2nd INTERNATIONAL CONFERENCE ON WATER ECONOMICS, STATISTICS, AND FINANCE. Alexandroupolis,
Thrace, Greece, 3-5 July 2009
The main organizer of this conference was IWA and Democritus University of Thrace. The
chair of the organizing and the scientific committee was the Assistant Professor Konstantinos
P. Tsagarakis, who is participating in GENESIS via DUTH. The conference took place in
Alexandroupolis, a few km away from Vosvosis area, which is a case study of the project. The
conference was held shortly after the kick off meeting of the project, and was attended by
170 scholars.

Summaries of the four GENESIS papers presented are given in Annex 2.
Participant list is given in Annex 3.
There were five sessions as follows:

Engineering Cost Analysis,
5.
Short Papers
The 1st and 4th sessions was relevant to WP6 while the 2nd and 3rd as relevant to other WPs
of GENESIS.
Considering the above, the venue and timing was an excellent opportunity to disseminate
information concerning the project. This was done by including 4 short papers in the
conference proceedings. Also the local media gave great attention to GENESIS project. DELAT
5
TV hosted in the evening news a live interview of Dr Alexandra Gemitzi concerning the
Genesis project and the Vosvozis case study. The following papers were presented and were
included in the conference pre-print books.


INTRODUCTION
The conference has been planned by the IWA Statistics and Economics Specialist
Group with the co-operation and sponsorship of the Department of Environmental
Engineering, Democritus University of Thrace, the Department of Economics of the
University of Crete and IWA.
Access to water and sanitation and sustainable management of water resources are
key issues in the world today, and have for some time been a focus of the IWA
Statistics & Economics Specialist Group. In addition to this, the International Water
Association, representing the views of the global network of water professionals, has
as one of its pivotal aims the exchange of scientific and professional experiences of
academics and practical water industry managers. This conference is intended to
make a major contribution to the transfer of knowledge from research to practice
covering the entire water cycle, ultimately influencing major policy decisions.
OBJECTIVES
The conference is aimed at specialists interested in economics, statistics, and
financing of water and sanitation. The event is expected to be a great opportunity for
the participants to share information and experiences on both fundamental and
practical issues. Aspects of water resources, water supply and wastewater treatment
projects will be considered on issues that will include economic, cost/benefits,
feasibility analysis, as well as funding possibilities and practices.
PARALLEL CONFERENCE
A parallel conference will be organized at the same venue by the Specialist Group on
Strategic Asset Management entitled “Asset Management of Medium and Small
Wastewater Utilities”.
CONFERENCE VENUE
The Conference will take place in the Conference Center of the “Thraki Palace
Hotel”, located within a short distance (4 Km) from the city center of
Alexandroupolis, Thraki, Greece from July 3 to 4, 2009. Telephone: +30 25510 89100, , Fax: +30 25510 – 89119, thraki@thrakipalace.gr. Presentations will take
place in “DIMOKRITOS1” and “DIMOKRITOS2” Rooms, while poster displays
and coffee breaks will be held in the “FOYER APOLLO”.
REGISTRATION FEES
Standard registration fee for both conferences is 650 €, and 550 € for IWA members.
Student registration fee is 310 €. The conference fee covers attendance, morning and
afternoon teas/coffees, on site lunches for 3 days, welcome reception and conference
gala dinner. Conference gala dinner is not included in the reduced student fee.

Conference preprint books, programme, information pack and access to presentations
will be given for both conferences.
LANGUAGE
The official language of the Conference is English for all presentations and discussions.
PUBLICATIONS
All papers from the platform and poster sessions are printed in two books of about 750
pages. These books will be handed out to the participants at the registration desk and
are included in the registration fee. Additional copies may be ordered. Papers that, after
thorough refereeing and editing, meet the high quality standards of IWA, will be
published in the following IWA Journals: Water Science and Technology, Water
Science and Technology: Water Supply, Water Practice & Technology and Water
Utility Management International.
OTHER ACTIVITIES AND SOCIAL PROGRAMME
• On Thursday, July 2, a welcome event will be organised at 21:00 at Thraki Palace
Hotel. Includes drinks and a light buffet dinner
• On Friday, July 3, a Gala Diner will be organised at 21:00 at Thraki Palace Hotel.
• On Saturday, July 4, a bus tour will be organised at 15:00. Participants and
accompanying persons will be transferred to different areas of Evros region and then
will be left down town for an independent walk, or be returned to the hotel. This
tour is included in the conference fee.

Alexandroupolis can be reached with the following means and ways:
ƒ A direct flight from Athens to Alexandroupolis airport: you can choose among the
various Greek flight companies: Aegean Airlines, Skyexpresss and Olympic
Airlines. When you arrive to Alexandroupolis airport you can take a taxi for a few
Euros to the conference venue or rent a car if you would like to be more
independent. Public bus transport is also available. You will find various car rental
companies in the arrivals lounge (AVIS, Europecar, Evros Car Rental, Hertz, Sixt).
ƒ A flight from Athens to Kavala airport: Kavala airport is 1.5 h drive to
Alexandroupolis. This airport is NOT recommended unless you plan to rend a car.
This is because there is not public transport from the airport to a nearby town and
the only mean to leave the airport is a car. A taxi to Alexandroupolis would cost
about 110 €.
ƒ A flight from Athens to Thessaloniki (Salonica): Then take the bus or train to
Alexandroupolis or rent a car. It takes about 3 hours drive from Thessaloniki to
Alexandroupolis. This choice might be convenient only if you find a direct flight
from your country to Thessaloniki. Otherwise Thessaloniki is a bit far from the
conference venue, but if you take this choice, you are going to enjoy the route
through the brand new, uncongested and safe "Egnatia" motorway. If you decide to
drive to Alexandroupolis from Salonica, you will find the conference venue on the
first Alexandroupolis motorway exit.
ƒ Intercity (long distance) bus: This is an intercity bus called KTEL (Tel. +30 25510

Alexandroupolis is the capital of Evros prefecture. Evros is the Greek prefecture that
constitutes the cross roads for three countries: Greece, Turkey and Bulgaria.
Alexandroupolis is a seaside town with a population of 57,000. It has an airport serving
domestic flights and a port connecting to various Aegean island destinations.
The nearest customs point and entrance to Turkey ("Kipi" customs point) is only 30 km
away while the corresponding entrance to Bulgaria ("Ormenio" customs point) is 1.5 h.
West of Alexandroupolis, 45 min drive is the city of Komotini (Rodopi prefecture) and
1.5 h the city of Xanthi.

CLIMATE
In July, days are warm (average high temperature above 26°C). Good prospects for
swimming are realised. Sun glasses are helpful. High protection sun cream is essential

Abstract:
Groundwater resources are facing increasing pressure from consumptive uses (irrigation, water
supply, and industry) and contamination by diffuse loading (e.g., agriculture) and point sources
(e.g., industry). This cause major threat and risks to our most valuable water resource and on
ecosystems dependent on groundwater. New information is need on how to better protect
groundwater and groundwater dependent ecosystems (GDE) from intensive land-use and
climate change. The impacts of land-use changes and climate changes are difficult to separate
as they partly result in similar changes in the ecosystems affected. The effects are highly
interwoven and complex. The EU groundwater directive (GWD) and the water framework
directive (WFD) provide means to protect groundwater (GW) aquifers from pollution and
deterioration. At present, the maximum limits for groundwater pollutant concentrations have
been set for nitrate and various pesticides. Also, water of sufficient quality and quantity should
be provided to ecosystems dependent on groundwater. The European aquifers differ by their
geology, climate, and threats to aquifers. This must be considered when general guidelines for
management of these systems are developed. The poster present the layout of the GENESIS
project which is a large scale project on groundwater systems with 25 European partners
undergoing contract negotiations with European Commission. Different relevant aquifer sites in
various European countries to test scientific issues and find new results to important problems.

Abstract:
The complexity of groundwater management requires method for integrating technical,
economic, environmental, legal and social issues within a framework that allows for the
development of efficient and sustainable water use strategies. Groundwater management in the
EU Member States has to comply with the environmental and water quality requirements of the
EU Water Framework Directive (WFD) and the EU Groundwater Directive (GWD). Under water
scarcity or water pollution conditions, efforts are needed to make groundwater use and
th
environmental conservation more compatible. In the context of the EU GENESIS project (7
FP), the IIAMA-UPVLC leads WP6, devoted to “Groundwater systems management: scenarios,
risk assessment, cost-efficient measures and legal aspects”, and will coordinate the
development of a comprehensive hydro-economic modelling framework to define cost-efficient
combinations of measures and management policies to achieve a good groundwater status.
This framework will be applied to the Mancha Oriental case study, in Spain.

Given the numerous and increasing pressures on water resources, due to over-exploitation of
existing aquifers, insufficient recharge due to diminishing precipitation, excessive and
inadequate use through agricultural activities or tourism and conflicting interests between
various users it is vital that effective economic instruments clearly address the problems and
help secure these resources for future generations. The need for economic analysis is explicitly
manifested in the recently adopted EU Water Framework Directive (2000/60/EC) which calls for
the application of economic principles, economic methods and economic instruments for
achieving good water status for all EU waters in the most effective manner.
Economic issues are mainly dealt with in Article 5 (Characteristics of the river basin district,
review of environmental impact of human activity and economic analysis of water use), Annex
III (Economic analysis) and in Article 9 (Recovery of costs for water services) of the Directive
(WATECO 2002). Overall, the main functions of the economic analysis include the following 3
steps:
Characterization of the groundwater basin (article 5)
Assessment of current levels of cost-recovery of water services including environmental and
resource costs (article 9)
Selection of programme of measures on the basis of cost-effectiveness criteria to reach the
environmental objectives of the water framework directive (article 11)

Abstract:
The present study demonstrates the investigation techniques which are currently applied in a
small Mediterranean watershed involving groundwater dependent ecosystems. The aim of the
research project is to explore the impacts of climate change and land use changes on important
ecosystems and to find management alternatives in order to minimize the adverse
consequences on both groundwaters and their dependent ecosystems. The study area is
Vosvozis river basin (Thrace, Greece), and it was selected as one of the 16 case studies
throughout Europe which are currently under research, in the frameworks of a large scale
FP7European project named GENESIS.
