debate is a bipartisan commission and makes it almost impossible for the Green Party and Libertarians to participate. The election is now in full swing and there should be lots of exciting stuff coming our way in the next couple of months. Here locally we have our very own parade of hopefuls who are dreaming of becoming a City Council member or a School Board Trustee. We should expect Mayor Luis Castro and Councilman Joong Kim to seek another term. Councilman John Moreno has already stated that he will not seek re-election leaving a seat open for this election. The one candidate who already announced via Facebook that he will run again for City Council is none other than former Mayor Bill Hodge. Hodge was elected to City Council in 2010 along with Maritza Hurtado but did not get re-elected in 2014. Mr. Hodge has since retired as a teacher and decided to come back to politics. We see old faces that want to make a comeback to the political arena but new political faces that want to run. Candidates like Jason Jung, David Romero and Jesse Gallardo have expressed their interest in running and at least two of them have requested their candidacy application. Calexico School Board will have three seats up for election. Norma Aguilar and Priscilla Real will be up for re-election as well as the vacant position left by Ciro Calderon.
