Contacts / Questions12 2 Sponsored by the City of Brussels, every year on the first Saturday in October NUIT BLANCHE showcases the public space and dozens of sites in the capital by means of contemporary artistic creation. Cultural venues, shop windows, school playgrounds, car parks, churches, stations, fountains, streets and squares are all potential locations. In offering a series of artistic works closely related to the sites in which they are presented, NUIT BLANCHE sheds new light on familiar places as well as extending an invitation to discover locations that the public usually have little or no chance to see. Above all, this event aims to give the general public the opportunity to see Brussels in a different way and to increase their awareness of new artistic forms. NUIT BLANCHE 2014 will be held on the night of Saturday 4 October, from 8 pm to 7 am, in the heart of Brussels. The theme for this year’s event will be the cinema. This should be understood in the broadest sense. The projects programmed may be inspired by film techniques (lighting, angles, types of shot and fields of vision, sound effects and sound design, special effects, animation, film sets, etc.) or recurring elements, jobs, characters, themes or genres in the film world (dialogues, film score, super heroes, gangsters, love stories, thrillers, science fiction, etc .) or even (little) known directors or actors. NUIT BLANCHE draws up a list of sites /spaces available to projects but artists are entirely free to propose projects at other public, private or commercial spaces along the route provided they comply with the access and safety standards required by the presence of a large crowd. The proposals need to be specifically designed for NUIT BLANCHE or be specifically adapted to the chosen location by meeting the requirements and technical conditions that are to be found in the “location files” on the NUIT BLANCHE website. NUIT BLANCHE will always favour projects that have a direct connection with the history, architecture or nature of the chosen location. (*) 3 Aside from site specific projects, we are also looking for two projects inspired by the history of the neighbourhood. You will find additional information in the files dedicated to these projects on the website. Mixing installations, multimedia projections, performances, fun and interactive projects, the programme brings together works of great diversity in terms of nature and scale and is open to all artistic disciplines, provided the projects are contemporary in nature. NUIT BLANCHE gives preference to hybrid, multidisciplinary and innovative forms that do not adopt a purely face-to-face relationship with the public. The projects must be of a nature that allows them to be seen by a lot of people throughout the night (from 8 pm to 7 am) or at least on several occasions at regular intervals in the course of the night. Clearly it is mainly the installations that the public can view uninterruptedly throughout the night. As a rule, we usually favour ongoing projects that can be viewed over a long period of time as well as outdoor proposals and projects that can be viewed by at least 50 people at a time. For practical reasons, performances must not be any longer than 30 minutes and must be presented at least 4 times in the course of the night (between 8pm and maximum 2 am). The projects must be technically autonomous. The NUIT BLANCHE technical manager can give his opinion on the project feasibility or any necessary modifications in relation to the chosen site but under no circumstances does he assume the responsibilities that fall to the project technical manager. NUIT BLANCHE does not manage the setting up and breaking down of projects and nor does it possess technical equipment. The artists must provide their own technical support and equipment needed to realise the project. An exception is nevertheless made for projects coming from abroad (see V§3). For open air activities and in general, we try and limit to a minimum any nuisance to the neighbourhood and to limit the duration of any obstruction caused at the site or on the public thoroughfare. Projects that require more than 2 days to set up and 1 day to break down are not generally accepted. NUIT BLANCHE is also open to artistic projects that favour interaction with the social fabric of the neighbourhoods in question (integration / participation of local residents or institutions such as youth clubs, associations, retirement homes, public welfare centres, etc.). For projects of this kind that generally involve working in situ, we favour proposals from artists already rooted in the local community in some way. The call for projects is addressed to budding as well as established artists. Artists are allowed to submit different projects 4 Place de la Monnaie and Place De Brouckère will serve as epicentre this year. The route will then fan out through the neighbouring streets and bring life, among other locations, to various sites linked to cinematographic activity in the city (shooting locations, sites of former cinemas, cinemas still operating, etc.). The NUIT BLANCHE route for 2014 consists of the following streets : place de la Monnaie, place des Martyrs , place de Brouckère, boulevard Adolphe Max, rue Neuve, rue aux Choux, rue du Finistère, rue Fossé aux Loups, rue Léopold, rue des Princes, rue de la Reine, rue de l’Ecuyer, rue de l’Evêque, rue d’Arenberg, rue des Fripiers, rue Grétry, Passage du Nord, Galerie du Centre, Galerie de la Reine / Galerie du Roi, Galerie Anspach. They are marked by a (*). The other locations are reserved for existing projects from our previous call. 5 For each eligible location, NUIT BLANCHE has compiled a “location file” that you can download from our website www.nuitblanchebrussels.be. These files contain technical data, photographs and the constraints that need to be respected. The list of available locations is subject to change and new locations might be added. Please keep an eye on our website to get the latest information. The NUIT BLANCHE organisation will obtain the necessary authorisation for the use of these sites. Any meetings to view the sites will be organised through NUIT BLANCHE as intermediary. You are therefore requested not to contact directly the owners and managers of these sites. For locations that are not accessible to the public, NUIT BLANCHE will organize visits to the locations after the pre-selection. The pre-selected candidates will then get the chance to clarify their project and budget before the final selection takes place. You are also authorised to submit projects for sites other than those named above (e.g.: private spaces, shops, tiny streets, façades, etc.). In this case, please contact the owners /managers directly to obtain their permission to use the sites. To do so, you can use the model that can be downloaded from www.nuitblanchebrussels.be. Please note! Without this “agreement in principle” your application cannot be considered. Projects proposed for the public thoroughfare do not of course require an “agreement in principle”. In that case, NUIT BLANCHE will take care of the necessary authorisations. NUIT BLANCHE assumes responsibility for obtaining all the necessary authorisations and completing the administrative procedures concerning the use of the public thoroughfare and the appointed locations. As such, it also assumes responsibility for opening all the water and electricity meters available on the public thoroughfare as well as the related consumption. For artists living abroad, NUIT BLANCHE meets the costs of transport and accommodation. NUIT BLANCHE takes care of booking hotel accommodation but not transport (plane or train tickets, transport of equipment, etc.). For foreign projects, NUIT BLANCHE can, if required, assume direct responsibility for the hire of the necessary technical equipment and any additional technical staff. 6 NUIT BLANCHE organises global communication around the event and circulates information on the various projects, in particular by means of a brochure and a website www.nuitblanchebrussels.be. Specific communication actions around artists and works targeted at the press or general public can also be considered. A budget line has been allocated to each location that is eligible for this call. The information is to be found in the “location files”. For all the other locations that are not listed, the financial assistance is limited to a maximum of EUR 5,000.00 (taxes and charges included). The NUIT BLANCHE financial assistance will be calculated on basis of the legitimacy of the declared production costs. The NUIT BLANCHE financial assistance is intended to cover the costs of: payment of the artists and assignment of rights of performance / dissemination of the work; hire of any technical equipment needed to produce the project; transport of staff and delivery expenses (site visits, installation); set up and break down costs. The NUIT BLANCHE contribution does not therefore cover the purchase of materials or technical equipment that could be used subsequently by the artist. Payments will be made within one month following the presentation. Extra expenses directly borne by NUIT BLANCHE: consumption of water, gas and electricity; the opening of the water, gas and electricity meters on the public thoroughfare; authors’ rights (SABAM, SACD, etc.) due for exploitation of work on the evening of NUIT BLANCHE; guarding of the installations on the evening of the event; staff for the reception of the public 7 For foreign artists: accommodation costs for the artist (maximum of 1 night for 2 persons for site research and maximum of 3 nights for 5 persons for project set up/ break down; technical assistance if applicable (making available of equipment and a team); The artistic proposals must fit within the theme of the cinema and meet the requirements stated in the “location files”. Projects will be initially examined by the NUIT BLANCHE team, who will consider to what extent a project is pertinent and appropriate to the philosophy of the event before submitting it to a selection committee made up of representatives of the Alderman for Culture and of the City of Brussels Culture Department. This committee will meet during the month of May 2014. The pre-selected artists might have to provide further technical and possibly financial details in a second phase. A visit to the location, in presence of the technical director of NUIT BLANCHE, will be organised if necessary. The selection decision will be made on the basis of a last submission, and the decision will be final. Projects will be assessed on the basis of the following general criteria: artistic quality (innovative nature of the project, quality of the artistic production, quality of the scenery / set design, etc.); theme suitability (is the link with the cinema relevant?); Site suitability / reappropriation of the public space (occupation of the space, highlighting or transformation of the site, relationship to the history / architecture of the site, respect for local residents, respect for urban environment, etc.); Duration/ Viewing capacity (the projects selected must be visible throughout a large part of the evening and must be accessible to a large number of people at the same time); technical feasibility (set up and break down time, technical implications, respect for safety standards, suitability regarding weather conditions, etc.); budget (how realistic and justified is the expenditure, etc.) 8 To qualify for consideration, files must include the following elements: the application form, duly completed. To be provided in .pdf format; a copy of the identity card (if the project promoter is a private individual) or of the statutes of the company or association (if the project promoter is a corporate body). To be provided in .pdf format; a budget drawn up based on the model that can be downloaded from www.nuitblanchebrussels.be, accompanied, if applicable, by estimates or price quotations from suppliers (required for all costs above EUR 500.00); To be provided in .xls format; a detailed technical data sheet of the project (scenery / installation layout, plans, specific devices, equipment used, precise set up and break down methods, technical requirements, contact details of technical manager, etc.). To be provided in .pdf format; any visuals, DVD / CD-R, video or sound links, etc. that permit a better understanding of the project. a scale plot plan. To be provided in .pdf format; an agreement of principle from the host site (only for locations that are not mentioned under topic IV / pro forma to be downloaded from the µ site); a production timetable; a short file presenting the artistic approach and experience of the artist or company, (texts, photos, audio or video links, CD, CD-R, DVD concerning previous projects). Unless other specified in the “location files”, files must be sent by Wednesday Files must be sent by Wednesday 23 April 2014 at the latest: By electronic mail to info@nuitblanchebrussels.be, using common formats (.pdf, .xls). Please do not exceed 5MB or send your file via wetransfer.com. Do not forget to keep a copy of the email as proof that you submitted your file! You will receive a confirmation of receipt by the end of April. 9 to give you an idea of whether or not your project is in keeping with the spirit of NUIT BLANCHE, consult our archives at www.nuitblanchebrussels.be; for projects in a public space, ensure that your projects are suitable for autumnal weather conditions and that they can withstand possible bad weather (strong winds, heavy rain, etc.); the NUIT BLANCHE audience changes over the course of the night, from families in the early evening to a younger and livelier audience after 11 pm. Remember this when developing your projects and timetables. For more intimate projects also remember that there will be a lot of people present (sound effects, visibility, etc.); find out about the configuration and frequenting of the site in the evening in order to assess the site’s technical constraints (positioning of electricity terminals, billboards, traffic lights, street furniture, public lighting, type and quality of ground covering, wind exposure, hanging points, etc.); when developing your project please respect the existing environment, floor surface and infrastructure and anticipate, if necessary, the clean-up of the site after break down (possible installation waste, etc.); the plot plans must include the installation measurements and the space taken up by all the installations, equipment and structures that you plan to set up. Also indicate the positioning of the audience; unless other specified in the ‘’location files’’, projects must be designed or adapted for the public space and / or sites that are without any technical or scenic infrastructure. Please take account of the implications of sites of this kind (influence of public lighting, traffic, etc.); to minimise the environmental impact of NUIT BLANCHE, make maximum use of natural, recycled or recyclable materials and limit your power consumptions; for foreign projects, please indicate as precisely as possible your equipment and technical support requirements, especially for set up, break down, the security and support for your project (cherry picker, scaffolding, safety net, technicians, volunteers for set up / break down, guarding, etc.) so that we can assess the implications for NUIT BLANCHE and the related costs. 10 Please read carefully these instructions designed to help you to draw up your budget. any expenditure in excess of EUR 500.00 (excluding remunerations under item 62) must be supported by an estimate or price quote from a supplier; the purchase of materials and production costs will be examined in light of the permanent or temporary nature of the work or creation. It is therefore possible that NUIT BLANCHE will not take into account the full amount of the costs indicated; under budget items 61410 and 61411 (Payment of third-parties for artistic services and Payment of third-parties for technical services) it is necessary to include the amounts invoiced by service providers and / or suppliers external to your association; Item 62 (Remunerations) must include amounts payable to persons employed directly by you under the terms of an employment contract (do not forget to include the gross wages of your employees and to add employer’s charges). Please reserve one line per employee (e.g.: if you have 3 actors, give one line per actor) and give the term of the contract (expected number of hours of work); the costs and proceeds items in your budget must balance. If the costs exceed the maximum amount granted by NUIT BLANCHE, you must provide proof of your external sources of financing in your budget; insurance : The artist is required to take out the necessary insurance to provide cover for workplace accidents that may occur to his /her personnel in the context of the activity, as well as coverage of all risks that may occur with objects and equipment belonging to him/her or his/ her personnel or used by him/her or his/her personnel in the context of the activity. The artist shall have his/her general civil liability covered for sufficient amounts. It will take out insurance against any damage caused to third parties, attributable to him /her or persons under his /her authority, or caused by equipment or property in his/her possession or in the possession of persons under his/het authority. NUIT BLANCHE does not have its own technical equipment. Project promoters residing in Belgium will have to hire the equipment needed to create and present their project. Do not forget to include such costs in your budget and to provide an estimate for the hire; 11 do not forget to include all costs linked to the set-up, break down, safety measures and management of your project (pod, scaffolding, safety net, volunteers for set up / break down, etc.). food and accommodation costs: if selected, project promoters from abroad may well have to make a trip to view the chosen site. This trip is to be included in the provisional budget and timetable (Note: For this trip, NUIT BLANCHE will pay the transport costs and one night in a hotel for max. 2 persons only). For project set up / break down requirements, the food and accommodations costs are in principle limited to max. 3 nights for 5 persons. If your project requires a longer presence, please explain why!; the fixed daily allowance is 17.70 EUR per main meal (lunch/evening). NB: breakfast is usually included in the cost of the hotel and is therefore paid directly by NUIT BLANCHE; for transport, the allowance per kilometre is 0.60 EUR/km for trucks and vans (transport of set / equipment) and 0.346 EUR/km for private cars. For train and plane, it is the current price of a 2nd class or economy class ticket that applies.
