Inc. will not be responsible for any loss or damage or injury to horses exhibited, or for any article of any kind or nature that may be lost or destroyed, or in any way damaged. Each exhibitor will be responsible for any injury that may be occasioned to any person, whomsoever, by any horse owned or exhibited by him and shall indemnify the Federation, or any member thereof, against all claims and demands, of any kind or nature, that may grow out of any injury occasioned by any horse owned or exhibited by them, or arise from the negligence of the person in charge of any such horse. All horses exhibited in these shows will be entirely at the owner’s risk. EVERY CLASS OFFERED HEREIN WHICH IS COVERED BY THE RULES AND SPECIFICATIONS OF THE CURRENT USEF RULE BOOK WILL BE CONDUCTED AND JUDGED IN ACCORDANCE THEREWITH. The show committee reserves the right to make changes in procedures, personnel, rules and regulations deemed necessary and in the best interest of the show. Management reserves the right to cancel or combine any class which has fewer than three (3) entries. Management also reserves the right to split classes if deemed in the best interest of the show. Checks not cashed by 12/1/2016 will be forfeited to the show. OFFICE FEES—There is an office fee of $30 per horse and a $20 charge for each incomplete entry form. UNANIMOUS RIBBONS—A unanimous ribbon will be awarded to any entry tied 1st by all three judges if the class has 3 or more entries judged in the line up. POST ENTRIES—Entries close April 16, 2016. Entries postmarked after this date will be accepted under the following condition: A post entry fee of $20 per entry will be levied on each entry postmarked after April 16, 2016. A horse entered by the closing date may be entered in additional classes provided the class does not have to be divided to accommodate it. Entries for a performance will close 1 hour before the start of each performance. SCRATCHES—It is the responsibility of the exhibitor to scratch an entry for any class in which he or she does not intend to participate. The exhibitor will be fined $25 for failure to scratch an entry at least one hour before the beginning of each performance. The exhibitor will be fined $100 if the class is subsequently divided. STAKE/CHAMPIONSHIP CLASSES—To be eligible for entry in a stake class, a horse or pony must have been properly entered, shown and judged in one qualifying class for that stake. ASB Five-Gaited Amateur Stake and ASB Three-Gaited Amateur Stake may be split into Amateur and Jr. Exhibitor classes if there are enough entries to warrant the split and at the Show Manager’s discretion. MORGAN STAKE CLASSES—All Morgan stake classes will not be stripped. 10 TBA CLASS POLICY—To request an added class, call Stephanie Peterson. Requires a class sponsorship fee and the requestor must guarantee two entries. No paybacks will be offered. USEF FEES—For every horse participating in any competition licensed by the Federation, a $16 Federation fee will be collected ($8 shall be an Equine Drugs and Medication fee to provide for research, inspection, and enforcement of rules regarding use of medications and drugs; see GR407.1, .2 and .3). Exception: Horses entered in classes exempted from the Equine Drugs and Medication fee are also exempt from the balance of the Federation fee. Non-members of USEF must pay a Show Pass Fee of $30. MEDICATION REPORT FORMS—Completed medication report forms are to be accepted only by the Steward or the designated competition official. Medication report forms that are accepted by anyone other than the Steward or designated competition official are not filed in accordance with USEF rules. REFUNDS—Class entry fee refunds will be made to exhibitors only with the presentation of a bona fide veterinarian certificate. Certificates must be on file with the Horse Show Management by the end of the show. Stall fees will not be refunded after closing date. PROPER DOCUMENTATION—No numbers will be released without proper signatures, measurement cards, if applicable, membership information and registration papers. All registered horses must have a copy of their registration papers and current Coggins test submitted with their entry form. Every entry shall constitute an agreement that the person making it is subject to the rules and regulations of the F.A.S.H. Horse Show and the rules of the USEF. All entries shall be made by exhibitor, owner and trainer. UPHA CLASSIC PRIZES—Prize money added is $250 for Saddlebred classes and $250 for Hackney Pony classes. Entry fee is $100 per class of which $50 is the Declaration fee that is due at entry closing date, and $50 is the Starting fee due 24 hours before the class is held. Prizes consist of a trophy, six ribbons with prize money for places 1-6. Payback amount is based on number of entries. All monies collected in each Classic will be dispersed in that class. The $250 Added Money Classic is divided as follows: $100 is awarded for the 4th, 5th and 6th place. The total money collected for the class minus the money paid out for 4th-6th place is then distributed as follows: 50% is paid to first place, 30% to second place, and 20% to third place. If there were only 2 entries, the total prize money would be split 60%/40%. In the case of only one entry, that entry would receive 100% of the total. Checks will be mailed within 30 days of the end of the show. Social Security numbers must be given before eligibility of entry will be accepted by the UPHA. AMATEUR CARD—All amateurs over age 18 must have available for inspection a current USEF Amateur Card or make proper application at the show office one hour prior to class. Certification must be renewed annually. PONY MEASUREMENT—All ponies are required to have a measurement card. Ponies that need to be measured must be brought to the front of the horse barn by 9:30 AM, before the start of Thursday, May 5th morning session. This is the only time measurements will be performed at the show’s expense. Cost to measure pony at any other time will be $50. SHOW ARENA—The horse show will be held in the Warner Coliseum located at 1784 Judson Ave, St. Paul, MN, 55108. The competition arena is 270’X120’ and the footing is mixed soil. There are three warm-up areas: 1) Outside the Warner Coliseum arena entrance is a street covered with sand; 2) south of the coliseum is a coverall with a 65' X 159' area with soil mixture footing; 3) AgStar arena located directly west of the horse barn is 200' X 80' with soil mixture footing. The Warner Coliseum will be open Wednesday, May 4, 2016 8 AM to 10 PM for working horses. 11 CAMPERS—Camper hookups are available on a $25 per day charge per camper. Campers must be registered in the horse show office before hooking up. Only self-contained camping units are allowed on the Fairgrounds. MOTORIZED VEHICLE OPERATION— In accordance with GR1301.7: Minors who do not have a valid driver’s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles, on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver’s license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. HEALTH REQUIREMENTS—All horses on the show grounds must be in good health. Animals showing evidence of contagious or infectious diseases will be removed from the grounds by order of the official veterinarian. Horses originating from outside Minnesota must be accompanied by an Interstate Health Certificate issued by a licensed veterinarian within thirty (30) days prior to exhibition identifying each horse and certifying that it is free, insofar as can be determined, from infectious disease. A negative Coggins test for Equine Infectious Anemia within twelve (12) months and proof of Rhinopneumonitis (Rhino/flu) vaccination within six (6) months of entering the stables or the fairgrounds must accompany each horse. These documents must be recorded by the office personnel for each horse brought onto the fairgrounds. An official veterinarian will be designated to make official inspections and rulings in all cases where the opinion of a veterinarian is required. No one shall approach a veterinarian with regard to his or her decision unless he or she first obtains permission from the Show Committee or Steward who shall arrange an appointment with the veterinarian at a proper time and place. MEDICAL WASTE—There will be at least one sharps container per fifty occupied stalls for the disposal of needles and other disposable sharp instruments in convenient locations in the barn. Competition management may fine any individuals including trainers, owners, exhibitors, or their agents up to $100 for improper disposal of medical waste. STABLING— Reservations should be made by contacting Lindsey Ledo at lindseyledo@msn.com. We are expecting full barns so please make your reservations early. Phone (651) 351-0789, cell (612) 812-6597 by April 29, 2016. STALLS— The horse barn is located at 1835 Judson Ave., St. Paul, MN 55108. Horse and tack stalls are $120 for use during the duration of the show. Any stall used for any purpose will be billed. Stalls are permanent box stalls with sliding doors and vary in size from a minimum of 10 x 10 to 12 x 12. All horses entered in the show must have a stall. Damage to stalls will be billed to occupants. Horses may arrive no earlier than Tuesday, May 3, 2016 at noon. Access to stabling is entirely at the discretion of the Minnesota State Fair grounds staff. While F.A.S.H horse show staff will do everything possible to have stabling open at noon, delays out of our control may occur. BEDDING AND HAY—All bedding must be purchased through the show and ordered at the time stall reservations are made with Lindsey Ledo. Pine shavings are $8.00 per bag. Hay is available for $8.00 per bale. All prices include sales tax. 12 MINNESOTA STATE FAIRGROUNDS FACILITY RULES • Loading and unloading will be permitted at the curb next to the Horse Barn (30 minute limit). No parking is allowed in this area. • Parking for cars only is available north of the Horse Barn. All livestock trucks and trailers must park west of the Horse and Swine Barns. • Vehicles are not allowed in the barns at any time. • Horses are not allowed on the grass or sidewalks and must stay within the barricaded area • Only self-contained camping units are allowed on the Fairgrounds. They are to park in the lot west of Canfield Street only. Camper hookups are available on a $25 per day charge per camper. Campers must be registered in the Horse Show Office before hooking up. • Dogs and cats are not allowed in the Warner Coliseum. In addition, the following rules are enforced year round. No dogs or pets are allowed on the State Fairgrounds at any time unless restrained on a leash of less than six feet in length. Service Dogs and Service Dogs in training are allowed. • Smoking and any type of flame is prohibited. Heating appliances such as coffee pots, electric frying pans, hot plates, toasters, crockpots, toaster ovens and warming trays are prohibited in any facility being used for livestock housing or exhibition. (Hospitality is provided in the Horse Show Office). • Tops of stalls in any livestock building shall not be covered. If used, decorative material must be rendered and maintained flame retardant in accordance with state fire code; documentation is required. Drapes may be sprayed with flame retardant on arrival at the horse show barn. • The Minnesota State Fire Marshall will perform an inspection of the Horse Barn during the show to confirm compliance with all rules regarding electrical cords and covering of stall tops. • Please Note: These regulations are made and will be enforced by the Minnesota State Fair Board and are conditions of their lease contract with the show management. Everyone’s compliance is requested to avoid misunderstandings or embarrassment and needless inconvenience. It will be judged ONLY on the horse with performance, manners, precision and attitude being the criteria. The rider's form will not count and all horses in the class are required to perform the workout. To be shown at an animated walk or flat walk, trot and canter. Horses to stand quietly. Transitions from one gait to another should be smooth and effortless. To be penalized: laboring action, pulling, tossing head and going sideways.
