The other bid, from Swagget Streaming, was more than double the cost of New Line at $109,000. Making commissioners court meetings available online was part of Judge Duhon’s campaign promise of creating transparency and open government in Waller County. Commissioners also voted to unanimously approve the second quarterly payment to Waller County Economic Development for $17,500. for each of its 57 counties. This comprehensive study, conducted in 2014, was released in March of 2015. According to the research, children living in Waller County fall below the state average in 13 of 20 key indicators affecting the health and development of children across the state. Some Information included which is below the state averages are: the coun- ty’s infant mortality rate (8.4), 3rd grade STAAR reading test scores (35% passing), food insecure children (25.3%), and children living in poverty (26.9%). 25.9% of Waller County residents are uninsured and adult obesity, an integral factor in health evaluations, is 32% Rankings are compiled based on a child’s economic situation, educational opportunities, health outcomes, and fam- ily and community support. Texas children rank 42nd out of 50 states according to the index. One recent upgrade to the healthcare of Waller/Hempstead area residents is the establishment of HealthPoint, associated with the Brazos Valley Community Action Agency, Inc. HealthPoint is located See HEALTH page 3A WISD Public Information On March 27, the Waller FFA Chapter held the 65th annual Waller FFA Project Show at the Waller County Fairgrounds. The chapter had an outstanding amount of participation with 71 exhibitors competing in the livestock show. The species shown were breeding heifers, market broilers, market lambs, goats, steers, and hogs. The sale took place on Saturday, March 28 and thanks to our very generous supporters and buyers, the FFA set a new sale record of $146,000. Fortunately, the sale total seems to continue to grow with a $30,000 increase over the past five years. The chapter took the initiative to auction off a scholarship pig which added $10,000 to the Olen Gilbert Scholarship Fund. This will greatly benefit Waller High School seniors who will begin their collegiate journey this fall. Students learn responsibility, leadership, work ethic, and sportsmanship by being involved in such a cause. Waller County Judge Trey Duhon presided and in attendance were Commissioners Justin Beckendorf, Jeron Barnett, Russell Klecka, and John Amsler. During public comments, Pct. 1 Commissioner Amsler announced an upcoming County Workshop titled “Consider the Possibilities” to be held at the Hempstead Theater at 6 p.m. on April 14. We do understand that it isn’t about chocolate eggs and eating too much ham (if there is such a thing as too much ham!). A Our faith is very important to our family. Family is the operative word … we would all be less without our family. That’s why our Easter gathering was so important to us. It gave us a chance to slow down, visit, and just enjoy being together for the day. And boy, were we together – lots of us! Last count I managed was 36 adults in attendance and nine little ones. Missing was our entire Dallas contingent (seven adults and two little ones), ‘cause half of them were sick, and our Wichita, Kansas folks (two adults and one little one), one from Austin, and Roy Kruft, who was ailing (but we sent him a plate). So, had all of “our people” been here, that would have been 46 adults and 13 little ones. Don and Betty Kay Hart were our brave – and gracious – hosts, and let’s just say it’s a good thing they are situated on one city block, because we used every bit of the space! The highlight of any Easter gathering with children is the Easter egg hunt. We laughed so hard we nearly fell off the back porch watching the frenetic activity. Here’s one scene: two little ones, under two years of age, who had no idea why they were out in the yard dragging around over-sized baskets decorated with bunnies. Sure, they could see the colorful eggs scattered around, but for all they knew, they were just big rocks and small balls. Finally the little girl got the hang of it and started picking up eggs and putting them in her basket. The boy paused his digging in the dirt long enough to note what she was doing and started taking the eggs out of her basket and put- ting them on the ground. We could see his reasoning: these objects were on the ground, so obviously they belonged on the ground, and they didn’t belong in the basket. Ergo, he was going to remove them from the basket and put them back on the ground where they belonged. Thus began a routine worthy of any vaudeville act: she picked up an egg and put it in the basket. He took it out and put it on the ground. She picked it up and put it in the basket. He took it out and … well, you get the picture. This went on for several minutes before they abandoned that exercise to do something else they observed the big kids doing. Turns out there must be something yummy inside those eggs. So now, those two started trying to pry the eggs open to get at the goodies. When they finally suc- ceeded, they started munching on their treasure … foil and all! Just thinking about biting into that foil makes me shudder. And the looks on their faces indicated that they thought it was pretty awful too … but the big kids were doing it, so it must be good. All of this, of course, was captured on camera, so in a few years – maybe 10 or 12? – we should have a great time sharing these antics with as many people as we can. This year we added dozens of cascarones confetti eggs – to the event, most of them handmade. Now THAT was a big hit! Even some of the younger ones got the concept and they went around smashing eggs on anyone they could get close to, mostly adults. Let’s just put it this way: a lot of people, small and large, went home with confetti in their unmen- tionables. And when Don mows the grass next week, there should be a very colorful display. After a four-year, hard fought battle, the City of Hempstead and Citizens Against the Landfill Hempstead (CALH) finally won a victory for transparency when a jury of Waller County citizens, in an 11-1 verdict, found commissioners on the prior court in violation of the Texas Open Meetings Act and the Public Information Act. The win was well worth the fight. Key to the win is the fact that the citizens protesting the con- duct of the prior court knew their rights and fought for them tooth and nail, by hiring an expert legal team, who worked tirelessly for and won the citizen’s right to open government. Sadly, however, such a battle should never be necessary. After all, isn’t that why Americans fought a revolution and set up a democratic republic 238 years ago? In a democracy, the principle of accountability holds that government officials--whether elected or appointed by those who have been elected--are responsible to the citizens for their decisions and actions. Transparency requires that decisions and actions of those in government are open to public scrutiny and that all citizens have a right to access such information. Both concepts are central to the idea of democratic governance. Without accountability and transparency, democracy is impossible and the notion of the will of the people has no meaning. Elections are the primary means for citizens to hold their country’s officials accountable for their actions, and in Waller County, the people did just that-by removing from office the of- ficials they deemed had violated their right to know. But for elections, and the people’s will to be meaningful, basic rights must be protected and affirmed, such as those found in the Bill of Rights. However, if citizens are to conduct their own affairs, they must be informed on how to determine their affairs and how best to represent and execute them. A free press is also an essential guarantee of the public’s access to information and it is essential that the people have a right to gain access to information, regardless of one’s political views. Throughout our nation’s history, the battle for transparency has not always been easy. In fact, it was not until 1966 that President Lyndon Johnson signed into law the Freedom of Information Act, which states, “...a democracy works best when the people have all government information that the security of the nation permits. No one should be able to pull the curtains of secrecy around decisions which can be revealed without injury to the public interest.” Without these three--elections, a free press, and a knowledgeable citizenry--government is likely to succumb to corruption. This has occurred throughout history when no controls have been placed on government powers and leaders have sought instead to pursue their own interests in order to retain power. Luckily, the citizens of Waller County had the knowledge to know their rights and to fight government secrecy. Kudos to them. James Madison once said, “A popular government without popular information or the means of acquiring it, is but a prologue to a farce or a tragedy or perhaps both. Knowledge will forever govern ignorance, and a people who mean to be their own governors must arm themselves with the power knowledge gives.” Never forget a basic principle of our democratic republic stated in the Declaration of Independence, “We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable rights, that among these are life, liberty, and the pursuit of happiness. That to secure these rights, governments are instituted among men, deriving their Just Powers from the Consent of the Governed..” “Consent of the Governed” is key. The United States of America was the first modern state formed around consent of the governed. The term implies that the people are sovereign and consent through elected representatives to the establishment of their own government. But, that government is obligated to be transparent, not conducting government business in secret. A current example of such secrecy was carried out by former Secretary of State, Hillary Clinton, who is slated to be the Democratic nominee for the presidency. Clinton sent all of her emails, including those involving government business, through her own private server, located in her home in New York. In addition, she and her staff chose, without oversight, which emails to hand over to the government, and which to destroy, which is an obvious violation of the people’s right to know. Is this the kind of leader you want as the next President of the United States? Americans must remember that we are the government, and as such, we must be knowledgeable of the law, for how otherwise do we know when our rights have been violated? In Waller County, our new Commissioners Court has – so far -- brought in the sunshine, letting the light of transparency shine on all court proceedings. It has been a welcome breath of fresh air, and you can thank the citizens of Waller County who participated actively in county politics for bringing about this change. Let’s continue the battle for transparency--on the local, state, and national level--to ensure that our nation’s leaders only continue to do the work of government with our consent--the consent of We the People. News Briefs 34th Annual Waller School Reunion Set Letter to the Editor This letter is for the young people who decided, on the night of March 25, 2015, to take the only form of transportation a disable man and his wife had. You know who you are. It wasn’t much of a vehicle -- an older model white Chevy Blazer that had no front bumper. The couple it belongs to lives in Prairie View at the retirement center on a fixed income. In fact, there are several disabled people living in that retirement center. They may be next, did anyone think about that? I guess you figured that they don’t deserve to have any transportation. After all, they may need to get to a doctor, or they may need to buy food -- what happens if they need to go to the emergency room? I’ll just bet your parents are so very proud of you. A group of fine, upstanding young people, stealing from the disabled. I hope your mama and daddy gave you a great big hug for being two-bit, no account thieves. I hope you go to Church and proudly tell your pastor how you came to steal a Chevy Blazer with no front bumper. After all, don’t the Ten Commandments, given by God to Moses, contain the rule of thou shalt not steal? Remember, anything you do to other people, harm them, and TIMES THE WALLER steal from them, take their lives from them, will be given back to you seven-fold. Your entire family must be so very proud. I just wonder, if you are low enough to steal from an old folks home, are you going to rob your grandmother and grandfather next? Maybe your mother needs to keep her pocket book hidden from now on? Or your baby sister -- she might have something worth stealing. After all, you are going to be fine, upstanding thieves. Waller and Prairie View are a close-knit community, you will meet justice. The double ring ceremony was officiated by Paul Randall of Ecclesia Church in Houston. Music was provided by the Brazos Valley String Quartet. Scripture readings were given by Mr. Aaron Holmes, Mr. and Mrs. John Lewis, and Mr. and Mrs. Stephen Moll. Those who served Communion were the bride and her sister Jessica Estes and the groom and his dad, C.A. Menke. A reception immediately followed, with dinner and dancing. On the night before the wedding, the groom’s parents hosted the Rehearsal Dinner at Amico Nave Restaurant in Bryan, Texas. The bride is the daughter of Mr. and Mrs. Ron Bottoms of LaPorte, Texas. She is the granddaughter of the late Mr. and Mrs. Robert Otte, the late Mrs. Paul Bottoms, and Dr. and Mrs. Paul and Judy Bottoms. The groom is the son of Mr. and Mrs. Charles Albert Menke of Hempstead, Texas. He is the grandson of the late Dr. and Mrs. Lee Menke and the late Mr. and Mrs. F.R. Mills, all of Hempstead. Escorted by her father and given in marriage by her parents, the bride wore an elegant ivory satin trumpet Lazaro gown, with beaded bodice and sweetheart neckline. She carried lace from her mother’s wedding gown, jewelry from both of her late grandmothers, a sixpence and handkerchief from the groom’s mother, and two garters-one made by her sister Samantha and one made by Laurie Bettis, a friend of the groom. The arbor, decorated with magnolia leaves, yellow roses, white roses, and sprigs of eucalyptus and hollyhocks, was designed and built by the bride and her father. Serving as maid of honor were the bride’s sisters: Mrs. Jessica Estes, Miss Samantha Bottoms, and Mrs. Elizabeth Cochran. The bridesmaids were friends of the bride: Mrs. Amy Dahmann, Miss Chrissie Ruspino, Miss Jennifer McBee, Miss Annie Foley, and the groom’s sister, Mrs. Katherine Menke Holmes. Adri- TxDOT Kicks Off Campaign Against Distraction With more people dying senselessly on Texas roads due to distracted driving, the Texas Department of Transportation kicks off its annual “Talk, Text, Crash” campaign to urge drivers to give their full attention to the road. TxDOT’s campaign coincides with National Distracted Driving Awareness Month in April. “Nearly 1 in 5 traffic crashes in Texas is caused by a distracted driver,” said TxDOT Deputy Executive Director John Barton. “Last year, 468 people were killed because someone took their attention off the road. How important is a fleeting distraction when it could end in the death of someone, perhaps even one of your loved ones?” Distracted driving-related crashes in Texas are highest among 16- to 24-year-olds. In 2014, there were 100,825 crashes in Texas involving distracted driving — up 6 percent from the previous year. We hope they turn data into action.” According to the Insurance Institute for Highway Safety, drivers using a mobile phone are four times more likely to cause serious injury in a crash. Text messaging is particularly dangerous. New research conducted last year by the Texas A&M Transportation Institute showed it takes a driver double the amount of time to react when they are distracted by text messaging. Additionally, sending or receiving a text takes a driver’s eyes away from the road for an av- erage of 4.6 seconds. At 55 mph, that’s the equivalent of driving the length of a football field while blindfolded. While mobile phone use is the most recognizable driving distraction, any type of behavior that draws a motorist’s attention away from driving is dangerous. TxDOT urges drivers to refrain from texting, checking email, eating and drinking, grooming, reading, programming a navigation system, and adjusting music or other audio device. We have asked for clarification from HISD on Demasters but did not get a response as of press time. On Monday night, March 30, the Hempstead Board of Trustees named Dr. Angela Gutsch as the lone finalist for the vacant Superintendent position. Dr. Gutsch is currently the Superintendent of Queen City in northeast Texas, with a student population of approximately 1150 students. Dr. Dr. Angela Gutsch Gutsch received her Bachelor’s degree from Emporia State University and her Masters and Doctorate Degree from Texas A&M Commerce. In addition to being Superintendent at Queen City, Dr. Gutsch served as the Director of Student Services and Data Quality in Greenville ISD, the Director of Curriculum and Federal Programs at Pottsboro ISD, the Assistant Superintendent and Interim Superintendent at Uvalde ISD as well as a classroom teacher in Arlington. Dr. Gutsch has been married for 25 years to husband Jason, a Bio Medical Engineer. They have two children, J.R. and Halley. J.R. and Erica Gutsch live in Tyler, and he is a sophomore at UT Tyler majoring in Bio Medical Engineering like his father. Halley is married to Nathan Palmer and they live in Atlanta, Texas and have two children, Henry and Presley. Dr. Gutsch stated “I am extremely grateful to the Board of Trustees for the privilege and opportunity to join HISD and the Hempstead community. Bulldogs Advance to Regional Powerlifting Meet WISD Public Information Four Waller High School powerlifters advanced to Region IV Division I THSPA Powerlifting Championships held at Katy Taylor High School on Saturday, March 21. Ryan Anthis, Ivan Perez, Jacob Cadieux, and Josh VanSant all qualified for the meet by finishing the season ranked in the top ten in their respective weight classes, and represented Waller High School with outstanding performances at the Regional Meet. Jacob Cadieux finished fourth in the 148 lb. weight class with a total of 1170 lbs. Cadieux had the best day of his career bettering all of his lifts. He barely missed his last dead lift of 480 lbs. that would have sent him to the state meet. Cadieux displayed unbelievable effort on the attempt, and all of his hard work over the school year paid off. Ivan Perez qualified for regionals in the 114 lb. day for the first time and worked extremely hard to get there; it was a great learning day for Ivan as he fought back from some early misfortune and still continued to compete, eventually putting him on the awards stand in 5th place. Freshman Ryan Anthis qualified for Regionals in the 123 lb. weight class, and improved on every lift and increased his overall total to a personal best. This outstanding performance catapulted him onto the medal podium. Josh VanSant qualified in the 181 lb. weight class, which is pound for pound one of the toughest in the Region. VanSant fought hard and finished just outside the medals in 6th place. Overall, the boys powerlifting team had a successful year. The team had lifters competing in three different invitational meets, several new lifters, and each team member gave their all at every competition. A sea of blue t-shirts displaying the national honor of academic excellence filled the school parking lot. Supportive parents, community members, business supporters, and cheering young students were thrilled to be in attendance. Principal Melissa Crosby opened up the program by introducing Fields Store Elementary student Austin Hyatt, who read aloud the history of the school. Waller ISD Superintendent Danny Twardowski welcomed the crowd and introduced the Waller ISD School Board members in attendance, Gary Buchanan, Kim Parmer, David Kaminski, Bryan Lowe, and Ronald Campbell, as well as former Superintendent Richard McReavy and former Fields Store Elementary Principal Claudia Mordecai. Christian Collins, representing U.S. Congressman Michael McCaul’s Office, awarded the school a special certificate from Washington, D.C. on behalf of the Congressman. After Collins, Fields Store Elementary student Grace Hayslip introduced the other student speakers to address the crowd. First up was first grade student Carly Hernandez, who read a Fields Store Elementary School hosted a flag raising ceremony to celebrate the school’s U.S. Department of Education National Blue Ribbon School achievement. Blake Green shares hugs with Celeste Crawford, his former kindergarten teacher, as he introduces her to approach the podium to deliver an inspiring message. Crawford stated that she was proud to be a part of the Fields Store Elementary School Team and is excited for the school’s future. Principal Crosby followed Crawford’s speech by introducing students Tyler Smith and Brendan Ware, who assisted Fields Store Elementary’s Billy Breneman in raising the National Blue Ribbon School flag on the school’s front entrance flag pole. As the flag was raised, students across the parking lot sang I Can Learn, a song that they learned for the ceremony. Fifth-grade Teacher Jean Marki closed the ceremony, and Twardowski thanked everyone in attendance for helping the school achieve this distinguished honor. Twardowski stated that he has no doubt that Fields Store Elementary School will win the award again, and he looks forward to celebrating all of the wonderful things that the students of Waller ISD will achieve in the years to come. WISD Students Give to Help Find a Cure WISD Public Information Students at I.T. Holleman Elementary spent the month of February in a coin war against other grade levels. The students collected spare coins from their own piggy banks, and solicited their friends and families to help raise monies to assist the American Can- cer’s Society’s Relay for Life. The students raised a whopping total of $909 in the brief time that the fundraiser was held, and continued to collect coins after the conclusion of the fundraiser. The students are selling paper feet during the month of March to stomp out cancer for Relay for Life. The Relay for Life event will be held at the Waller ISD Auxiliary Stadium on May 1. The program required the choir members to sing in three languages including English, Spanish, and Latin.
