July 2015 Important plan news The Kansas Board of Regents Mandatory Retirement Plan The Kansas Board of Regents (KBOR) is committed to helping you save toward a financially independent retirement. As part of that effort, we are making changes to some of the investment options in the Kansas Board of Regents Mandatory Retirement Plan (Plan). Voya Retirement Insurance and Annuity Company (VRIAC), a member of the Voya® family of companies, is proud to continue providing retirement plan services to the employees of KBOR. Please read this newsletter carefully and consider how these changes may affect your retirement planning as well as your overall financial strategy. KANSAS BOARD OF REGENTS MANDATORY RETIREMENT PLAN What is changing? The new product offering for the KBOR Mandatory Retirement Plan is Voya Retirement Choice II; a group fixed annuity contract. With this change, the following will take place: • A reduction to the Guaranteed Minimum Interest Rate (GMIR) for the Voya Fixed Plus Account III. • A reduction in Voya’s annual assetbased service fee for the Vanguard Target Retirement Date funds. • Share class changes to the six (6) investment options indicated on the Fee expense chart included in this newsletter. This share class change will lower the fee expenses these funds currently have. Reduction in GMIR The Voya Fixed Plus Account III investment option will continue to be offered. The new Guaranteed Minimum Interest Rate (GMIR) is 1.00% for the life of the contract however Voya will continue to honor your current interest rate of 3.00% through December 31, 2016. Please see the following table for minimum applicable interest rates. GMIR Effective Date 3.00% July 2, 2015 – December 31, 2016 2.75% January 1 – December 31, 2017 Prevailing interest rate - (currently 2.10%) January 1, 2018 Guarantees are based on the financial strength and the claims-paying ability of Voya Retirement Insurance and Annuity Company and do not apply to the investment return or principal value of the other investment options offered under the Plan. Restrictions may continue to apply to transfers of funds from the Voya Fixed Plus Account III to other contract investment options. All transfers are also subject to Voya’s Excessive Trading Policy. Please refer to the Product Information Book for additional information regarding these provisions. The following chart shows how the change in share class for these funds will reduce the fee expense. Current fund number Reduction in assetbased fee Reduction in asset-based fee for Vanguard Target Retirement Date funds – this fee is being reduced from 0.35% to 0.15%. This means that more of your contributions remain in your account working for you. Fund management fees and other fund operating expenses will apply. Fees depend on the investment option chosen. Beginning on and the Personal July 2, 2015, the following funds Financial Dashboard will undergo a share class change. Through a process called “fund yet? It’s easy! mapping” your current account balance and ongoing contributions will transfer to the new share classes. This mapping will be based on your allocations on record with Voya as of the close of the New York Stock Exchange (NYSE), generally 3:00 p.m. Central Time (CT) on July 1, 2015. Should you wish to make changes to any of your current investments before the mapping, you may do so prior to the close of the NYSE on July 1, 2015. Changes can be made by contacting Voya at (800) 584-6001 or logging onto your account at kbor.beready2retire.com. Confirmation of activity Voya will provide all participants with a certificate of participation in the new 403(b)(1) group annuity contract (Voya Retirement Choice II). Please keep this document with your retirement account records for future reference. If you are invested in the Voya Fixed Plus Account III or one of the mutual funds with a change in share class, you will also receive a statement confirming the transfer activity. myOrangeMoney™ is a personalized, interactive tool that shows you the income you may need each month during retirement and the progress you’ve already made toward that goal. After you initially provide your age and current income, a dollar bill appears to show your current level of retirement readiness. The dollar bill represents the estimated income you’ll need each month in retirement. The portion in orange represents the amount of your income need that can potentially be achieved without any changes in the way that you’re currently saving and investing. But anything not colored orange represents money that you may likely need, but currently may not have. It’s the gap you’ll need to close to eventually reach your retirement income goal. Next to the dollar bill is a series of sliders that let you easily adjust your assumptions and then instantly see how those choices affect the level of your orange-colored monthly retirement income dollars. You can try out various savings, investing and retirement age scenarios until you find the combination that’s right for you. To help you organize your finances, click the Organize your $$$ link and head over to your Personal Financial Dashboard. Enter as many accounts as you like: checking, savings, credit cards, mortgage, insurance, retirement and so on. The tool encrypts your information using advanced security features and makes updates automatically, so you always have a current view of your complete financial picture. Mutual funds under a custodial account agreement are intended as long-term investments designed for retirement purposes. Money distributed will be taxed as ordinary income in the year the money is distributed. Account values fluctuate with market conditions, and when surrendered the principal may be worth more or less than the original amount invested. A group fixed annuity is an insurance contract designed for investing for retirement purposes. The guarantee of the fixed account is based on the claims-paying ability of the issuing insurance company. For 403(b)(1) fixed or variable annuities, employee deferrals (including earnings) may generally be distributed only upon your: attainment of age 59½, severance from employment, death, disability, or hardship. Note: Hardship withdrawals are limited to employee deferrals made after 12/31/88. Exceptions to the distribution rules: No Internal Revenue Code withdrawal restrictions apply to ’88 cash value (employee deferrals (including earnings) as of 12/31/88) and employer contributions (including earnings). However, employer contributions made to an annuity contract issued after December 31, 2008 may not be paid or made available before a distributable event occurs. Such amounts may be distributed to a participant or if applicable, the beneficiary: upon the participant’s severance from employment or upon the occurrence of an event, such as after a fixed number of years, the attainment of a stated age, or disability.
