UNIVERSITY OF CALIFORNIA CHANCELLORS Re: Campus Five
UNIVERSITY OF CALIFORNIA OFFICE OF THE PROVOST AND EXECUTIVE VICE PRESIDENT FOR ACADEMIC AFFAIRS OFFICE OF THE PRESIDENT 1111 Franklin Street, 12th Floor Oakland, California 94607-5200 February 15, 2015 CHANCELLORS Re: Campus Five-Year Planning Perspectives Dear Colleagues: I write to request submission of campus Five-Year Planning Perspectives for 2016 to 2021. Perspectives consist of information on proposals to establish new programs, schools and colleges as well as to transfer, consolidate, discontinue or disestablish those already in existence. Given the importance of periodically examining the academic planning pipeline-both in aggregate and via its component parts-we are continuing the Perspectives process. Attached is the form to be used for your Perspectives submission and, considering that this year's form is new, an example of a completed form. Once gathered from all campuses, information reported on the form will provide an updated picture of academic plans and allow for analysis of trends since these were last collected. Details on the Perspectives process appear in Section I of the Compendium: Universitywide Review Processes for Academic Programs, Academic Units & Research Units: http://www.ucop.edu/institutional-researchacademic-planning/ files/compendium sept2014.pdf. Note that the time line for this year's Five-Year Planning Perspectives differs from that described in the Compendium: • Chancellors are to submit the Perspectives to the Divisional Senate Chair for review by April 1, 2016. • Chancellors are to submit the Perspectives to my office by May 13, 2016. Beginning in June, I will distribute the Perspectives and analysis of systemwide trends to the Academic Council Chair (for CCGA, UCEP, and UCPB) and the Chancellors (for EVCs, Graduate Deans, and Vice Provosts/Deans of Undergraduate Education). These materials, as well as comments from review groups, will be forwarded to the Academic Planning Council in Fall 2016. In tum, Academic Planning Council may elect to recommend approaches to address issues of interest, refer issues to other parties for further examination, gather additional advice, and/or create an ad hoc study group. Chancellors February 15, 2016 Page Two Please note that this call is coming to you directly in keeping with your collective request that major communications from UCOP be sent to Chancellors. I expect to receive Perspectives from campus EVCs and would appreciate having these submissions by May 13,2016. They should be sent electronically to Chris Procello at Chris.Procello@ucop.edu. Thank you in advance for your assistance on this effort. CCGA Review UNIVERSITY OF CALIFORNIA, LOS ANGELES Ph.D. in CONSERVATION OF MATERIAL CULTURE DESCRIPTION AND REASONS FOR PROPOSAL: • • Objectives of the program (Our main aim is to train the next generation of multidisciplinary researchers and cross-cultural leaders in the theoretical and experimental developments and policy of conservation and sustainable preservation of material culture and to bring innovative and cutting-edge methods and holistic approaches to the conservation profession) Size of the program enrollment (3 Ph.D. students, admitted every second year/odd year. Normative time to degree: 4 years) RELATIONSHIP TO EXISTING CAMPUS PROGRAMS AND MISSION: • • Location of program in the academic organization (Conservation of Archaeological and Ethnographic Materials (CAEM) IDP, Cotsen Institute of Archaeology and Getty Villa (UCLA Conservation Training Laboratories) Coordination with other programs and disciplines (Coordination with the M.A. program in the Conservation of Archaeological Materials offered by the same IDP) NEW STAFF AND FACILITIES REQUIREMENTS: • (none) PLANNED IMPLEMENTATION DATE: [2017] UC CAMPUSES AND OTHER CALIFORNIA INSTITUTIONS OFFERING SIMILAR PROGRAMS: • List of campuses and institutions (none) EMPLOYMENT OPPORTUNITIES: • Academic or other opportunities for employment subsequent to degree attainment (academia, museums, NGOs, Government, Industry) STATUS OF PROPOSAL: • Stage of approval or review; other details (approved by APB, FEC, CDP (Graduate Council), supported by Deans of SS and GD; currently (today’s date March 12) at CPB). UNIVERSITY OF CALIFORNIA, LOS ANGELES Doctor of Nursing Practice, School of Nursing DESCRIPTION AND REASONS FOR PROPOSAL: • • Objectives of the program: The Doctor of Nursing Practice (DNP) degree is a professional practice doctorate designed to develop competencies for advanced clinical and leadership roles beyond the master’s degree. This new degree is rapidly becoming the accepted degree for advanced practice. Size of the program enrollment: In the first year of the program 15 students will be enrolled, the second of the program an additional 20 students will be enrolled, and in the third year 25 students will be enrolled. From that point on 25 students will enrolled per year for a total of 50 DNP students (first and second year students) per academic year, starting in year three of the program’s inception. RELATIONSHIP TO EXISTING CAMPUS PROGRAMS AND MISSION: • • Location of program in the academic organization: School of Nursing, self-supporting program Coordination with other programs and disciplines: the DNP program will be a post-masters nursing program for students who have complete the Masters Degree Advanced Practice program nursing program at UCLA or similar programs. NEW STAFF AND FACILITIES REQUIREMENTS: • • This will be a self-supporting program and will not require new state-supported staff. Faculty hired for the program as well as faculty who wish to teach as overload will be involved in the program. School of Nursing facilities will be used during off hours. PLANNED IMPLEMENTATION DATE: [2017] if approved by the Academic Senate this Spring/Summer, recruitment could begin next fall with the first class enrolled in fall 2017. However they could be delays in the Senate approval process. UC CAMPUSES AND OTHER CALIFORNIA INSTITUTIONS OFFERING SIMILAR PROGRAMS: • List of campuses and institutions: UCSF has a DNP under review. UCI and UCD will be proposing a similar degree. As of 2015, California had eight DNP programs including seven located in private institutions: Azusa Pacific, Brandman University, Loma Linda University, National University, Samuel Merritt University, University of San Diego, University of San Francisco, Western University and the recently opened California State University (CSU) Consortium. EMPLOYMENT OPPORTUNITIES: • Academic or other opportunities for employment subsequent to degree attainment: Employment of these advanced practice nurses could occur in a variety of health care settings. Some are also hired into teaching positions, especially junior and state colleges. STATUS OF PROPOSAL: • Stage of approval or review; The proposal has been submitted for review by the Academic Senate in February, 2016. The budget has been reviewed by the Office of Budget and Planning. Approval is required by a variety of Senate committees, including the Graduate Council at UCLA before it can be moved forward for consideration by the Executive Board and the Legislative Assembly (proposed for June 2016). Then the proposal must be sent to the system-wide Academic Senate for approval and then the Office of the President. After these approvals, then we will be able to recruit students. The earliest that we could launch the program would be 2017. We just received questions back from the Senate so this could be delayed until 2018. UNIVERSITY OF CALIFORNIA, LOS ANGELES MS in Business Analytics DESCRIPTION AND REASONS FOR PROPOSAL: • The aims of the program are threefold. First, to prepare graduate level students with the knowledge, training, and skills required to fulfill roles in the business world in the area of business data analytics. Second, to contribute to the growth of this field by developing a rigorous curriculum encapsulating many of the emerging technologies in this area and making them accessible to students. Third, to develop pedagogical techniques which can be used to teach key concepts in this rapidly growing area more effectively, including some online content. These three objectives, in conjunction with the program being housed within a pre-eminent business school, will distinguish this program from others that have or may be introduced at other universities. • Size of the program: we expect to build up to a section of 60 students RELATIONSHIP TO EXISTING CAMPUS PROGRAMS AND MISSION: • • The Anderson faculty has some of the world's leading experts on analytics. Many of these individuals have had path-breaking contributions to business data analytics. There is a significant overlap between the research interests of the Anderson faculty and the content of the program being proposed. The Economics department now offers a “Master of Applied Economics”. The Statistics department has received approval and will offer a “Master of Applied Statistics”. We are also aware of plans by the School of Engineering to add a “Data Science” concentration to its MS in Engineering online program. NEW STAFF AND FACILITIES REQUIREMENTS: 1 • Three staff: a program director, career services, and administrative support. PLANNED IMPLEMENTATION DATE: 2017 UC CAMPUSES AND OTHER CALIFORNIA INSTITUTIONS OFFERING SIMILAR PROGRAMS: • UC Berkeley: Master of Information and Data Science. This program is fully online. UC San Diego: the Rady School has begun to offer an MS in Business Analytics. UC Davis: has a proposal for a similar degree under review. Both of these programs are shorter than the one we propose (9-10 months versus 15 months). UC Irvine has begun development of a business analytics degree. EMPLOYMENT OPPORTUNITIES: We anticipate that graduates will obtain jobs in management. The growth of employment in business analytics has been burgeoning. A recent report by the McKinsey Global Institute suggest a shortage in the range of 140,000 to 190,000 people with business analytics skills and in addition a shortage of 1.5 million managers with big data skills (“Big Data: The next frontier for innovation, competition, and productivity” http://www.mckinsey.com/business-functions/business-technology/ourinsights/big-data-the-next-frontier-for-innovation STATUS OF PROPOSAL: • The completed proposal was submitted to the UCLA Academic Senate in February, 2016 and is currently under review by the Committee on Degree Programs.
