Digital Infrastructures and Networks for the development of e-Governement • Mobile broadband network for covering the rural and white zones • The development of 4G/LTE networks in the 9 rural and white zones ( A to H) allows the accessibility to the mServices. • Poste@Net network, based on VSAT Technology, currently covers the whole country for providing e-Post and Banking services. • Poste@Net is planning to build the GSM and LTE networks in the rural areas for providing the Cloud Services to the Digital Villages. Smart Gabon: national program for driving e-Government and achieving the SDGs IV.4. e-Governement services available Gabon On line ( GOL ): Government portail providing administrative information for the Ministries, Municipalities and Embassies MobilEdan: to allow the subscribers and holders of prepayment meters or Edan , to recharge their units from their mobile phone BICIG Mobile: Online banking services Airtel Money app provides payment experiences for Recharges, Instant Money Transfers to Contacts, Shops & Bank accounts, Bill Payments and online shopping IV.4. e-Governement services available Gabon Telecom allows its subscribers to pay the Telecom Bill online http://www.gabontelecom.ga/telephonie-entreprise/offre-mobile/facture-en-ligne.aspx Emi-Immigration Department provides: • E-Passport ( bio passport ) for the national citizen • E-Visa for the visitors (https://www.dgdi.ga/e-visa/) Almost of the travel agencies and the airways companies allow the online bookings to their clients IV.4. e-Governement services available e-T@x allows the Corporates to fill the tax applications and to pay online the following taxes : • Value Added Tax • Deposits and balance • Mandatory fee for health insurance • Tax on remittances , etc. Jobgabon.com : Online portail allowing job seekers and employers to post their CVs and employment opportunities Poste@Net: Postal network and online services including e-Mailing, e-Banking, package online tracking, etc. IV.4. e-Governement services available Xgest is an information and integrated school life management system which facilitate collaboration and communication among schools , parents and teachers , simplify administrative procedures , case tracking and create dashboards providing real- time information on the institutions Child Online Protection: Gabon Telecom allows its subscribers a free download of Norton Family software for the protection of children online V. Gabon Digital Village: the integrated platform for m-Government in the rural zones V.1. Private Public Partnership for the management of Gabon Digital Village • In July 2013, the Government of Gabon and Samsung Group established the « Gabon – Samsung Cooperation » framework for implementing several flagship projects through the PPP scheme. • In February 2015, the Government of Gabon and Samsung Electronics Ltd launched the 1st Digital Village • Gabon Digital Village Corporation (GDVC) is the PPP under building between the Government of Gabon and the Private companies for the management of the Digital Village.
