February figures are slightly above average for this time of year. Cape Town is
some 50 commercials up on the same period for 2007, and Johannesburg is 42
commercials down. Johannesburg had no features in February 2007, and Cape
Town was processing 2.
It would seem a trend for fewer commercials being processed in Johannesburg,
however this may change with the recent improvement in the weather conditions.
We would like to thank the laboratories for the information they have supplied
this year. So once again we present our research on the number of Features,
TV programmes, Commercials and Corporate Productions made in a particular
month.
We make no attempt to identify the title of the production, or the production
house or any other information as this is often confidential information – we supply
simply the number. We rely on the co-operation of broadcasters, suppliers of commercial material
to broadcasters and local film laboratories for information however at the moment
local broadcasters are not forthcoming in providing these vital statistics.

TV feature films have to be 90 minutes in length to qualify. Films
must be allowed to be their natural length.”
The new incentives are a landmark for the local industry according
to producer / distributor Dan Jawitz who, together with executive
producer David Wicht, headed the industry task team which consulted
with the DTI for many months and submitted recommendations.
“There are some concerns but generally the incentives should greatly
benefit the production industry. We’re very happy that the local
incentive will provide a rebate [capped at R10m] of 35% for the first
R6m, which is what we recommended. Thereafter it will be 25% for
the remainder of the Qualifying South African Expenditure (QSAPE).
We’re also pleased that the DTI accepted our recommendation that
broadcasters not be eligible for the rebate.
“We did, however, recommend a lower threshold for the local
incentive, a figure of R1.5m because we didn’t want to exclude small
production companies and documentary makers.”
Distribution agreement
A concern raised by industry members at the recent DTI workshop
in Pretoria was that the applicant must submit a ‘Distribution
Agreement’ to qualify for the incentives. Says Jawitz: “There is no
definition of what a ‘Distribution Agreement’ is in the DTI’s Guidelines.
Having been a distributor for years I know that it’s impossible to
get a pre-sale up front unless you have a big Hollywood star in
your film.”
Marumo responds: “As part of qualifying criteria the applicant
will have to provide the DTI with a distribution plan and provide
us with proof of a distribution agreement with any broadcaster or
distribution channel. The applicant is also required to provide us
with a financial plan, which will indicate how much and where the
applicant will be sourcing finance.”
Another issue Jawitz raises is the rate of disbursement of the
rebate. “As per the Guidelines, the payment will only be paid out
when there is a final DVD and audit. This means that you will have
to go through post-production, marketing and release. So then
cashflowing the production is problematic, especially for small
companies.”
Agreeing that small companies may experience cashflow pressure,
Marumo stresses that the DTI has to share the risk in the making of
the films. “In the past there has been exploitation of state support
for the industry. Therefore the DTI requires the final product
before re-imbursement can take place. The Industrial Development
Corporation (IDC) is in the position to cashsflow the rebate through
its offerings for the film industry.”
One of the application criteria is a Broad Based Black Economic
Empowerment (BBBEE) scorecard. Comments Marumo: “Key
to expanding the support for the industry was to ensure its
transformation. The BBBEE scorecard is the DTI’s instrument for
doing so in the film industry as well as other industries. A DTI BBBEE
workshop with the film industry will be scheduled for April.”
Genres
Independent documentary filmmaker Pule Diphare believes that a
R2.5m threshold for local documentary makers is much too high.
“There are no documentaries made in South Africa with that kind
of budget. Most are produced for between R500 000 and R800 000.
A threshold of R1m would be appropriate and it would allow other
players to benefit from the rebate. By setting the figure at R2.5m, the
DTI is excluding documentary filmmakers.”
Says Marumo: “Because the DTI’s objective was to target
productions which will create jobs, we specified projects with
a minimum total production budget of R2.5m. It has also been
noted that the majority of TV producers were getting most of their
productions commissioned by the broadcasters.”
Another area of concern is that a documentary feature, as
defined in the Guidelines, has to be 90 minutes to qualify, whereas
most South African documentaries are made to fit into the broadcast
hour. Marumo notes that there are three types of documentaries
covered in the incentive and that with regard to the definition
of ‘Documentary Series’, the DTI will request the Film and TV
adjudication board to make changes to the Guidelines in order to
provide more clarity.
At the Tshwane workshop, it was stated that the animation genre
would be specified separately. Marumo confirms that consultation
with the industry would have to be conducted before further
deliberation.

hitherto Cape Town tended to
be risk averse. The fact that it
was agreed to build a worldclass studio complex was a
breakthrough for Cape Town
but it was “clear that no one
would take the plunge unless
government intervened”.
The studios will contribute
to a stronger film industry in
South Africa as well as making
the country internationally
competitive, said Singh. “The
studios have been designed to
meet both local and international
film needs – we want to bring
the best producers in the world
to our facilities here in Cape
Town. The City’s announcement
and
Wesgro’s
involvement
takes us another step closer
to realising this vision and we
are very excited about getting
started.”
According to Angelo Manzoni,
Chief Executive Officer of
Wesgro, the film industry serves
as an important vehicle through
which socio-economic issues can
be addressed. “It also contributes
to Gross Domestic Product
(GDP), increases employment
and promotes South Africa as a
preferred services destination.
“This is particularly exciting
for Wesgro as film is one of our
priority sectors and this investment has contributed to the
agency attaining 83,5% thus far
of its investment target for this
financial year,” added Manzoni.

According to an economic
impact
assessment
study
commissioned by the Cape Film
Commission (CFC), it is estimated
that feature film, TV films and
commercials production in
the Western Cape generates a
direct annual turnover of more

Documentary Festival, a partner of Reed Midem, the organiser of
MIPDOC, MIPTV and MIPCOM.
“It was a complete surprise to find out I’d been selected, as I didn’t
even know I was being considered,” says Slater.” When Encounters
called I was in India, in the middle of filming a documentary. It’s a
great honour and very inspirational to be chosen. But I have a lot
of people to thank because filmmaking is a collaborative effort. I
must also thank Encounters for supporting my work over the years,
and my supportive husband needs a medal for putting up with a
workaholic wife.”
The Meaning of the Buffalo was screened at major international
festivals such as Sundance, Berlin, Hot Docs, Encounters and the

According to Encounters festival director Mandisa Zitha, Slater
maintains integrity and honesty in her films. “Karin is inspiring,
sensitive, humorous, courageous and compassionate. Significantly,
her films are often poetic, something we believe should be encouraged
in Africa and the rest of the world. Over the past decade Karin has
fashioned lyrical, exquisitely framed portraits of extraordinary
ordinary people in their natural habitats. This is best exemplified
in the humane The Meaning of the Buffalo and From Nkoko…with
Love.”
After winning the best student director award at the Technikon
Natal in 1989, Slater spent a year in Namibia filming and editing
commercials and documentaries for CTV, before her nine-year stint
at Londolozi Productions making international wildlife and cultural
documentaries.
She later produced, directed, filmed and edited Animal Powers – a
52 minute documentary for National Geographic which won four
Avanti Awards. Then followed producing and directing adventure
programming for National Geographic.
In 2000, Slater started a new production company, Durga Shakti
Films, which produced Scars, The Hidden Landscape and numerous
films for NGOs across Africa. She directed The Meaning of the Buffalo
one of the films for Project 10 – a Binger/SABC1 initiative, in 2004.
A year later she made From Nkoko… with Love which was chosen for
Encounters film festival and FESPACO. During 2005/6 she shot and
directed three documentaries, Prenessa and the Dolphins and Onse
Water (Our Dear Water) for SABC, and Buddha in Zululand for the
Dutch Buddhist channel.
Slater is currently completing a film about marriage, entitled 50
Years!...Should we do it?. “It’s been a work in progress made over a
period of four years and is in fact my first truly independent film.
I’ve been around the world interviewing people about why they
got married and the secret to making a marriage last. It’s been an
emotional but fantastic journey for me personally making the film.”
Last year, Encounters selected Vincent Moloi (South Africa) along
with Jean-Marie Teno (Cameroon-born) as the African Trailblazers
for 2007. South African Khalo Matabane was the first Trailblazer
from Africa in 2006.

film companies.
At the 2008 roadshow MacKrill will introduce clients
to the group’s operationally streamlined brands and
new centralised media server. Creative talent will be
centralised in the premises of the group’s high end postproduction boutique, Condor, while telecine in Waterfront Post’s premises will
be centralised at the same time.
MacKrill will also launch a specialised resource tool for the film
