On July 12, 2013, Mary
Agnes Pelletier Blackford,
age 86, passed away
peacefully in her home in
Cottonwood, Arizona. She was preceded in
death by her parents,
Edmund and Anna
May Pelletier, husband
Robert M. Blackford Sr.,
brothers Edmund and
John (Jack) Pelletier,
and grandchildren Ian
and Douglas Blackford. She is survived by her
three children, Leslie B.
Nicolaus (William), Sara
B. Coker, Robert (Robin)
M. Blackford Jr. (Tracy),
six grandchildren, Robert
Nicolaus (Aracely),
Scott Nicolaus (Alis),
St. Joseph’s Parish
is set for September 28th,
beginning with a 4 p.m. Mass
with Bishop Kicanas, followed by
dinner at the Hayden Golf Course.

in Florence, AZ during
WWII, as a receptionist
at N. Porter Saddle
and Harness Company
in Phoenix, as an
administrative assistant for
the Superior, AZ School
District and as a guard
for the Magma Copper
Company in Superior. In
1947 she was married
to Robert Blackford and
lived in Superior, AZ for
most of her adult life. Agnes was a member

Elementary School
Library. She received
the Volunteer of the Year
Award in 2002 from
the Cottonwood Public
Library. Agnes was known for
her sense of humor and
her ability to make friends
with anyone she met. She
was a lover of people and
animals. No animal came
into her world without
receiving a name and

Road, Cottonwood, AZ,
on Friday, July 19, 2013,
and her remains will be
placed in the Superior,
AZ cemetery next to
her deceased husband,
Robert M. Blackford
Sr. In lieu of flowers,

Manuel ‘Mickey’ Urquieta
August 28, 1932 - July 13, 2013
Manuel “Mickey”
Urquieta 80, of Superior,
passed away on Saturday,
July 13, 2013 peacefully in
Baldwin, California.
Manuel was born Aug.
28, 1932 to Santiago and
Lola Urquieta in Terlingua,
Texas. He graduated in
1951 from Superior High
School. He served in the
U.S. Army from 1952
through 1962 during the
Korean war. In 1955 he
moved to Los Angeles,
California and began his
career as a barber until he
retired in 1992.
Manuel is survived by
his children, Juan Carlos
(Rosario) Barba-Urquieta,
Alma (Jeff) Bickham and
Rigoberto Urquieta of
Ontario California; 11
grandchildren; sisters,
Teresa U. Denogean
(Gilbert) of Apache
Junction, Maria U. Reyna
(Oscar) of Superior and
Hortensia Castillo of Mesa;
brother, Ernesto “Neto”
Urquieta of Superior; and
many nieces and nephews.
Services for Mr. Urquieta
were held at St. Francis of
Assisi Catholic Church in
Superior with the visitation
and Rosary held on Friday,
July 19. The Mass was
celebrated on Saturday,
July 20, and interment
followed at Fairview
Cemetery in Superior.

Refuting the reasons for recall
This is an open letter to
the residents of Superior
regarding the reasons for
recalling me and the purpose of the upcoming Aug.
27, 2013 election.
Reason #1 was stated as
“violation of open meeting laws.” I am curious to
know exactly what open
meeting laws I violated.
Since the issues seem
to revolve around the
termination of the mine’s
mutual benefits agreement,
you should understand that
I am not responsible for
setting council meetings or
developing the agendas for
those meetings.
The initial action to terminate the agreement was
made after an executive
session held at the end of a
regular council meeting. I
was named as the spokesperson for the council due
to the fact that the Mayor
and two other council
members needed to recuse
themselves from any discussion or actions regarding the mine. I made a
motion based upon discussion during the executive
session. That decision was
not mine alone. Another
council member seconded
the motion and the vote
was unanimous with four
council members voting.

with a specific topic of action. There was no call to
the public listed. According to our town attorney,
this is not a required activity under Arizona Open
Meeting Law. The Mayor,
who recused himself,
turned the meeting over to
me as the spokesperson for
the topic on the agenda. I
ensured that the council
and public stayed on topic
during the meeting. Again,
I did not act alone in the
decision-making as the
vote was unanimous.
I don’t see that I violated
any open meeting law
provisions during either of
those meetings.
Reason #2 was stated
as “maleficence,” which
is defined as evil. I am
curious to know if this was
simply a misspelling of the
word malfeasance, which
is defined as the commission of an act by a public
officer that is unequivocally illegal or completely
wrongful. Again, I did not
act alone in these decisions, so I am curious to
know why I have been
singled out.
I don’t see that I was
malfeasant in any of the
actions described above.

a conflict of interest to

passed. Once he was found
guilty, it was immediate cause for terminating

my intent or that of any
members on the Council to
repeat that mistake. That
would be malfeasant!
Finally, I want to say that
I am committed to all the
residents for the future
of our community. I will
continue to stand alongside my fellow council
members to focus on all
the issues and consider the
next generation in my decisions instead of the next
election.

projected to be twice the

Superior adopts 2013-14 budget, plans for property tax increase

Superior’s budget process
is underway and the Superior
Town Council is trying to
balance dropping property
values with the increased need
for revenue.
During the regularly
scheduled Superior Town
Council meeting on July 18,
the council hosted a public
hearing for the 2013-2014
Budget and Property Tax
Levy. Pat Walker of Walker
Consulting provided a
PowerPoint presentation with
an overview of the Council’s
work on the budget, the 20132014 budget, 2013-2014
property tax levy, the adoption
of the tentative budget, the
deadline to publish the final
budget (July 29, 2013) and the
adoption of the property tax
Sales and property taxes on
the rise in Superior
I want the people of
Superior to know that the
town council intends to
raise the sales tax 2 percent
to 10.7 percent in a budget
agreement on Aug. 6, 2013.
This would mean Superior
residents and visitors would
be one of only four towns
in the state of Arizona
paying the highest sales tax
rate! What it also means is
that folks, both residents
and visitors would cease to
shop in town and take their
business elsewhere. I think
this would be defeating the
purpose of why the counsel
wishes to see the tax raised. The town has gotten into
trouble over the past by
spending state monies that
were deemed for another
purpose and need to be
paid back to the state. The
reason they wish to raise
our sales tax is to hasten the
repayment process. The other thing that the
residents of Superior need
to know is that at the same
meeting on Aug. 6, the town
council intends to raise
your property tax another 2
percent per $100 valuation
on your property, from 5
percent to 7 percent. Pinal
County has finally gotten
around to devaluing the
homes in town and now the
town intends to increase
the property tax rate so
they see no decrease in
revenue. Thus, the 24
percent decrease in the
valuation of your property
you will be receiving will
result in no decrease in your
property taxes. And what
happens if and when the
values increase? Does the
town intend to lower our
rates then?
The reason I am writing
to the editor is to let folks
know of this dire situation
because the town has not
put the word out to the
public what it intends
to do. Yes, they put a
small notice on the town
website, but I wonder how
many townspeople have
computers to read the
website or even know of
its existence. The Mayor
says he’s trying to be
“transparent” but I guess
it’s up to us townspeople
to let the rest of the town
know what’s in store for
them.
Come out to the town
council meeting on Thurs.
Aug. 1 at the senior center
to voice your opinion on
these matters. Come to the
town meeting also at the
senior center at Aug. 6 at 7
p.m., to let them know one
more time how you feel
before they vote on this
matter.

Superior is at stake!

Walker said Superior’s
existing assessed value
declined from $10,414,636
to $7,696,791, which equates
to a 26 percent decrease.
It would have decreased
further except there was a
$151,022 amount added
for new construction. The
proposed levy can go up
by $11,516 with no truth in
taxation requirement. The
primary rate is currently
$5.5260, meaning property
owners pay$5.5260 per $100
of assessed value. A home
in Superior that is assessed
at $75,000 currently has a
property tax bill of $414.45
(10 percent of $75,000 is
$7,500 multiplied by $5.5260
for a total of $414.45). Walker
explained that the same
house would now be assessed
at $54,341. Increasing the
property tax rate to $7.6269
would not change the amount
of the property tax owed by
the homeowner (10 percent of
$54,341 is $5,434 multiplied
by $7.6269 for a total of
$414.45).
Walker also discussed the
changes to the General
Fund Revenues. The sewer
property taxes included
revenues of $396,654; the
billing for ambulance refusals
would reduce the overall
transfer to ambulance fund
by $113,738 (no increase
to General Fund revenue
but a decrease to transfer to
Ambulance fund); an increase
sales tax rate by 2%; the town
recoups costs of $35,000.
The changes to the General
Fund Revenues require a 60
day notice on the Town’s
website for a new tax or fee
or increases to existing tax
or fee before approval or
disapproval; notice made June
25, 2013, earliest effective
date for sales tax increase
would be November 1, 2013;
for fees, earliest to approve or
disapprove would be August
23, 2013.
The Council has planned to
make a $389,949 payment
against the debt owed to the
HURF fund due to interfund
loans made in previous years.
The regular meeting was
convened to Special Meeting
and a motion was made to
accept Resolution No. 546, A
Resolution of the Mayor and
Town Council of the Town of
Superior Adopting a Budget
for the Fiscal Year Ending
the 30th day of June, 2014,
and Adopting the Maximum
Alternative Spending
Limitation, the motion was
passed. The Special Meeting
was adjourned.

Annual football combine prepares local football players

On a sunny and humid
Saturday afternoon,
football players from
Superior, Kearny, Globe,
Miami and San Carlos
tested their abilities in
various football drills at
the Superior Memorial
Football Field.
The drills such as the
long jump, 40 yard dash,
tug of war, bench press
and shuttle drill were all
timed and measured to
determine the winning
team of the combine. The
winning team received a
gatorade sideline hydration
station. Official times and
measurements were not
available at press time.
The San Carlos Braves
were in first place with the
Superior Panthers a close
second.
The participating teams
and volunteers were treated
to a hamburger lunch
prepared by the Red Bear
Outfitters at the Superior
Public Pool.
The event has been
coordinated for the past
few years by former
Superior resident Patrick
Castillo of ABC Training
LLC. Castillo also
volunteers as the Superior
Panthers athletic trainer
during home football
games. The event was
also funded by Taylor
Floor Installation, Stallings
Insurance Company,
Porter’s Cafe, Red Bear
Outfitters, Kathie Trendler,
Ron Sprague, and Jerry
Wiegert.

Resolution Copper postpones meeting on tailings,
holds forums on mine operations and water

Resolution Copper has
announced that it will be
rescheduling its community
forum regarding the tailings
to Wednesday, Aug. 14, 2013.
The meeting is set for 6 p.m.
at the Magma Club.
On Tuesday, Aug. 20,
2013, Representatives Paul
Gosar and Ann Kirkpatrick
will discuss why the land
exchange for the project is
important and necessary. That
meeting will be held at the
Superior Junior Senior High
School Multipurpose room at
6 p.m.
Over the summer, Resolution
Copper has hosted a series
of informative meetings
to educate the public on
economic and environmental
impacts that the project may
create. Its last two forums
were focussed on the block

about phone scam
Citizens of the Copper Corridor please be aware of a
scam that is directed at the elderly in our area. There have
been several cases involving this telephone scam.
The caller will act like a sibling child or young relative
and ask for money for being in an accident or arrested
and needs the money to be wired to Mexico or Canada.
It’s usually in the range of $300 to $500 and they will call
frequently gathering information about you. There are
reports that the violators will call up to 25 times. Again
they speak spanish and act like relatives. Some calls will
involved multiple people acting like relatives as they
gather more information.
To determine if the call is valid, ask them for the
cellphone or home number or call a neutral relative to
verify identity and tell them you will call back. The
violators are using blocked phone numbers.

grandparents scam. A relief fund has been set aside for
victims of this crime.

forum several attendees asked
why Resolution will not
consider using the traditional
cut and fill method of mining.
Ian Edgar the General
Manager of Studies for
Resolution Copper conducted
the forum and explained the
various forms of mining from
cut and fill, panel caving
and open pit mining. He
explained that the Resolution
ore body is a porphyry deposit
and that was one of the
primary reasons block cave
mining has been chosen.
Many still questioned why
Resolution could not deploy
the cut and fill method which
was used in the Magma Mine.
Edgar explained that the when
Magma was operating they
were mining veins of copper
and not a porphyry. Edgar
also explained that the block
cave mining they are planning
to do is safer and more
economical for the project.

start working Resolution
will need to construct 70
miles of total preproduction
development. This
development will include
additional mining head
frames/mine shafts, tunnels,
ventilation and hoisting.
Edgar also explained that
the block cave mining will
cause some subsidence at
Oak Flats but the subsidence
will not hurt Apache Leap.
“The subsidence will be
predictable, measurable and
controllable,” explained Edgar

presentation on how waters
are managed in the Superior
area as well as how the mine
will work to conserve and
treat the waters used at the
mine. Ghidotti explained that
since the initial studies have
been done Resolution has
been able to further reduce
water use by 17 percent and
they are currently evaluating
other methods to conserve and
reduce water use.
Resolution Copper will
acquire the water needed for
the project with three different
methods. The first method to
be used will be the dewatering
of the mine, pumps will
remove water from the mine
and that will provide an
estimated 1,842 acre feet per
year.
The second method of
acquiring water will be water
banking. There are three steps
to water banking, the first
step is for Resolution Copper
to purchase Central Arizona
Project Water they then allow
the farmers to use the CAP
water instead of pumping it
from the aquifer. This allows
Resolution Copper to bank
ground water for future use.
The water will be banked
in the nearby New Magma
Irrigation district and the
Hohokam Irrigation district
near Casa Grande.
The third method that the
company may utilize is
purchasing annual allotments
from existing CAP water
owners. Currently Resolution
Copper has banked 50 percent
of its demand for water. The
banked and CAP waters will
be piped to the operation.
Ghidotti gave a detailed
presentation on all the fault
lines and aquifers in the area.
He explained how those fault
lines affect how the water
flows. Many in opposition
of the project have contended
that the mine will affect the
local ground water supply.
Ghidotti explained that the
aquifers serving Superior will
not be affected by the mine
project.
Recently well owners in
Queen Valley have inquired
with Resolution if there
was any correlation with
their wells running dry and
the dewatering of the mine.
Ghidotti explained that the
wells running dry was due
to the prolonged drought.
Resolution has put many test
wells throughout the area
including Superior, Queen
Valley and Hewitt Station

A resident from the San
Carlos Indian Reservation
asked if the Resolution
Copper was going to affect
water in San Carlos. Ghidotti
explained that the mine will
have no affect on the San
Carlos reservation because
those are different aquifers
and there are many mountains
between the project and San
Carlos, which will keep the
project from affecting San
Carlos’s water.
Several residents including
Councilmember Soyla Peralta
asked questions about the
water quality and if local
water will be contaminated by
the chemicals that come out
of mining. Ghidotti explained
that they will treat the
contaminated water and any
unsafe waste products will be
kept out of the water supply.
He encouraged everyone to
attend the forum on tailings,
the tailings forum will have
more detailed information
on how the company will
protect the water and air from
contamination.
Questions on the NEPA
came up as well. Vicky
Peacey the Senior Manager of
Environmental and External
Affairs confirmed that the
NEPA process will begin once
the Forest Service receives
the Mine Plan of Operations.
She explained that Resolution
Copper expects to have the
Mine Plan of Operations
completed and submitted by
the end of the year but it could
be as soon as September or
October.

the Superior Chamber
of Commerce hosted the
directors of several chambers
in Pinal County. The round
table forum helped educate
members of the Superior
Chamber of Commerce on
how other chambers operate
in the area.
Chambers represented at
the meeting were: Larry
Johnson, executive director
of the Apache Junction
Chamber of Commerce;
Stacy Gramazio, president
of the San Tan Regional
Chamber of Commerce;
Marquise Scott, the director
of the Queen Creek Chamber
of Commerce; and Susan
Kerestes, executive director
of the Florence Chamber of
Commerce.
The question and answer
segment of the meeting
was moderated by Superior
Chamber of Commerce
board member Lina Austin.
Austin serves on the board
and is the former director
of the Florence Chamber
of Commerce and current
director of the Future Forward
Foundation.
The informative meeting
allowed the attending
chamber directors to share
their experiences in dealing
with local government
relations, tourism, staffing,
volunteers, economic
development, disruptive board
members, fundraising and
communications.
Overall each of the directors
stressed the importance
of communication and
collaboration with members
of the chamber as well as
local groups and government
agencies.
Following the luncheon the
chamber directors met with
the board members from
the Superior Chamber of
Commerce for a collaborating
session.

TOWN OF SUPERIOR
Wastewater Treatment Plant Improvements
199 N. Loeb Ave., Superior, AZ
The Town of Superior, hereinafter referred to as Town, through a Community
Development Block Grant (CDBG) from the Arizona State Department of Housing
(ADOH) will accept bids from qualified firms or individuals with a minimum of an A
contractor’s license as registered with the Arizona Registrar of Contractors to perform
the following services:
PROJECT DESCRIPTION
This federally funded project consists of repairing and rehabilitation portions of a
Wastewater Treatment Plant.
OBJECTIVE/SCOPE OF WORK
CONTRACTOR shall furnish, install and complete all work as specified or indicated in
the contract documents. The work is generally described as follows:
• Installation of various electrical components, cabinets and control panels throughout
the wastewater treatment plant.
• Rehabilitation and re-equipping of the existing raw sewage pump station. Included
in this is by-passing of raw sewage around the raw sewage pump station during
rehabilitation and re-equipping activities.
• Installation of a second effluent pump at the effluent discharge/pump station. Included
in this is inspection and refurbishing or replacement of the existing effluent pump
mounting plate, supports and hardware.
• Rehabilitation and refurbishing of the existing traveling bridge filter including surface
prep and repainting of interior and exterior metal, evaluation and possible replacement
of under drain tiles and resealing of under drain tile joints prior to replacement of filter
sand.
• Installation of a new high efficiency variable speed turbo blower to replace one of the
existing centrifugal blowers, with the existing blower to be stored at the wastewater
treatment plant for spare parts.
• Installation of permanent pipe supports (contingency item) to support piping between
the traveling bridge filter and influent channel.
NOTE: Work on critical processes, such as the traveling bridge filter, will need to be
carefully coordinated with plant staff and the engineer in order to ensure that effluent
standards are met throughout the course of the project.
PROPOSALS
To be considered, one (1) original and two (2) copies of the proposal must be provided and
in accordance with the Instructions to Bidders included in the bid package.
Sealed bids will be received at Superior Town Hall, 199 N. Loeb Ave., Superior, AZ 85173,
on August 15, 2013 at 1:30 PM at which time all bids received will be opened and the
amount of the total bid and alternates read aloud. Failure of the proposer to complete all of
the bid documents may result in rejection of the proposal. All bids should be identified as:
“Sealed Bid, Town of Superior Wastewater Treatment Plant Improvements.” The outside
of each sealed bid shall also include the name of the bidder and the date and time of the
bid opening.
A bid security in the form of a certified check, cashier’s check, or bid bond in the amount
of 10% of the bid shall accompany each proposal. Bonding companies issuing acceptable
bonds in conjunction with this project must hold a certification of authority to transact
surety business in Arizona as issued by the Director of the Department of Insurance. All
bid security shall be made payable, without condition, to the Town of Superior. Said bid
security shall be considered liquidated damages and shall be forfeited to the Town of
Superior in the event the proposal is accepted and the successful bidder fails to execute
the CONTRACT and furnish the required bonds within ten (10) workings days after the
notice of bid award.
The Town will conduct a pre-bid conference and site inspection on July 30, 2013 at 9:00
a.m. Interested bidders should meet at the Superior Wastewater Treatment Plant, 101
South Airport Road, Superior, AZ. Individuals with special accessibility needs may contact
the Town’s ADA Coordinator at (520) 689-5752 at least 72 hours prior to the meeting.
The project shall be accomplished in accordance with all federal program and state
statutory requirements to include Executive Orders, Administrative Rules and Regulations.
Copies of the plans, specifications and contract documents will be available for review
and purchase starting July 24, 2013, and may be obtained at Willdan Engineering, 1440

required for each set of contract documents, plans and specs. Payment should be in the
form of a check payable to Willdan Engineering. To receive plans and specs by priority
mail, include a separate check for $25.00 payable to the Willdan Engineering. Mailing
fees are not refundable.
If information of a material matter is provided in response to any correspondence or
question, or if a clarification is issued by the engineer or the Town, a copy of the question
and answer session will be provided to all prospective bidders who have requested a
set of plans and who are on the official plan holders list. This response shall serve as
an addendum to the advertised call for bids and become part of the Town’s approved
documents.
The Town of Superior reserves the right to accept the lowest, responsible bid; to consider
alternatives; to reject any or all bids; and to waive irregularities or information in any bid.
Bids received after the specified time of closing will be returned unopened. The Town of
Superior also reserves the right to hold any or all bids for a period of thirty (30) days after
the date of opening. Bidders will not be allowed to withdraw submitted bids during the
thirty (30) day period.
