Berdasarkan maklumat yang dikumpul dari dalam dan luar negara, satu garis panduan amalan baik Pengakreditan Pembelajaran Berdasarkan Pengalaman Terdahulu (Guidelines To Good Practices: Accreditation of Prior Experiential Learning, APEL – GGP:APEL) telah dibina dan seterusnya diluluskan oleh Kementerian Pengajian Tinggi (sekarang dikenali sebagai Kementerian Pendidikan Malaysia) pada 11 Disember 2009. GGP: APEL yang menggariskan dasar asas dari segi syarat umum kelayakan APEL merupakan titik tolak pengendalian APEL yang berfungsi sebagai satu jalan kemasukan ‘alternatif’ kepada mereka yang kurang atau tiada kelayakan akademik tetapi mempunyai pengalaman kerja yang berkaitan untuk melanjutkan pelajaran ke peringkat yang lebih tinggi. Selain pengalaman kerja, pembelajaran yang diperoleh secara formal, bukan formal dan tidak formal termasuklah melalui persekolahan, pengalaman hidup, pengajian bebas, kerja sukarela, hobi dan sebagainya juga boleh diambil kira. Vol. 1 July 2015 Selaras dengan hasrat untuk meningkatkan akses pendidikan tinggi menerusi pengiktirafan pembelajaran sepanjang hayat, APEL bagi tujuan akses ke program Ijazah Sarjana Muda [tahap 6, Kerangka Kelayakan Malaysia (Malaysian Qualifications Framework, MQF)] telah dibuka kepada pihak umum pada 1 September 2011. Ini diikuti dengan pelaksanaan APEL bagi tujuan akses ke program Sijil (tahap 3, MQF) dan Diploma (tahap 4, MQF) bermula 1 Februari 2013 serta Ijazah Sarjana (tahap 7, MQF) pada 18 Februari 2014. Sebagai permulaan, APEL bagi tujuan akses ke program Ijazah Sarjana (tahap 7, MQF) dilaksanakan untuk empat bidang iaitu Pentadbiran Perniagaan, Teknologi Maklumat, Pendidikan dan Seni Persembahan. Permohonan APEL dibuka sepanjang tahun dan MQA akan menjalankan ujian aptitud dan penilaian portfolio serta tambahan sesi temuduga bagi program ijazah sarjana, sebelum sijil APEL dikeluarkan bagi mengesahkan pemohon layak memohon masuk ke IPT Dalam perkembangan berkaitan, Majlis MQA menerusi kelulusan terhadap Garis Panduan Pelantikan Pemberi Pendidikan Tinggi (PPT) sebagai Pusat Penilaian APEL, telah bersetuju untuk melantik PPT yang berkelayakan untuk menjadi pusat penilaian APEL. Sebanyak dua PPT akan dilantik sebagai Pusat Penilaian APEL pada tahun 2015. Terkini, MQA juga sedang melaksanakan kajian pelaksanaan dan pembinaan instrumen bagi tujuan penganugerahan kredit menerusi APEL. 1 e-BULETIN Rasionalisasi TVET Susulan arahan Mesyuarat Jawatankuasa Kabinet Mengenai Pembangunan Modal Insan, MQA telah dipertanggungjawabkan oleh Unit Perancang Ekonomi (UPE), Jabatan Perdana Menteri untuk melaksanakan satu kajian mengenai rasionalisasi program TVET yang ditawarkan oleh Institusi Latihan Kemahiran Awam (ILKA). Projek ini merupakan kesinambungan aktiviti yang telah dilaksanakan bermula Januari 2013. Ia bertujuan untuk menyelaras penawaran program TVET yang dilaksanakan oleh ILKA di Malaysia. Cadangan penyelarasan program TVET ini dibuat supaya tidak wujud penawaran graduan yang melebihi permintaan pasaran kerja. Selain itu, kajian mengenai kaedah pembiayaan yang cekap dan berkesan kepada ILKA juga turut dilaksanakan. Perkara lain yang diberi penekanan ialah mengenai kaedah jaminan kualiti program TVET. Laporan kajian telah dibentangkan kepada pihak UPE pada 24 Februari 2014. Susulan daripada itu kajian di atas, pada bulan Mac 2014, pihak MQA dan Jabatan Pembangunan Kemahiran (JPK) telah diminta oleh pihak UPE untuk melaksanakan audit terhadap ILKA di bawah seliaan agensi masing-masing. Audit ini bertujuan untuk mendapatkan maklumat mengenai kapasiti penggunaan kemudahan yang optimum, kecekapan perbelanjaan serta program relevan dan selari dengan kehendak industri. MQA dengan kerjasama pihak JPK telah mewujudkan satu templat pangkalan data bagi mengumpul maklumat ILKA. ILKA yang terlibat di bawah seliaan MQA terdiri daripada Rangkaian Universiti Teknikal Malaysia (Malaysian Technical University Network, MTUN)), Politeknik, Kolej Komuniti, Institut Kemahiran Tinggi MARA dan Institut Kemahiran MARA serta Kolej Vokasional. Sebanyak 226 ILKA di bawah seliaan MQA terlibat dalam aktiviti ini. Lawatan verifikasi data telah dilaksanakan terhadap 59 ILKA pada bulan Julai 2014. Data yang dikumpul telah diserahkan kepada pihak perunding yang dilantik oleh pihak UPE untuk dianalisis. Hasil analisis yang dilaksanakan oleh pihak perunding telah diguna pakai untuk mengenal pasti program TVET baru yang perlu ditawarkan. Selain daripada itu, terdapat program TVET yang perlu ditambah pengambilan pelajar, dikurangkan pengambilan pelajar atau ditamatkan penawarannya di ILKA. Dalam perkembangan berkaitan, sistem jaminan kualiti Vol. 1 July 2015 semasa akademik dan TVET akan diintegrasikan selaras dengan keperluan industri melalui penubuhan sistem tunggal yang akan diguna pakai oleh MQA dan JPK untuk mengakreditasi program TVET. Perkara ini dinyatakan dalam Bab 5, Rancangan Malaysia Kesebelas berhubung agenda meningkatkan pembangunan modal insan untuk negara maju. Matlamat utama adalah bagi menghasilkan graduan yang berdaya saing di dalam dan luar negara serta membolehkan mobiliti pelajar antara semua institusi TVET. Kajian semula terhadap MQF yang sedang dilaksanakan sekarang juga akan melihat secara lebih terperinci berhubung perkara ini. Sumber : Bahagian Standard Rancangan Malaysia Kesebelas Makluman Terkini MQA Untuk makluman, MQA telah mengeluarkan senarai Kesalahan di bawah Akta Agensi Kelayakan Malaysia 2007 (Akta 679) pada April 2015. MQA memohon kerjasama Pemberi Pendidikan (PPT) agaragarmengambil perhatian mengenai Tinggi (PPT) mengambil kesalahan-kesalahan yang disebut di dalam Akta MQA 2007. Maklumat lanjut mengenai Akta ini boleh didapati pada pautan http://www.mqa.gov.my/portal2012/default/bm/act2007.cfm Dasar Tidak Menerima Hadiah telah dikeluarkan oleh MQA berkuatkuasa serta merta. Ia selari dengan usaha untuk menerapkan nilai-nilai integriti pegawai ke tahap tertinggi. Hadiah merujuk kepada: Wang, harta alih/tak alih, kenderaan, tambang percuma, baucer, saham, tiket loteri, kemudahan perjalanan, hiburan, perkhidmatan, keahlian kelab, apa-apa bentuk diskaun/komisen, hamper, barang kemas, perhiasan, apaapa pemberian, cenderamata atau apa-apa barang bernilai. 2 e-BULETIN AQAF A quality assurance framework with regional identities promoting regional harmonization in higher education The development of the ASEAN Quality Assurance Framework (AQAF) is a project embarked in 2011 by the ASEAN Quality Assurance Network (AQAN). AQAF is a regional framework with regional identities where the ASEAN countries could benchmark and align their quality assurance systems of higher education. AQAF aims to promote regional harmonization in higher education for Southeast Asian region and acts as a common reference point for quality assurance agencies and higher education institutions as they strive towards harmonization amidst the diversity of higher education systems, cultures and traditions within the region. AQAF’s task force with the representation of officials from the Malaysian Qualifications Agency (MQA), the Southeast Asian Ministers of Education Organization Regional Centre for Higher Education and Development (SEAMEO RIHED), the Philippine Accrediting Association of Schools, Colleges and Universities (PAASCU), Office for National Education Standards and Quality Assessment (ONESQA), General Department of Education Testing and Accreditation (GDETA), ASEAN University Network (AUN) and Brunei Darussalam National Accreditation Council (BDNAC) met occasionally to develop AQAF’s core principles and statements of good practice. Comprising four interrelated generic principles, namely the (1) External Quality Assurance Agencies (EQAA), (2) External Quality Assurance (EQA) Processes, (3) Institutional Quality Assurance (IQA) and (4) National Qualifications Framework, AQAF seeks to promote good practices for internal and external quality assurance through providing a common ground and understanding of quality The assurance within ASEAN countries. consistency of quality assurance practices across Southeast Asia will be improved through the use of these principles and agreed upon statements of good practices. Procedures for the recognition of qualifications will also be strengthened and credibility of the work of quality assurance agencies will be enhanced. AQAF will support and facilitate the mobility of the ASEAN community. Mutual trust and understanding among institutions and quality assurance agencies will grow and mutual recognition of accrediting decisions will be fast-tracked. A meeting in Jakarta on 26 June 2014 gathered 16 representatives from 12 AQAN member countries to share on their current state affairs of quality assurance practices in relation to AQAF. During the AQAN Executive Committee Meeting No.4/2014 on 8 December 2014, the members agreed for the framework to be called as AQAF instead of AQAFHE, which was the name suggested earlier. In a task force meeting held in Kuala Lumpur on 24-25 March 2015, the draft went through major refinement and will soon be presented to all members of AQAN upon its completion. Institutional Quality Assurance (IQA) and (4) National Vol. 1 July 2015 3 e-BULETIN AQRF A common reference framework enabling comparison of qualifications across ASEAN member states The ASEAN Qualifications Reference Framework (AQRF) is derived from the ASEAN Charter signed by ten ASEAN leaders in Singapore in 2007 which aims for the empowerment of the peoples of ASEAN, the strengthening of the ASEAN Economic Community and the enhancement of the well-being and livelihood of the peoples of ASEAN. With countries in the ASEAN region experiencing different patterns in the development of their national qualifications framework (NQF), AQRF aims to accommodate different types of NQFs that are at different stages of development, ranging from those that are initial conceptual proposals to those that are fully developed, functioning NQFs. This is in principle support the concept of a regional qualifications framework. AQRF functions as a device to enable comparisons of qualifications across ASEAN member states. It addresses education and training sectors and the wider objective of promoting lifelong learning. These functions are aimed at supporting the NQFs in the recognition of qualifications, learners and workers mobility as well as in the development of better understood and higher quality qualifications systems that could facilitate the lifelong learning. The initial draft of the concept proposal for the AQRF was developed through the Project on Education and Training Governance: Capacity Building for National Qualifications Frameworks which was part of the ASEAN-Australia-New Zealand Free Trade Area (AANZFTA) Economic Cooperation Work Programme (ECWP), specifically under ECWP’s services component. It was considered during the 1st AANZFTA Joint Committee Meeting in May 2010 in Manila and approved inter-sessionally in July 2010. relevant ministries and qualification agencies which was established in 2012 was tasked to develop the AQRF. Representatives of Australia and New Zealand were the non-voting members of the TF-AQRF. In August 2014, the AQRF was acknowledged by the 46th ASEAN Economic Ministers Meeting (AEM) in Myanmar followed by the 8th ASEAN Ministers Meeting on Education (ASED) in September 2014 in Lao PDR for supporting the ASEAN Economic Community 2015’s agenda. The Senior Economic Officials Meeting (SEOM) 2/45 which was held on 23-25 April 2014 in Jakarta reviewed the report on the development of AQRF and suggested for the member countries to identify the Ministries responsible for its recognition. The 6th Meeting of Task Force AQRF (TF-AQRF) in Hanoi, Vietnam on 3-5 March 2015 underscored the importance of securing the endorsement of AQRF by all the relevant Ministries (Trade/Economic, Education and Labour) as a regional document in order to facilitate its implementation. Dato' Prof. Dr. Rujhan took the opportunity to share the Malaysian perspectives in quality assurance of crossborder higher education in a panel discussion session which was chaired by Dr. Manuel T Corpus from Accrediting Agency of Chartered Colleges and Universities of the Philippines (AACCUP), Philippines. The Seminar on Quality Assurance of Cross-border Higher Education (QACHE) was held in Macao on 22-23 January 2015. This Seminar is co-organized by the Gabinete de Apoio ao Ensino Superior (GAES) of the Macao SAR government and the Asia-Pacific Quality Network (APQN). It is part of the project, Quality Assurance of Cross-border Higher Education (QACHE), which has received support from the European Commission's Erasmus Mundus Programme. QUALITY BEYOND BOUNDARIES-CLUB OF HUBS WORKSHOP 1/2015 Date : 21 - 22 April 2015 Venue : MQA Quality Beyond Boundaries-Club of Hubs Workshop gathers representatives from quality assurance body in Dubai, Hong Kong and Singapore as well as senior officials from international branch campuses in Malaysia, with the aim to strengthen the cooperation between education hub countries in matters pertaining to transnational education. Vol. 1 July 2015 The workshop was conducted for the purpose of information sharing in relation to secondary and tertiary education systems in Malaysia and Indonesia. This is important in promoting understanding on each country’s education system as well as to learn and implement the good practices of both countries. One of the forum’s objectives is to share country’s progress and challenges in the development of competency standards and qualifications frameworks. As MQA’s Fellow Consultant and a Task Force member in the development of the ASEAN Qualifications Reference Framework (AQRF), Prof. Zita Mohd Fahmi shared her experience on the current status of AQRF and mutual recognition framework agreements. 2ND SENIOR OFFICIAL’S MEETING OF THE FIFTH ASEM EDUCATION MINISTER’S MEETING Date : 26 April 2015 Venue : Riga, Latvia Both meetings were attended by Dato’ Prof. Dr. Rujhan Bin Mustafa, the Chief Executive Officer of MQA. Among items discussed and deliberated were on i) quality assurance and recognition; ii) engaging business and industry in education; iii) balanced mobility; and iv) lifelong learning including technical and vocational education and training. The discussion during the 9TH ASEM-DUO Expert’s Meeting was based on the 14 years old ASEM-DUO Fellowship Programme that has been put into operation and has been praised for its accomplishment by ASEM summit meetings, and the last ASEM approved the extension of ASEM-DUO into the fourth phase up to 2020.
