Welcome to Rouen!!
This booklet has been created to help you make an informed decision on your future living space in Rouen.
We assist all International students coming to study at our business school, and hope that you will find the
type of accommodation that suits you best, from the information provided in the following pages.
To begin, you have four different types of accommodation to choose from:
 On-Campus Residences
On-campus residences are located in Mont-Saint-Aignan near the campus, and are managed by the
CROUS, a public organization. A variety of rooms and studios are available on campus, for all
budgets and preferences. Please be aware that on-campus residences require FULL PAYMENT of
each semester in advance, before arrival. Full year students will have to pay for each semester
separately, before the semester begins (pay in July for the FALL semester, pay in December for the
WINTER semester). For more information, see pages 3 – 14.
 Off-Campus Residences
Off-campus residences are privately owned and managed. They are situated in or near the Rouen city
centre, and have a very limited amount of rooms and studios available. Priority is generally given to
full year students. FULL PAYMENT of each semester is required before arrival. Full year students
will have to pay for each semester separately, before the semester begins (pay in July for the FALL
semester, pay in December for the WINTER semester). For more information, see pages 15 – 25.
 Host Families
Living with a host family is a great opportunity to improve your French language skills, and to have a
privileged look at French culture by sharing the daily life of a French family. Select families living in
the Mont-Saint-Aignan and the Rouen areas offer various housing options, ranging from “full” service
(accommodation + breakfast + dinner) to simple accommodation. Prices vary from 450€ to 600 € per
month. For more information, see pages 26-27.
 Independent
Students who do not choose any of the first three options are considered Independent. Independent
students prefer to find and reserve their own accommodation for the period of their studies in Rouen.
The school does not assist Independent students in their search, but we do offer a starting point for
your housing hunt. For more information, see page 28.

The on-campus residences are not managed by our School, but by the CROUS, a French public
organization. In the following pages, you will find full price details, photos, and descriptions of these
residences. Please note that, if you choose to live on campus, you will have to pay the full fee for the
semester BEFORE ARRIVAL (deposit + rent for 1 semester + bed linen + housing insurance). Year
students will pay for the second semester up front as well, but later in the year. Students who choose to book
a double occupancy room must choose a roommate when applying. Both roommates must apply on line.

Off-Campus Residences at a glance
Off-campus residences are privately owned and are managed separately, by each residence’s administration
(except the Gilles de Gennes residence, Barbet residence, Malibran residence and La Varende Residence,
that are managed by the CROUS). If you choose to live off campus, you will have to pay the full fee for the
semester BEFORE ARRIVAL (deposit + rent for 1 semester (year students will pay 2 nd semester later in the
year) + bed linen + administrative fee + housing insurance). All rooms are for single occupancy.

HOST FAMILIES
Choosing to live with a host family is a great way to improve your French skills, to share the life of a family,
and to discover French culture from a very privileged point of view. Living with a French family will also
help you to feel at ease when interacting with others in French.
The host families we work with are chosen for their dedication, kindness, and desire to share good times
with you! They live in Mont-Saint-Aignan (near the campus) and in Rouen, and offer different formulas –
from simple accommodation to a full package including breakfast, dinner and accommodation. Prices range
from 450€ to 600€ per month. Please see the following page for a list of families and offers.
Please be aware that some host families do not wish to sign housing allowance requests. Depending on the
family you are assigned, you may not be able to apply for housing allowance.
Your host family might also require you to get housing insurance. It will cover your personal belongings but
will also protect the family in the unlikely event that you cause any damage.
Please note that there is limited availability in this type of accommodation.

CHOICE OF HOST FAMILY

INDEPENDENT
Independent students prefer to:
- rent an apartment from a private owner or through an estate agency,
- find shared independent housing with another student, or
- sublet an apartment from a French student.
If you prefer to look for accommodation independently, be aware that:

It is highly recommended to have secured booking before arriving,

If you find housing to share or sublet, make sure you have a valid contract,

Owners may ask you for a guarantor from France or Europe or may request advanced payment (at
least for the 1st semester),
 please be careful who you send money to!

ONLINE APPLICATION PROCEDURE
ALL applications must be done online. NO e-mail or telephone requests will be considered.
You will receive a link to the application, where you will have to indicate your top 4 choices. The Housing
Office will assign you a room on residence, while taking into account your preferences, budget, residence
requirements, availability, and other parameters.
If one of your 4 choices is a double occupancy studio, you must also give the name of the roommate you’ve
chosen. BOTH roommates will have to apply online and indicate each other as roommates.
You will be informed of the accommodation assigned to you by e-mail in the two weeks that follow the end
of the Housing Application.
You will then receive an e-mail with a Housing Package containing important documents about your
accommodation as well as payment and wire transfer information to be taken care of very quickly.
Residences require full payment of the semester before arrival, so you will have until a specific date to
take care of this payment, and will be required to send us a scanned copy of your money transfer slip
as proof of payment. Otherwise, your housing will be re-allocated. Instructions will follow in the
Housing Package.
IMPORTANT:
If you do not accept the room that is allocated to you, you will be marked as Independent and will have to
find your own accommodation for your stay in Rouen. NO CHANGE or SWITCH will be possible once
housing has been assigned.
Students who obtain housing in the on-campus or off-campus residences, please be aware that you will sign
a contract for the full period of your studies here.
 FALL semester: early September – late December
 WINTER semester: early January – late June
 YEAR : early September 2014 – late June
Also, no change of housing will be allowed between semesters for full year students. In case of early
departure from residence, no reimbursement will be made.
If you have any special needs as to accommodation for health reasons, please be sure to let us know on
the Housing Application.
Now, please read the Charter and Policy for the Allocation of Subsidized Accommodation on the
following pages. It is extremely important that you know what you are engaging yourself into by booking
housing through NEOMA Business School.

Charter and policy for the allocation of
subsidised accommodation
NEOMA Business School has signed agreements with several organisations to enable you to find
accommodation. If you wish to take advantage of this service, you must agree to respect the rules
and regulations below:
 Allocation of accommodation:
o Allocation depends on several criteria, which are notified to the student in advance. Depending on the

availability of accommodation and to respect gender, allocation will be made by school or by the
accommodation provider and then sent by mail. The student may refuse the accommodation offered. If
he/she refuses, he/she will have to find his/her own accommodation.
The allocation of accommodation offered by the housing coordinator will be validated when the student
signs and returns the allocation letter, before the given deadline. If the deadline is not respected, the
reservation will be cancelled and the student will have to find his/her own accommodation.
It is advisable to inform the Housing Office of any health problem, which could affect the choice of
accommodation.
The allocation of shared accommodation respects strict rules :
- Agreement of both people to share the same accommodation
- Commitment for the same length of time
If one or both of the roommates wish(es) to leave the accommodation before the end of the
designated period, the rent must be paid by both parties until the end of the period whatever the
reason for leaving.
 Arrival, departure and inventory of fixtures and fittings
o Arrivals and departures take place on weekdays between 9am and 4pm and must be planned in
advance. It is impossible to enter or exit accommodation during the weekend or on a Bank Holiday
and outside the times given above or outside the date and time planned in advance. If you wish to
arrive earlier, you must find other accommodation at your own expense.
o The inventory of fixtures and fittings will take place in the presence of the tenant. The inventory may
also take place before the arrival of the tenant. In this case, the tenant must sign the original copy of
the inventory on arrival and a copy of this inventory will be given to him/her. The tenant will then have
seven days to notify the Housing Office of NEOMA Business School and fifteen days to notify the
leaseholder of any malfunctions.
o The hall of residence must receive the notice of departure one month before the departure of the
tenant if the accommodation is furnished.
 Information concerning the duration of the lease:
o The tenant agrees to take the accommodation for the length of time imposed by the hall of residence
(September to December) or (January to June) or (September to June). Some halls of residence give
priority to annual allocation for students (September to June). It is not possible to shorten a stay to
which you have agreed without financial prejudice. Any rent, which you have paid in advance will not
be reimbursed if you decide to leave the accommodation earlier than agreed.
 Paying the rent
o As the tenant is not required to provide a financial guarantor, he/she will be required to pay the rent
for one semester in advance.
o In the case of events beyond his/her control, payment may be reimbursed if the student provides valid
justification. (Example: visa refusal…)
 Administrative formalities
o Depending on the type of accommodation chosen, some formalities must be carried out. Staff will be
present in the halls of residence to help you with these formalities, in particular to open your electricity
account and/or water account. Students must give their French banking details as soon as possible.
(A banking forum will be organised just after your arrival).
o It is compulsory to give certain administrative documents to the halls of residence: photographs,
insurance for the accommodation (to be provided when receiving the keys); proof of payment, French

banking details, signed copy of lease for accommodation, signed copy of inventory of fixtures and
fittings on entry, school attendance certificate. If these obligations are not respected, NEOMA
Business School cannot be held responsible and cannot intervene in any way.
 Rules and regulations for daily life in student accommodation:
o The tenant must strictly respect the rules and regulations of each hall of residence.
o In the case of technical controls, the heads of the halls of residence may have to enter the students’
accommodation even if they are not present.
o The tenant agrees to maintain his/her accommodation in the same satisfactory state of cleanliness as
when he/she arrived.
o The premises and the fittings and fixtures must be used normally; the accommodation and its use
may not be modified in any way.
o If the rules and regulations in effect for each hall of residence are not respected, the tenant may be
evicted. It is forbidden to organise large parties and gatherings and excessive noise will lead to
sanctions.
o NEOMA Business School cannot intervene on behalf of a student who has not respected the rules
and regulations of the hall of residence. Nevertheless, NEOMA Business School can punish a student
whose behaviour damages the image and the reputation of the institution. (Please refer to the
General Terms and Conditions in the Enrolment Agreement).
