• Successfully lobbied for legislation that created the Georgia

Motorcycle Safety Program (GMSP), our state’s rider education
program that is available to all.
Lobbied to have legislation passed to modify the existing mandatory helmet law to allow adults age 21 and older freedom of choice
as to the wearing of a helmet.
Successfully lobbied for legislation leading to the repeal of the
Georgia law prohibiting use of speakers or headphones while riding
a motorcycle.
Fought and stopped legislation introduced in the 1992 Session of
the Georgia General Assembly that would have made it illegal for
kids age 10 and under to ride as passengers on motorcycles.
Established May as “Motorcycle Awareness and You” month
through a
proclamation signed by the Governor and through
resolutions passed by the Senate and House each year. This is an
annual effort that raises public awareness of motorcycles.
Successfully lobbied legislators to approve increased funding for
the Georgia Motorcycle Safety Program, in the amount of
$170,000 after the license tag rate was raised on all vehicles to
$20.
Successfully stopped proposed legislation that would have
increased the size of motorcycle tags.
Successfully lobbied for handicapped tags for motorcycles without
further enabling legislation, by bringing it to the attention of the
Department of Revenue that the code section was written in such
a way that it was already authorized.
Successfully lobbied for antique tags for motorcycles in the 1998
legislative session.
Established a 15 District organization that has led to more
participation locally, while raising our membership statewide. The
more members we have, means the more clout we have at the
State Capitol.
Sponsor and promote the largest Swap Meet/Bike Show in
Georgia, 5 times a year.
Successfully forced prosecution of a trucker who, while making an
illegal turn, killed fellow motorcyclist Mark Bonner.
Successfully lobbied to pass the “Frank-Lee” (ROW) bill to enhance
penalties to those who cause death or serious injury to a
motorcyclists by failing to yield the right of way.
Successfully lobbied to pass the “Tag/Title” bill SB-437 that allows
for registration of kit/assembled bikes. Signed by Governor Purdue
May 14, 2008.

WHAT IS
A.B.A.T.E. OF GEORGIA, Inc.?
The letters “A.B.A.T.E.” stand for
American Bikers Active Toward Education. A.B.A.T.E. is composed of motorcyclists from all areas of the state, from
all walks of life, and who ride all makes
of bikes. A.B.A.T.E. is not a club, it is a
non-partisan politically active organization working on motorcyclist’s rights.
We are affiliated with national rights
groups like the American Motorcyclist Association (AMA), the Motorcycle Riders Foundation (MRF) and the
National Coalition of Motorcyclists
(NCOM).
Our main focus is to keep motorcycle legislation in its proper perspective. Many restrictive laws are enacted
by uninformed legislators. A.B.A.T.E.’s
goal is to keep our lawmakers informed
of our members collective position on
Motorcycle related legislation.
Preventing unfair legislation from becoming law is easier than fighting to get
the law repealed.
Rider education and public awareness of motorcyclists are goals of
A.B.A.T.E..
We are not against the
wearing of helmets, and we encourage
all riders to ride safely. An informed and
educated rider is a safer rider. Helmet
laws do nothing to prevent an accident,
and a helmet only provides the illusion
of safety, while rider education is
proven to prevent accidents and save
lives.

First, I would like to welcome all of our readers to Motorcycle Awareness Month. This
May however is different than the past 15,because it is the first Motorcycle Awareness
month where ABATE can say we made the General Assembly AWARE of Georgia’s motorcyclists! Take a look at the page to the right, and notice the words PASSED and
ENDED. This year we recorded three wins, something that has not happened in a very
long time. Now we must take a moment to look at how we achieved these victories, first
off this session we had constant representation at the capitol. Next we did not depend on
one person, at the Capitol we had two volunteers along with Joey Brush working to
bring the word to our legislators. On top of that we also enlisted the help of the AMA,
the MRF and NCOM in getting the word out to everyone who reads their various communications, this allowed us to concentrate our member’s efforts on the key members of
the house, notably those in the Rules and Public Safety-Homeland Security committees.
We also employed social media to get the word out as well as we enlisted the help of local radio personalities who ride, to help bring the attention of Georgia’s riders to our
cause. In addition we also relied on our traditional partners in the motorcycle print media to bring the maximum amount of attention to our cause this year. This orchestration
came to fruition in the form of three very pro-motorcycle votes, first in the Senate, then
the House and then back to the Senate where a few of us with held breath watched as our
bill passed out of the Georgia General assembly now we wait for July 1 where our new
motorcycle law goes into effect. In addition to these votes we heard from GOHS that
their new direction in the coming year will be in education and crash reduction, in other
words, no more checkpoints, our thanks to Chris Carr and Joey Brush in this effort. Next
year we will take on even more components of our legislative agenda and we will need
the help of everyone who helped us there year as well as the rest of Georgia’s riding
public, so get the word out to your fellow riders about who you are as an ABATE member and how we are fighting for them, encourage them to join us in this fight.
This month we as riders will work to raise awareness of the non-riding public to those of
us on two and three wheels, Attend as many rides as you can, ride your motorcycle as
often as you can, talk to people who ask you about your bike, The next time that nonrider who likes motorcycles walks up to you at the gas station or the restaurant parking
lot, talk to them, encourage them, get trained to ride, and encourage them to get their
Motorcycle Endorsement and then, purchase their first motorcycle. The more of us,
Georgia’s riders, there are, the more effective we as ABATE will be.

The new "HOT" Lanes (most of the current HOV
Lanes are being converted to HOT Lanes)
require a "PeachPass" to use the Lane, this cost
money, $20.00 minimum, motorcycles will still
need to be exempt from paying for the
"PeachPass" and still be able to use either the
"HOV" or "HOT" Lanes at no cost.
What do you need to do? To use the new "HOT"
Lanes will require that you register your motorcycle
with the "PeachPass" people and there is NO

Lanes.

In the town that I live on one of the main roads that I travel frequently there is the city sewage plant. It is
quiet a large facility and as you can imagine the smell will certainly take your breath away as you pass by.
However, in an attempt to beautify the eyesore of the numerous tanks and equipment the city has paid
someone to paint murals of water scenes with all of kinds of sea creatures on them and it is actually quite
impressive. However, as my wife and I were recently passing by the plant and the smell was pretty overwhelming, my wife made the comment that they could paint all the pretty pictures they wanted to on those
tanks but it didn’t do one thing to change the odor. It was still a sewage plant that smelled like a sewage
plant. So, this made me think about that’s sort of how we are about our sin sometimes. Of course, we’re all
going to sin and that’s why Jesus died on the cross for us so that we can be forgiven of our sin but, the idea
behind this is that we are supposed to first acknowledge that we are sinners and ask for forgiveness of those
sins and then turn away from those sins and stop repeating those same sins over and over again. However,
how often is it that many of us know full well that we are committing particular sins but we like to pretend
that we’re not and we like to cover our sin with all kinds of pretty excuses, such as, well everyone else is doing it so it can’t really be that bad? Or, well, I only do it every once in a while, or we often tend to just out
right take advantage of God’s grace by thinking well, God is a forgiving God so I know that he’ll just forgive
me for it so, it will be okay. The bible speaks a lot about our sin being a stench to God’s nostrils and we can
paint all the pretty pictures that we want to in order to try and cover our sin but our sin is still sin and it stinks
to the nostrils of God. So, I pray that each of us will consider how we may be trying to cover up our sin with
excuses and putting on whatever cover ups that we may be using and repent of those things and seek Gods
forgiveness so that he can continue to pour out his blessings upon our lives in a way that He so desires to do.

Let’s talk about Lane Filtering for a second….
There has been quite a bit of confusion about what the difference is between Lane Filtering and
Lane Splitting. We at ABATE hope this new infographic will better
explain the difference between the two.

Lane Splitting
Lane Splitting is when a motorcycle rides between the
lanes of traffic at speed when there is no impediment to
travel and traffic is moving normally.

Lane Filtering is when a motorcycle rides between
the lanes of traffic from behind a pack of non moving
cars to proceed to a fixed point in the roadway such
as a red light ahead of the cars or a right turn lane..
Filtering helps reduce traffic congestion
Filtering allows the motorcyclist one more way to increase
the distance between their motorcycle and other motorists
Filtering allows motorcyclists to occupy road space
unusable to all other motorists thereby helping reduce the
amount of over all road space used by all vehicles on the
road

Washington, D.C.: U.S. Senator David Vitter (R-La.) has introduced the Autocycle
Safety Act, S. 685, which creates a new vehicle classification, “autocycle,” for enclosed motor vehicles with three wheels. The act would set standards for autocycles
under safety rules and the federal Corporate Average Fuel Economy Standards.
The bill includes interim safety standards specifying that between the bill’s passage
and effective date, autocycles must meet certain automotive and certain motorcycle
safety standards. The auto standards would include seating systems, seat belts, child
restraints, air bags, roof crush protection and flame-resistant interiors, while the motorcycle standards cover brake hoses, lamps and reflective devices, rearview mirrors,
brake fluids, pneumatic tires, rims, brake systems, controls and displays and glazing materials.
Washington, D.C.: On March 17, U.S. Sens. John Hoeven (R-N.D.) and Amy Klobuchar (D-Minn.) introduced S. 766, the Driver
Privacy Act, which would codify that information collected by an event data recorder – commonly referred to as a black box – would
be the legal property of the owner or lessee of a passenger motor vehicle.
While event data recorders are not currently required for motorcycles, the National Highway Traffic Safety Administration has proposed that all passenger cars, multipurpose passenger vehicles, trucks and buses be equipped with a black box. The AMA believes it
is only a matter of time before this proposed rule extends to motorcycles and supports clarifying who owns the data that is collected.

Montgomery, Ala.: Under existing state law, texting and driving is prohibited. H.B. 198, sponsored by state Reps. Alan Harper (RAliceville), Mike Ball (R-Madison), Phillip Pettus (R-Killen) and Randy Wood (R-Anniston) would prohibit all forms of distracted
driving that result in the unsafe operation of a vehicle. This could potentially include reading, writing, performing personal grooming, interacting with pets or using a wireless telecommunications device.
Sacramento, Calif.: A.B. 8, sponsored by Assemblyman Mike Gatto (D-Glendale), has passed out of the Assembly Committee on
Transportation. This bill would authorize the use of the existing Emergency Alert System communication equipment to notify and
alert law enforcement and the general public when a serious hit and run traffic event has occurred. Prompt public distribution of this
important information could help prevent further incidents and accelerate apprehension of involved parties.
Also A.B. 334, introduced by Assemblyman Ken Cooley (D-Rancho Cordova), has passed out of the Assembly Committee on Public
Safety. If passed, the bill would require the Commission on Peace Officer Standards and Training to ensure that the profiling of motorcycle riders is addressed in the course of basic law enforcement training and offered to law enforcement officers in conjunction
with existing training regarding profiling.
Providence, R. I.: S.B. 660 recognizes that by 2020 nearly every vehicle sold will be a technologically connected vehicle. The bill
would require automakers to notify motorists of the types of information that a vehicle is collecting and with whom it could be
shared. The bill was introduced by state Sens. Dominick Ruggerio (D-North Providence), Maryellen Goodwin (D-Providence), Michael McCaffrey (D-Warwick), Joshua Miller (D-Cranston) and Stephen Archambault (D-Smithfield).

Costa Mesa, Calif.: MotoAmerica has announced that American Honda Motor Co. Inc. has been named an official manufacturer of
the 2015 MotoAmerica AMA/FIM North American Road Racing Championship. In addition, Honda will be the title sponsor of the
second round of the nine-round series — the Honda Superbike Challenge of Road Atlanta —April 17-19.
Honda also has been designated the official and exclusive partner to MotoAmerica for scooters, all-terrain vehicles, side-by-sides
and generators, providing transportation and other power products to MotoAmerica and its staff for the 2015 racing season.
Honda, which last year produced its 300 millionth motorcycle, has been manufacturing motorcycles since 1949 and currently produces them in 33 plants in 22 countries. Honda's AMA roadracing heritage runs deep, with 33 national championships, including
eight in the premier Superbike class.
Irvine, Calif.: The Motorcycle Safety Foundation has issued its Motorcycle Operator Manual in Spanish as part of its long-standing
policy of reaching out to riders of all backgrounds and ethnicities. Hispanics account for 7 percent of American motorcyclists overall
and 11 percent of younger riders – those of generations X and Y. The MSF "MOM" is used by motor vehicle agencies in

41 states as a study guide for motorcycle license applicants, and has been a part of MSF's inventory of reference materials on motorcycle operation for the past four decades. The manual covers riding gear, basic rules-of-the-road, navigating intersections, crashavoidance strategies, carrying passengers, impaired riding, and vehicle troubleshooting, plus supplemental information on the unique
characteristics of three-wheeled motorcycles. The Spanish version of the MOM, along with Spanish versions of other key MSF instructional materials, is available for free download from MSF's online library.
Minneapolis, Minn.: Polaris Industries Inc. has acquired the electric motorcycle business of Brammo Inc. In addition, Polaris is
acting as a leading investor in a recapitalization of Brammo that enables the company to focus exclusively on the design, development and integration of electric vehicle powertrains.
Polaris has been a strategic investor and partner with Brammo since 2011. During that time, the companies have collaborated on a
number of projects in motorcycles, off-highway and on-highway vehicles. Brammo has designed and developed numerous electric
vehicles, including the award-winning Enertia and Empulse motorcycles. In addition, Brammo’s motorcycles have won numerous
racing championships including the 2013 FIM eRR North American World Cup Champion and 2012 TTXGP World Championship.
Lake George, N. Y.: Americade’s Concert Series brings music to the shores of Lake George on Friday and Saturday of Americade
Week. The headline act for the inaugural event is Grammy-nominated, multiplatinum recording rock ’n’ roll and country star Aaron
Lewis. The Concert Series is the first event of its kind at the 33-year-old event.
Americade bills itself as the world’s largest multi-brand motorcycle touring rally. The annual event is also one of the AMA National
Conventions representing the top tier of AMA-sanctioned rides and rallies. This year, it spans June 2-6, with special Preregistered
Events all day on June 1. It's a convention of tourers, sport tourers and cruisers enjoying a weeklong festival of motorcycling, including guided tours through the beautiful Adirondack Park and Green Mountains of Vermont, a motorcycle trade show in Lake George

Geneva, Switzerland: City leaders have announced plans to make motorcycle and scooter parking free throughout the city. Currently, there are 7,500 motorcycle spaces available, including 350 that were added in January with plans for more to be designated
soon.

Congressman Jim Sensenbrenner (R-WI) announced April 16th that he filed a
bill, H.R. 1861, to prohibit the federal funding of motorcycle only roadside checkpoints, the Motorcycle Riders Foundation
(MRF) reports.
Sensenbrenner had this to say; “This bill protects motorcyclists’ rights and promotes crash prevention. Motorcycle only
checkpoints profile motorcyclists, using taxpayer money to corral them along the highway and check for infractions that
do not cause crashes. Preventing accidents is the best use of taxpayer funds and the most effective way to save motorcyclists lives.”
It is important to contact your sitting member of the House of Representatives and ask them to be a co-sponsor of this
important legislation. Ask them to contact Congressman James Sensenbrenner and lend their support as co-sponsor of
H.R. 1861.
This bill joins a similar one currently being considered by the U.S. Senate. S 127 was introduced in January by Senators
Shaheen (D-NH) and Ron Johnson (R-WI). S 127 also prohibits the federal funding of motorcycle only roadside checkpoints. If you have not done so already, contact your two U.S. Senators and ask for their support of S 127.

SOUTH DAKOTA RAISES SPEED LIMITS IN TIME FOR STURGIS
South Dakota became the latest state to kick up the speed limit, as an amendment to Senate Bill 1 passed on March 24, 2015 changing the speed limit on the state’s two interstate highways. The new law took effect on April 1 (no joke), so you’ll legally be able to
travel at 80 mph on the I-90 and I-29, meaning that motorists and bikers going to the 75th Anniversary Sturgis Rally will arrive a
little bit faster.
States across the country have been raising their speed limits as lawmakers argue that roads and cars are safer. Idaho, Wyoming and
Utah have already raised their limits to 80 mph; on one toll road in Texas, it’s 85.
CONGRESSIONAL MEASURE WOULD CREATE “AUTOCYCLE” VEHICLE CLASS
With a growing number of 3-wheeled vehicles hitting the marketplace, Congress seeks to create a new classification of vehicles to be
designated as “Autocycles”. Previously, these types of vehicles have been classified as motorcycles, so Senator David Vitter (R-LA)
has introduced the Autocycle Safety Act, S. 685, to create their own new category and require the new class of three-wheeled enclosed vehicles to meet both motorcycle safety standards as well as certain passenger vehicle standards.
3-wheelers are currently exempt from many state and federal rules that dictate safety and emissions standards that apply to cars, but
the new category created under S.685 would impose many rules on manufacturers by the federal Environmental Protection Agency
(EPA) and National Highway Traffic Safety Administration (NHTSA): including automotive standards for seating systems, seat
belts, child restraints, air bags, roof crush resistance, and flame-resistant interiors; as well as motorcycle standards covering brakes,
lights, rims and tires, controls and displays, and glazing materials.
NEW JERSEY BANS MOTORCYCLE-ONLY CHECKPOINTS
On March 23, 2015 New Jersey Governor Christie signed into law a piece of legislation (A-2316/S-1614) prohibiting law enforcement agencies from conducting roadside checkpoints or systematic inspections that focus only on motorcycles. It will not prevent
any other type of road block or checkpoint that is for a valid law enforcement purpose, but it must include vehicles of all types, not
just motorcycles-only. This law goes into effect immediately.
ABATE of the Garden State, worked with the legislators from District 1 (Cape May) and was successful in getting the bill introduced in February of 2014. In February 2015 it passed both houses of the legislature with unanimous votes from both chambers.
Many NJ motorcycle riders wrote, called and emailed their legislators to ask for their support on this important legislation. “This
new law will prohibit the unlawful practice of profiling a whole class of motorists simply because of their chosen, and legal mode of
transportation”, says Jim Parker, Legislative Coordinator for ABATE of the Garden State.
RED LIGHT LAW PASSED IN KENTUCKY
Kentucky Governor Steve Beshear signed HB 370 on April 2nd that allows a motorcycle to proceed through a red light if it fails to
operate after 2 minutes or 2 cycles of the light with no other oncoming traffic.
The Kentucky Motorcycle Association pushed for the legislation, which it says is needed because the lower weight of motorcycles
sometimes means that traffic light sensors embedded in roads don’t detect them, meaning lights do not change.
House Bill 370, sponsored by Rep. Johnny Bell (D-Glasgow) and Rep. Wilson Stone (D-Scottsville) creates an affirmative defense
against a traffic violation for entering or crossing an intersection against a steady red light for a person operating a motorcycle.
An affirmative defense is “a defense in which the defendant introduces evidence, which, if found to be credible, will negate criminal
or civil liability, even if it is proven that the defendant committed the alleged acts,” which in this case applies if a motorcycle is
brought to a complete stop, the traffic control signal shows a steady red light for two minutes or if the traffic control signal completes
two lighting cycles and if the traffic control signal appears to be malfunctioning or doesn’t detect the arrival of a motorcycle. Another condition of the defense is that no person or motor vehicle is approaching the intersection or that any approaching person or
motor vehicle is so far from the intersection that it does not constitute an immediate hazard.
Jay Huber, president of the Kentucky Motorcycle Association, said the longer motorcyclists remain at a light, the longer they are a
target for inattentive drivers. “It becomes an issue of safety,” he said.

District One
ABATE District One meeting was held on April 7,2015 at Logan's Roadhouse in Dalton. There was a total of thirty uests and members present. So great to see a huge crowd! Tami Culver and Dennis Warren opened the meeting leading us in the recital of the
pledge of allegiance.
We were saddened to hear a member of our biker family was killed in a motorcycle accident on Sunday. April 5, 2015. Our prayers
and thoughts go out to the friends and family of Gary Baggett for their terrible loss. Please lend support and send prayers to our
friends "Boo" and Virginia Walker. "Boo" was recently injured in an automobile accident suffering several broken bones, and is
currently recovering in a rehabilitation center. Dennis Warren led us in prayer remembering friends and family who are struggling in
life.
Dennis Warren presented a financial report. All state obligations and insurance have been met, and we are still operating in the
black! Great news!
In the absence of Jeff Gates, membership director, Tami Culver reported we currently have 61 members. With many recent renewals, and new members, our membershio is on the rise! elcome tonight Una and Darrell. Deb Warren was drawn as member of the
month, but alas she was not present, so the big money rolls over! On the legislative side, the "Red Light Bill" passed both the
Stateby senate and House of Representatives on the last day of this year's session, and is now n the desk of Governor Nathan Deal.
If signed into law, i wil become effective July 1, 2015. Thanks for everyone who contacted their representatives throwing support
for this matter. Please contact Governor Deal's office at 404-656-1776 to continue our battle to get this into law.

I've let your eyes rest for a couple of months, now I'm back. Sorry.
Alot has happened since January. Our ride to Clarksville, Tn. got cold out, if I remember right. It was supposed to be the weekend
after the BOD Meeting. Which, by the way, was another good one. If I'm not mistaken, we darn near depleted the treasury by doling
out alot of hard earned money. But what the heck, it's only money. We'll print more when that runs out. Just following the example
of the Mighty Muslim in Office.
March saw our little group riding over to Rainsville, Ala. for the BAMA SWAP AND DRAGS SWAP MEET. As always, Rick's
Cycle puts out a fine meet. Plenty of parts, food and drag racing.
Sorry to have missed the ABATE SWAP MEET. Was planning on going, but our daughters brakes had other ideas and as you all
know, family safty more important. Can't let the GRANDKIDS get hurt if at all possible. We could have sold more raffle tickets,
BUT I washed the last eleven of them along with a check and some money. At least some of the money was clean.
Our SONRISE SERVICE & BREAKFAST was well attended. Thirteen folks braved the cold and ten of us braved the IHOP cooking. Have you ever tried to pour syrup over 6 and 1\2 inch pancakes on a 6 inch platter? Makes one heck of a sticky mess and I heard
the pancakes weren't that good.

POKER RUN will be coming up on Saturday, 5-16-15. We will be leaving Hardee's in Lafayette, Ga. at 8:00AM. High card at each
stop leads for 50 miles. 5 card draw and as we don't like change, the hands will be 5 dollars for one or three for 10 dollars. Winner
gets half the pot, so come and bring money. The more you play, the bigger the pot and the more you have a chance to go home with.

We had a good turnout at the Officer’s Meeting last Saturday with 12 members attending. We approved a raffle for a Remington
Model 783 Scoped deer rifle to generate some $$$ last month. The raffle tickets have been printed and sales seem to be going OK.
We decided not to renew our website (abategad1w) this year due to lack of “hits”. Gene Bell told us that we had only received 51
hits in the last year and most of these were probably him checking on the website. Gene will set up a Facebook page for our group,
and we will start using this as our main info source.
Frank told us the 6th Cavalry Museum called him. They are planning a Ride on Memorial Day (May 25th), and the Gold Wing Riders
will handle the details. They will have a portable cook wagon located at the 6th Cavalry Museum and will be cooking lunch. They
asked that we participate in the Ride and lunch.
We talked about our upcoming rides/activities. We have a ride this weekend to the Bama Swap Meet. This will be a poker run and
benefit ride to support a cancer victim. It looks like Mother Nature is going to treat us with some more cold weather this Saturday.
Frank will be riding to the ABATE Swap Meet on April 4th and coming back that afternoon if anybody wants to join him. We have
our annual Easter Sunrise Service on April 5th with breakfast at IHOP. Our next official meeting is April 27, 2015.

Events –The April ABATE Swap meet is in full swing. Contact David Neal at the state office to help volunteer. We as need as many
volunteers as we can get. We cannot make this event work without the support from our ABATE Membership. Please plan to attend.
The Swap meet will be April 4-5 (Saturday and Sunday) at the Kiwanis Fairgrounds in Griffin GA.
The Southern Swap Meet has been canceled.Looking for properties in the Helen GA area for a Northern Swap Meet. There is the
possibility of a second Griffin GA swap meet. Still in discussion.
Legislative – Looks like as od the date of posting these meeting minutes the Red Light bill SB76 and HB166, have passed. Congratulation to all involved in this accomplishment. Lot’s of hard work!

April 2015 Meeting
Meeting opened in the usual manner, with the usual attendees: Jon, Cheef, Angel, Cecil, Ann, Kim and Chad. JC is OK, but quite
busy with his new position at UPS.
Cheef: At the national level, the DOT has begun to make noises about new legislation for 3-wheeled vehicles, esp. Slingshots, which
are enclosed. Not Trikes, as they are already considered Motorcycles.
Kim: according to the list, we now are down to 32 members. April 11 Hellbenders HD is having a Paws and Hogs event. Memorial Day, 25 May, B3s is having something also. And on 30 and 31 May there is to be another Eastman Gun Show at the Jim Miller
Fairgrounds. This could be a good event for exposure.
Swap Meet is this weekend; more help would be most welcomed by David, as he has had few sign up (or even respond to his emails).
Hooligans Run is a 2-day run up to Waynesboro VA (top of the Blue Ridge), and 3 days down. Tent camping. It will leave 14 May
from Cartersville, and return on the 18th. Jon has enjoyed it in the past, and hopes to have company from 4 West.
There is a new place to fix your own bike. Tools are provided (as would people to answer questions) Brother Moto, 530 Flat Shoals

Kennesaw Twin Peaks is a new eating establishment on Barrett Parkway, near the Busbee corner. It has separate rooms in which to
meet and eat. We decided to meet there for the June meeting, 4 June at the usual 7 pm time , just to see what it is like. For more
info, call either Jon, Kim or Ann. (the idea being: entice more people who live in the northern end of our district to check us out.).

Our 2015 Cherry Blossom ride to Macon was a success. We had around 200 people and 197 motorcycles. Thank you to all who
helped with this event. Cherry Blossom ride T-shirts are still available. You may contact Frank Hapgood or Bobby Bass for more
information and prices. It was so good to see a long time member Jim (Boo) Boucher at the March meeting after a long illness. Harry
Plath, still recovering from injuries sustained in a crash, was able to attend our April meeting. It was so good to see him. Chris
Burdette arranged a nice ride to Warm Springs on April 11th. Attendance was small, but all enjoyed the ride. He will be working on
more rides soon. Lisa Bruce has been doing a great job on keeping all of us updated on the two bills that involve all riders. She encouraged everyone to call the Governor’s office and ask him to please sign bill SB76. Congratulations to the Boss Lady for winning
the 50/50. Our next meeting will be May 5, 2015 at The Grove Bar and Grill in Locust Grove. Meet and Greet at 6:00 pm and the
meeting starts at 7:00 pm.

$ 5168.22 in our account. We had 165 people come to the Swap Meet. We will need more participation to continue this event. We
made a profit of $959.00 and will give 30% to the state leaving a net profit of $670.

Members have been getting renewal letters. How many of you have received one? About 5 members responded. The state membership list for our district has 86 members. I think we have between 140 and 150 members.

We have been working on our legislative agenda for many years and we now have a bill passed!
The Red light Bill should go into effect on July 1, 2015.
We have two attorneys watching the legal case with Widow. Attorney Jamie Casino of Savannah, GA and Attorney Steve Murrin
who represents ABATE on the State Level. The case has been bound over to State Court.

Stay aware out there. They really are not looking for us so keep your eyes open.
Reaper was hit by a young kid not paying attention on Monday. He had surgery on his ankle today. There is a fund for him on Facebook. If you can give, please do.
Jr. ABATE Liaison, Tricia Cantaline:
We have sodas and snacks for sale at the meetings, all proceeds go to Jr. ABATE.
We will have our Fishing Derby on May 9th at Pat’s Place and are looking for some large ponds to have the derby next year. We will
have a fish fry and hot dogs.
We will have the June Jamboree at our house this year. We will play games, have activities and fun.
We hope you will bring the kids and enjoy these family events with us.
Old Business:
Spring Swap Meet did not have the turnout we hoped for and we are considering changing the date of the event. We had Bike week
in Daytona ending on Friday, St. Patrick’s Day on Tuesday our event on Friday. We may move it to 2nd week of June. There was a
discussion and it was voted to move the event to July. The name of the event will have to change from Big Norm’s Memorial Spring
Swap Meet, Car & Bike Show and BBQ Cook-off. Members are asked to come up with some ideas and we will present them all at
the next meeting and then vote on the new name. We also will adjust the admission. It will be discussed at a later date. We had
some comments on Facebook about the bike contest. Christian Motorcycle Association judges the contest based on the bike not the
person. I put my bike in the contest because there was no one else in my class. They came in at the last minute and were allowed
late registration. I had nothing to do with who won.

Harold CMA – Biker Sunday is next Sunday. Please come join us. We will meet on April 26th at 6:00 AM to escort our troops to
the airport for deployment. Contact CMA for more information.

and how to elicit membership participation. No changes in bank account and Treasurer Randy reports that the reports are up to date

State Legislative Report

At nearly 9PM, on the last night of the 2015 Legislative Session, with a final vote 43-6 in the Senate, SB76
PASSES!!
Finally a victory for the motorcyclist of Georgia and a victory for ABATE as the voice for those motorcyclist!
I suppose I should tell you that I had confidence all along that we would succeed. I suppose I should say that I
knew we would get the House Rules committee to put SB76 on the calendar after 4PM on that last day…but I
can’t. Inside I was beginning to think we were going to be thwarted again, so close to the finish.
After SB76 “crossed over” to the House, the House Public Safety Committee amended it and added all the language of our HB166. Therefore, when SB76 passed the House on Thursday it contained both the “Redlight”
language that allows riders to proceed safely through traffic lights that do not recognize our bikes and the language from HB166 deleting from the Code the handlebar height restriction. Both of our bills we introduced
were passed in one amended bill.
To pass any bill through the Legislature takes a lot of work and a lot of support. My list of thanks will be long
but necessary. the order of the names isn’t any indication of significance because ALL were absolutely
needed! I will try to give a short explanation of each contribution because I believe it is important that the
ABATE membership, and other motorcyclist, know who helped. However, I must first say thanks to all the
ABATE members who called and emailed members of the Legislature. Without these personal contacts none
of this would have been possible!
Ned Williams and ABATE leaders who coordinated the contact and electronic information from me to all
members and supporters. Who also gave me the chance to be their spokesman and strategist at the Capital.
Greg Alspach: Former lobbyist who spent many hours calling on his old contacts and testifying in the committees.
Brad Coulston: Testified in committee and kept up a constant barrage of email to legislators asking for support.
( talked me into this task)
Steve Murrin: Raised money and valuable advice.
Sen. Bill Jackson: Sponsored SB76 and put so much of his name and time to see it pass.
Rep. Alan Powell: Carried SB76 once it got to the House, shepherded it through his committee and Rules.
Rep. John Yates: Sponsored HB166 and got it moving in the House.
Rep. Jan Jones: Pushed hard in House Rules Leadership meetings for SB76
Rep. Micah Gravely: Wrote the amendment to SB76 to clarify “right of way” for the Insurance companies.
Sen. Tyler Harper: Chair of Senate Public Safety, His amendment took out the 60sec time, a major improvement.
Lt. Gov. Cagle: His amendment included bicycles and added his strong support.
Sen. David Shafer: Helped solidify support with Senate Leadership.
Sen. Greg Kirk: Rider. gave strong voice of support on Senate floor.
Sen. David Lucas: Rider, Strong voice of support with Democrats.
Rep. Bill Hitchens: As former head of State Patrol, his support was crucial in Public Safety Committee.
Rep. Simone Bell: Rider, a key of support among Democrats in the House.
Rep. Karla Drenner: Spoke for SB76 in House Rules.
Rep. Carl Rogers: Spoke for SB76 in House Rules.
Rep. Barry Fleming: Spoke for SB76 in House Rules.
Speaker David Ralston: Who didn’t send our bills to the Motor Vehicles Com…just what we asked of him.
Of course there were many other Legislators we need to thank who voted for SB76 and encouraged others to
support it.

The cost to be listed is $25.00 per year. The Business Support member will receive an
ABATE membership Easel and 2 Decals showing they offer a discount along with one full
year of being listed.
Any Business that is owned by an ABATE of Georgia member will receive this for $15.00
Business Sponsor Member Program
Any Business that wishes to be a Sponsor and offer a discount on goods or services to an
ABATE of Georgia members may have a listing in the monthly newsletter in the Sponsor
Section. This listing will show the business name, address, phone number, web site, district
number and discount amount offered in large bold type. No Logos etc.
The cost for this is $100.00 per year. The Sponsor will receive an ABATE membership easel,
2 decals showing membership, a discount of 5% on any additional advertising in the newsletter.
Any business owned by an ABATE of Georgia member will receive this for $75.00.
As a thank you to those business’s that allow us to meet there we will run their info in the
Sponsor section FREE for as long as a district meets there.
An individual or Business that provides more than $100.00 in goods or services to ABATE
of Georgia will be listed in the Honor Roll section
