Last week, Thursday, Oct.
6, County Executive MaryEllen
Odell presented the proposed
2017 budget, which is set to stay
within the 1 percent tax cap limit.
The proposed $153.1 million budget, a slight increase
from last year’s proposed $151.4
million, will continue to protect
taxpayers while preserving the
essential services (few of which
will see a budget increase from
last year). The rise represents a
total increase of spending of 2
percent from 2014.
The proposed expenditures
will not include any layoffs
for county employees, nor will
municipal employees see an
increase in the amount paid into
benefits.
“We have achieved this despite experiencing an increase in
medical expenses for $1 million

Educators and administrators
at the Carmel schools are getting
creative with the way the district
educates its students.
During the Sept. 27 school
board meeting, Assistant Superintendent for Instruction and Personnel Janet Warden provided
an overview of how the district
integrated STEAM learning into
its elementary summer reading program this year. While the program
is generally offered to struggling
readers at the elementary level, this
year educators included a focus on
science, technology, engineering,
arts and mathematics.
According to Warden, STEAM
incorporates a style of teaching that
moves away from a compliancebased education model to more of
an innovation-based format.
“We’re trying to create students who are adaptable, innovative, creative, and have those
skillsets,” she said. “Therefore, we
have to look at our classrooms and
making sure we that we’re giving
opportunity for students to be able
to use those skills, and (that) the
teacher becomes the facilitator for
learning.”

cup-stacking exercise in which
they had to use tools (no hands!)

The Mahopac Central School
District is moving forward with a
couple of projects geared toward
making the district more energy
efficient.
According to Superintendent
Dennis Creedon, district voters
approved the creation of a capital
reserves fund during the spring
budget vote, which will allow the
district to put up to $2.5 million into
a fund over the next five years to be
used for facilities upgrades.
Now, the district is seeking the
public’s approval to use those funds
for to make roof upgrades.
“We will have all the money
that’s needed for the project already
in place,” explained Creedon, who
added that even though voters gave
the district the initial approval to
spend the money, those same voters now need to approve the use of
those funds for the specific project
being proposed.
The total estimate of the project is $3.7 million, of which about
half will be covered by state aid.

table, and there will be interactive
educational exhibits.
Beloved “Bob,” the huge
tortoise who has greeted visitors
coming and going for the past two
years, will be back and available
for pats and photos. New this
year, visitors will be given the opportunity to do a swamp painting
on fabric.
Amid the children’s art from
local schools and the juried art and
photography of the Great Swamp,
the results of several competitions
will be exhibited, as will “The
Great Swamp quilt,” unveiled
at the FrOGS’ 25th anniversary
celebration last fall. Many of the
photographs, paintings and drawings, as well as pottery, jewelry and
textiles by local craftspeople, will
be for sale.
A Great Swamp Coloring
Book, each page featuring a panel
of the quilt, will also be available.
A special Great Swamp exhibit at the Front Street Gallery in
Patterson from Dec. 17 through
Jan. 15 will showcase the winning
art and photography and highlight
the artists from the Great Swamp
celebration.
Friends of the Great Swamp
is an all-volunteer non-profit organization that works to preserve
and protect the health of the Great

Route 6 Lane Closure
There will be a temporary lane closure on
Route 6 by West Branch Dam starting Oct.
10 from 9 a.m. to 3 p.m. One-way traffic
will be alternating from the remaining lane.
Expect the closure to last 5 to 8 days while
the dam remediation project is completed.

This summer we celebrated
the Fresh Air Fund’s 140th summer of serving children from
New York City’s low-income
communities. I would like to
take this opportunity to extend
my gratitude to our extraordinary Fresh Air volunteers,
hosts and supporters in Putnam
County for their dedication and
commitment.
Fresh Air host families open
their hearts and homes, and share
the everyday joys of summertime with their Fresh Air friends.
I am inspired by the commitment
of our local volunteer leaders,
many of whom are also hosts.
They volunteer to interview
prospective host families, help
recruit new families, and plan
special activities.
I would also like to thank
the individuals and local businesses who so generously give
their time and resources to make
the Fresh Air Fund’s Friendly
Towns Program throughout
Putnam County a great success
each year.
Since 1877, the Fresh Air
Fund has provided free summer
experiences to more than 1.8
million New York City children
from low-income communities. Each year, nearly 7,000
children enjoy outdoor summer
adventures through visits with
volunteer host families along the
East Coast and southern Canada
and at the fund’s five overnight camps in Fishkill. Fresh
Air children also participate in
year-round leadership and educational programs.

Dear Editor:
Here’s an interesting historical fact that would seem
to indicate that many, if not
most, of the people we elect to
go to Washington don’t have
the slighted idea of what laws
already exist. I did not know of
this until now. It’s been law for
more than 60 years…
The McCarran-Walter Act
of 1952:
Trump was recently severely criticized for suggesting
that the U.S. should limit or
temporarily suspend the immigration of certain ethic groups,
nationalities, and even people
of certain religions (Muslims).
The criticisms condemned
such a suggestion as, among other things, being un-American,
dumb, stupid, reckless, dangerous and racist.
Congressmen and senators
swore they would never allow
such legislation, and the president called such a prohibition
on immigration unconstitutional.
As Gomer Pyle would say, “Surprise, surprise, surprise!”
It seems that the selective
immigration ban is already law
and has been applied on several
occasions. Known as the McCarran-Walter Act, the Immigration
and Nationality Act of 1952 allows for the “suspension of entry
or imposition or restrictions by
the president.”
Whenever the president
finds that the entry of aliens or of
any class of aliens into the United States would be detrimental
to the interests of the U.S., the
president may, by proclamation,
and for such period as he shall

deem necessary, suspend the
entry of all aliens or any class
of aliens as immigrants or nonimmigrants or impose on the
entry of aliens any restrictions
he may deem to be appropriate.
The act was utilized by
Jimmy Carter, no less, in 1979 to
keep Iranians out of the U.S., but
he actually did more. He made
all Iranian students already here
check in, and then he deported
a bunch. Seven-thousand were
found in violation of their visas,
and 15,000 Iranians were forced
to leave the U.S. in 1979. (And
they say it can’t be done?)
It is of note that the act
requires that an applicant for immigration must be of good moral
character and “attached to the
principles of the Constitution.”
Since the Quran forbids Muslims to swear allegiance to the
U.S. Constitution, technically,
all Muslims should be refused
immigration.

Dear Editor:
As many may already know,
a celebration recently took place
at the Kent Public Library where
the children’s reading area was
renamed and dedicated in honor
of Wilma M. Baker, a longtime
resident of the Town of Kent
and one of the library’s founding
members.
The idea to rename the
popular section of the library
came as a request to the Board of
Trustees who formed a committee following Wilma’s passing in
February of 2016. The committee included Wilma’s daughter,
Katie D’Angio, Library Director
Carol Donick, KPL Trustees
Tom Maxson and Marty Collins, Friends of KPL Treasurer
Jane Fowler and Directors Vikki
Bradley and Beth Herr as well as
close Baker family friends Rosemarie Rogers and Sue Kotzur.
The committee met weekly
for several months to formulate
ideas as to an appropriate date
and time to hold the dedication
and to discuss various design
proposals. At one such meeting, Sue Kotzur suggested not
only holding the opening of
The Wilma M. Baker Children’s
Room on the agreed upon morning of the Sept. 10, Kent Town
Day, but also having a fundraiser
for the purpose of purchasing
new children’s books in Wilma’s
memory.
This special event would be
part of the Kent Recycling Center’s 25th Anniversary gathering
at the Kent Volunteer Fire Department on Sunday, Sept. 11th.
The idea was quickly accepted.
As history would note, Wilma
and her husband Jim Baker were
among those responsible for organizing the area’s most successful
not-for-profit recycling center.
As a result, state and town
officials attended the Saturday
morning dedication with Assemblywoman Sandy Galef presenting a special proclamation
to Wilma’s husband as he stood
next to a framed photograph of
Wilma dressed in her signature
color blue. Tom Maxson, Friends

KPL Trustee Michele Ment and
Kent Town Supervisor Maureen
Fleming also welcomed Baker
family members and their many
friends as the simple but striking
signage was unveiled.
A total of more than $1,700
has been donated including
almost $1,000 collected at the
KRC hosted fundraiser and to
date money continues to be sent
to the library in Wilma’s name.
The Wilma M. Baker Committee would like to extend their
gratitude to KPL Trustee Otto
Romanino for his expert advice
concerning the interior design
elements prior to the dedication,
to Extreme Designs for their
timely and beautiful craftsmanship in creating the signage, and
to the entire Kent community for
all the support and cooperation

Wasteful Terry Gipson
An expensive September
primary election was held because Terry Gipson, the Democratic, Working Families, and
Women’s Equality parties’ nominee for New York State Senate
District 41, wanted to be on the
Green Party line in November.
New York State election law
does not allow the consolidation of polling places beyond
town boundaries so towns across
Dutchess County went through
the process of setting up polling places. Dutchess County
Election Commissioner Erik
Haight estimates this primary
cost Dutchess County taxpayers
approximately $100,000.
The Green Party doesn’t
allow a nonparty member to
circulate petitions for candidate
nominations so a potential candidate has two options. Either
convince a Green Party member
to circulate a nominating petition or circulate an “Opportunity
to Ballot” petition. By choosing
the latter option, Gipson forced
a primary election.
In Dutchess County there
were 390 registered Green Party
voters at the time of the primary.
In North East/Millerton none
of the five Green Party voters
showed up to vote. In all of
Dutchess County fifty-six Green
Party members turned out to
vote, forty of them wrote in
Terry Gipson’s name. What a
waste of taxpayer money.
Terry Gipson had every
right as a citizen to run for office.
However, forcing this primary
so his name could appear on the
Green Party line shows me a
fiscally irresponsible candidate.
Is having Terry Gipson’s name
appear a fourth time on the November ballot worth $100,000
to Dutchess County taxpayers?
I don’t think so.

Plastic Film Recycling
for 94th Assembly

The 94th Assembly District,
which represents the Putnam County towns of Patterson, Southeast,
Carmel and Putnam Valley, has two
major party candidates squaring off
in the Nov. 8 general election.
The seat is currently held by
Steve Katz, R-Mohegan, who is
not seeking re-election.
Kevin Byrne, R-Mahopac, has
a background in volunteer emergency services, having served as a
volunteer firefighter and EMT. He
was formerly regional director of
the American Heart Association,
assistant scoutmaster of Carmel
Boy Scout Troop 1, president of
the Kent Fire Department and a
Putnam Valley Planning Board
member.
He is currently vice chairman
of the Putnam County Republican
Committee.
Byrne is a member of the New
York State Fraternal Order of Police, the National Rifle Association,
the Knights of Columbus-Our Lady
of the Lakes Council, Benevolent
and Protective Order of Elks, and
more.
Byrne, a self-proclaimed “diehard conservative Republican,”
said he was inspired to run for
Assembly by a number of changes
he has seen in New York State over
the years, but was particularly motivated when he realized just how
many people are leaving the state
to find work.
“We’ve got people fleeing the
State of New York because they
can’t get a job here and they can’t
afford to live here, and I don’t think
that’s acceptable,” he said during
his campaign kickoff in March.
Byrne said cutting property
taxes, providing for the middle
class, creating jobs and growing the
economy are just a few of his goals.
But first, he said he wants to tackle
the “disease” of public corruption,
citing the convictions of former
Assembly Speaker Sheldon Silver,
a Democrat, and former Senate
Majority Leader Dean Skelos, a
Republican.
He further said he believes
in term limits, campaign finance
reform, and defending residents’
constitutional rights, as well as
fighting an “overreaching government,” which instituted the
Secure Ammunition and Firearms
Enforcement Act.
“I’m going to be voting for the
full repeal of the safe act,” he said.
The candidate added that
providing for the health and public
safety of residents has always been,
and will continue to be, a priority.
Specifically, he promised to focus
his efforts on fighting the heroin
epidemic in the Hudson Valley.
“We hear a lot of people talking about it, and that’s good,” he
said. “But we have to address this
head-on – not just talking about it
or throwing money at it… We need
to destigmatize addiction.”
On the Democratic side, Brian
Higbie of Yorktown is a political
newcomer who became involved in
the Yorktown Democratic Committee after speaking about an affordable housing issue at a Yorktown
Town Board meeting earlier this
year.
When he discovered that his
party did not have a candidate for
the 94th Assembly District, he
stepped up to the plate.
“I had this image that I was
going to walk into the voting booth
in November and there would be
no choice,” Higbie is quoted at
Tapinto.net. “It just didn't sit well
with me. I sent an email back saying, 'Is it too late? I'm interested.'”
When it comes to his campaign, the candidate said he will
focus mainly on economic issues.
“It's about tax reduction, particularly property taxes on working- and middle-class families,"
he said. “It's creating jobs and
strengthening the economy.”
Higbie is a graduate of the
environmental law program at
Pace University School of Law.
He has been a lawyer for 12 years
and practitioner for seven, and has
an office in Yonkers. He and his
wife have been Yorktown residents
since 2015, having moved up from
Yonkers.
A staggering 100 billion plastic
bags or more are thrown away each
year by Americans, according to
conservationists.
Putnam County numbers may
be impossible to get, but one thing is
sure: It is far too many. That is why
New York State’s Plastic Bag Reduction, Reuse and Recycling Act
went into effect back in 2009, and
was updated in 2015 to add plastic
films to the list of recyclable items.
“Recycling is a win-win-win
scenario,” said County Executive
MaryEllen Odell. “It reduces landfill waste, reduces our demand on
oil, and reduces litter, preserving
our beautiful Putnam landscape,
waterways and wildlife. Plastic bags
are convenient, but their harms are
real. The effects of clogged drainage
and flooding alone make recycling a
must, and now it’s the law.”
“Less than 1 percent of plastic
bags are being recycled, but we
are trying to change that,” said Dr.
Michael Nesheiwat, interim health
commissioner. “Everyone is used
to recycling hard plastics, usually
through curbside pick-up. However,
plastic films must be recycled differently. They have to be brought to a
drop-off site, which all major stores
should have.”
The health department has
been working with stores in the
county that are required by law to
accept plastic films. All large retail
stores, or chains with more than
five smaller stores, must participate.
Currently there are 25 drop-off locations in Putnam County, including
Home Depot, Acme and Kohl’s. A

“Plastic film recycling may
require a bit of effort at first, but
only until it becomes more routine,”
said Nesheiwat. “Think of it as an
investment in the future – for our
children. Then it becomes a little
easier.”
Plastic films include many everyday items. Newspaper delivery
bags, dry cleaning bags and shrinkwrap, in addition to the commonplace “carry-out bags,” are some
examples. Wrap from packages of
paper towels, napkins, bathroom
tissues and diapers; beverage case
wrapping; shipping “pillows” and
bubble wrap; as well as clean bags
from bread, produce and sealable
food storage bags should all be
dropped off for recycling.
It is important to know that the
recycling items need not be brought
back to the store where they were
originally purchased, as participating stores are required to accept all
items together.

sandwich bags belong to
the “plastic film” category of
recyclables, that can and should
be recycled.
Recycles Day and the health department will be visiting local drop-off
sites Tuesday, Nov. 15 to photograph residents as part of a “Caught
in the Act” recycling campaign.

The Michael Bank Septet,
a four-horn group which both
preserves and updates the small
ensemble swing tradition, will
perform at the Mahopac Public
Library as part of the BAMM
Concert series on Sunday, Oct. 16,
at 2:00 p.m.
In addition to swing music,
the Michael Bank Septet will
perform several original jazz
compositions based on harmonies
which are part of a musical theory
that relates to the celestial and the
wheel of the zodiac. Registration is
requested to attend this event. The
septet features Jay Rattman (alto
sax), Alexander McCabe (alto
sax), Matt Haviland (trombone),
Steve Little (drums), Ben Rubens
(bass), Tony Speranza (trumpet),

Misleading Fact 4: Butterfield, “A Backroom Deal”
Odell made clear that the
County was never paying half
of the entire property tax bill
for the former hospital center.
Putnam pays 50 percent of the
tax for the Lahey Pavilion, the
only space the County currently
occupies. Investments in Butterfield to build a state-of-the-art
senior center will help serve the
underserved senior citizen community of southern Putnam; a
community which is expected
to double in the next 10 years.
(During the debate it was
reported that Senator Sue Serino’s office obtained $100,000
in grants for the Butterfield
Senior Citizen Facility, in actuality $250,000 in grants were
obtained.)
With the misleading information put to rest Odell distilled the budget. The fiscal year
started with a $12.4 million
surplus in the general fund. It is
anticipated that $2.6 million and
$2.4 million will be added from
surplus sales tax and savings
from expenses, respectively. A
total of $11.4 million remains.
Odell’s office is calling for
the County Legislature to pay
off the county’s amortized pension debt inherited from previous administration, as part of
the continuing accelerated debt
repayment plan. The final $2.9
million payment, allocated in
the 2017 fiscal plan, will save
taxpayer $775,000 in interest.
The fiscal year, starts as
always, in debt because of mandates. Unfunded state and federal
mandates account for 70 percent
or $106.6 million of expenditures. Medicaid for county
citizens, the single largest line
item, represents $118.8 million.
Quality of life services, including outside agencies, share $46.5
million.
The proposed budget includes $1.2 million employee
and retiree health care costs,
$1 million in longevity increases and pending contract negotiations, and represents the
$730,000 decrease in the New
York State Pension expenses due
to the amortization pay down.
Essential services such as,
Putnam Area Rapid Transit with
$2.5 million allotted, the Bureau
of Emergency Services with $4.5
million allotted, and parks and
recreation with $3.6 million, are
on par with last year’s budget
projections.
Programs for the young and
old will remain fully funded as
Elderly service are set to receive
$3.4 million, with an additional
$656,000 for SNAP, and youth
programs, including Pegasus, to
receive nearly $600,000.
Outside agencies, including
libraries, the Putnam Humane
Society, Cornell Cooperative
Extension, Putnam County Fish
and Game Society, the Putnam
History Museum and Southeast
Museum, Putnam Arts Council,
the SPCA, CAP, and county
historians will share an estimated
$990,000. This shared amount is
down from last year’s $1.5 million. The Veterans Service Agency will also see a slight decrease
from $316,000 to $300,000.
Lastly, budgeted roadway
maintenance, which includes
snow removal and maintenance,
will remain around last year’s
$4.8 million, the sheriff’s department (including services
and specialized departments)
will receive $19.1 million, and
approximately $10 million are
budgeted to account for “operational costs.”
If the Legislature approves
the tentative expenditures the
average homeowner, assessed
at $261,352, can expect a minor
increase of $10 or an average
of $1,018 in county taxes for
the year.
Other revenue sources included county tourism, which
has had recent success in attracting visitors with special
events, grants (awarded and in
the pipeline) of upwards of $54
million, $2.7million returned
thanks to Chapter 13 provision
to prevent zombie houses and
decrease value, and sales tax,
which accounts for 37 percent
of all county revenue. Despite a
lull during the summer months
Putnam remains ahead of 2016’s
projected sales tax revenue by
$2.7million.
Members of the Putnam
County legislature will review
the fiscal expenditures during
a series of committee meetings
beginning Friday Oct. 7, and
continuing on Oct. 13, 14, 17
and 20. A public hearing on the

to be a credit strength. And due
to a tradition of solid financial
operations the county borrows
money at a lower rate.

To this, Odell points to
Putnam’s ranking as the second
lowest in expenditures of all 62
New York State counties. The
County’s portion of the homeowner tax bill is 9.1 percent, with
the largest portion (71.9 percent)
designated for school districts,
and the remaining 19.71 percent
shared with towns, villages, and
fire districts.

Foster Farm is a Debacle”
Odell argues that the investments made are worthwhile.
The $2.4 million investment

codes, necessary utilities, and
needed hard assets. By making
the investment, instead of allotting funds for “band-aid” repairs,

Gluten Free Demo Week at
Hannaford
Annually, in October, Hannaford Supermarket dietitians
acknowledge the importance of
the gluten free diet with a week
devoted to highlighting gluten free
products in our stores.
If you follow a strict gluten
free diet, then you know that cost
and variety can be two limiting
factors that come between you
and the foods you want to eat. The
goal of gluten free demo week is
to make this struggle a little less
challenging.
Luckily, for those who are celiac and gluten intolerant, there are
more options today then there ever
have been. Of course, as more foods
are labeled in the stores and the
GF symbol appears on restaurant
menus, the confusion over whether
people should be generally limiting
their gluten intake grows too.
It is important to understand
that gluten, a starchy protein, is
not harmful to individuals who do
not have a sensitivity, intolerance
or celiac.
Eliminating gluten is not correlated with weight loss or a reduced risk of chronic diseases such
as heart disease or diabetes. In fact,
in many cases, processed gluten
free products are higher in calories,
sugar and sodium.
Generally speaking, the
healthiest gluten free diet is one
that’s low in labeled foods and
higher in those that are naturally
gluten free (GF).
The exception to this would be
nuts and some varieties of cheese,
as these products should be GF, but
can be contaminated so looking for
a GF label is important. Fruits, vegetables, most dairy foods, beans,
and meats are naturally GF and
should be the focus of a healthful
GF diet. GF staples, such as pasta,
crackers, bread and a couple of
wholesome snacks should round
out a balanced GF shopping list.
While the GF diet can be limiting, that limitation shouldn’t be
offset by consuming GF cookies,
muffins and the like. If you follow
a strict GF diet, I highly encourage visiting both the Hannaford
and Guiding Stars websites for GF
recipes and getting into the kitchen
at least a couple of times a week.
Cooking and freezing foods ahead
of time will give you the convenience of having prepared foods
on hand, while also giving you
complete control over ingredients.

Chicken Fajita Bowl

Ingredients:
2 ½ lbs. chicken skinless
breasts, cut into strips
4 cloves garlic, minced
1 large bell pepper, julienned
3 T. olive oil
¼ c. lime juice, divided
2 cans (14.5 oz. each) low
sodium black beans, rinsed and
drained
½ c. sweet corn (cooked frozen kernels works well)
½ c. fresh tomatoes, diced
1 red onion, diced
¼ c. cilantro, minced
3 c. brown rice, cooked
1 avocado, diced
Directions:
In a large skillet, sauté chicken, garlic and pepper in oil until
chicken is cooked. Remove from
heat and stir in 2 tablespoons lime
juice.
In a large bowl, combine
beans, corn, tomatoes, onion,
cilantro, and remaining lime juice.
In serving bowls, layer chicken mixture, bean mixture, and hot
rice. Top rice bowls with avocado
and serve.
Roasted Chicken Provencal
(Family Features)
Ingredients:
8 chicken thighs (bone-in,
skin-on)
½ teaspoon salt
¼ teaspoon black pepper
1 tablespoon olive oil
½ cup dry white wine
¼ cup chicken broth
2 thyme sprigs
2 garlic cloves, crushed
2 cups Idahoan Signature
Russets Mashed Potatoes (from
16.23-ounce package)
1 cup sliced cremini mushrooms
½ cup cherry tomatoes, halved
¼ cup pitted black olives,
halved
sauteed green beans
Directions:
Sprinkle chicken thighs with
salt and pepper. In 12-inch skillet
over medium-high heat, brown
chicken thighs on both sides in hot
oil. Add white wine, chicken broth,
thyme sprigs and garlic.
Over high heat, heat mixture
to boiling. Cover and simmer 25
minutes, stirring occasionally.
Meanwhile, prepare mashed
potatoes according to package
directions.
In skillet, add mushrooms,
cherry tomatoes and olives; cover
and simmer 5 minutes longer until
chicken is tender.
Serve chicken thighs with
mashed potatoes and sauteed green
beans.

The Carmel Rotary and Doug
Martin Sturomski, past Rotary
peace chairperson, sponsored
and dedicated a peace pole on the
camp grounds, which was dedicated during a Sept. 21 ceremony.
There, 10 members of the Camp
Herrlich after-school program –
all students from George Fischer
Middle School – participated in the
ceremony by playing “It’s a Small
World,” “Jesu Joy” and “Let There
Be Peace on Earth” on hand bells.
In addition, all around the
camp were signs with words that
are components of peace – “courage,” “simplicity,” “joy,” “respect,” “determination” and others.
The dedication was followed by a
small reception.
A peace pole is a hand-crafted
monument that displays the message and prayer “May peace prevail on Earth” on each of its four
or six sides, usually in different
languages. There are tens of thousands of peace poles in 180 countries all over the world, dedicated
as monuments to peace. They serve
as constant reminders for people to
visualize and pray for world peace.
Earlier this summer, local
artist Dana Dalton visited Camp
Herrlich to work with sleepaway
camp counselors in training to create a work of art at the waterfront.
Dalton, who graduated with a
bachelor of arts degree in studio art
from SUNY Oswego, volunteered
her time over a weekend in July
and worked with campers to create an underwater scene. She was
adept at involving the campers –
even the ones who did not consider
themselves “artists” – and educat-

Spaeth, who attended the
conference last summer, said it
was a life-changing event.
“It was amazing. We learned
about advancements in technology in artificial intelligence, heard
speeches from scientists from all
over the world, and learned about
forensic science from a leader in
the FBI.”
Spaeth, spends her free time
teaching Tae Kwon Do to elementary school students, plans
to major in mechanical engineering in college.
The conference presenters
included Nobel Prize and National Medal of Science winning
scientists, leaders in the IT field,
and pioneers in medicine.
He was not a big man physically, but what Frank Spano Sr.
might have lacked in size, he more
than made up in heart and spirit.
Frank, who recently passed
away at the age of 100, was the
first person to sign up for my initial
exercise class at the Koehler Senior
Center in Mahopac. And what a cornerstone of the class he was!
If memory serves me correctly,
Frank was 96 years old at the time
of my first Mahopac class, and a
marvel in physical fitness. Many
times he would point out what I was
not doing correctly, saying, “I’m
taking over as your step-uncle. If
you’re going to teach a class you
have to be perfect. And I’ll make
sure you do!”
He was challenging me to
push-up and sit-up contests, which
he always won handily. Frank didn’t
pull any punches and would take
delight after each contest announcing out loud, in front of the entire
class, the reason I lost was because
of the size of my stomach, large at
the time because of inactivity.
As much as he was a standout
in exercising, Frank was always
tops in the class in our hand-eye
coordination activities. (His handeye coordination was as good as
men in their 30s.)
At lunchtime, Frank would
make sure I ate the right nutritional
foods and tell stories of the “good
old days.”
One of his most interesting
stories was about the day he was
born, April 8, 1916, in New York
City. He used to explain that it
was snowing heavily and the doctor couldn’t make it through the
snow to deliver him. So, not to be
delayed, Frank’s father hitched up
a horse to a snow sled and took off
to the hospital despite the storm,
with Frank’s mother, father and
unborn Frank.

veteran,serving in both the European and Pacific areas, he was also
a graduate of the Pratt Institute art
school, later utilizing his talents as
a sign painter and artist.
We’re all going to miss you,
“Uncle Frank.” You were a great

Cecere and I have run out of opponents. We need competition, men or

learned the game in the Catskills.

Putnam Hospital Center, in
conjunction with The Boxwood
Alliance, will host a health and
wellness fair for seniors and caregivers from 6 to 8 p.m. Tuesday,
Oct. 25, and from 9 a.m. to noon
Wednesday, Oct. 26, at PHC, 670
Stoneleigh Ave., Carmel.
Exhibitors will include a variety of hospital, business, county
and community-based organizations that offer services and
resources to seniors and caregivers. Some of the hospital departments participating include dietary,
oncology, radiology, physical
therapy, pharmacy and case management.
Screenings will also be avail-
able to participants, including a tutorial on sepsis and medical orders
for life-sustaining treatment forms.
Community agencies taking
part in the two-day fair include the
Alzheimer’s Association, Mental
Health Association of Putnam
County, the Putnam County Department of Health and Plaza at
Clover Lake.
“This is a great opportunity
to share with our residents all the
resources available to them within
our own community,” said PHC
Health Education Coordinator
Sarena Chisick.
The Boxwood Alliance is an
aging-in-place organization supporting seniors and their families.
New York State Comptroller Thomas P. DiNapoli’s office
completed audits of several local
school districts including the Putnam Northern Westchester Board of
Cooperative Educational Services.
State Comptroller DiNapoli
has made it a priority to audit school
district, BOCES and charter school
finances and operations to ensure
money is being spent appropriately
and effectively. New York’s school
districts annually spend approximately $60 billion in federal, state
and local funds.
DiNapoli’s office, has concluded that BOCES officials need
to improve controls to adequately
secure and protect IT systems. The
rooms housing the servers and IT
infrastructure did not have safeguards to track access and protect
IT assets, and BOCES officials have
not developed a disaster recovery
plan to guide action in the event of
a disaster.
Additionally, the board appointed a claims auditor but needs to
improve its oversight of the claims
auditing function. There was no
evidence that 33 claims totaling
$100,873 were checked to ensure
they did not exceed their related
purchase orders or that 13 claims totaling $42,526 agreed with approval
contracts or agreements.

Green Chimneys Shines on Broadway
‘Musings’

Yes, here I am, writing again,
even though I’ve finished my
three “Musings” books, which
included more than 150 stories.
I told Holly, my editor, I was
discontinuing my column and
wouldn’t be writing more “Musings.” But we are allowed to
reflect and change our minds. In
fact, some of my best past experiences came when I allowed myself new thoughts and did change
my mind.
Thinking back and remembering why my 80-some years
took twists and turns has caused
me to have “afterthoughts,” and
so, at 3 a.m., I’m having warm
milk and cookies and once again
writing.
In the past I’ve written about
my fainting when I was teaching
at school, and learning I needed
a heart pacemaker. This was a
shock to me, thinking I was in
top condition, and it caused me
to reflect and realize teaching was
a strenuous job – all day in class,
home then to mark papers, and in
between times, being a conscientious mom.
And so I retired from teaching and switched, for the next
nine years, into a second career
of selling real estate. This was
easier and less physically taxing
for me because I was able to better
apportion my time and not overdo
my activities.
And then, as I reached my
70s, I decided it was time to stop
working, and so I devoted myself
to volunteering, piano playing for
groups, chairing the new Seniornet Committee, editing newsletters for my retired teachers’ group,
and crocheting lap-robes for the
needy.
Finally, in my 80s, I followed
my convictions and got trained
in home health work, and so
worked with other seniors who
needed my comfort and aid. But
my mind continued to be alert
to world “doings,” observing all
the changes in our culture. How
could I pass up the opportunity to
write of what I observed, and so
share my thoughts, after 80 years
of experience?
But, when asked to write, I
never imagined I’d end up writing
more than 150 stories these past
six years.
In reflection, I remember
teenage years when I listened to
“Grand Central Station” on the
radio, and the announcer’s deep,
resonant voice told us that station was where more than 1,000
people intermingled daily. It was
the “crossroad of a million lives.”
It made me realize that everyone
has his own story. I was inspired
to want to know those stories and
tell my own.
And, many, many years later
I remember the popular television
personality Andy Rooney, fascinating his audience each Sunday
with a 5-minute segment of his
life’s vignettes – one session even
dedicated to his unruly, bushy
eyebrows. And I realized even the
banal can be interesting.
Surely, with my many years
I could write my continuing
thoughts and experiences, sharing
the fact with others that old people
often have interesting memories,
but also, even more importantly,
that they might have come to
important conclusions worthy of
sharing. I had always heard that
many cultures value the wisdom
of their old people.
And so, even after publishing
those three “Musings” books, I’m
still thinking and writing. Maybe
not as often, but at least my editor
has kept “the door open” to my
“afterthoughts.” And if I get inspired and she thinks a story is
worthy of print, another of my
stories will be published here.

work on strategies to address those

We all love our canine
friends, and they are certainly
dedicated to us. At times, though,
they may not love or even like
others, especially strangers. Other than disturbing the peace, there
is no harm when they bark.
But what happens when
they bite?
If a person gets bit by a dog
in New York State, he or she can
sue the owner for damages. But
be aware that the burden of proof
rests on the victim. The first time
a dog bites someone, the victim
must prove that the owner was
negligent. Negligence is what is
known under the law as a “tort,”
and has four criteria or elements
that must be met or proven – duty,
breach, causation and damages.
The person who was injured
or bit by a dog must first and foremost prove that the owner had a
duty to keep his dog restrained
or properly penned. (Many local
municipalities actually have ordinances requiring that dogs be on a
leash when off the owner’s property.) Then the injured party must
prove that the owner breached
that duty in some way, such as
not keeping the dog on a leash.
Next, the victim must prove
that, as a result or causation of
the dog owner’s breach, the dog
bit or attacked him. So if you
pulled Wags’ tail and he bit you,
the causation will not be a result
of the owner’s breach.
Finally, the injured party
must prove that he or she was
damaged or injured in some
way. So if Wags bit you but
didn’t leave a scratch, you will
not be able to prove damages,
and your negligence case will
consequently fail.
However, if it is determined
that the dog had bitten or attacked
someone else in the past or that
the dog had a “vicious propensity” (Wags has a reputation for
going after the neighborhood
children), then the dog owner
will be considered strictly liable
and the elements of negligence
need not be proven. In that case,
the victim need only prove that
the attack occurred and that the
owner’s dog did it.
Depending on the severity
of the injury, a jury could ultimately award a dog bite victim
thousands or even hundreds of
thousands of dollars. Therefore,
a dog owner must do his best to
keep Wags under control so that
he never bites or attacks anyone,
because if your dog’s bite is really
worse than its bark, you could
end up paying dearly for the sins
of your beloved pet.

Bronx Man Selling
Heroin in Southeast
On Sunday, Sept. 24 at 8
p.m., members of the Sheriff’s
Department Narcotics Enforcement Unit were conducting ongoing checks of reported suspicious
activity at a Town of Southeast
service station when they encountered a subject, later identified as
Jeffery Gomez, in the side parking area who was acting in an
unusual manner.
The deputies made contact
with Gomez during which a
field interview and investigation
revealed that the he was there for
the purpose of selling narcotics.
Gomez was found to have a package secreted on his person that
contained 40 baggies of heroin
and 34 Alprazolam pills. In addition, he possessed $600.00 in cash
and several cellular telephones.
Gomez, 27, of Grand Avenue
in the Bronx was arrested and
charged with criminal possession
of a controlled substance in the
third degree and with criminal
possession of a controlled substance in the fifth degree, felonies.
He was arraigned before
Town of Southeast Justice Gregory Folchetti and committed to
the Putnam County Correctional
Facility in lieu of $15,000.00
cash bail pending a future court
appearance.
If found guilty of the most
serious felony charge, the defendant could face up to twenty-five
years in a New York State Correctional Facility and a fine of up
to $30,000.00.
Putnam County Sheriff Donald B. Smith reports the arrest of
a Connecticut man on a charge of
drug possession.
On Sunday, Sept. 25 at 2:06
a.m., Deputy Sheriff Jonathan Irwin
stopped a motorist who had committed a traffic violation on Sodom
Road in the Town of Southeast.
During the course of the traffic stop, the deputy observed white
powder around the nose of a passenger in the vehicle. An investigation revealed that the passenger,
identified as Selvin Donis, 23, of
87 Franklin Street, Danbury, Connecticut was in possession of a
quantity of cocaine.
The deputy arrested Mr. Donis
and charged him with Criminal
Possession of a Controlled Substance in the Seventh Degree, a
misdemeanor. The defendant was
processed at the Putnam County
Correctional Facility and held
pending arraignment.
If found guilty of the misdemeanor charge, the defendant could
face up to a year in jail and a fine
of up to $1,000.00.

Mahopac Church Welcomes Interim Pastor
The First Presbyterian Church
of Mahopac recently appointed
the Rev. Cheryl Montgomery as
interim pastor. Morning services on
Sunday, Oct. 2 marked her first day.
Montgomery graduated from
Muskingum College in New Concord, Ohio, and the Pittsburgh
Theological Seminary. For the past
few decades she has served, in a
similar capacity, at Presbyterian
churches in Pennsylvania, Florida,
Connecticut, New Jersey, Missouri,
Kansas, Illinois, Nebraska and
Indiana.
Since 2006 she has been pastor
of Greenwood Presbyterian Church
in Greenwood, Indiana.
In accordance with guidelines
from the Presbyterian Church,
USA, Montgomery will be interim
pastor for at least a year, possibly
longer, while the church searches
for a permanent pastor. The pulpit
has been basically open since the
retirement of the Rev. Kenneth
Mast at the end of last year, after
27 years at the church.
Services have continued with
guest ministers since that time.
Known as “The Church on The
Hill,” First Presbyterian Church
was established in 1784 when the
area was still part of the Town of
Southeast in Dutchess County. The
church filed incorporation papers
with the State of New York in 1806.
The congregation is affiliated with the Presbyterian Church,
USA, and is a part of the Synod of
the Northeast and the Presbytery of
the Hudson River.

buildings, so that they can accommodate solar panels in the near
future.
“We have to replace the roofs
so we can install solar,” explained
Clamser. “You can’t put solar on
an old roof.”
The long-term goal is to eventually have solar panels in place
on all of the district’s buildings,
which would allow the district to
generate enough electricity to be
self-sufficient.
In addition, improvements
to various buildings including
mechanical, electrical, plumbing,
general construction and abatement
work is planned.
At the same time, the district
is also asking for voters’ approval
to complete energy performance
upgrades. While this project does
not require a public referendum,
the district may be eligible for 10
percent state aid if it does get voter
approval.
This particular project will
involve energy efficiency and conservation improvements at district
buildings, including lighting system
upgrades and door and window replacement. This project is expected
to cost $4.2 million, which will be
returned in energy cost savings and
therefore impose no cost to taxpayers, explained Clamser.
A public discussion regarding
the referendum is planned for the
Oct. 18 school board meeting at
7:30 p.m. at the Falls Office Building, with the vote scheduled for
Tuesday, Nov. 15 from 6 a.m. to 9
p.m. at the Mahopac High School,
421 Baldwin Place Road.
The project needs state approval, and has to go out to bid. If
the timeline allows, the work could
begin as early as next summer.

Also, the job market is showing an increase in STEAM-related
careers, such as biomedical engineering and systems software development. “We’re understanding
that that’s going to be the market,
and our students are going to be
able to compete in that market and
have some really good foundational
skills to be successful in that,” said
Warden.
In addition, STEAM changes
the way educators are teaching;
while once upon a time a problem
may have only had one answer,
now, a challenge may have multiple
answers, or multiple ways of reaching an answer.
Teacher Alison Aubry, who
was the facilitator of the summer
school program, said STEAM
classes re-invigorated learning for
the 103 students who attend the
recent program.
“Part of the reason we wanted
to integrate this was it created more
of an active learning environment
for these students,” she said. “They
were able to show strengths in other
areas that they normally wouldn’t
be able to show during this time in
school, and we were able to bring
in those 21st century skills.
“I still have students from this
summer stop me in the hallway and
they want to talk about ideas they
have for some of their creations;
they want to know when we’re
going to do it again; they want to
know what else we can do,” she
added. “Overall I felt that all of the
students really enjoyed this”
During last week’s Carmel
School Board meeting, Warden
also discussed Project Lead The
Way, which the district is launching
this year at Kent Primary School,
thanks to funding provided by the
parent-teacher association.
According to Meredith Dutra,
STEM coordinator for the district,
this initiative gives students the
independence to explore in a creative way.
“Project Lead The Way structures itself in a manner that a lot
of the foundational elements of the
program can be replicated in any of
the lessons, any sort of classroom
instruction across the curriculum,”
she said.
PLTW follows an activity-,
project-, problem-based approach,
with programs that are sometimes
teacher-centered with students
heavily involved in the problem
solving, and other times studentlead.
The program launches this
year with students in grades two
through four.
It follows an “engineering
design process” including “ask,”
“explore,” “model,” “evaluate”
and “explain” – not necessarily in
that order.
“The process is not one-sided,” said Dutra. “You might have
to go back and ‘ask,’ and this is
how it should be with (students’)
thinking.”

Grants
Putnam Family and Community Services, Inc., will receive $1
million in grant funding over the
next five years through the New
York State Office of Mental Health.
Gov. Andrew Cuomo announced recently that PFCS is one
of eight behavioral health providers
in the state selected to receive the
grant, with the goal of expanding
community-based programs for
older adults facing mental health,
substance use and aging-related
issues.
As the lead agency of a triple
partnership with the Office for
Senior Resources and the National
Council on Alcoholism and Other
Drug Dependencies/Putnam, PFCS
will oversee the mental health component of the new program.
“PFCS has a long history of
working in the community with the
aging population, and we are looking forward to partnering with OSR
and NCADD in new ways to help
those in need,” said Alison Carroll,
vice president of strategic initiatives
at PFCS. The three agencies will
collaborate to identify, assess, and
provide access to behavioral health
and aging services to seniors age 55
and older who are in need.
Leading the initiative will be a
licensed clinical social worker, care
manager and recovery coach, as
well as nursing and psychiatric supports. The program will identify and
offer services to individuals whose
independence and involvement in
the community may be compromised by behavioral health issues.
“This will be an exciting new
model of care that will not only
involve mobile services for this
population, but will also employ
telehealth monitoring units for our
more fragile individuals,” said Carroll. The telehealth monitors will be
used to communicate with seniors
who are at risk and can benefit
from more immediate connections
to health care providers.
The program will fall under
the administrative oversight of the
