Message from the Minister
It’s been a year since the Department of Regional
Development and Lands was created, and I welcome the
department’s second Royalties for Regions progress
report, which showcases the remarkable range of
projects that have been funded and implemented
under the Royalties for Regions agreement.
In the 2009-10 financial year, $619million was
allocated to projects in regional Western Australia
through Royalties for Regions, and it has made an
immediate difference for areas that do much to drive
WA’s wealth but which have been ignored for far too
long. To take just a few examples, the Royalties for Regions
Pilbara Cities initiatives are transforming South Hedland, Port
Hedland, Roebourne, Karratha, Newman, Tom Price and Onslow,
providing much-needed services to the regional centres, and making
them more attractive places to live and work. Health services in the area are being
improved, facilities are being modernised, and genuine measures are being taken to
reduce the high cost of accommodation. In excess of $1billion Royalties for Regions funding
will underpin the next round of growth in the Pilbara region.
In the Kimberley region in the Ord irrigation area, the first rice crop for 27 years has been
harvested, which in itself is a remarkable achievement. However, this is just the start. With
$220million committed to the Ord-East Kimberley Expansion Project, new land is being
released and new channels and roads are being built to service an extra 8000 hectares of
irrigated land. Not only is this an excellent development for the region and WA’s agricultural sector, but
it stands as an example of what collaboration with local aboriginal people can achieve.
The project will deliver economic benefits to the Miriuwung Gajerrong people and local
traditional owners including job opportunities and a positive outcome for their future.
The Regional Grants Scheme, funded through Royalties for Regions is another initiative that
is being used to improve quality of life in the regions, with more than $27million allocated
to 233 projects, ranging from sporting facility upgrades to health initiatives and cultural
attractions.

The funding allows for projects that tell the unique Western Australian story, such as
$453,000 for the Gascoyne Aboriginal Heritage and Cultural Centre, Gwoonwardu Mia,
which will host a permanent exhibition tracing the five language groups of Aboriginal
people in the Gascoyne, and $200,000 to support the City of Albany as it prepares for
the ANZAC Centenary in 2014-15.
One of the core principals underpinning Royalties for Regions is that more needs to be
done to bridge the gap between life in the city and that in regional areas.
Already, we have addressed the fundamental issue of the cost of transport for age and
disability pensioners, understanding that high fuel costs can be crippling for those on
modest, fixed incomes. The department has provided the Country Age Pension Fuel Card to
more than 30,000 age pensioners in regional areas, giving them $500 a year towards the
cost of fuel and taxi travel. Even small investments in communities can make a substantial difference. In Karratha,
Royalties for Regions has funded an obstetrician, so women in the area can have their
babies closer to home. In the Great Southern, funding will provide early intervention
childhood programs that will help struggling children improve their literacy and numeracy
skills.
All nine regions are already benefiting from the $30million allocated to the Royal Flying
Doctor Service, which has delivered three new aircraft including the first jet service and
additional operational staff.
The Country Local Government Fund provides an opportunity for local councils and
shires in regional WA to access funding for projects they identify as areas of critical
need and to help them build and maintain important infrastructure. As part of the
Fund’s operations, we have taken significant steps to improve the process of investment
in regional infrastructure, by helping individual local governments develop forward
capital works plans, strategic plans and asset management plans, and enabling them to
work collaboratively to identify regional priorities. This process will vastly improve the
allocation of grant money and will ensure Royalties for Regions funds deliver substantial
changes to Regional WA.
Message from the Director General
We are now at the end of our first full financial year since the
Royalties for Regions program was established. It has been truly
remarkable how far the program has come and how much has
been achieved.
The Department of Regional Development and Lands is
proud to be the State’s delivery agent of such an historic
program in Australia.
Programs like Royalties for Regions require a significant
amount of effort and commitment and I would like to
personally acknowledge the department’s staff in putting
in place the required processes, systems and frameworks.
These support systems ensure programs can be successfully
delivered and that governance and accountability procedures
are followed.
The establishment of the Western Australia Regional Development Trust has provided
an independent advisory mechanism to the Minister which has added a further
dimension to administering the program by providing input from another sector of the
community. The Trust together with the Regional Development Council will continue to
add to the accountability requirements of the Royalties for Regions program.
The focus on the Royalties for Region’s program over the past 18months has seen the
department set up accountability systems and processes that have delivered the State
Government initial election commitments and priorities.
Evaluation is an important aspect for monitoring initiatives under the Royalties for
Regions program. Recently, a social impact evaluation was completed on the Country
Age Pension Fuel Card, one of the many programs funded through the Royalties for
Regions program. The evaluation looked at the benefits of the program against what
had been achieved to ensure that the fuel card initiative was continuing to meet the
original objectives that had been set. As a department we are constantly looking
for ways to improve our services. Evaluations such as this can help us identify and
achieve these goals.
It is an exciting era in regional development, the Royalties for Regions program
together with the department’s land reform agenda is a powerful combination for
enhancing economic growth in Western Australia.

This is just the beginning. Much more is needed to ensure regional WA is recognised as an

Introduction
Royalties for Regions is an historic agreement launched in December 2008 that
underlines the State Government’s long-term focus on regional development
throughout Western Australia.
Through Royalties for Regions, the equivalent of 25% of the State’s mining and onshore
petroleum royalties are returned to the State’s regional areas each year as investment
in projects, infrastructure and community services. In the 2009-10 financial year,
$619million (equals approximately 3% of the State Government’s 2010-11 budget) was
provided to regional communities through Royalties for Regions.
Royalty for Regions focuses on delivering benefits to regional areas through six policy
objectives:

building capacity in regional communities;
•
retaining benefits in regional communities;
•
improving services to regional communities;
•
attaining sustainability;
•
expanding opportunity; and
•
growing prosperity.
Royalties for Regions Act 2009
On 3 December 2009, the State Government’s Royalties for Regions Bill was given
Royal assent and commenced. The Royalties for Regions Act 2009 provides for the
establishment of the Royalties for Regions Fund to promote and facilitate economic,
business and social development in regional Western Australia. The Act also
established the Western Australian Regional Development Trust. The Act provides a
legislative base for the Royalties for Regions program’s continuing operation.
Sections 3 and 4 and Parts 2 and 4 of the Act were proclaimed on 26 March 2010 and
the Royalties for Regions Fund came into operation on 27 March 2010. At this time,
Royalties for Regions monies held in the Treasurer’s Special Purpose Account were
transferred to the Fund Special Purpose Account. There are three subsidiary accounts
of the Fund: the Country Local Government Fund; the Regional Community Services
Fund and the Regional Infrastructure and Headworks Fund. Section 5(d) allows for
other subsidiary accounts to be created on the recommendation of the Minister.
The Department’s role
The Department of Regional Development and Lands Regional Investment Division;
on behalf of the State Government is responsible for administering the Royalties for
Regions initiative.
In line with the Royalties for Region’s principles, the division works closely with
other organisations implementing Royalties for Regions initiatives. They include the
State’s nine regional development commissions, community, business and industry,
community resource centres, non-government organisations and other State
Government departments and local governments.
These alliances help ensure there is a strong focus on supporting local decisionmaking for regional expenditure and increasing the capacity of local governments (for
example, through the Country Local Government Fund) and the regional development
commissions (through the Regional Grants Scheme).
Part 3 Western Australian Regional Development Trust and Part 5 Consequential
Amendment of the Act were proclaimed on 16 July 2010 and came into operation on
17 July 2010.
This report provides details of funds disbursed in 2009-10. In some instances projects
approved in 2009-10 have also been listed; however funds were not disbursed in
2009-10.

Royalties for Regions Principles
The central principles underpinning Royalties for Regions are:
•
Strategic projects in regional Western Australia are a priority

Local decision-making in regional areas is fundamental
•
State Government department administration and processes
should provide for and support decision making in regional
areas
An important feature of Royalties for Regions is that it has been
established to supplement – not supplant – the existing provision of
basic, essential infrastructure and services provided by Government
throughout regional Western Australia.

Establishment of the Western Australian
Regional Development Trust
The Trust was established with the purpose of providing high-level, independent and
impartial advice and recommendations to the Minister for Regional Development and
Lands on the Fund. This includes providing advice on the allocation of money from
the Fund and on the allocation of money between the Fund’s subsidiary accounts. The
Trust is required to report to Parliament each year.
Appointments to the Trust were made in June 2010. The Minister announced the
appointment of former Western Australian Senator and Rhodes Scholar Andrew
Murray as chair of the Trust for a three-year term on 16 June 2010. As a former
Senator, Mr Murray is an experienced legislator and policy-maker. He also has a
strong business background as an executive, director and owner of public and private
companies.

Three other Trust members were also appointed:
Sue Middleton - Australian Rural Woman of the Year 2010;
Tim Shanahan - Pilbara Development Commission chair; and
Paul Rosair - Director General of the Department of Regional Development and Lands.
The Trust will meet six times a year and on other occasions as required and met
formally for the first time on 16 July 2010.

The first round of the Regional Grants Scheme was

The Country Local Government Fund (CLGF) is one of three funds under the Royalties
for Regions Act 2009. In December 2008, the Western Australian Government
announced $543million over five years to assist country local governments build and
maintain their community infrastructure.
The Country Local Government Fund (CLGF) supports local government in the nine
regions defined in the Regional Development Commissions Act 1993. An amount of
$10million was made available through CLGF in 2009-10.

In 2009-10, $88.82million was disbursed for the support of priority services that have
shown their effectiveness in enhancing the quality of life for residents in regional areas
and providing access to government services and infrastructure.

In 2009-10, $212.45million was disbursed to support large-scale, regional
infrastructure and headworks projects acknowledged as being of strategic importance
to Western Australia.
The fund aims to support strong investment in regional Western Australia and to
help leverage investment from other sources for projects that will contribute to the
development of regional infrastructure and headworks. It also supports planning for
infrastructure at the regional level, and encourages regional communities to develop
infrastructure projects that benefit local organisations and communities.
Up to $35,000 was provided to each country local government to access expertise
to develop a forward capital works plan consistent with strategic plans and asset
management plans. The provision of adequate forward capital works plans, informed
by strategic and asset management plans, is a prerequisite to access individual local
government allocations from the CLGF in 2010-11. Disbursed: $3.85million
With the transfer of the CLGF from the Department of Local Government in April
2010, the Department of Regional Development and Lands received an allocation for
administration. Disbursed: $275,000.
Regional Development Commissions
Up to $100,000 was provided through each Regional Development Commission to
support regional groups of country local governments in the nine regions to identify,
scope and plan their regional infrastructure priorities. The provision of adequate
business cases for each regional priority infrastructure project that is put forward is a
prerequisite to access the regional component of CLGF in 2010-11.

The Department of Local Government (DLG) was provided with $2.475million to deliver
complementary capacity building initiatives, with a particular focus on strategic and
asset management planning. In addition, up to $2.5million was provided to DLG to
assist those local government groups who have formalised their position and wish to
proceed to amalgamation by investing in, for example, common operating systems
and infrastructure. Disbursed: $4.975million

Royal Flying Doctor Service
Some of the projects the fund supports are:
A total of $29.888million has been committed to date to the Royal Flying Doctor
Service (RFDS). The RFDS (Western Operations) is a not-for-profit organisation
providing aero-medical evacuations across all of Western Australia. It also provides a
range of visiting medical services to remote and rural areas.
Royalties for Regions funding has enabled the RFDS to replace five of its ageing aircraft
and purchase three additional planes, bringing the fleet to a total of 14 aircraft. The
additional aircraft will be based at Port Hedland, Kalgoorlie and Jandakot. Funding has
also provided extra crews and medical staff, and will enhance existing services.
Approval was also provided by Cabinet to provide up to $1million annually over three
years to support the provision of the first new aeromedical jet in conjunction with
funds provided by Rio Tinto Mining. Disbursed: $9.165million.

Country Age Pension Fuel Card
Regional Men’s Health
The Regional Community Services Fund is designed to improve access to services in
the regions. It supports services that have shown they are effective in enhancing the
quality of life for residents in regional areas.
The Regional Community Services Fund aims to:
•
assist regional communities achieve improved access to a range of community
services;
•
assist regional communities overcome disadvantages caused by remoteness; and
•
attract and retain essential regional government employees.
An amount of $87million has been committed to date. The Country Age Pension
Fuel Card provides eligible pensioners in country Western Australia with $500 a
year towards the cost of fuel and taxi travel from participating providers. Country
age pensioners live on modest, fixed incomes and generally do not have access to
extensive public transport. This means that they have a greater reliance on their
own vehicles or taxis to attend appointments, go shopping or visit family and friends.
The fuel card provides support for the transport needs of an estimated 45,000 age
pensioners living in regional areas. The number of cards issued during the year was
28,108, with $12.5million expended on fuel and $0.5million on taxis.
Feedback received from cardholders has been very positive and highlights the card is
already making life easier. The following comments are from existing cardholders:“We dont have to say ‘can we go now’- we decide when to leave”
“I can’t get on the bus so the card gives me freedom-such a wonderful idea”
“You’re not sitting at home on your own all the time- I’d be lost wothout my card”
“Sometimes my son will fill his car up and drive me around. I feel like I am repaying my
son who is good to me- it makes me feel good”

Community Resource Centres
WA Community Resource Centres are a cooperative network of more than 100 notfor-profit community owned and operated facilities, providing small rural and remote
communities with local access to information, technology, training and a range of
other services. WA Community Resource Centres enhance the delivery and diversity
of important information and services, including services that promote regional
growth and prosperity.

The Regional Men’s Health and Wellbeing (RMH) initiative has operated as Wheatbelt
Men’s Health (Inc) and Alive and Well (Inc) since 2001 across the Wheatbelt, with more
limited extension into the Mid West, Goldfields-Esperance, Great Southern, South West
and Peel Regions.
Patient Assisted Travel Scheme
Royalties for Regions provided an additional $8.686million in 2009-10 to improve the
Patient Assisted Travel Scheme (PATS). This provides a subsidy to people in the country
who are required to travel more than 100 km (one way) to obtain the nearest available
medical specialist treatment that is not available locally. Under the improved scheme,
recipients will receive an increase in the fuel subsidy and an increase in the subsidy
per night for accommodation. Disbursed: $8.686million.
Boarding Away From Home Allowance
This funding increases the State’s contribution to the Boarding Away From Home
Allowance for isolated children from $1,215 to $2,000 per student year. This ensures
that all students, regardless of their remoteness or isolation, have opportunities to
develop the skills, knowledge and confidence they need to achieve their individual
potential and contribute to the social and economic development of WA.
Disbursed: $1.8million. Funded Agent: Department of Education.
The services provided under this program will be extended to all of regional WA,
providing counselling and support to men and their families in times of situational
distress. The initiative includes an education program to encourage men to take
responsibility for making their health and personal resilience a priority. Gatekeeper
training and suicide prevention will also be key areas of service delivery throughout
these regions. Disbursed: $310,000.
Funded Agent: Department of Agriculture and Food WA.
Exploration Incentive Scheme
The fund has been designed to:
•
stimulate increased greenfields exploration and hence new mineral discoveries in
Western Australia’s more remote and regional areas;
•
assist in maintaining expertise (jobs) and equipment involved in Western
Australia’s exploration industry during the economic downturn; and
•
send a clear signal to resource investors around the world that Western Australia
is serious about attracting exploration investment.
In the medium to longer-term, this will result in an improvement in the State’s
proportion of exploration expenditure relative to other states and encourage more
positive attitudes to Western Australia’s investment climate.
Overall this initiative will enhance the development of regional infrastructure,
facilitate across-government strategic regional projects, and enhance the ability to
maintain and build capacity in the industry. Disbursed: $17.28million.

The Regional Grants Scheme (RGS) was announced as part of Royalties for Regions in
February 2009. The RGS aims to improve economic and community infrastructure
and services in regional Western Australia. The grants are for community, public and
private organisations to fund projects that attract investment and increase jobs, as
well as improve the quality of life in the regions. The scheme is administered by the
State’s nine Regional Development Commissions with support from the Department of
Regional Development and Lands.
The broad objectives of the RGS are to:
•
Increase capacity for local strategic planning and decision-making
•
Retain and build the benefits of regional communities
•
Promote relevant and accessible local services
•
Assist communities to plan for a sustainable economic and social future
•
Enable communities to expand social and economic opportunities
•
Assist regional communities to prosper through increased employment
opportunities, business and industry development opportunities, and improved
local services.
In the 2009-10 contestable round of the RGS, 233 projects (valued at over $140million)
received more than $27million. The grants were spread across a diverse range of
service and infrastructure projects, including community and sporting facility

Gascoyne Development Commission projects
An allocation of $577,692 under the Gascoyne Regional Grants Scheme was
provided to build an interpretation centre focused on One Mile Jetty. The
objective is to create a purpose-built interpretative facility to showcase One
Mile Jetty and its history, while providing a quality tourism product that creates
income for the ongoing conservation of the jetty and surrounding precinct.
The jetty, built in 1897, is recognised for its historical, cultural and recreational
significance.

The Exmouth Branch of the Sporting Shooters Association of Australia received
$135,455 through the Gascoyne Regional Grants Scheme to fund the construction
of a new Pistol and Rifle Range. The project will ensure the continued provision
of a shooting range that is used by local and visiting shooting club members,
Department of Defence, the Australian Army Pilbara Regiment and the Australian
Federal Police.
Gwoonwardu Mia, the Gascoyne Aboriginal Heritage and Cultural Centre, will

receive $453,000 to create a permanent exhibition in the main gallery that would
uniquely show and tell the story of the five language groups of Aboriginal people
from the Gascoyne. This exciting project will provide a unique Indigenous tourism
product for visitors to the region.

Carnarvon Volunteer Sea Rescue Group will receive $120,000 to build a new
rescue vessel.

$225,000 has been allocated to support the Perth Arts Festival Great Southern
Program for three weeks in February 2011, 2012 and 2013. The festival will feature
a selection of national and international events from the Festival’s Perth program.

The YMCA of Perth Youth and Community Services incorporation will receive
$660,000 over three years for an early intervention childhood development
initiative that targets literacy, numeracy and language skills for Indigenous and
other disadvantaged families in the Great Southern.
•
The Albany Surf Life Saving Club will receive $650,000 towards the
implementation of phase two of the extension to the clubrooms, which will
include the construction of a second storey and lift, education and training room,
toilets, storage, kitchen facilities, sun shading and entry foyer.
$200,000 will support the City of Albany’s preparations for the ANZAC Centenary
•
in 2014-15. The project will improve the tourist experience at the Mount Clarence
Memorial Precinct by delivering improved physical infrastructure, civic amenity
and heritage interpretation.
Goldfields-Esperance Development Commission projects
•
The Goldfields-Esperance Development Commission allocated $27,498 to the
Australian Red Cross Society. The project aims to establish a fully functional,
culturally sensitive outdoor learning centre and indoor yarning room at the new
Red Cross Goldfields office to support and enable the delivery of local Red Cross
community programs.
•
Esperance Care Services, which provides key community services addressing the
needs of people in crisis, received $360,000. The organisation has significantly
expanded the services they offer, and are staring to outgrow their current
facilities. A new purpose-built facility will improve services and address the
growing demand in the community.
Golden Quest Trails Association, operating in partnership with eight local
•
governments was allocated $57,000 for the development of a Goldfields Tourism
Network to attract more visitors to the Goldfields-Esperance region.
•
The Shire of Esperance will establish a waste diversion facility where the
Esperance community can donate and purchase goods that are still of value and
would have previously gone in to landfill. This environmental project has been
allocated $42,300 from the Goldfields-Esperance Regional Grant Scheme.

The Jarlmadangah Community in the Fitzroy Valley received funding of $209,536
for the construction of an Eco Retreat, including four safari units and associated
works on a site near the community.

The Kapululangu Aboriginal Women’s Association in Balgo received funding of
$137,576 for the upgrade of the Kapululangu Women’s Law and Culture Centre to
enable that building to become disabled-compliant.

The Kununurra Visitor Centre/Tourism WA received funding of $134,500 for the
renovation of the Argyle Downs Homestead Museum.
The Shire of Derby West Kimberley received funding of $250,000 for the

to more efficiently service Geraldton and surrounding areas.

$136,464 was given towards the construction of the new Wiluna Land
Management Unit facility, which will support a land management unit to look after
around 12million hectares of traditional Birriliburu and Wiluna native title lands
and facilitate ongoing employment and training opportunities.

$105,000 was put towards the establishment of Australia’s first non-melanoma
skin cancer registry (database) and the purchase of essential equipment to
undertake skin cancer research, which should assist Geraldton to become
established as the nation’s centre for non-melanoma skin cancer research.
$16,960 was put towards the upgrading of Carnamah Child Care Centre to keep

the only formal child care centre servicing Carnamah, Three Springs and Coorow
operational.
Peel Development Commission projects
•
$363,349 has been given to Dwellingup Community Village (Inc) for electrical
headworks for a seniors’ unit complex and the refurbishment and conversion of
the old Dwellingup Nursing Post building into a community centre. The centre
will be accessible to the broader community and will provide venues for meetings,
training, arts and craft, and visiting health and allied health practitioners.
•
$140,000 was allocated to M & L Furfaro and Sons to extend three-phase power
that will lead to more efficient milk production, expansion of the business and a
sustainable farming practice that can be showcased to other dairy farms. Flow-on
effects include bolstering of local cheese production to meet tourism demands.
•
$289,837 was allocated to the Mandurah Surf Life Saving Club to construct a
multiuse facility and clubhouse, with training and meeting rooms to be made
available to the public. This will fill a significant gap in community infrastructure
in the northern sector of Mandurah City and improve beach safety.
•
$125,000 was allocated to the City of Mandurah to prepare concept plans for the
design of a replacement bridge to the Old Mandurah Traffic Bridge, which will
showcase the City Centre.

Pilbara Development Commission projects
$345,700 was allocated for the Pilbara Aboriginal Arts Enterprise Project. It is an integrated
program to grow the commercial, cultural and social capacity of the Roebourne Art Group
and Spinifex Hill Artists, and to increase the skills, self-employment and independence
of artists from Roebourne and South Hedland. The program will be delivered by FORM
Contemporary Craft and Design, in partnership with the artists, with the enterprise project
building on the economic and operational achievements of both art groups to date.
$20,000 was put towards Revive Clinic Port Hedland. It will support the implementation of
•
new health programs that aim to reduce the incidence of chronic disease in Port Hedland.
The programs are designed to assist people at risk of developing chronic disease such as
diabetes and cardiovascular disease to improve their current health status and gain a
better understanding of the long-term effects of not making healthy choices. The Revive
Programs are delivered by qualified nurse practitioners who administer a detailed health/
lifestyle assessment, conduct biometric screenings and pathology, and discuss with the
patient their risk factors, the long-term effects, targets and treatment.
$137,500 was allocated to the Shire of Roebourne. The need to develop and introduce
•
casual recreation opportunities thatare accessible to young people in Wickham is
important and skate parks are seen as an increasingly popular way to provide these
opportunities to youth. The demographics of the Shire of Roebourne indicate a significant
‘youth bubble” with more than 30% of the Shire’s populaton aged between the five and
24 years. The Shire of Roebourne will construct the skate park within the Wickham
Recreational Precinct. This park will complement the amenities contained within this
space, which include active open space, change rooms, sports club, a public swimming
pool, playgrounds, picnic and barbeque facilities, pathways and gardens. The skate park’s
design will cater for skateboarding, rollerblading, BMX and scooters.
$50,330 was granted to the Pilbara Indigenous Women’s Aboriginal Corporation. The
•
Pilbara Indigenous Women’s Gathering was held in May 2010 and was only the second
meeting of its type in the Pilbara and the first since the Pilbara Indigenous Women’s
Aboriginal Corporation was reestablished in 2000. A range of topics were discussed,
including community building, access to health care, finances, the criminal justice system,
child protection, education, and sustaining and building cultural heritage. Approximately
200 women attended the event.
$295,000 was allocated towards the Red Dog Film Project. Red Dog is the true story of
•
the legendary Pilbara dog who brought the community together. The aim of securing
additional funding through Royalties for Regions was to gain an extra week of filming in the
Pilbara. The extra week of filming will allow high-impact, cinematic shots that will greatly
increase the exposure of the Pilbara, its communities and industry. This extra imaging will
be used as promotional material seen by a large Australian and worldwide audience. This
will promote the region as a great place to live, invest, work and visit.

The Regional Infrastructure and Headworks Fund
The Regional Infrastructure and Headworks Fund supports large-scale, regional
infrastructure and headworks projects acknowledged as being of strategic importance
to Western Australia.
The fund aims to support strong investment in regional Western Australia and to
help leverage investment from other sources for projects that will contribute to the
development of regional infrastructure and headworks. It also supports planning for
infrastructure at the regional level and encourages regional communities to develop
infrastructure projects that benefit local organisations and communities.
As well as funding a range of individual strategic projects, the Regional Infrastructure
and Headworks Fund includes an annual allocation for the Regional Grants Scheme.
The money in the Regional Grants Scheme is for community, public and private
organisations to improve and develop infrastructure and services in the regions.
Western Australia’s nine Regional Development Commissions administer the Regional
Grants Scheme, including assessing applications and determining grants.
Initiatives supported by the Regional Infrastructure and Headworks Fund include:

The Pilbara Cities initiative;
•
Kimberley Revitalisation;
•
Gascoyne Revitalisation;
•
General projects.
Pilbara Cities initiative
The vision for Pilbara Cities is for modern vibrant cities and regional centres that can
support and deliver a skilled workforce for major economic projects in the Pilbara.
The realisation of this vision rests on the promotion of quality regional living with
modern services and facilities that will encourage the development of strong local
communities. It seeks to maximise opportunities for Indigenous communities, while
lowering high local costs for people, businesses and Government.
Phase one of the plan focuses on five key delivery initiatives:
•
Health — Increase the capacity of the regional health service, through upgrading
hospitals, improving general clinical and medical imaging equipment, building
new staff accommodation and developing a range of health improvement services
across the Pilbara.
•
Energy — Provide underground power to the towns of South Hedland, Roebourne,
Karratha and Onslow, ensuring energy security to the region.
•
Water — Support projects that demonstrate the feasibility of use/reuse of water
extracted before, during and after mining operations, as well as ground and
surface water supplementation.
•
Community Development Projects
•
Support projects prioritised by local governments that will provide the foundation
for vibrant communities to grow, such as town centre revitalisation, improved
leisure and learning facilities, new recreational centres and youth facilities, and
new residential precincts that provide land and housing diversity. •
Housing — Provide access to housing for essential (non-resource sector) service
workers and develop indigenous sustainable housing.
The Department of Regional Development and Lands has the lead role and
responsibility for the the delivery of the Pilbara Revitalisation Plan (PRP) and Pilbara
Cities Office through Royalties for Regions.
Nickol Bay Hospital Upgrade
Some $4million from Royalties for Regions has been expended towards a package of
upgrades to Nickol Bay Hospital health services, the purchase of two 4x2 staff houses
in Karratha, and a masterplan for a major health services upgrade in the West Pilbara.
An obstetrician position has been funded and the hospital has achieved compliance
with the Baby Friendly Hospital Initiative. Funding has supported the establishment
of a community midwifery service and the development of a training program, in
partnership with King Edward Memorial Hospital, to support staff involved in obstetric
services.
The Nickol Bay Hospital and West Pilbara Masterplan blueprint for the future needs of
the hospital and the region has been funded and completed. A Project Control Group
has been established and internal stakeholder consultations are occuring. Draft
health service delivery plans have now been completed.
Between 2004-05 and 2007-08, the number of patients presenting for emergency
treatment at the Nickol Bay Hospital increased by 45%. The difficulties experienced in
attracting and retaining staff at the hospital have been exacerbated by the high cost
of housing and rental costs in Karratha. With an increasing number of young families
living in Karratha, there has also been an increased number of babies being delivered.
The funding boost for staff accommodation, health services and obstetric services
addresses these issues.

Pilbara Revitalisation Unit (Pilbara cities office)
The Pilbara Revitalisation Unit is funded from the Regional Infrastructure fund.
Key roles and functions of the unit are to manage and administer the Pilbara
Revitalisation Plan and approved projects.
Disbursed: $250,000. Funded Agent: Department of Regional Development and Lands.
Pilbara Underground Power
An allocation of $100million has been provided to Horizon Power to fund the Pilbara
Underground Power Project (PUPP). The total project cost is $130million, with the
balance of project funding, around $30million, coming from relevant local authorities.
The PUPP will provide the cyclone-affected coastal communities of Karratha,
Roebourne, South Hedland and Onslow with a safe and reliable electricity supply, by
replacing ageing overhead electricity infrastructure with underground networks. The
project will dramatically improve the provision of an essential service to regional
residents and businesses during and following adverse weather events.
Major equipment for the project has been ordered and installation is due to
commence In Karratha in September 2010. The proponents expressing interest in
the contribution phase of the project have been narrowed down to a field of five and
negotiations are being held with these prospective proponents.
The Office of Energy provides advisory services to the PUPP Steering Committee, while
the Pilbara Development Commission provides the executive support services. Some
$380,000 was provided to these agencies for their services in 2009-10.
Funded Agents: Horizon Power ($11.5million), Office of Energy ($125,000) and Pilbara
Development Commission ($255,000).
The new Pilbara Cities Office and the Pilbara Development Commission play
important roles in the PRP. The Pilbara Cities Office will develop strategic initiatives
in conjunction with the Pilbara Development Commission, Pilbara local government
authorities, industry and community to maximise the benefits of the available
funding. The Pilbara Cities Office will also coordinate the implementation of programs
and initiatives across agencies and manage reporting for projects. It will also support
the Pilbara Revitalisation Plan Steering Committee.
This role will be further enhanced as a result of the Commission’s soon to be
implemented Regional Development Australia (RDA) role with the federal government.

Housing for workers — South Hedland Town Centre
Revitalisation
The face of South Hedland will be rejuvenated with the help of a $23.3million
allocation of Royalties for Regions funding.
The mineral wealth of the Pilbara has driven growth and prosperity in key regional
centres such as Port Hedland. Many have considered the town a temporary location
for mining and business to operate on a fly-in, fly-out basis. The development of
accommodation, amenities and social infrastructure has not kept pace with demand.
LandCorp and the Town of Port Hedland have worked closely on the redevelopment
plan to provide much needed land for a variety of homes and businesses.
The redevelopment includes:
Karratha Service Workers Accommodation
The Karratha Service Workers Accommodation initiative will provide affordable
accommodation to service workers and address the current shortfall in availability by
delivering quality, subsidised housing in a central, highly accessible location.
Royalties for Regions has allocated $30.4million to the construction of a service
workers’ village that will provide 100 accommodation units (up to 270 beds) in a mix
of one, two and three-bedroom units. The units will only be available for service
workers in Karratha.
LandCorp is the project manager and National Lifestyle Villages and Ecofit homes have
been awarded the tender for construction and onsite facility management. Site works
have started and the policy surrounding eligibility is being finalised. The project is
scheduled for completion by the end of December 2010. Disbursed: $2million.

The public spaces and general amenity of the town will be improved and the works
will link in with the new hospital. The project will create many opportunities for
development, boost local businesses and social infrastructure, and stimulate a new
economy for the town. The growing number of families settling permanently in the
region will have a better lifestyle and much-improved infrastructure.
Sunview Nominees Pty Ltd has recently been awarded the contract to undertake the
development of this land and it is expected that civil construction will be finished in
October 2010. Disbursed: $3.08million. Funded Agent: LandCorp.
Pilbara water opportunities
Royalties for Regions Pilbara Revitalisation Plan funding has been allocated for the
undertaking of pilot projects and associated works to test the feasibility of water
options identified in the Pilbara Regional Water Plan and the subsequent Prefeasibility Study, completed in May 2009.
CITIC Pacific Mining – DAFWA
An expression of interest process was released in October 2009 calling for
submissions from private and public sector bodies with requests for funding. Twentyfour submissions were received from large publicly listed companies, government
agencies, pastoral stations, Aboriginal corporations and small-to-medium private
businesses. Submissions included options for biodiesel agriculture, use of solar energy
for water treatment, studies into crop, soil and water suitability, bottled water plants
and the construction of pipelines.
Fortescue Metals Group (FMG) – Worley Parsons – MWH
Eleven projects were approved for funding totalling $2.905million in 2009-10.
Details on these successful projects are as follows:
Ashburton Aboriginal Corporation
Ashburton Aboriginal Corporation will assess the feasibility of growing oilseed crops
for the production of biodiesel in the Shire of Ashburton using mine dewatering and
groundwater around Tom Price.
Leighton Contractors
The Pilbara Bottle Water Plant Project will investigate the feasibility of establishing a
water bottling facility in Newman using excess dewatering from Hope Downs mine,
replacing plastic bottles with locally manufactured biodegradable bottles made from
plant sugars.
AgGrow Energy Resources Pty Ltd
AgGrow Energy Resources will demonstrate how high yielding biomass crops can
deliver a reliable and sustainable source of renewable fuel for mini and micro energy
islands in the Pilbara, reducing the dependence on diesel in the Pilbara.
CITIC Pacific, in conjunction with DAFWA, will deliver field trials of the biodiesel and
cattle feed plant moringa. The study will determine whether moringa will grow in the
Pilbara climate and whether it will be suitable to replace mesquite.
The FMG, Worley Parsons and MHW project will assess the use of excess water
from FMG’s future Solomon operations, both during dewatering operation and as a
potential water storage and redraw supply scheme after the mine closure.
Ngarliyarndu Bindirri Aboriginal Corporation
Ngarliyarndu Bindirri Aboriginal Corporation will engage ten Indigenous inmates
from Roebourne Regional Prison in a ‘train to work’ project specifically designed to
implement water sensitive techniques for agriculture production in the Pilbara.
West Australian Top Environmental Resource (WATER)
West Australian Top Environmental Resource (WATER) will construct and test a scale
model of a large-diameter continuous pipe machine. The aim of the pipe machine is
to significantly reduce the supply cost of large-diameter pipelines.
Department of Water
The department will undertake a regional study of groundwater abstractions and
groundwater availability in the East Pilbara. The projects will not only have the
potential to supply the Pilbara with alternative viable water sources but will also
provide employment and training opportunities for people in the region.
Several workshops have been conducted for the eleven successful projects to facilitate
engagement with relevant Government agencies and to provide a networking
opportunity to investigate potential collaboration opportunities.
Global Groundwater – DAFWA – MWH
Global Groundwater, DAFWA and MWH will undertake a more detailed feasibility
study on the agricultural-related recommendations from the initial Pilbara Integrated
Water Supply Pre-feasibility Study. The feasibility study proposes to transfer mine
and aquifer discharge to an agricultural location to the north of Newman and Woodie
Woodie.
Aurox Resources Ltd
Aurox Resources will undertake a feasibility study on the supply of 5GL/annum of
process water from Balla Balla mine site to Port Hedland from 2012, to provide a lowcost water supply for use by the Town of Port Hedland.
Consolidated Minerals

Consolidated Minerals will use water from mine dewatering as irrigation for biofuel
crops near Woodie Woodie mine site.

Pilbara Health Partnership
The Pilbara Health Partnership Project has been provided with $32.964million of
Royalties for Regions funding. The total project cost is $38.244million, with the
$5.28million balance coming from the Pilbara Industry’s Community Council.
As part of the partnership, a new state-of-the-art computed tomography (CT) scanner
has been installed at Nickol Bay Hospital, which is benefiting patients in Karratha and
the West Pilbara by reducing the need to travel to Port Hedland or Perth for scans.

Ngarluma Aboriginal Sustainable Housing - Roebourne (NASH)
Pilbara Revitalisation Plan – Phase Two
Royalties for Regions has committed a total of $5million to the NASH Project. This
initiative involves the development of 50 hectares of land currently classified as
Unallocated Crown Land, which is in the process of being transferred to the Ngarluma
Aboriginal Corporation (NAC) as conditional freehold title for the purpose of the NASH
development.
Over time, it is envisaged the project will provide a 380-lot residential development,
a school, seniors’ housing and a commercial centre. Stage one of the project involves
the creation of 100 lots, including 50 for social and government employee housing to
be purchased by the Department of Housing, and 50 lots for the NAC.
An initial $500,000 has been provided to Department of Treasury and Finance in 200910 to conduct detailed implementation planning that will accurately determine both
the total cost of creating 100 lots and the number of lots that could be created within
the committed amount of an additional $10.5million ($4.5million from Royalties for
Regions and $6million from the Department of Housing).
The Department of Treasury and Finance has engaged the independent consultant, NS
Projects, and expect to be able to complete the final report in August 2010. Disbursed:

Pilbara Health Equipment
The Royalties for Regions program has allocated $2.5million to provide the immediate
replacement of medical and general clinical equipment and service enhancements to
improve health services in the Pilbara region.
Clinical and medical imaging equipment that was delivered in 2009-10 under this
initiative included beds and mattresses, trolleys, monitoring and acute systems, ECG
units, slit lamps, sterilisers, washer disinfectors, theatre tables and instruments, fast
scanners, a bladder scanner, ultrasounds, a digital general X-ray room, OPG machine
and a table-top processor. Disbursed: $2,.5million.
Shire of Roebourne
Approval was provided in 2009-10 for the Shire of Roebourne to reallocate $16million
of the $20.3million approved in 2008-09 for the Karratha Education Leisure and
Training Campus (KELT) to other community enhancement projects that were more
project-ready. The remaining $4.3million from 2008-09 is still allocated to the KELT to
continue its design and planning.
Royalties for Regions funding of $42.099million has been allocated towards 16 new
strategic infrastructure projects under the Pilbara Revitalisation Plan Phase Two in
2009-10. The new projects will help establish a more sustainable social and economic
base for the region and include:
Shire of Ashburton - Tom Price Sporting Precinct
Bulgarra Sporting Facilities Precinct
$2.5million has been provided to assist with the upgrading of the lighting, player
training and social amenities of the Bulgarra Sporting Precinct. The total cost of this
project is $3.145million.
Antisocial Task Force Initiatives
This $2.9million project is aimed at addressing community concerns regarding graffiti,
vandalism and antisocial behaviour through several initiatives, such as graffiti
removal, CCTV installation, lighting, campaigns and urban beautification. A total of
$1.6million has been provided to assist with this project.
The current Tom Price sporting precinct facilities were built in the late 1970s. An
upgrade of these facilities is required to bring it to a standard that is commensurate
with community expectations.
Royalties for Regions has provided $4.96million to the upgrade, which includes the
new sports pavilion on the Clem Thompson Oval, a refurbished civic centre, netball/
basketball courts upgrade and lights on Minga Oval in North Tom Price.
Staff housing
This project involves the construction of up to 13 new dwellings in Baynton West
estate in order to provide housing for the Shire to attract technical and professional
staff. $5.2million of the total $5.4million cost has been provided.
Administration centre expansion
$1.1million has been allocated to assist with this project, which aims to provide
transportable office accommodation for 25 Shire officers, meeting facilities, staff
amenities and a reception area. The total cost of this project is $1.4million and the
design and documentation for the project are being finalised.
Cattrall Park redevelopment
This is a $2.75million project to rejuvenate Cattrall Park in order to provide a garden
space for the Karratha community. $1.1million has been allocated to this project.
Karratha Youth and Families Space
This project aims to provide an area for meeting and recreation for Karratha families
and youth through the construction of the Karratha Youth and Families Space. The
total cost of this project is $4.5million, of which $3.5million has been allocated.
Scoping for this project is currently underway.
Roebourne Youth Centre
This project aims to build a youth centre in Roebourne to support local youth at risk of
harm. Total project cost is $4.5million, of which $1million has been allocated.

Bloodwood Tree Association – Training and Employment Centre
The Bloodwood Tree Association will establish a new building to provide office and
service delivery space for the Bloodwood Tree Association – Training and Employment
Centre, which will enable the recruitment of additional staff and the expansion of the
organisation’s employability and economic services. Bloodwood Tree Association is
the only Indigenous training and employment service provider in the East Pilbara. It
provides holistic economic development, training, education and employment services
through various programs. The total cost of the project is $2.9million, of which
$920,000 has been allocated from the PRP Phase Two funding.

DEPARTMENT of education – Hedland Senior High School Upgrade
The ability of industry to attract and retain experienced senior staff and their families
in the Pilbara is partly dependent on the availability of quality education in the region.
For several years, BHP Billiton has provided substantial support to the Hedland Senior
High School, however further improvements need to be made to the physical amenity
of the school to make it a more attractive and stimulating learning environment.
The total cost of the project is $8million. BHP Billiton has committed $4million for
the project, on top of other financial support they provide to the school. A further
$4million has been allocated from the PRP Phase Two Funding for the upgrade of the
high school and adjoining Hardy House.

Gumala Aboriginal Corporation – Educational and Cultural
Amphitheatre vision
The Educational and Cultural Amphitheatre Vision has two aspects and is the next
stage in the ongoing development of the Karijini Eco Retreat, located in the Karijini
National Park. Opening in April 2007, Karijini Eco Retreat has grown in sales and
prominence and has contributed to the wider community and traditional owners,
offering employment and place of training.
A state-of-the-art, 140-seat cultural amphitheatre will be established at Karijini Eco
Retreat to take advantage of the visitation and overnight guest stays at the only
upmarket accommodation precinct with the Karijini National Park. The construction
of six, eight-bedroom dorm-style accommodation units will also provide opportunities
in education/tourism. The total cost of this project is $1.6million of which $1million
has been allocated from the PRP Phase Two funding.
FORM – Roebourne Art Group art centre
A purpose-built art centre will be constructed in the town of Roebourne. The facility
will comprise studios, a display and retail area, office accommodation, kitchen and
ablution facilities, and a shaded outdoor meeting space.
The building will accommodate the Roebourne Art Group, providing the base for
an integrated program to develop the commercial, cultural and social capacity of
Aboriginal artists in the West Pilbara area, and to increase the skills, self-employment
and independence of Roebourne artists.
The art centre will be a centre of excellence and a landmark building for Roebourne,
capable of attracting young or emerging artists as well as accommodating more
experienced artists, and giving them access to materials, safe storage and office
facilities in an environment established specifically to cater for their needs.
Ngarluma/Yindjibarni Foundation – Woodbrook Law grounds
The Aboriginal Law ceremony is culturally significant to all Aboriginal people in the
Pilbara and is carried out at specific Law grounds that have cultural importance to
Aboriginal people. The Woodbrook Law Grounds is one of the major Law grounds in
the Pilbara.
During the 2008-09 Law period, approximately 3000 visitors or campers utilised the
Woodbrook Law Grounds. This large number of people put a strain on the existing
facilities at the grounds, particularly because Law is held during the cyclone season,
where temperatures can exceed 45 degrees.
The homestead will be upgraded for a permanent caretaker and additional ablution
blocks will be constructed. The total cost of the project is $820,000, of which $350,000
has been allocated from the PRP Phase Two funding.
The total cost of this project is $2.3million, of which $1.5million has been allocated
from the PRP Phase Two funding for the construction of the centre.
Approved: $1.5million.
The Pilbara Development Commission has a statutory responsibility to promote,
facilitate and advocate for social and economic development in the region. The
commission will significantly increase its representation in Karratha by late 2010.
With the current office inappropriate for expansion, alternative office accommodation
is required.
Pilbara Development Commission – office accommodation
Given the lack of suitable office space in Karratha, the Commission will refurbish the
old Police Regional Headquarters in Karratha, which has become vacant since the
construction of new headquarters, until such time as a new government facility is
built in Karratha as part of the Pilbara Cities plan. The PDC will co-locate with other
whole-of-Pilbara agencies such as RDL, Pilbara Cities office, Pilbara Regional Council,
Regional Development Australia (Pilbara) and LandCorp at this location.
Whilst the cost of the refurbishment is yet to be finalised, $300,000 has been allocated
from the PRP Phase Two funding towards the project. The co-location of agencies that
have a whole-of-region planning focus will ensure close interaction and cooperation
for improved focus on the issues impacting the Pilbara. This will result in better
economic and social outcomes for the region and will help realise financial benefits
from the ability to work together on issues in one location and through the sharing of
resources.
Puntukurnu Aboriginal Medical Service – Jigalong new clinic and
staff accommodation
The Puntukurnu Aboriginal Medical Service (PAMS) provides services to Martu people
in the East Pilbara. The main PAMS clinic is situated in Jigalong with single nurse
stations in the remaining communities. The head office is in the process of being
relocated from Newman to Jigalong in response to the wishes of the communities.
An amount of $60,000 has been allocated from the PRP Phase Two funding to enable
the design and costing of the facility to be completed to provide suitable building and
infrastructure for PAMS in Jigalong.
The study and costings will then be used to leverage funding for the implementation
of the medical service from the Office of Aboriginal and Torres Strait Islander Health,
WA Country Health Service, National Rural and Remote Health Infrastructure Program
and the Martu Trust.
Kanyirninpa Jukurrarrpa – Martu Knowledge Program
Kanyirninpa Jukurrarrpa (KJ) is a Martu-owned, not-for-profit organisation working
to build a viable economy for Martu people and communities. KJ works with Martu
communities throughout the East Pilbara and is planning to employ 30 Martu people
full-time plus more than 100 Martu people in part-time and casual positions by the
end of 2010-11. KJ has been negotiating with the Commonwealth Government for
funding for a chief executive officer, chief financial officer and a land management
coordinator, and is confident that this funding will be secured.
However, it is not possible in the current environment to hire key management staff
without the provision of housing. Funding of $2.1million will be allocated (subject
to KJ obtaining Commonwealth funds to employ its CEO, CFO and land management
coordinator) to purchase three houses in Newman.
The construction of these houses will make it easier to employ appropriately skilled
people to fill the three critical senior management roles with KJ.

Yaandina Family Centre – Roebourne Youth Centre
With a high proportion of young people in the Roebourne community, the need for
youth support services and a new youth centre facility is critical.
The local indigenous group, Yaandina, is taking the lead on the establishment of the
Roebourne Youth Centre project. The services the centre will provide will create
positive outcomes for young people in the areas of education, antisocial behaviour,
family and international relationships, employment opportunities, health and
wellbeing, and child safety.
The total cost of the project is $4.2million. Under the PRP funding program, $2million
has been allocated for the project, with $1million allocated to this project for the
establishment of the centre.
Rio Tinto – Dampier Child Care Centre upgrade
This project aims to build a new child care facility for 38 children, to cater for the
increasing demand for child-care services in Dampier. The existing facility is more
than 40 years old and is licensed for 17 children. It continues to be operational;
however, due to licensing, non-compliance issues and insufficient capacity, the
building is in need of an upgrade.
Rio Tinto will provide financial support towards the project and will progress
discussions with the Shire of Roeburne on the ownership and management of this
project and future operations. The total cost of the upgrade is $3million of which
$1.5million has been allocated from the PRP Phase Two funding.
Rio Tinto – Paraburdoo Child Care Centre
There is no child care facility operating in Paraburdoo. The establishment of a new
child care facility to cater for the demand for child-care services in the town is critical.
Rio Tinto will provide financial support towards the project and will progress
discussions with the Shire of Ashburton on the management of the project and future
operations. Rio Tinto will also commit to ongoing support for the future management
and service delivery of the centre.
The total cost of the project is $3million of which $1.5million has been allocated from
the PRP Phase Two funding.
Town of Port Hedland – Cemetery Beach/Koombana Community
Parks
An extension of the Cemetery Beach Community Park to provide additional facilities,
encouraging residents and tourists to take advantage of the popular foreshore
location, will be undertaken. The park is too small to accommodate the number of
people using it presently.
A new park site has been identified in the Koombana area of South Hedland in
response to public demand and consultation regarding Council’s Park Improvement
Plan. The total cost of the project is $6million, of which $3million will be allocated
from the PRP Phase Two funding.
Shire of Roebourne – Karratha Education Leisure & Training (KELT)
Campus
The Town of Port Hedland periodically experiences a shortfall in the number of general
practitioners who are available to the community. These shortfalls have generally
been overcome by the two private firms that operate GP clinics securing employees
through their networks.
The Shire of Roebourne has been allocated a further $16million from the PRP Phase
Two funding for the Karratha Education Leisure & Training Project. This money will
bring the funding back up to the original $20.3million allocated in 2008-09 following
the reallocation of $16million of the initially approved amount to new projects in 200910.

Town of Port Hedland – General Practitioner Housing Project
While solutions have been found, the private practices and the Pilbara Division of
GPs advise that the continuity of GP services is likely to remain problematic while
accommodation costs stay high.
Funding of $1.5million has been allocated from the PRP Phase Two funding for the
construction of nine to ten dwellings for use by GPs working locally.
Shire of East Pilbara – East Pilbara Communications Enhancement
The project objective is to provide a reliable and robust communication capability to
the East Pilbara by extending the optical fibre cable that terminates at Newman by
200 kilometres to Nullagine.
This will enable Government agencies, residential and commercial operators to access
high-speed wireless and terrestrial broadband services, to further develop their
activities and operations.
The total cost of the project is $12.9million, of which $2.4million will be allocated from
the PRP Phase Two funding.

KIMBERLEY REVITALISATION
Ord-East Kimberley Expansion Project
The Western Australian State Government has initiated its vision of expanding
the Ord irrigation scheme through the Royalties for Regions program. The State
Government’s investment of $220million in the Ord-East Kimberley Expansion Project
and the Federal Government’s $195million investment from the Nation Building for the
East Kimberley Development Package will help create a stronger, more vibrant and
sustainable regional community in northern Australia.
GASCOYNE REVITALISATION
Gascoyne Irrigation Pipeline
The existing pipeline asset has significant leakages. During periods of high demand
for water, the leakages contribute to low pressure, making it difficult to transport
water at the correct pressure for irrigation. The upgrade will ensure more efficient
delivery of water to existing properties and promote water savings. The project will
commence in the 2010-11 financial year on the finalisation of project contracts.
Approved: $7.565million to 2011-12. Funding Agent: Department of Water.
In May 2010, construction began on Phase one works, including the main water
delivery channel and access road. Significant Indigenous employment outcomes have
been reached by the construction team. Phase two construction will commence in
2011 with similar Indigenous employment levels expected. Disbursed: $27.7million.
Funding Agent: Department of State Development.
Aboriginal Housing Kimberley
$16.5million has been allocated to the Aboriginal Housing Kimberley Project. This
project provides for local Aboriginal organisations to take the lead role for land
assembly, housing construction and maintenance, as well as management of the
resultant housing assets. The project will add to the existing land release and
community housing development programs of LandCorp and the Department of
Housing, and provide new housing and new housing management options for Fitzroy
Crossing. Disbursed: $16.5million.

Headworks rebate
OTHER INITIATIVES
The Distribution Headworks Charge is a one-off charge for customers requiring a new
connection to Western Power’s electricity network, or upgrading the capacity of their
existing connection. This charge is only required at remote or edge-of-grid locations
where tariffs would not recover the cost of providing increased network capacity.
Regional communications projects
During the 2009-10 year, an allocation of $1.2million from the Royalties for Regions
Regional Grant Scheme Strategic Reserve was provided to the Department of
Commerce to construct two mobile telephone towers in Balingup and Quongup.
The objective was to significantly improve mobile communications coverage for the
Blackwood Valley area from Nannup to Balingup. Disbursed: $1.2million.
Funding Agent: Department of Regional Development and Lands.
The current Headworks Charge and Subsidy Scheme were introduced in 2007 and
have drawn criticism from some customers facing large charges despite the subsidy.
On 3 May 2010, Cabinet endorsed a submission to increase the Subsidy Scheme to
100 per cent of the charge (up to $1million) and for $7.3million of Royalties for Regions
funding to be used to refund customers who have paid the Headworks Charge since
its inception in 2007.
Housing for workers – Government Regional Officers’ Housing
(GROH)
This project provides additional GROH housing sites throughout regional WA to
address the lack of suitable quality housing and the impact this is having on regional
service delivery and the sustainability of regional communities.
Starting in July 2010, Western Power will be providing refunds to the customers who
have paid the charge on the basis of the information provided to Western Power at
the time of payment. There is no requirement for customers to apply for a refund.
Disbursed: $7.3million. Funding Agent: Western Power.
An additional 400 GROH houses will be provided under this program. As at 30 June
2010 139 houses have been completed. Disbursed: $114million.
Funding Agent: Department of Housing.
Assistance towards redevelopment of the Kalgoorlie Health
Campus
The Government has committed $15.8million through the Royalties for Regions
program towards the redevelopment of Kalgoorlie Health Campus. In March 2010, the
first phase of the redevelopment began with the construction of a new palliative care
addition to the existing medical ward at the campus. The addition will include three
purpose-built rooms for the exclusive use of palliative care patients, to provide greater
patient comfort and privacy. The campus is the major trauma centre servicing the
Goldfields Region with an approximate catchment of 56,000 people, as well as fly-in,
fly-out workers located on remote mining sites.
Approved: $15.458million to 2015-16. Funding Agent: Department of Health.
Assistance towards redevelopment of the Albany Health
Campus
The Government has included $60.9million in the Royalties for Regions program
towards the redevelopment of Albany Health Campus. John Holland Pty Ltd was
awarded the contract for the first stage of design and construction in May 2010. The
new Albany Health Campus will feature an improved and expanded range of services
that include a bigger emergency department, more mental health beds, expanded
renal dialysis capability, expanded cancer services, a new surgical centre, and
upgraded obstetric and birthing suites. Approved: $60.896million to 2015-16. Funding
Agent: Department of Health.
Pre-Feasibility Pilbara/Gascoyne
Regional Airport development Scheme
The Regional Airport Development Scheme (RADS) is an infrastructure development
grant scheme available for regional airport owners in Western Australia. It is
administered by the Department of Transport. Funding assistance is targeted at
improving access to basic air services, providing greater opportunities for tourism,
enabling upgrade of facilities through infrastructure development projects, funding
masterplans, developing terminals and maintaining Aircraft Movement Areas.
Generally, RADS funding is based on joint funding.
A number of pre-feasibility assessments of water projects have been supported under
the Pre-Feasibility Pilbara/Gascoyne funding allocation. Funding has supported
the Carnarvon Artesian Basin Advisory Group to investigate pastoral diversification
opportunities and make recommendations to government on sustainable
development opportunities that utilise the water resource. Funding was also used
to commission an independent assessment of the business case for the upgrade of
the Gascoyne Irrigation Pipeline. Disbursed: $180,000. Funding Agent: Department of
Regional Development and Lands.
This year, the RADS program was boosted by $5.5million funding through the
Royalties for Regions program, with the Department of Transport providing
$1.87million from their baseline funding. The funding will support 36 regional airports,
across seven regions. Regional airports play a vital role in supporting businesses and
tourism in Western Australia and the program ensures continuing sustainability of
this vital infrastructure. Disbursed: $5.51million
