Let’s see how many you agree with and how many come true. Vocational occupations become more popular. Skilled occupations that pay well yet don’t require a higher-level education will become more desirable. That means more plumbers, CPAs and medical technicians. As enrollment and tuition rise at traditional fouryear colleges, more people will look for lower-cost alternatives, say, community and for-profit colleges, providing them vocational certification and/or training without crippling student loans. 2011 may well be the year that “green jobs” switches from buzzword to reality, with the majority of new positions in green manufacturing and technology On the construction side, experts see total construction spending bottoming out in 2010 with some steady and modest gains in 2011. They forecast total construction spending will increase 37 percent in 2011, with residential up 5 -10 percent, while non-residential will improve by 0 -5 percent. Primary concerns include continued high unemployment and its impact on non-residential construction markets. Loans for developers continue to be tight. Failure to do so is the leading cause of accidental damage to underground infrastructure that can interrupt vital services, delay construction, result in significant expense, and cause serious injury or death. State one-call agencies actively promote “call-before-you dig” campaigns to encourage the construction industry and property owners to notify their local one-call service before digging. The agency may provide a locate service to their member utilities or contact member utilities that may want to locate and mark their buried facilities. A three-digit national one-call number (811) now makes notification simpler. This number directs callers to their local one-call center. However, one-call services often cannot locate all buried lines. So, there are a number of situations that place the responsibility of marking and locating lines on the property owners and contractors. Hershall Brown operated a remodeling business in Phoenix, Arizona, for several years, and at times his work required digging in lawns and grounds of his customers. Often there was no record of power, communications, cable, water, and gas lines to pool areas and other structures. “To be sure I didn’t hit a power or electric line or buried pipe, I began using locators to find and mark them myself,” he said. Recognizing other contractors also faced the need to locate buried lines, Brown started a contract locating business—Utility Mole—to serve that need. “I got started with Arizona State University on its west campus,” he explained. “Because the university owns the property, the buried infrastructure does not fall under one-call jurisdiction. Chapter President’s Message I hope everyone had a great Thanksgiving. I did. I fried four turkeys on Thanksgiving morning. If you haven’t tried a fried turkey, you are missing out on a treat. Now we are gearing up for Christmas. This year has really gone by fast. I just can’t seem to keep up any more. I would like to remind everyone, that despite what you hear on all the commercials, this is not “the holiday season” or “the holidays” or the “winter break”. It is CHRISTMAS. I don’t know about you, but I just get really tired of all the advertisements that are trying to get us to buy their products, but can’t even recognize why we even have these “holidays” I also recognize that the definition for holiday is time away from normal work routine. However, this time of year is the season to celebrate the birth of Jesus Christ, who is the Savior of mankind. No, Jesus Christ wasn’t born in December, He was born sometime in by John Neal the spring; but the point is, this is the time that was agreed upon to have the celebration of His birth long before any of us came on the scene. Please take some time this Christmas and reflect on what actually took place in Bethleham many years ago. This will be a rather lengthy article since I want to provide you with the events of our national convention last month. Most of the changes we considered were what is known as “housekeeping” changes. That means we were cleaning up ambigious text in sentences and changing the wording to better describe the policy. A few of the more important changes follow. Chapter Officers are elected in May. They can be elected for a 1 year or a 2 year term at the discretion of the chapter. Any new officers elected to the board will assume the duties they were elected to on July 1 following the election in May. The annual chapter report is due to the Society by June 30th, and the Treasurer’s report is due by July 15th with all signatures. I have also included a synopsis of the bylaw changes that were voted on at the delegate meeting in Philadelphia.6 Greenville Technical Report by Nick Cantu I would like to thank Hans Haas of Haas Sales for his informative presentation in November on master gas/utility valves. His presentation focused on Safety in the Science Classroom. Specifically, he informed us about the use of a digital logic control device to control various utility valves serving labs or any space where safety concerns warrant more control over on/ off valves than simply manual operation. We had an overflow crowd and Hans’ presentation generated some good application questions from the audience. As you may be aware, the installation requirements for backflow preventers have been getting more defined, and the locations at which they are required are increasing. Please plan to attend our meeting on Tuesday, December 7 when Michael Segala of Wilkins will be speaking to us about the general topic of backflow preventers. In early November I attended the ASPE Convention and Engineered Plumbing Exposition (EPE) in Philadelphia. This was the combined ASPE business meetings on Saturday-Monday with the Exposition opening on Monday and running through Tuesday. Technical sessions were offered on Tuesday and Wednesday. I would like to take this opportunity to encourage all designers/engineers to consider attending a future ASPE convention/symposium. Even numbered years are the Convention and EPE where the focus is on product display and a CONTINUED on PAGE 11A Carolina Plumbing News - December, 2010 Page 9A Page 10A Carolina Plumbing News - December, 2010 Carolina Plumbing News - December, 2010 CONTINUED from PAGE 7A Career Brown’s locating business developed from there. “I’ve done locates,” he said, “for small contractors, a large electrical contracting company, and at a Walmart store where management wanted to be sure that construction did not cut their data communications lines, which could be very costly.” Other customers include Scottsdale Community College, Sun City Recreation Center, and Luke Air Force Base. The instruments most often used to locate buried utilities are electronic locators consisting of a transmitter and handheld receiver. Receivers use different frequencies and modes to help identify different types of utilities. In some situations, the receiver unit is all that is needed to locate electrical and television cable. The receiver picks up the signal created by current traveling through electrical cable, and television networks often carry electrical current sent back through cable from TV sets. To find telephone cable and metallic pipe, the transmitter is connected to cable or pipe and sends current through the line to create a signal that is detected by the receiver. For PVC pipe with tracer wire, the wire is energized by the transmitter to provide a signal that the receiver can pick up. Page 11A Using the right receiver is important, in Brown’s opinion. “I’ve tried about everything on the market,” he said. “The one I found best and have used for most of my work is the Ditch Witch 75R/T. It’s got excellent sensitivity, yet it filters out most nearby utilities and interference from overhead lines.” The receiver weighs only 4.3 pounds and is balanced for easy handling. Controls are easy to understand and the display is easy to read. Recently Brown has used Congress Passes Legislation Reducing Lead in Drinking Water Prior to the final adjournment of the 111th Congress, the U.S. Senate approved the Reduction of Lead in Drinking Water Bill (S. 3874) by unanimous consent, followed by the House of Representatives approving the bill on a 226-109 vote. The legislation provides for a 36-month implementation period, after which time manufacturers and importers will be required to comply with the new, consistent standard. This uniformly re- duces the lead standard for pipes, pipe fittings and plumbing fittings from as much as 8.0 percent to 0.25 percent across the nation, which is consistent with the current laws in California, Vermont and Maryland. Sen. Barbara Boxer (DCalif.), chair of the U.S. Senate Environment and Public Works Committee, Sen. James Inhofe (R-Okla.) and other bipartisan representatives sponsored the bill. Odd numbered years are the ASPE Technical Symposiums where the focus is on tech sessions with a smaller product display floor and no business meetings the days prior to the symposium. The technical sessions at both the conventions and symposiums are an excellent way to advance your skill level as a plumbing designer/engineer, and stay up to date in your field. I attended my first technical symposium in Atlanta in 2007 and was pleased with the amount of information I came away with and the reference materials I collected. All the sessions I attended manufactured by The Charles Machine Works, Inc., the world’s leading provider of underground utility construction equipment, including trenchers, vibratory plows, horizontal directional drilling and tracking equipment, compact utility equipment, and related accessories and support equipment.6 were well presented. Typically 4 or 5 tracks are offered simultaneously from Basic Plumbing Design to Advanced and Emerging Technologies and topics in between. You can choose a session from any track of interest. I felt that the knowledge I gained was well worth the investment of time and money to attend. The field of plumbing design is undergoing change due to the new low flow fixture requirements and new products and materials available due to advances in technology. The next PHCC national event is the 2011 legislative conference being held May 11 & 12, 2011, at the Key Bridge Marriott hotel just outside Washington, D.C. This is a great opportunity to have frank discussions with your Senators and Representatives one-onone about issues affecting your business. Starting Wednesday (May 11th) around lunch time, you can get oriented on the issues that are on the associations’ hot list and get some tips on how to go about discussing these issues with your congressmen, dos and don’ts, and how to “ask the question”. Then Thursday, we charge Capitol Hill meeting with our Senators and Representatives over the course of the day to discuss the issues. Yes, PHCC has folks on staff constantly keeping any eye on what is going on at Capitol Hill and constantly trying to aggressively make sure that what comes out of there is ‘business friendly,” or at the very least, has a minimal impact on our businesses. However, what has the most influence on how legislators vote and act is when you sit in their office with 3 or 4 other PHCC contractors from your state and tell the congressman how a specific bill or regulation will positively or negatively impact your business. One time I met with my congressman and when we finished I told him if he needed any additional information on the issues we had discussed I would have the PHCC government relations person contact him. My congressman responded by saying he wanted to hear from me, a voter in his district, not the paid government relations person.
