MANUAL
INTRODUCTION
This Minnesota State High School League 2016-2017 Media Policy Manual presents the rules and
regulations for news media coverage of all state tournament competition conducted by the Minnesota State
High School League.
These policies shall be in effect at all levels of state tournament competition, beginning at the subsection
level. Print, wire service, radio, television and website personnel should carefully review the policies
contained within this manual.
These policies DO NOT apply to regular season dual meets/contests or invitational meets/tournaments
(those which occur during the regular season of play). They become effective, however, at the beginning of
each level of League-sponsored state tournament competition — either subsection or section.
Rights fees for live or tape-delayed television broadcasts and all webcasts of subsection and section
tournaments are established and administered by individual administrative regions. Review the appropriate
sections pertaining to rights fees and application procedures within this Media Policy Manual
Also, contained within this manual is a complete Calendar of 2016-2017 State Tournaments/Meets and
Sites, plus a Projected Calendar for 2017-2019 events.
Most of the questions you may have about State Tournament procedures should be answered in this
manual. This manual is intended to assist members of the media in providing the best coverage possible
for the member schools and communities they serve.

GENERAL POLICIES
1: GENERAL INFORMATION
The Minnesota State High School League has established policies governing the issuance of
working news media credentials, seating locations, and use of equipment by the news media in
covering state tournament competition.
Print and broadcast editors should carefully review the following policies concerning the
issuance of credentials for reporters and photographers, as well as specific limitations policies.
While the many athletic activities conducted by the League vary in intensity of news media
coverage, major concepts of these policies of news media administration will not vary. The
degree to which these concepts will be implemented will vary according to the activity.
2: CREDENTIALS
Credentials are designed specifically to allow the bearer access to Working Media Areas of state
tournament sites. The Minnesota State High School League controls the allotment of credentials
issued to any one media organization. Specific limitations on the number of credentials that will
be issued to any one media organization are outlined in GENERAL POLICY 4: LIMITATIONS
OF CREDENTIALS.
Media planning to attend state tournaments or meets must submit requests for credentials online
according to the Deadline Schedule of this Media Policy Manual. PLEASE PLAN AHEAD:
DEADLINES WILL BE ENFORCED. Contact Yvonne Walsh or Tim Leighton at the League
Office to obtain access information. Credentials MUST ALWAYS BE VISIBLE.
Daily, color-coded wristbands for media will be used for MSHSL events. Photographers will use
daily, color-coded armbands. They will be distributed on-site. Reporters with an annual photo
identification media credential are not required to wear a daily, color-coded wristband.
Photographers with an annual photo identification media credential ARE required to wear a
daily, color-coded armband.
Credentials are required at ALL Minnesota State High School League state athletic tournaments,
with the following exceptions: Boys’ and Girls’ Tennis, Nordic Ski Racing, Alpine Skiing,
Adapted Bowling, Adapted Soccer, Adapted Floor Hockey, Adapted Softball, and the Boys’ and
Girls’ Golf tournaments.
Transfer or sale of credentials is PROHIBITED and grounds for immediate confiscation and
future denial of credentials.
Media access to subsection and section tournaments is controlled by individual
administrative regions and administered by designated tournament managers. Contact the
tournament managers as listed in the appropriate seasonal Activities Guide posted on the
League website.

3: CONDITIONS OF LEAGUE-ISSUED CREDENTIALS
Working credentials are issued by the Minnesota State High School League (hereinafter
MSHSL) to an organization (hereinafter Accredited Organization) for the sole purpose of
providing sporting event access to an individual who has a legitimate working function on behalf
of the Accredited Organization in connection with the game or event for which this credential is
issued, subject to the following conditions:
The Accredited Organization, together with the bearer of this credential and each of their agents
and personnel (collectively, “Bearer”), by acceptance and use of this credential, each represent
and agree that bearer is engaged in a legitimate working function (media or game service) in
attending this Game. This credential is for use solely in connection with Bearer’s news and
editorial coverage of the Game. Any non-editorial, commercial or other unauthorized use of
transmission, picture, film, videotape, audiotape, writing, drawing or other depiction or
description of any game, game action, game information, player interview or other arena activity,
and any non-editorial or commercial use of any team school name or logo, is prohibited without
prior specific written approval of the MSHSL.
The use of photographs taken by authority of this credential shall be strictly editorial and noncommercial in nature and shall be limited to print media and Accredited Organizations. Bearer’s
right to use any photographs taken pursuant to this credential is subject to the rights, if any, of all
third parties, including the individuals photographed. Any use of such photographs without all
necessary consents of the MSHSL shall be an Unauthorized Use.
The MSHSL shall have the right to purchase prints of any photographs taken by the Bearer and
published in a newspaper and news or sporting news periodical.
This credential is not transferable, may be revoked at any time at the sole discretion of the
MSHSL and will automatically terminate if any term hereof is breached. The Accredited
Organization or Bearer that breaches this credential is subject to legal liability as well as all costs
incurred in enforcing the terms of this document including, but not limited to reasonable attorney
fees.

4: LIMITATIONS OF LEAGUE-ISSUED CREDENTIALS
The Minnesota State High School League reserves the right to regulate the number of credentials
issued to media organizations requesting access to its events. The following limits of credentials
will be enforced and are based upon reasonable assumptions of requirements for a media
organization to provide proper coverage for its audience. All requests for credentials that exceed
the following limits will be forwarded to the League’s Communication Coordinator for review
and must include appropriate rationale for the request on the online credentials application.

 Media credentials WILL NOT be issued to parents.
 Team photographers will be issued a credential only if they have been photographing the
team all season. Professional photographers not affiliated with an Accredited Organization
will not be granted a media credential.
5: MEDIA CREDENTIAL REQUESTS AND CONDITIONS
Media credentials are only granted to legitimate news gathering organizations for their
editorial content and the regular gathering of timely transmission of news. Legitimate news
organizations have editorial oversight and produce original and objective news content of current
events that are of general interest to the communities they serve. News-gathering organizations
eligible for media credentials include, but are not limited to, traditional media organizations such
as newspapers, radio stations, television stations, wire services and pool reporters meeting these
criteria.
As described in this section, legitimate internet organizations may also qualify as newsgathering organizations eligible for media credentials. Media of a personal, recruiting or
rankings nature, or whose demographic audience are fan-based or focused on primarily
one school or a small number of schools DO NOT qualify as news-gathering organizations
for purposes of media credentials.

6: HOW TO REQUEST CREDENTIALS
News media credentials will be issued according to the following criteria:
A. Requests MUST be submitted online. Application forms are available on the League’s
web site. Contact Yvonne Walsh at the League Office to obtain access information.
B. Requests MUST be received NO LATER THAN NOON on the date specified according
to the Deadline Schedule of this Media Policy Manual.
C. For all state tournaments, credentials will be issued to all media requesting them provided
a valid coverage interest is obvious and verified.
D. Do not email Associate Directors for credentials.
All credential requests for state tournament competition will be filled through the Minnesota
State High School League Office. Credentials must be picked up at the state tournament/meet
venue, typically at a designated WILL CALL window at the venue’s box office. Names of every
individual requesting credentials must be submitted with the credential request. Photo ID must
be displayed to pick up credentials and every time the credential is used to gain entrance through
a venue’s pass gate.
NOTE: Credential requests for subsection and section tournament competition must be made
through the administrative region secretary or a designated tournament manager. Contact
information for tournament managers is published seasonally in Activities Guides posted on the
League website — www.MSHSL.org.
7: PARKING
The League neither provides nor is responsible for media parking at state tournament
venues. Media personnel must make any special arrangements with appropriate parking venues.
If media parking becomes available, League staff will notify appropriate media personnel.
Access to the playing field/rink/court at the conclusion of all games is restricted to KSTC-TV,
Channel 45, and personnel working for the Minnesota State High School League. News media
personnel are prohibited from entering the playing field/rink/court at the conclusion of ALL
games.

8: PHOTOGRAPHY POLICIES
Photographers will be allowed to work at state tournaments according to guidelines established
by Tim Leighton, the League’s Communications Coordinator, the News Media Steward on site,
or the Tournament Director. (Guidelines for photographers will be determined by the nature of
the activity and the official playing rules of the activity (GENERAL POLICY 14: SPECIAL
ARRANGEMENTS).
Photographs taken at subsection, section and
state events MAY BE SOLD for non-commercial use.
Generally, use of flash equipment is acceptable at all events except Girls’ Gymnastics and the
starts of swimming events, provided the use of such DOES NOT INTERFERE WITH THE
CONDUCT OF THE EVENT. The League’s Communications Coordinator, the News Media
Steward, or the Tournament Director has the authority to prohibit the use of flash equipment if it
interferes with the conduct of the event.
Media which intend to use remote-controlled flash equipment must first obtain written
permission from the building manager where it will be used. A copy of that written permission
statement and a request letter to use remote-controlled flash equipment must then be submitted
to the League’s Communications Coordinator according to the Application Deadline Schedule
on Page 4 of this manual.
9: LEAGUE MEMBER SCHOOL CREDENTIALS
The League will provide a limited number of student media credentials for each school
advancing a TEAM to a state tournament (GENERAL POLICY 4: LIMITATIONS OF LEAGUEISSUED CREDENTIALS). Adult advisors/administrators must submit an online request to the
League office according to the Application Deadlines detailed in this manual. The League does
not issue credentials to representatives from member schools with entrants in INDIVIDUAL
athletic events. School media representatives granted credentials are expected to adhere to all
policies in this Media Policy Manual. Adult advisors/administrators will be granted credentials to
accompany students. Student media members must be at least 17 years of age. Applicants for
the gymnastics and wrestling state meets can only do so if their school’s team qualifies.

10: PREGAME & POSTGAME INTERVIEWS & PHOTOGRAPHS
Locker rooms at League state tournaments ARE CLOSED to the news media.
The League’s Board of Directors REQUIRE that media personnel honor a 5-minute “cooling
off” period before interviewing representatives of participating teams.
Postgame news conference centers will be used for Boys’ and Girls’ Soccer, Volleyball, the
Football semifinal games, the Prep Bowl Football championship games, Girls’ and Boys’
Hockey, and the Girls’ and Boys’ Basketball state tournaments. Media Stewards on-site will be
available at each tournament for specific procedural information and directions to other
designated interview zones, if applicable.
11: PROFESSIONAL CONDUCT
Cheering or any other reactive behavior in the working news media area is not professional and
WILL NOT BE TOLERATED.
CHILDREN ARE NOT PERMITTED in the working news media area.
These areas are maintained to offer a working atmosphere conducive to productivity and
concentration. Violation of this policy may result in loss of credentials and ejection from the
event.
12: NEWS MEDIA AREA SEATING
Seating at some tournament venues is assigned by either the League’s Communications

the same site, the League will make every effort to assign that outlet the same seats in the news
media areas. If media seating is limited, the League’s Communications Coordinator or the News
Media Steward have the authority to delegate spots accordingly.
Arrangements for installation of telephone lines or Internet access and
payment for their use is the sole responsibility of each individual news
media outlet.
13: LEAGUE SERVICES FOR NEWS MEDIA
The League provides many services for the news media at state tournaments, including a
hospitality room at some venues. ONE complimentary tournament program for media will
be provided. Please note: QUANTITIES ARE LIMITED.

14: SPECIAL ARRANGEMENTS
A. State Football Tournament
1. Credentials:
Quarterfinal Games — Credential requests must be made to the League office. ALL

stations to use during the championship games.
3. Photography:
Photographers may work from the press box or from the sidelines, and MAY NOT
work within the outlined bench areas. NOTE --- Photographers are not allowed to
shoot from the press box.

Photographers must check in daily with media will call to receive a color-coded
armband. Photographers working on the sidelines MUST: 1) visibly wear a credential
issued by the League; 2) stay off the playing field or in the 12-foot area between the
limit line and the sideline at all times during the game, including time-outs; 3) never
obstruct the view of a ticket holder; 4) make special arrangements with the
Tournament Manager if stationary tripods will be used. Typically, tripods must be
placed at least five (5) yards away from the sidelines or the end line on the field level;
6) not wear apparel with any visible advertising (GENERAL POLICY 8:
PHOTOGRAPHY POLICIES).
4. Interviews:
Locker rooms ARE CLOSED to the news media. Participants and coaches can be
made available for interviews in the news conference center following each semifinal
game and Prep Bowl championship game. A News Media Steward will bring a coach
and requested participants to the news conference center following the 5-minute
“cooling off” period. Reporters and photographers must not interfere with personnel
associated with a live television broadcast by KSTC-TV or live webcast by
GrandStadium.
B. State Soccer Tournament

will be given a daily, color-coded wristband for media access. Any radio station not
originating play-by-play coverage from the news media area will be required to submit
an air-check of reports originated at the tournament by its credentialed representative.
These air-checks must be identified by date and time and must be submitted to Tim
Leighton, Communications Coordinator, no later than April 17, 2017. Likewise, any
newspaper or specialty publication of less than daily circulation will be required to
submit tear-sheets of its published tournament coverage to Ellen Rajkowski no later
than April 17, 2017. Any radio station or print publication failing to comply with this
requirement will be denied credentials for the following year’s State Wrestling
Tournament. Significant past abuse of League credentials for this tournament underlies
this policy. Limited seating is available in the Xcel Energy Center, so seating is not
guaranteed.

2. Photography:
Authorized photographers must check in daily with media will call to receive a colorcoded armband. When eight mats are configured, floor access is prohibited. However,
the first two rows of seating around the arena floor are reserved for media personnel.
Photographers, when on the floor, MUST SIT within designated areas and out of
spectator sight lines of both the wrestlers and the scoreboards/clocks. Tournament
management personnel will have final authority in designating areas where
photographers may sit and may be consulted for such advice at any time.
Photographers must leave the floor when the match is concluded. When shooting from
spectator areas, photographers must stay out of spectator sight lines (GENERAL
POLICY 8: PHOTOGRAPHY POLICIES).
3. Interviews:
Reporters must interview coaches and wrestlers away from the mat area (in the
working press area, outside the locker rooms or in the lower corridors of Xcel Energy
Center). Locker rooms at League state tournaments ARE CLOSED to the news
media. The League Board of Directors REQUIRES that media personnel honor a 5minute “cooling off” period before interviewing athletes or coaches. At the conclusion
of the final match of the day in Xcel Energy Center, and after the “cooling off” period
and any awards ceremony, reporters and photographers are permitted on the floor, but
must not interfere with personnel associated with a live webcast by GrandStadium.
4. Media Room:
A Media Room is available and is a place where you may work or relax and enjoy
refreshments.
5. Results:
Results of all individual matches, as well as all team matches, will be available on the
League’s website at www.mshsl.org. No results will be individually distributed.
E. State Girls’ and Boys’ Hockey Tournaments
1. Credentials:
Credential requests must be made to the League office. All media must request access
using the application available online at the League’s website. Requests MUST be
received NO LATER THAN NOON on the date specified according to the Deadline
Schedule of this Media Policy Manual. All authorized credentials must be picked up at
the Xcel Energy Center box office or will call window and photo ID must be
presented. Authorized media will receive a daily, color-coded wristband for media
access. Press box seating is not guaranteed at any tournament site.

Photographers must check in daily to the media will call window to receive a colorcoded armband. Photographers MUST NOT work in the stands during games so as to
not interfere with spectator sight lines. At all hockey tournament venues there are
designated areas where photographers may work. One still photographer is permitted

to shoot from a position between the two bench areas. Access to the area between
benches will be rotated on a period-by-period basis among all media outlets making a
timely request for access. Ellen Rajkowski of the League staff is the initial coordinator
of access and is the contact for making a request for between-bench access.
Subsequently, the tournament Media Steward has that responsibility. It will be the
responsibility of the photographer to arrange for access to these areas. Near the
conclusion of games, it is recommended that photographers position themselves in the
tunnel near the bench area of the winning team. When the players exit the bench area,
that bench area becomes a viable location for unobstructed photography by all
photographers (GENERAL POLICY 8: PHOTOGRAPHY POLICIES).

Television, radio, print and/or other media may not use or allow to be used, during the live
presentation of the activity, rebroadcast thereof, or any printed accounts of the activity, any
commercial nor may any of the broadcasters or writers refer to or use the words that imply a
sponsorship of any tournament under the jurisdiction and control of the Minnesota State High
School League without the expressed written consent of the Minnesota State High School
League. YOU MAY NOT ALLOW ADVERTISERS TO CLAIM THAT THEY ARE
SPONSORS OF LEAGUE STATE TOURNAMENTS.
LEAGUE BOARD OF DIRECTORS POLICY
The terms “sponsor,” “sponsorship,” or other like terms that imply or
refer to the presentation and support of the activities under the
jurisdiction and control of the Minnesota State High School League
shall not be used unless expressly approved, in writing, by the
Minnesota State High School League
Board of Directors.
Media advertisers shall be limited to presenting their message during
paid commercial time only. Any use of an advertiser’s message outside
of paid commercial time is strictly prohibited.

16: BLOGGING
Bloggers from a non-accredited news-gathering organization or a non-accredited website
will not receive a news media credential for state tournament-level events.
Authorized media intending to blog at a League subsection or section event must submit an
online Webcast application noting the intent to blog on a live basis.
All blogs must be free of charge to readers. If reader comments are permitted, the media agrees
to monitor the comments and remove comments that include personal attacks on any participant
involved in the competition.
17: OTHER INSTANT, LIVE-STREAMING METHODS
Instant, live-streaming mechanisms like Periscope, Meerkat or others as determined by League
personnel, are strictly prohibited. Posting of “real-time’’ description of events belongs solely to
the League and its designated personnel. Violation of this will result in an instant forfeiture of
media credentials. THIS WILL BE STRICTLY ENFORCED.

RADIO POLICIES
PERIODIC REPORTS
Radio stations intending to originate periodic reports ONLY and not provide play-by-play
coverage SHOULD NOT submit a broadcast rights application. Instead, personnel should
make only a credentials request (GENERAL POLICY 6: HOW TO REQUEST
CREDENTIALS). Specific limitations on the number of credentials that will be issued to
any one media organization are outlined in GENERAL POLICY 4: LIMITATIONS OF
CREDENTIALS.
1: MINNESOTA BROADCASTERS ASSOCIATION AGREEMENT
The Minnesota State High School League Board of Directors has approved an agreement with
the Minnesota Broadcasters Association to waive the rights fees for member MBA radio stations
which agree to subscribe to the terms of the agreement for the 2014-2015 school year. The
agreement provides that each participating radio station will provide a minimum annual amount
of $2,000 worth of commercial announcements to the League. These commercial announcements
will be distributed by the MBA to its total membership. The League, in turn, waives payment of
rights fees for participating radio stations to originate live play-by-play broadcasts at League
subsection, section, and state tournament events.
Rights fees for play-by-play radio broadcasts of any subsection, section, or state tournament are
waived for participating radio stations. The tournament management at each of these levels will
provide broadcast accommodations and appropriate tournament information to participating
radio stations. A list of participating radio stations is maintained by the League and the MBA.
This agreement will be carefully monitored and reviewed annually. It is possible that radio
stations which chose not to participate in the League/MBA agreement may wish to broadcast
state tournament events. Nonparticipating radio stations must pay a rights fee of $100.00 per
game for any play-by-play broadcast at any level of tournament. The League will advise each
Administrative Region Secretary about which radio stations elected to participate in the
agreement so that rights fees can either be appropriately assessed or waived.
2: BROADCAST RIGHTS AND FEES
The broadcast rights fee for any level of tournament is $100.00 per game. The broadcast
rights fee is waived for any radio station participating in the Minnesota State High School
League/Minnesota Broadcasters Association Agreement for 2016-2017.
APPLICATION MUST BE MADE for broadcast rights to originate live play-by-play coverage
AT ALL LEVELS OF ALL STATE TOURNAMENTS. STATE TOURNAMENT
COMPETITION BEGINS AT THE SUBSECTION OR SECTION LEVEL. The League
Communications Coordinator is the official who approves these applications. Stations must also
contact subsection or section tournament managers to ensure accommodations are made for their
personnel. Broadcast rights for League state tournaments will not be exclusively granted to any
one station, network or sponsor.

The League reserves the right to individually consider applications from radio stations or a
network of stations outside the State of Minnesota.
The League reserves the right to revoke the broadcast rights of any radio station if any portion of
its broadcasts is considered to have been in poor taste or incompatible with the educational
dignity and propriety of the tournament or the host institution from which the broadcasts
originated.
Family members of radio personnel are not allowed in the booth or along press row without
proper credentialing. Violation of this will result in instant forfeiture of media credential.
3: HOW TO APPLY FOR BROADCAST RIGHTS
Submit a separate application: for each level of tournament (subsection, section, state); for each
class (e.g. Class A, Class AA); and for each activity (football, hockey, softball). All applications
must be submitted online at the League website — www.MSHSL.org — prior to the appropriate
Application Deadlines in this manual. Applications received after these deadlines will be
denied.
Applicants are required to indicate whether a telephone line or cell phone will be used.
Applicants are also required to indicate what teams at what levels will be covered.
When applicable, a check for appropriate rights fees must be submitted along with applications.
Broadcast rights will not be granted until all rights fees have been paid. Make checks payable to:
Minnesota State High School League and hand into the Media Steward at the event you are
covering.
4: APPLICATION DEADLINES & CANCELLATION PROCEDURE
Deadlines for receipt of applications/payment of rights fees are listed in this manual.
Applications received after these deadlines WILL BE DENIED. There will be no exceptions.
The Minnesota State High School League agrees to fully refund broadcast rights fees only if a
radio station submits, in writing, notice of cancellation of its application for broadcast rights
prior to the game/session in question. The cancellation notification may be done by fax or by email. Refunds will be issued only to those radio stations which comply with these requirements.
5: FEEDS
A radio station granted broadcast rights shall not feed its broadcast to any other station or
stations without permission from the Minnesota State High School League. Requests for such
permission should be indicated on the League Broadcast Rights Application.
A radio station must apply and receive League broadcast rights approval before accepting a feed
from any other radio station, and must abide by all regulations in this Media Policy Manual.

6: RADIO BROADCASTING ACCOMMODATIONS
The League shall make every effort to provide comfortable broadcast facilities for all approved
applicants. If demand exceeds available facilities, consideration shall be given according to the
following conditions listed by priority:
A) to stations covering the competing teams;
B) to stations representing the host community;
C) to stations covering the geographic region involving the competing schools and host site;
D) to all other stations.
For seating assignments, stations which originate all championship-round contests shall have
first priority over other stations, with second priority then given to stations following the
competing teams in each specific contest. Seating assignments may also be based on the date
applications are received.
The League will furnish up to two seats in an area designated for broadcast media, but will
assume no other expense for the broadcasts.
7: ADVERTISING
Stations must be able to produce, in writing and upon request of the MSHSL, any and all
advertisements used during a broadcast.
The League reserves the right to approve or reject advertisements for any product or service. For
any part of the broadcast which originates from the site of the activity, ADVERTISING OF —
1) ANY MOOD-ALTERING CHEMICALS, SUCH AS ALCOHOL, TOBACCO, OR
DRUGS OF ANY KIND; OR 2) GAMBLING OF ANY SORT — IS PROHIBITED.
Businesses whose primary purpose is selling alcoholic beverages — bars, taverns, liquor stores,
etc. — are prohibited from advertising on radio broadcasts during any League-sponsored events.
Combination businesses, such as drug stores, restaurants, or hotels, which dispense alcoholic
beverages in a capacity secondary to its primary purpose, may advertise on radio broadcasts
during League-sponsored events, however, no part of the advertising message may refer to the
sale of alcoholic beverages, or to a bar, cocktail lounge or other facility dispensing alcoholic
beverages. Any business or organization which is either directly or indirectly related to the
gambling industry may advertise on radio broadcasts during League-sponsored events, however,
no part of the advertising message may refer to the availability of gambling opportunities or
promote gambling in general. This policy is interpreted to mean:
A) Advertising messages for the type of prohibited sponsors cannot be used during the
broadcast from the time the broadcast begins at the site of the event until the conclusion of
the broadcast at the site of the event.
B) At no time during the broadcast originating from the site of the event shall a listing of
prohibited broadcast sponsors be read which includes the name of such prohibited
businesses, products, or services.
C) The League shall immediately exercise its right and responsibility to cancel all broadcast
rights for an ongoing event and subsequent events of any station found to have violated the
provisions of this advertising policy.

The League encourages stations to incorporate into their tournament commercial schedules at
least one (1), and more if possible, of the League’s commercial announcements made available
by the Minnesota Broadcasters Association.
BROADCASTERS SHOULD PAY SPECIAL ATTENTION TO GENERAL POLICY 15:
SPONSORSHIP ADVERTISING.
LEAGUE BOARD OF DIRECTORS POLICY
The terms “sponsor,” “sponsorship,” or other like terms that imply or
refer to the presentation and support of the activities under the
jurisdiction and control of the Minnesota State High School League
shall not be used unless expressly approved, in writing, by the
Minnesota State High School League
Board of Directors.
Media advertisers shall be limited to presenting their message during
paid commercial time only. Any use of an advertiser’s message outside
of paid commercial time shall be strictly prohibited.
8: SPECIAL ARRANGEMENTS
A) Football Championship Games (Prep Bowl) at U.S. Bank Stadium
1) A station from the community in which the school is located will be given first priority
for broadcast rights and booth assignment before a station serving the region, which
would be given second priority.
Every attempt will be made to provide
accommodations to all interested stations.
2) Telephone lines will be available for member radio stations to use during the
championship games. Two stations may have to simultaneously occupy the same booth
during periods of post-game/pre-game shows. A station must vacate its position as
soon as possible following the conclusion of its broadcast. There will be 15 minutes
between games. All starting times except for each day’s first game are approximate.
Stations should be prepared to begin a broadcast within 15 minutes after the conclusion
of the preceding game.
3) The League will provide up to two (2) seats in the assigned broadcast booths.
4) A station must not occupy a broadcast booth other than its assigned booth without first
receiving approval from the League Communications Coordinator or from the News
Media Steward.
B) State Wrestling Tournament
at Xcel Energy Center
1) Radio stations doing only periodic reports from the state tournament, not play-by-play
coverage, should not submit an Application for Radio Broadcast Rights. Instead,
follow the procedure outlined in GENERAL POLICY 6: HOW TO REQUEST
CREDENTIALS.

2) Radio stations doing only periodic reports are required to submit air-checks
(GENERAL POLICY 14: SPECIAL ARRANGEMENTS).
3) Radio stations doing play-by-play coverage must specify on the Application for
Broadcast Rights if its personnel will be using a cell phone or if a phone line is
required.
TELEVISION POLICIES
1: EXCLUSIVE BROADCAST RIGHTS
Prep Bowl
State Girls’ Hockey Tournament
State Boys’ Hockey Tournament
State Girls’ Basketball Tournament
State Boys’ Basketball Tournament
The Minnesota State High School League, through a competitive bidding process, has awarded
exclusive live play-by-play television broadcast rights for the Prep Bowl, Girls’ Hockey
Tournament, Boys’ Hockey Tournament, Girls’ Basketball Tournament, and Boys’ Basketball
Tournament.
The League has granted KSTC-TV, Channel 45, St. Paul, exclusive rights to televise the 2016
Prep Bowl (seven championship football games), all championship rounds of the 2017 State
Girls’ Hockey Tournament, all championship rounds of the 2017 State Boys’ Hockey
Tournament, the semifinals and championship games of the 2017 State Girls’ Basketball
Tournament, and the semifinals and championship games of the 2017 State Boys’ Basketball
Tournament. The rights granted include marketing and distribution of the tournament games
statewide by KSTC-TV, Channel 45 via broadcast stations, low-power TV stations, cable
systems, and Internet streaming (webcast).
The League’s broadcast rights agreement with KSTC-TV, Channel 45 also grants KSTC-TV,
Channel 45 the right of first refusal to broadcast and/or webcast championship-round games of
any other League-sponsored activity not specified in the preceding paragraph. KSTC-TV,
Channel 45 is also granted the right of first refusal to match any offer made by any other
broadcast television entity or webcast entity to broadcast and/or webcast championship-round
games of any other League-sponsored activity not specified in the preceding paragraph. Such
offers from other broadcast television entities or webcast entities must be presented to the
League a minimum of 30 days prior to the event for which rights are sought. Additionally, this
identical right of first refusal is extended to KSTC-TV, Channel 45, St. Paul, for broadcast
and/or webcast coverage of section playoffs in activities.
EXCLUSIVE ACCESS
Only KSTC-TV, Channel 45 or other photographers working for the Minnesota State High
School League have access to the playing field/ rink/court at the conclusion of all games. All
other photographers and reporters are prohibited from entering the playing field/rink/court at the
conclusion of all games.

GAME-ACTION VIDEO
KSTC-TV, Channel 45 has exclusive rights to all game action on the playing field/rink/court.
Media credentials issued to all other media personnel authorize the holder to only shoot video of
non-game action. (e.g. player interviews, crowds, coaches). Media credentials DO NOT
authorize holders to shoot video of game action.
The use of video of game action on over-the-air television, cable television or any other media
(e.g., Internet, wireless, podcasts) is within the exclusive rights granted to KSTC-TV, Channel
45. Media using any televised game action video must adhere to the following guidelines:
A) Video highlights for over-the-air television or cable television sportscasts must be recorded
from KSTC-TV, Channel 45’s off-air signal only, and use must not exceed two minutes in
duration per day. Live simulcasting is prohibited. All media organizations that use video
highlights of KSTC-TV, Channel 45’s off-air game action must give on-screen
synchronous credit to KSTC-TV, Channel 45 for a minimum of 5 seconds as the video
airs.
B) Video highlights used by any other media must be recorded from KSTC-TV, Channel 45’s
off-air signal only, and use must not exceed two minutes in duration per day and must be
removed from a website no later than 24 hours after the conclusion of that live event. Permanent
archiving of video highlights is prohibited. Live simulcasting is prohibited. All media
organizations that use video highlights of KSTC-TV, Channel 45’s off-air game action must give
on-screen synchronous credit to KSTC-TV, Channel 45 for a minimum of 5 seconds as the video
airs.
Other than KSTC-TV, Channel 45, or an identified partner of KSTC-TV, Channel
45, no live webcast or live over-the-air broadcast shall be permitted at any
quarterfinal, semifinal, or state tournament championship game/match/event.
In August of 2004, the Minnesota State High School League (the “League”)
entered into a broadcast agreement (“Initial Agreement”) with KSTC-TV, LLC,
Channel 45 (“KSTC”). The Initial Agreement granted KSTC the exclusive rights to
broadcast certain League-sponsored Championship Games. The term
“Championship Game” is defined as a League-sponsored tournament contest
played by participating teams that are still eligible to win the particular
tournament. The term “Broadcast” is defined to include a Live Broadcast
(simultaneous transmission) or a Delayed Broadcast (transmission at a time
other than a live broadcast) of an event by television.
The Initial Agreement was amended (“Amended Agreement”) on June 8, 2009, to
address changes in technology that made it necessary to include additional
League-sponsored Championship Games not carried on television under the
terms of the Initial Agreement. The Amended Agreement further expanded the
exclusive broadcast rights given to KSTC to include Internet streaming
(“webcasting”).

The following is provided for purposes of clarification.
For games that are produced by KSTC-TV, Channel 45, and broadcast live,
cameras from other network affiliates or cable providers will not be allowed to be
on the field, court, ice, etc. The network or cable provider can record the KSTCTV, Channel 45 off-air signal and use those highlights in their news broadcasts.
Highlights are limited to a total of 2 minutes, and an on-screen synchronous
visual credit for a minimum of 5 seconds as the video airs must be given to
KSTC-TV.
For games that are produced by 45.GrandStadium.tv and streamed live on the
Internet (not televised), cameras from network affiliates or cable providers will be
allowed to shoot highlights of the game. The highlights are limited to a total of 2
minutes, and an on-screen synchronous visual credit for a minimum of 5 seconds
as the video airs must be given to 45.GrandStadium.tv. The location of the
camera(s) will be subject to direction by the field producer from
45.GrandStadium.tv or MSHSL Tournament Personnel so as to not interfere with
the production of the game. Partners of GrandStadium may do a delayed
broadcast provided KSTC-TV is not covering the game.
These same policies also apply to all Subsection and Section Championship
games, but the additional permission to webcast a Subsection or Section
Championship Game must first be approved by the Region Secretary responsible
for conducting that Game.

ADDITIONAL BROADCAST GUIDELINES
 Games broadcast by KSTC-TV may not be videotaped in any manner, ie: mobile device
or camera by anyone in the arena or on the playing field.
 Video is permitted to be shot at the venue before and after game sessions once KSTC-TV
is off the air. Games sessions are defined as when KSTC-TV goes on the air to when it
goes off the air.
 Video restrictions include the medal and trophy presentations.
 A 5-second courtesy must be given to KSTC-TV ANYTIME highlights are used for any
broadcast or webcast; whether used the day of the event, the day after or for file content
during future usage, including feature packages.
 Highlights recorded from off-air broadcast may be used while the game(s) are still on the
air.
 Any live shot or recorded stand up by any credentialed media or hired freelancer MUST
NOT show the field of play while KSTC-TV is on the air.
 Parents and/or booster clubs may not shoot video of games nor can media outlets shoot
warm-ups on the field of play.
 Anyone wanting to use video on a website from a KSTC-TV game broadcast must
receive written consent from the Minnesota State High School League and KSTC-TV.

POSTGAME/INTERVIEWING REMINDERS
 KSTC-TV has the first interview with coaches and/or players, of their choice, following
the completion of any televised game.
 All other credential media representing newspapers, radio, web, television or cable must
wait until KSTC-TV has completed its interviews, and the 5-minute “cooling off’’ period
has expired, before commencing its interviews
 Interviews by those holding media credentials must be off the field of play which
includes, ice, court and field. Credentialed media are to use designated Media Zones for
interviews or confirm with the MSHSL about alternative interview areas.
2: LIVE BROADCAST RIGHTS FOR OTHER TOURNAMENTS
Live play-by-play television broadcast rights may be granted for subsection and section
tournaments in all activities. KSTC-TV, Channel 45, St. Paul, has been granted the right of first
refusal to match any offer made by any other broadcast television entity or webcast entity to
broadcast and/or webcast championship-round games of any League-sponsored activity. Such
offers from other broadcast television entities or Webcast entities must be presented to the
League a minimum of 30 days prior to the event for which rights are sought, or are approved by
the League’s Communications Coordinator and Executive Director.
Live play-by-play television broadcast rights may be granted for state tournament competition in
the following activities: Adapted Bowling; Adapted Floor Hockey; Adapted Soccer; Adapted
Softball; Girls’ Badminton; Boys’ and Girls’ Basketball (all quarterfinal-round and third-place
games); Boys’ and Girls’ Cross Country running; Girls’ Dance Team; Debate; Boys’ and Girls’
Nordic Skiing; Football tournament quarterfinals; Boys’ and Girls’ Golf; Girls’ Gymnastics;
Girls’ hockey (all but championship semifinal and championship games); boys’ hockey (all
consolation-round and third place games); Boys’ and Girls’ lacrosse; Boys’ and Girls’ Alpine
Skiing; Music; One Act Play; Boys’ and Girls’ Soccer; Speech; Boys’ and Girls’ Swimming and
Diving; Boys’ and Girls’ Tennis; Boys’ and Girls’ Track and Field; Wrestling.
A two-step application process must be completed that includes negotiation of a rights fee. To
initiate the application process for subsection and section tournaments, contact the appropriate
Administrative Region Secretary (GENERAL POLICY 18: ADMINISTRATIVE REGION
SECRETARIES). To initiate the application process for state tournaments, contact either David
Stead or Tim Leighton at the League office.

3: MEMBER SCHOOL PHOTOGRAPHERS, VIDEOGRAPHERS
Only personnel from competing schools may videotape or film a state tournament game and only
those games in which that particular school competes. The competing school must receive
permission from the Communications Coordinator or appropriate League Tournament Director
in advance of the game(s). The videotape or film may be used for coaching purposes or for
preparation of a video yearbook, but may not be sold, rented, or loaned for commercial or
scouting purposes. Schools not competing in any event MAY NOT videotape or film that event.
4) SCHOOL-BASED EDUCATIONAL TELEVISION
The League, recognizing the value of wide dissemination of its activities through the mass
media, provides for the telecasting of its activities over television channels, either cable or overthe-air. APPLICATION MUST BE MADE for broadcast rights to originate live or tapedelayed play-by-play coverage AT ALL LEVELS OF ALL STATE TOURNAMENTS
(STATE TOURNAMENT COMPETITION BEGINS AT THE SUBSECTION OR
SECTION LEVEL). The League’s Communications Coordinator is the official who approves
these applications. Subsection or section tournament managers must also be contacted by
approved stations to ensure accommodations are made for them.
Before films, videotapes, DVDs or digital files of League activities may be telecast or webcast,
the educational television outlet must first obtain permission from the League, any originating
producer, and any commercial sponsors, if applicable. In most cases, these telecasts must be
delayed, with first scheduled telecast no sooner than midnight (12:00 a.m.) the day following that
activity. In all cases, these delayed telecasts must never coincide with a time that KSTC-TV,
Channel 45 or 45.GrandStadium.tv is broadcasting or webcasting live a League state tournament
of ANY activity.
[EXAMPLE: A girls’ section basketball game is played on Thursday afternoon and videotaped
by a crew from one of the participating schools. That tape cannot be replayed until midnight
(12:00 a.m.) Friday, and never while KSTC-TV, Channel 45 or 45.GrandStadium.tv is
broadcasting or webcasting live any other Minnesota State High School League state
tournament.]
Live telecasts of subsection, section or state tournaments/meets require the additional approval of
the pertinent administrative region secretary and executive director of the Minnesota State High
School League. A separate written agreement is required for live telecasts and may be obtained
from the pertinent administrative region secretary or League office staff.
When KSTC-TV, Channel 45 is providing a live telecast of a state tournament, other stations
MAY NOT telecast live or tape-delay broadcast any subsection or section game(s) and/or
meet(s) of ANY activity. [EXAMPLE: A section boys’ hockey final MAY NOT be telecast
while KSTC-TV, Channel 45 is televising live the State Girls’ Hockey Tournament.]
The League also recognizes that all schools do not have the resources to produce programming
for their local educational television channel. Some schools depend upon the personnel and

equipment of local cable franchisees or the franchisees’ designated representatives, such as a
public access corporation, to videotape school activities for delayed telecast. Therefore, the
League will recognize representatives of cable outlets or public access studios and others as
official educational television personnel for a school, provided such an assignment of
responsibility from that school district’s superintendent is submitted annually in writing to the
League office. Replays are limited to the local educational television channel of that school
district and the system-wide general channel of the originating cable system.
If a school or a school’s designee films or videotapes a contest in which that school participates,
there shall be no rights fee charged, and the film, videotape, DVD or digital file continues to be
the property of the school. Commercial sponsorship of any kind is prohibited. Supporting
sponsors may be briefly mentioned or visually acknowledged. A violation constitutes grounds
for immediate revocation of that school’s or school designee’s fee-waiver status and appropriate
rights fees would be charged.
Under no circumstances shall films, videotapes, DVDs or digital files produced by school-based
educational personnel or their official designees be shared with any other school, over-the-air or
cable television station, unless expressly required to do so by other League rules or regulations or
unless written permission is first obtained from the Minnesota State High School League.
Before school-based educational personnel or their official designees granted broadcast rights by
the League may share films, videotapes, DVDs or digital files with other school-based
educational personnel or their official designees, the school-based educational personnel or their
official designees accepting this “feed” must: a) make application by the designated deadline; b)
provide at least two of its own personnel to assist in producing the broadcast when possible; and
3) demonstrate that the schools/teams involved in the contest are within the regular cable
coverage area of the applicant.
A school which designates any outside agency as its educational television producer may forfeit
the right to send its own film or video photographer(s) to League-sponsored tournament
activities if insufficient space is available. Whenever possible, both the school’s and its
designated producer’s personnel will be accommodated.
This policy shall begin at the first level of participation for all League-sponsored tournament
activities. The first level of participation shall be defined as any activity which begins at the
subsection or section level and progresses to a championship state tournament or meet.
5: SPOT NEWS / SPORTS
Reporters and photographers from over-the-air stations and/or cable television systems shall be
allowed access on all days of most tournaments/meets for spot news coverage, except those
tournaments that are broadcast live by KSTC-TV, Channel 45 or its affiliate. Game action video
provided by KSTC-TV, Channel 45 or its affiliate may be used, but is specifically governed by
the limitations listed under TELEVISION POLICY 1: EXCLUSIVE BROADCAST RIGHTS. Film
or video highlights shall be limited to a station’s regular news and/or sports telecast or other
special news and/or sports programs.
Credentials must be obtained from the League in

advance. Broadcast rights applications are not required. Submit credentials requests online on
the League website (GENERAL POLICY 6: HOW TO REQUEST CREDENTIALS).
6: TAPE-DELAYED BROADCASTING
The Minnesota State High School League may sell rights for the delayed television broadcast of
section and state tournament competition in the following activities: adapted bowling, adapted
floor hockey; adapted soccer; adapted softball; girls’ badminton, baseball; boys’ and girls’
basketball (state tournament quarterfinal-round and third-place games only); boys’ and girls’
cross country running; girls’ dance team, debate, boys’ and girls’ Nordic skiing; football (state
tournament quarterfinals only); boys’ and girls’ golf; girls’ gymnastics; girls’ hockey (all but
state tournament championship semifinal and championship games); boys’ hockey (state
tournament consolation-round and third-place games only); boys’ and girls’ lacrosse; boys’ and
girls’ Alpine skiing; music, one act play, boys’ and girls’ soccer; girls’ softball; speech, boys’
and girls’ swimming and diving; boys’ and girls’ tennis; boys’ and girls’ track and field; girls’
volleyball; wrestling.
Access to the playing field/rink/court at the conclusion of all games is restricted
to KSTC-TV, Channel 45, GrandStadium, and personnel working for the
Minnesota State High School League. News media personnel are prohibited
from entering the playing field/rink/court at the conclusion of all games.
7: TAPE-DELAYED BROADCAST RIGHTS AND FEES
Tape-delayed broadcast rights fees for subsection and section events are established and
administered by individual administrative regions (GENERAL POLICY 18: ADMINISTRATIVE
REGION SECRETARIES). Tape-delayed broadcast rights fees for state tournaments/meets
beyond those levels are $150.00 per game and must be paid to the League Office before the start
of the tournament/meet. The fee is made payable to the Minnesota State High School League
and can be delivered to the Media Steward prior to coverage. The tape-delayed broadcast rights
fee is waived for any member school that records contests in which its teams/individuals
competed, or for any official designee of a member school (TELEVISION POLICIES 4:

The Minnesota State High School League requires that application be made for tape-delayed
broadcast rights. APPLICATION MUST BE MADE for broadcast rights AT ALL LEVELS
OF ALL STATE TOURNAMENTS (STATE TOURNAMENT COMPETITION BEGINS
AT THE SUBSECTION OR SECTION LEVEL).
The League’s Communications
Coordinator is the official that approves these applications. Subsection and section officials must
also be contacted to ensure accommodations are made for approved television producers. Tapedelayed broadcast rights for League state tournaments will not be exclusively granted to any one
station, network or sponsor.
A station may telecast tapes of game(s) and/or meet(s) no sooner than midnight (12:00 a.m.) on
the day following the game(s) and/or meet(s).

[EXAMPLE: A girls’ section basketball game is played on Thursday afternoon and videotaped
by a crew from one of the participating schools. That tape cannot be replayed until midnight
(12:00 a.m.) Friday, and never while KSTC-TV, Channel 45 or 45.GrandStadium.tv is
broadcasting or webcasting live ANY other Minnesota State High School League state
tournament.]
When KSTC-TV, Channel 45 is providing a live telecast or 45.GrandStadium.tv is providing a
live webcast of a state tournament, other stations MAY NOT telecast live or tape-delayed
broadcast any subsection or section game(s) and/or meet(s) of ANY activity.
[EXAMPLE: A section boys’ hockey final MAY NOT be telecast while KSTC-TV, Channel 45
is televising live the State Girls’ Basketball Tournament.]
The use of films, videotapes, DVDs or digital files by the originating station for any purpose
other than for complete playback of the game(s) and/or meet(s), or for the use of highlights for a
regularly scheduled news/sports telecast — not to exceed two (2) minutes running time — is
prohibited. Any other use of the verbal description and video account of the game(s) and/or
meet(s) must be approved in writing by the Minnesota State High School League.
The complete replay of the game/meet can be shown on the station approved for tape-delayed
broadcast no more than three times through a normal playback cycle in the 10-day period
following the actual event. Such replays may be webcast simultaneously on the station’s
website. Thereafter, replays may be shown with no restrictions.
The League reserves the right to individually consider applications from over-the-air or cable
television stations or network of stations outside the State of Minnesota. Applicants must
negotiate rights fees with the Minnesota State High School League for each type of
game/session/meet that is available. All rights fees must be paid to the League Office before the
start of the tournament.
The League reserves the right to revoke the broadcast rights of any over-the-air or cable
television station if any portion of its broadcasts is considered to have been in poor taste or
incompatible with the educational dignity and propriety of the tournament or the host institution
from which the broadcasts originated.
8: HOW TO APPLY FOR TAPE-DELAYED BROADCAST RIGHTS
Submit a separate online application: for each level of tournament (subsection, section, state); for
each class (e.g. Class A, Class AA); and for each activity (football, hockey, softball). All
applications must be submitted online at the League Web site — www.MSHSL.org — prior to
the appropriate Application Deadlines listed on Page 4 of this manual. Applications received
after these deadlines WILL BE DENIED. There will be no exceptions.

9: APPLICATION DEADLINES & CANCELLATION PROCEDURE
Deadlines have been established for receipt of applications/payment of rights fees. Applications
received after these deadlines WILL BE DENIED. There will be no exceptions. The Minnesota
State High School League agrees to fully refund broadcast rights fees only if a television station
submits, in writing, notice of cancellation of its application for broadcast rights prior to the
game/session in question. The notification may be done by fax or by e-mail. Refunds will be
issued only to those television stations which comply with these requirements.
10: FEEDS
An over-the-air or cable television station granted broadcast rights shall not feed its broadcast to
any other station or stations without permission from the Minnesota State High School League.
Requests for such permission should be indicated on the Broadcast Rights application.
An over-the-air or cable television station must make application and receive League broadcast
rights approval before accepting a feed from any other station, and must abide by all regulations
in this Media Policy Manual, including payment of appropriate rights fees.
For the purposes of this Television Policies section, a videotape, DVD or digital file of a League
activity is considered a “feed.” Therefore, an over-the-air or cable television station, even if
granted broadcasts rights by the League, may not share a videotape, DVD or digital file with any
other station or stations without express written permission from the League and payment of
appropriate rights fees.
11: TELEVISION BROADCASTING ACCOMMODATIONS
The League will make every effort to provide broadcast facilities for all approved applicants. If
demand exceeds available facilities, consideration shall be given according to the following
conditions (listed by priority):
A) to stations covering the competing teams;
B) to stations representing the host community;
C) to stations covering the geographic region involving the competing schools and host site;
D) to all other stations.
The League will furnish up to two seats in an area designated for broadcast media, but will
assume no other expense for the broadcasts.
In the event more than one station is approved to televise the same game(s) or session(s), said
stations may be required to share equipment and announcing positions. Such sharing will be

mutually arranged by the stations involved and the League’s Communications Coordinator. If
facilities are not available to accommodate more than one station and sharing of equipment and
announcing positions cannot be arranged, consideration shall first be given to the viewing areas
served compared to the participating teams and/or individuals. With these factors being equal,
priority shall first be given to stations which have previously televised League activities.
Stations must assume all expenses (including payment for tickets not available for sale to fans
because of television equipment) in connection with telecasting and must provide all equipment
necessary for telecasting.
Provisions for special parking privileges for vehicles required for television productions must be
made in advance with the staff of the appropriate tournament venue.
12: ADVERTISING
Stations must be able to produce, in writing and upon request of the MSHSL, any and all
advertisements used during a broadcast.
The League reserves the right to approve or reject advertisements for any product or service. For
any part of the broadcast which originates from the site of the activity, ADVERTISING OF —
1) ANY MOOD-ALTERING CHEMICALS, SUCH AS ALCOHOL, TOBACCO, OR
DRUGS OF ANY KIND; OR 2) GAMBLING OF ANY SORT — IS PROHIBITED.
Businesses whose primary purpose is selling alcoholic beverages — bars, taverns, liquor stores,
etc. — are prohibited from advertising on television broadcasts during any League-sponsored
events. Combination businesses, such as drug stores, restaurants, or hotels, which dispense
alcoholic beverages in a capacity secondary to its primary purpose, may advertise on television
broadcasts during League-sponsored events, however, no part of the advertising message may
refer to the sale of alcoholic beverages, or to a bar, cocktail lounge or other facility dispensing
alcoholic beverages. Any business or organization which is either directly or indirectly related to
the gambling industry may advertise on television broadcasts during League-sponsored events,
however, no part of the advertising message may refer to the availability of gambling
opportunities or promote gambling in general. This policy is interpreted to mean:
A) Advertising messages for the type of prohibited sponsors cannot be used during the
broadcast from the time the broadcast begins at the site of the event until the conclusion of
the broadcast at the site of the event.
B) At no time during the broadcast originating from the site of the event shall a listing of
prohibited broadcast sponsors be read which includes the name of such prohibited
businesses, products, or services.
C) The League shall immediately exercise its right and responsibility to cancel all broadcast
rights for an ongoing event and subsequent events of any station found to have violated the
provisions of this advertising policy.

WEBCAST POLICIES
1: DEFINITIONS
A. A live webcast shall be defined as the placement on a website of text and/or still
photographs, audio and/or video directly from a venue while a League-sponsored
tournament is in progress.
B. A delayed webcast shall be defined as the placement on a website of text and/or still
photographs, recorded audio and/or video after a League-sponsored tournament contest
has concluded.
2: EXCLUSIVE WEBCAST RIGHTS
In addition to the events for which the Minnesota State High School League has awarded KSTCTV, Channel 45, St. Paul, exclusive live play-by-play television broadcast rights (TELEVISION
POLICY 1: EXCLUSIVE BROADCAST RIGHTS), KSTC-TV, Channel 45 also has been granted
the right of first refusal to broadcast or webcast any other League championship event, as well as
any subsection or section event. To that end, KSTC-TV, Channel 45 has contracted with
45.GrandStadium.tv to provide exclusive webcasting of the following League championship
events for the 2016-2017 school year:


Check with Communications Coordinator Tim Leighton for further details or updates to these
events. Any additional coverage by 45.GrandStadium.tv requires a minimum 60-day notice to
the League prior to that event. The rights granted include marketing and distribution of the
tournament competition via the World Wide Web utilizing the website
www.45.GrandStadium.tv. The model employed by 45.GrandStadium.tv is one of student-based
productions. Member schools interested in assisting with the production of the aforementioned
and future events should express that interest to the principals of 45.GrandStadium.tv.

The League’s Webcast agreement with KSTC-TV, Channel 45, St. Paul, also grants KSTC-TV,
Channel 45, St. Paul, the right of first refusal to match any offer made by any other media entity
to webcast championship-round games of any other League-sponsored activity, as well as any
subsection or section event. Such offers from other webcast entities must be presented to the
League a minimum of 60 days prior to the event for which rights are sought.
3: WEBCASTS OF REGION/SECTION TOURNAMENTS
A. At all Region/Section levels, as many webcast providers as can be safely accommodated
and who have been approved by the Administrative Region Committee may webcast the
Region/Section quarterfinal, semifinal, or championship game(s). Each Administrative
Region shall set the fee charged to each webcast provider for the coverage of the
quarterfinal, semifinal, or championship game(s). No webcast provider shall be permitted
to charge a fee to any viewer for any Region/Section quarterfinal, semifinal or
championship game.
B. No live webcast of any Region/Section Tournament competition will be approved when
KSTC-TV, Channel 45 is producing a live over-the-air broadcast of any State Tournament
competition unless expressly agreed to, in writing, by KSTC-TV, Channel 45 and approved by
the MSHSL Executive Director.
C. When 45.GrandStadium.tv is producing a live webcast of any State Tournament
competition, 45.GrandStadium.tv will allow other entities to produce a live webcast of a
Region/Section Tournament competition of a different sport provided the entity streams
the game through 45.GrandStadium.tv on Prep45.com [Example: 45.GrandStadium.TV is
producing a live webcast of Wrestling and an MSHSL member school or a local cable
franchise wishes to produce a live webcast of a quarterfinal Section Girls’ Hockey
game.]. If the Region Secretary of the Administrative Region responsible for managing
the game/match/event has initially approved the webcast and the MSHSL has approved
the webcast, the entity must contact Tom Lapping at 45.GrandStadium.tv by cell phone
(612-669-1130) or email (tlapping@jdlhorizons.com) to arrange the webcast streaming.
D. If KSTC-TV, Channel 45 is producing a live over-the-air broadcast and simultaneously
webcasting a State Tournament, no other webcast or broadcast is permitted.
4: WEBCAST RIGHTS AND FEES
The League owns exclusive webcast rights for all subsection, section and state tournament games
in all activities. Webcast rights will not be granted for any subsection, section, or state
tournament if the League or its designee is webcasting that event.
Online application must be made for webcast rights at all levels of all state tournaments. State
tournament competition begins at the subsection or section level.
The League’s
Communications Coordinator is the official who approves these applications. For some
activities, subsection and section officials must also be contacted to ensure accommodations are
made for approved webcast producers.

Webcast rights fees for subsection and section tournaments are established and administered by
individual administrative regions (GENERAL POLICY 18: ADMINISTRATIVE REGION
SECRETARIES). Webcast rights fees for state tournaments/meets are as follows and must be
paid to the League office before the start of the tournament/meet:
A. Live text and/or still photographs or audio webcast --- $100 per game or session
B. Delayed audio webcast --- $100 per game or session
C. Delayed video webcast --- $150 per game or session
D. Live video webcast --- Fee negotiated by League
The webcast rights fee is waived for any member school or education-based cable station which
webcasts contests in which its teams/individuals compete. Any radio station with an approved
radio broadcast rights contract and which is participating in the League’s agreement with the
Minnesota Broadcasters Association or for any radio station with an approved radio broadcast
rights contract and which paid the $100 per game radio broadcast rights fee (RADIO POLICY 1:
MINNESOTA BROADCASTERS ASSOCIATION AGREEMENT) is permitted to audio stream its
broadcasts at no additional fee. The webcast rights fee is also waived for any television station
or cable station with an approved television tape-delayed broadcast rights contract that paid the
$150 per game rights fee and for approved school-based educational television producers.
When 45.GrandStadium.tv is providing a live webcast of a state tournament, a webcaster MAY
webcast delayed any subsection or section game(s) and/or meet(s) if no state tournament game is
playing on that date.
A webcaster approved for delayed webcasting may webcast recordings of game(s) and/or meet(s)
no sooner than midnight (12:00 a.m.) on the day following the game(s) and/or meet(s).
[EXAMPLE: A girls’ section basketball game is played on Thursday afternoon and videotaped
by a webcaster. That tape cannot be webcast until midnight (12:00 a.m.) Friday, and never while

and sites at which they wish to originate, and whether the webcast will be live or delayed.

notice of cancellation of its application for webcast rights prior to the game or session in
question. The notification may be done by fax or by e-mail. Refunds will be issued only to
applicants that comply with these requirements.
7: FEEDS OR LINKS
A Web-based producer granted webcast rights shall not feed or link its webcast to any other
media outlet or website without permission from the Minnesota State High School League.
Requests for such permission should be indicated on the Webcast Rights application.
Any Web-based producer must make application and receive League webcast rights approval
before accepting a feed or link from any other website, and must abide by all regulations in this
Media Policy Manual, including payment of appropriate rights fees.
8: ADVERTISING
Approved webcast rights applicants are encouraged to include recorded audio or video League
messages during each contest/game. Approved webcast rights applicants must be able to
