Acceleration Program Evaluated for reasonable component sizing Reputable components Demonstrated real-world performance through long-term monitoring Vendors are point of contact for proper installation and performance Warranty/service agreement for a minimum of 5 years for the pre-qualified and conditionally qualified CHP systems Capable of grid-independent operation during grid outages Installed to provide priority power (as determined by the customer) during grid emergencies 9 NYSERDA PON 2568 CHP Acceleration Program CHP system sizing guidelines for common building types based on combinations of site characteristics High performance CHP system sizes Require significantly less engineering analysis and will receive a streamlined review by NYSERDA Guidelines can be found in Incentives based on size of the CHP system and the site location Applications for incentives submitted by the vendor All incentive payments will be made to the vendor Maximum incentive per project is $1.5M Minimum system size 50kW Maximum system size is 1.3MW 11 NYSERDA PON 2568 CHP Acceleration Program To be approved for an incentive: • An eligible CHP system connected to the building electric system behind an electric meter that is subject to the SBC surcharge • The CHP system can be used to support priority electric loads during grid outages • Electric and thermal load profiles justify the size of the CHP system • Annual fuel energy utilization expected to exceed 60% • the proposed CHP system size falls within NYSERDA’s conservative CHP system sizing guidelines. • Campus settings or large buildings may apply for support of multiple CHP system locations: • Thermal loads are independent of each other and geographically dispersed $1.5M incentive limit 12 NYSERDA PON 2568 CHP Acceleration Program Data centers and other situations with mission critical loads • Requiring 100% redundancy • An install 2 identical, independent, properly sized CHP system • A reduced incentive (50%) for the second CHP system • Capable of grid independent operation during grid outages 13 NYSERDA PON 2568 CHP Acceleration Program Critical Infrastructure Incentive Bonus of 10% for CHP systems that support critical infrastructure - systems and assets essential to the functioning of society and the economy Hospitals and nursing homes Public safety facilities (police, fire, emergency medical services, emergency management) Communications facilities (broadcasting, telecommunications) Utilities (water, wastewater treatment) Official facility of refuge 14 NYSERDA PON 2701 Combined Heat and Power (CHP) Performance Program Aggregate nameplate greater than 1.3 megawatts (MW) Provide summer on-peak demand reduction Incentives are performance-based: Summer-peak demand reduction Energy generation Fuel conversion efficiency On an annual basis over a two-year measurement and verification period 15 NYSERDA PON 2701 Combined Heat and Power (CHP) Performance Program Funds installations of CHP Systems using energy, demand, efficiency, and environmental performance-based payments Focus is on clean, efficient, cost effective gas-fired systems that maximize ratepayer benefit and system operation during summer peak demand periods 60% annualized fuel conversion efficiency The CHP Performance Program assists end users in developing solutions to the interaction of variables and uses a performance-based approach to support reliable and persistent energy, economic and environmental performance 16 NYSERDA PON 2701 Combined Heat and Power (CHP) Performance Program Applicants can include third parties such as: Energy Service Companies (ESCOs), Facility owners, Management companies, And/or tenants with the authority to make improvements See the Attachment A, CHP Performance Program Systems Manual, for CHP Performance Program definitions Applicant and/or host site must contribute to the Systems Benefits Charge (SBC) 17 NYSERDA PON 2701 Combined Heat and Power (CHP) Performance Program The CHP System must consist of gas-fired reciprocating engine(s) or turbine-based technologies The ability to operate during a grid outage Must be located above the expected flood level. The total incentive cannot exceed 50% of the project cost 18 NYSERDA PON 2701 Combined Heat and Power (CHP) Performance Program Incentive A 30 % bonus incentive above the base incentive, up to $600,000: • 10% to those projects serving Critical Infrastructure, including Facilities of Refuge • 10% to those projects that are within a Targeted Zone as established by a utility as being a load service area of particular interest • 10% to those projects that demonstrate superior performance as determined by the measured fuel conversion efficiency (FCE) Potential maximum incentives are capped at the lesser of $2,600,000 per CHP Project or 50% of Total Project Cost Up to $36,000,000 in funds are available through this PON and will be paid out on a first-come, first served basis or until funds are exhausted.
