1. A change or addition to the Constitution
2. Step 1: Proposal - An amendment can be proposed by
either a two-thirds vote in Congress, including both the
House of Representatives and the Senate, or a national
convention made up of two-thirds of the states. All our
current amendments were proposed by Congress.
Step 2: Ratification - Next, the amendment has to be
ratified. It can be ratified by either three-fourths of the
state legislatures or by state conventions in threefourths of the states. Only the 21st amendment used the
state convention method.
3. Because some delegates would not approve the
Constitution when it was sent to the states for
ratification until it included a bill of rights listing the
individual rights of every citizen.
4. The 1st 10 amendments to the United States Constitution
5. They ensure certain freedoms and rights to the citizens
of America. It put limits on what the government could do
and control.
