Congratulations Waitohu for your win at this years Ironman
Taupo 2016.
Waitohu travelled to Taupo with a contingent of friends and
whaanau supporting her.
This was Waitohu’s first attempt at Ironman. Participation in
this event is an achievement in itself. However, for Waitohu
who was one of the triathlon’s youngest participants at
just 19 years of age, the end result was the culmination of
months of focus, training and mental strength resulting in a
finish at the top of her age group (18-24yrs).
Waitohu and her whaanau credit her achievement to her
coach Blair Cox. Without his endless support, Waitohu may
not have had the mental and physical endurance capability
to complete her Ironman campaign.
Finishing first means Waitohu will now head to Kailua-Kona in Hawaii in October for the 2016 World Championship
Ironman event.
Training for the Hawaii event began in April. Prior to training
Waitohu had a well deserved break and enjoyed her time
off while studying and completing assignments at Massey
University.
Waitohu and her whaanau will be fundraising to cover travel
to and accommodation in Hawaii.

Wellington hospital, I was transferred back to Whanganui
and discharged. As well as the truckload of pills that I now
take, I have had to change my diet, exercise more and
rest. The Iwi have very kindly given me time-out until June
in order to get myself well. In my absence Mary Bennett
(Kai Iwi marae) has been formally appointed as the Interim
Tumu Whakarae.
LOOKING FORWARD: The Annual Business Plans and
budgets are being finalised, the annual audit is underway
and a Paepae Rangatira hui is to be scheduled.

This was hosted by Ngaati Mutunga in Urenui 20-22
November 2015 with a large contingent attending from
Ngaa Rauru who stayed at Pukearuhe marae (Ngaati Tama).
The next bi-annual event will be hosted by Ngaa Ruahine.
PAEPAE RANGATIRA ACCORD
After almost two years of review the Paepae Rangatira
Accord was finally agreed upon, opening the way for Ngaa
Rauru and Ministers of the Crown to meet.
IWI CHAIRS FORUM (ICF) SECRETARIAT
Attended two ICF hui, one in Hokitika in December 2015
and the other in Waitangi in February 2016. A diverse range
of topics with a high interest to Maori were discussed
including fresh water, the Kermedec ocean sanctuary, TPPA,
Review of the Ture Whenua Maori Act and the new Reo
strategy. These topics are currently in the media spotlight.
OTHER: At the end of February 2016, while away on Iwi
business, I suffered a mild heart attack and was admitted
to Hawkes Bay hospital. After a stent was inserted in

A sudden health event has seen a temporary change at the
top with Marty Davis currently on sick leave. We wish him
well in his recovery and welcome Mary Bennett as Interim
Tumu Whakarae.
The long summer days have drawn to a close and the crisp,
clear days and colours of autumn bring majestic views of
our maunga from our office in Waverley. Autumn also
brings staff changes with Arareina Davis leaving to take
up a role at Te Oranganui and Renee Bradley coming from
Te Oranganui into the role of Iwi Development Manager.
Renee brings enthusiasm and fresh ideas and looks forward
to connecting with whaanau, hapuu and marae. Arareina
was one of our long serving staff members – we wish her
well in her new career as Executive Assistant to the CEO.
I’ve now been in the role of Kaiwhahaere for two years
and we’re experiencing a mounting stream of new
opportunities and challenges flowing into the office.
The proposed windfarm in Waverley offers cultural,
educational, environmental and economic advantages and
disadvantages to Ngaa Rauru and the wider community.
Such a major development needs thoughtful and thorough
consideration and I encourage and look forward to your
participation and feedback into this kaupapa (see the
article on page 9)

On March 7th the Office welcomed Renee Bradley
(Ngati Ruaiti, Ngati Maika) into the role of Kaiaarahi Iwi
Development for Te Kaahui o Rauru. Renee has previously
been with Te Kaahui o Rauru as General Manager of Te
Haapai Mauri and also represented Tauranga Ika marae as
a Paepae representative. Before returning home to the iwi
Renee spent four years working for Te Oranganui Iwi Health
Authority in Quality & Improvements.
Renee brings with her a wealth of institutional knowledge
and is experienced in project management and development
initiatives. She looks forward to this new opportunity and is
excited to get out to hapuu to discuss how she can support
achievement in their development aspirations.
Some of the mahi coming up this year that Renee will
be working with hapuu on includes Te Mana o Te Wai
(Waterway Restoration), targeted communications to
strengthen hapuu identity and our bi-annual Toi Ahurea
celebrations.
Te Kaahui o Rauru Expanding
With casual and permanent staff rates increasing, the office has had to expand. In the second week of March we
welcomed a new building to house the Iwi Development
and Maatauranga teams. The building also holds an
additional meeting room for those times when the office is
bursting at the seams (we’ve had groups out on the deck in
some cases!).

Ngaa Rauru Connected
Ngaati Porou have a new call centre in Ruatoria with a Ngaa
Rauru link. Connect Global was established 14 years ago by
Serena Fiso (Ngaa Rauru, Ngaati Ruanui, Ngaati Tuuwharetoa)
and her Samoan husband Siuai Fiso. Serena says they wanted
to create jobs for “our people”.
Global Connect’s vision is ‘Empowerment of Maaori
and Pacific Island communities by creating a profitable
and viable business model, which creates wealth,
encourages education and employment as well as business
opportunities locally, nationally and internationally’.
Amongst the company’s values are professionalism, respect,

Achieving Academic Success
In celebrating Ngaa Rauru success, we wish to congratulate
Merania Woods-Te Huna on being appointed as Head Girl
for Cullinane College, Whanganui for 2016. Merania has
been a student of the Catholic secondary school since 2012
where she began as a Year 9 student.
Merania is interested in helping troubled or less fortunate
youth and is looking to study Psychology when she finishes
secondary school. Merania’s other interests include
basketball, touch rugby, sevens rugby, netball and crossfit.
Merania is the great grand-daughter of the late James (Jim)
Te Huna from Ihupuku Marae.
Well done Merania! We’ll watch your journey with interest
in the coming years and wish you the best of luck for your
very promising future.

Ngaa Rauru Youth Represent
New Zealand Submitted by Leanne Wiari
Daniel Kauika and Te Teira Wiari are two of a team of seven
selected to represent New Zealand in the Under 19 Elite
Waka Ama Team at the Worlds Competition being held on
the Sunshine Coast in May this year.
Daniel paddles for Te Ringa Miti Tai Heke in Whanganui and
has won a number of gold medals in single and six man races
at Secondary Schools and National Competitions. Daniel has
been paddling for eight years. His favourite foods are mac
and cheese and butter chicken. Paddling is an opportunity
to have fun with family and friends and an opportunity
for Daniel to challenge himself to compete at national and
international levels. Daniel is the youngest son of Anne and
Trevor Kauika.
Waitootara Awa Hikoi
2016 saw yet another successful Waitootara Awa Hiikoi.
Although the course was altered due to flooding in 2015,
facilitators and participants had a rewarding journey along
the awa over several days. Because access to Trains Hut
was unavailable, a feature stay was at Waikaramihi this year.
Participants learnt about our awa and took part in freshwater
quality testing along with Department of Conservation staff
members Scotty Moore and Laurance Williamson.
2017 will see the Awa Hikoi run from January 26 - February
1. Numbers will be limited so be sure to get your completed
forms in as soon as registrations open.
Many thanks to all who were involved in this years event.
Marae hosts and event coordinators/facilitators have done
a great job. Without them this event wouldn’t be possible.
Te Teira paddles for Te Toki Voyaging Trust in Hamilton and
has also won a number of gold medals in six man races at
Secondary Schools and National Competitions. Te Teira
has been paddling for eight years, mainly as the steerer.
His favourite food is butter chicken. With paddling being Te
Teira’s passion he has enjoyed being part of a team, keeping
fit and meeting motivated people. Te Teira is the youngest
son of Ivan and Leanne Wiari (nee Hamilton).
Both Daniel and Te Teira have greatly appreciated the
support of their parents, whanau and friends.
In addition to representing New Zealand in the Elite team,
both Daniel and Te Teira will also race with their clubs, who
qualified to compete at the Worlds in the Club races.

Taranaki Tuu Mai
After months of preparation we finally headed off as an iwi
to Urenui to participate in the bi-annual Taranaki Tuu Mai
event. What a wonderful weekend of manaakitanga and
whanaungatanga!
Thank you to Pukearuhe Marae for hosting us. We were
spoilt with the scenic views and tranquility.
Thank you also to our coordinators who spent
time organising practices, uniforms, getting people
to the right places at the right times and to Des
Ruru-Canterbury & Tracey Waitokia for your delicious kai
throughout the weekend!

Our Kaumaatua events always hold special memories for us.
Unfortunately, due to flooding, we were unable to have our
Puanga gathering so our Christmas celebrations were super
special.
A special mihi to all at Te Aroha marae who cooked, cleaned
and entertained. The tables looked beautiful, the kai was
reka and the entertainment was definitely entertaining!

TE KOOIWI-ROA HOLIDAY PROGRAMME
Te Kooiwi-roa Holiday
Programme
Te Kaahui o Rauru’s education team Te Kooiwi-roa held their
second successful holiday programme during the January
school holidays.
The three day camp was held at Here-here-i-Moana
Marae, Waikaramihi. A total of 20 tamariki aged between
8-12 years were in attendance. Six adults supported over
the duration inclusive of the two main facilitators, a Te
Kooiwi-roa kaimahi and three whaanau support people.
All adults shared a number of roles and responsibilities.
The day began Friday morning with whaanau dropping off
their tamariki at approximately 9.00am. Whaanau were
permitted to stay on at Waiinu Beach initially to hear of the
camp instructions and were then farewelled as the tamariki
began their trek to Waikaramihi. Throughout the camp,
tamariki experienced the way of life at Herehere-i-Moana
Marae. They slept in a large marquee and managed with
bare essentials eg. no running water or flushable toilets.
Local kaumaatua shared their experiences telling of tribal
stories and whakapapa pertinent of the area. A number of

Waipipi Windfarm Proposal
Trust Power are re-igniting plans to construct a windfarm on the northern side
of Waverley along the coast. Covering an area of approximately 2000 acres,
48 turbines are planned standing 160 high with a blade span of 60 metres.
The land is collectively owned by the Lupton and Alexander families and the
Parininihi Ki Waitootara Incorporation.
Nestled in the middle of the proposed windfarm is a 50 acre block, historically
an important fishing kainga for our people. Listed in the Maori Land Court
records as Waipipi Section 75 Okotuku District, there are 221 named owners
but no formal administration arrangements. A meeting will be held soon to
obtain owners’ views on the proposed windfarm and explore options for the
restoration and management of the block.

website to check the ownership list and register for the meeting. In principle, Te Kaahui o Rauru supports the development of alternative
energies however, there are cultural, social, environmental and economic
impacts that need careful consideration. A Cultural Impact Assessment is being prepared in-conjunction with Wai-o-Turi,
Whenuakura and Te Wairoa-Iti Marae. Please contact the marae or the office if you wish to contribute or receive a copy of
the finished report.
Wastewater Discharge to Sea Opposed by Ngaa Rauru
For the past three years, Whanganui District Council has discharged screened but un-treated sewerage and stormwater to
the sea due to the failure of their treatment plant. Recently, they applied for a resource consent to continue the practice for
another three years while a new plant is being built.
Nga Rauru Kiitahi, Whanganui/Tupoho and Ngaa Wairiki-Ngaati Apa iwi collectively opposed the application through written
and oral submissions. Although it’s likely the consent will be granted, it is important for us as Mana Whenua and Kaitiaki to
take a stand against the moana being used as a rubbish dump! Taipake Marae Delegate Naani Waitai made an impassioned
plea to the Resource Consent Hearings Committee to consider the damage this activity is causing to the mauri of the moana
and the safety of our kai and marine whaanau.

Kaiwhakahaere Anne-Marie Broughton says she was sad that out of a population of 40,000, there were just seven submitters
with three of them being iwi. “It’s worrying and disappointing that our community either doesn’t know or doesn’t care
enough to object to this type of bad practice” she says.
Whanganui District Council has agreed to establish an Iwi Advisory Group to put a cultural and environmental monitoring
framework in place and design environmental restoration and education initiatives. Te Kaahui o Rauru is represented by
Naani Waitai, Turama Hawira and Anne-Marie Broughton.

Schools Waka Ama competitions at Lake Tikitapu, Rotorua. Our girls teams placed 1st in the 250m sprint in the BOWLS section.
Our boys team placed 2nd in the 500m Bowls section. Our double hull team of 12 made it through to the Semi-finals champs
section.

Va’a Worlds Sprint 2016
From humble beginnings on the Whanganui River.
Vesharn Whakaruru picked up a paddle under the
watchful eye of her grandfather, Harrison Plumridge
and Waka Ama coach Anne Kauika. She competed in
her first New Zealand Regional completion in 2013
followed by New Zealand Nationals. It was here that
her love for waka ama began. Her parents, Delphina
and Ryan Whakaruru have provided her with a strong
sporting background also in netball & basketball.
In the latter part of 2015 she was selected to
represent Australia in the Va’a Worlds Sprint 2016.
Vesharn is currently training under the Gold Coast
Outrigging Canoe Club and competing in sprints and
marathons in preparation for her main event later
this year.
Vesharn is a mokopuna/mokopuna tuarua to
Whenuakura (Wiki Abraham), Waipapa and Pakaraka
(Karanga Morgan) Marae.

New Access to Waiinu Beach
Following the Waitootara River floods in June last year, the bridge to Waiinu Beach was declared unsafe and closed for a month.
This caused major inconvenience for the Waiinu Beach residents and a month long business shut down for the Silver Fern Farms
freezing works. The frequency of the floods and impact on the community has forced South Taranaki District Council to look for
an alternative route to Waiinu Beach. An extension to Nukumaru Station Road is proposed that will cross through DOC lands,
Longview Farms and come out on the beach road near the Waiinu settlement.
Local hapuu recently met with Council, DOC and Silver Fern Farms to get an understanding of the issues and impacts the road
extension will have. As kaumatua Potonga Neilson explained – the new road is really the old road because our people always
trekked that route by foot and with a horse and dray to Waikaramihi.
It’s hoped the new road will be built in the summer of 2017. Silver Fern Farms Plant Manager Alex King explained the importance
of maintaining continuous access to the freezing works. Silver Fern Farms serves a global customer base and employs 350
people at the Waitootara plant, any disruption to the business puts their supply chain and jobs at risk.
About 20 uri joined the hikoi to see what route the Nukumaru Station Road extension will take. Ngaati Maika were relieved to
learn the road won’t go too close to Herehere-i-Moana Marae and their special fishing spots!
