group has accomplished and what remains to be accomplished, along with the reasons why the
work was unable to be completed in the allotted timeframe :
Draft 8 was completed and submitted for balloting. The negative ballots are presently being
addressed but have not totally been resolved. They will not be resolved prior to October 16, 2006
deadline. WG I15 is very close to resolving the negative ballots and submitting the recirculation
ballot. The WG needs this one year extension in order to address all the Editorial and Technical
comments from the balloting process.

5. Statement of why an extension is required. This should include a description of what the working
group has accomplished and what remains to be accomplished, along with the reasons why the
work was unable to be completed in the allotted timeframe Here is an update on the
accomplishments of the working group. The new section 6.5 was added on "Ct Performance Under
GIC Conditions". Annex D was also added to be informative on the subject: " Optical Current
Sensor Systems". The existing guide was also improved on in many secrtions. New references were
added the the Reference Section. New definitions were added to the Definition Section. Section 4.3
"Knee -Point Voltage" was rewritten. A new section 4.5.2 was added on "Saturation Voltage".
Figures 12-1, 12-2, 12-3 were redrawn in the section covering Remanant Flux . Section 4.7 was
rewritten to cover the fundamental transformer equation. All the units in the guide exa mples were
converted to metric. New section 7.2.2.7 covering "Applying an Auxiliary Ct in a Ground
Differential Circuit" was added. New section 7.2.2.8 covering "Split-Phase Protection" was added.
The section on High Impedance Differential Relaying was rewritten. The section on Selecting Cts
for Line Protection was rewritten and a new example was added. All the examples in the various
section were reviewed and improved on since this guide needs to be used to help train protection
engineers to select the correct Ct for their applications. This guide has been coordinated with
C57.13.1, C57.13.3. All three of the Ct working groups are working at the same time for
reaffirmation. We have met and agreed on moving and relocating various sections in the C57.13.1,
C57.13.3, and C37.110 between the working groups. The document is in its final stages of being
ready to send to IEEE for balloting. Do to the unpredictable weather our company has experienced
during this hurricane season, I have not had time to finalize the document for balloting. This will be
the last extension request since we are at the balloting stage for the project.

the target date for completion. We were recently told that the PAR expires in
December 2002. The document will not be done by the end of this year. The
document is in its final stages and will be done during the next six to eight
months. It will be then submitted for balloting.]
