National Right to Life and West Virginians for Life Support Cruz
By Wanda Franz, WVL-PAC President
The National Right to Life
Committee and West Virginians for Life
will support Texas Senator Ted Cruz in
the Republican presidential primary.
Senator Cruz deserves this support
because he has a 100% pro-life
voting record with National Right
to Life. He has voted for the PainCapable Unborn Child Protection
Act, opposes Obamacare and has
voted to defund Planned Parenthood
He will support candidates to the
Supreme Court, who will uphold the
Constitution and not act to legislate
from the bench.
Donald Trump does not appear
to have a clear understanding of the
pro-life issue. Trump first said that

Attorney General Race
EXTEMELY Important
After years of unborn babies receiving no protection from
West Virginia’s prior attorney general, it is refreshing to know
that Attorney General Patrick Morrisey stands firm on the
side of life.
He has said at WVFL rallies and state conventions that if
pro-life legislation is challenged in the courts, he will defend it.
Three years ago after the gruesome Gosnell abortionist
trial, Morrisey asked for public comment on the state of
abortion facilities in West Virginia. He wanted to know if it
mattered to state residents that even nail parlors are more
heavily regulated than are abortion clinics.
It was Patrick
Morrisey who
brought to light the
fact that unborn
children could be
aborted up to birth
in West Virginia.
This is no longer the
case due to passage
of the Pain-Capable
Unborn Child
Protection Act.
Patrick Morrisey
has been endorsed
in the Republican
Primary by WVLPAC in his bid for

State Supreme Court/
Judicial Races
Beth Walker has received the
endorsement by the WVL-PAC for
State Supreme Court. In the words of
WVL-PAC President Wanda Franz,
Pro-Life Beth Walker
Ph.D., “A vote for Beth Walker to
become the next Justice on the West Virginia Supreme
Court will reflect the values that have made our state familyfriendly and a safe place to live and work. She is committed
to building a culture of life here in West Virginia.”
Both Darrell McGraw and William Wooton have a long
past of pro-abortion votes. DO NOT VOTE for either one
of them.
For the first time, Judicial Circuit candidates are on the
primary ballot for what will be THE race for them. They do
not run in the general election. In contested races, WVLPAC has endorsed:
4th Judicial Circuit
J.D. Beane (Div. 1)
John N. Ellem (Div. 3)
5th Judicial Circuit
Anita Harold Ashley (Div. 3)
6th Judicial Circuit
Greg Howard (Div. 2)

(Div. 3) Cindy Scott
he favors liberalizing the pro-life plank
of the platform of the Republican
Party to include rape and incest
exceptions. We cannot advocate for
a candidate, who would turn the clock
back on the advances made by the
pro-life movement over many years of
hard work.
An average of seven recent
national political polls shows that Mr.
Trump trails Hillary Clinton by 11.2%,
while Senator Cruz trails Mrs. Clinton
by an average of 3%. Senator Cruz
has always been pro-life and can win
in November.
See page 10 for the delegates
to the Republic National Convention,
who will vote for Cruz.

Dear Friends:
West Virginians for Life Political Action Committee
was organized for the purpose of educating
West Virginians about the voting records of their
representatives. We provide this service to the pro-life
people of the state, so they can support those who will
pass legislation in the future to save lives. In the last
two years, West Virginia has seen the most amazing
pro-life legislative events of any time in our history.
Last year, the legislature passed the PainCapable Unborn Child Protection Act, which banned
abortions in West Virginia after medical science has
demonstrated that babies can feel pain, which is at
least by 20 weeks. When Governor Tomblin vetoed
the bill, the legislature overrode a Governor’s veto for
the first time in nearly 3 decades. West Virginians will
no longer be paying for these late-term abortions with
their tax dollars.
This year, the legislature passed the Unborn Child
Protection from Dismemberment Abortion Act, which
outlaws a brutal form of second trimester abortion that
pulls apart fully-formed, living babies, limb by limb, until
they bleed to death. Once again, the Governor vetoed
the bill, but the day after, both houses immediately
overrode his veto. This is unprecedented. Both
of these bills passed with overwhelming bipartisan
support. This can only happen if the leadership
supports the legislation in both the House and Senate.

Senate President Bill Cole and Speaker of the
House Tim Armstead. They are leading large prolife majorities in both Houses. In addition, we are so
fortunate to have Attorney General Morrisey, who
has sworn to uphold these laws. This is the first time
that West Virginia has had an Attorney General who
supports life-saving laws.
As pro-life West Virginians, we need to support
these pro-life heroes in every way possible.
The most important pro-life vote in this election is the
one for President of the United States. The President
is the one who will appoint the judge to replace
Justice Antonin Scalia to the Supreme Court. It is the
Supreme Court that “found” the “right to abortion” in the
Constitution in the Roe and Doe decisions, and it will
be the Supreme Court that reverses these catastrophic
decisions. The opening of the pro-life seat on the
Court following the death of Antonin Scalia has made
possible a change in the balance of the Court. We
must have a pro-life President, who will appoint a judge
who will uphold the Constitution against Justices who
want to legislate from the bench.
It is for this reason that WVL-PAC is supporting Ted
Cruz. He has a well-constructed position on the issue of
life and knows the importance of judicial appointments.

Trecost had a solid pro-life record as a Delegate.
Please Do NOT vote for Natalie Tennant as she
has been endorsed in the past by the radical proabortion group EMILY’s List, which supports only
candidates who support abortion for any reason,
and using your tax dollars to pay for abortion.

of Delegates.
Larry W. Faircloth received endorsement to State Treasurer in the Republican
Primary while John Perdue received endorsement in the Democrat Primary.
In the Agriculture Commissioner race, WVL-PAC endorsed Kent Leonhardt and

In the race for U.S. Congress (1st District), David McKinley has a 100%
pro-life voting record. He is 25 for 25 and has cosponsored many pro-life
bills while serving in Washington. Among them are the Reconciliation bill
which would have defunded Planned Parenthood and repealed Obamacare
provisions. Other bills he supported are the federal Pain-Capable Unborn Child
Protection Act and the No Taxpayer Funding for Abortion Act. He deserves the
endorsement of West Virginians for Life Political Action Committee (WVL-PAC).
Also running in the 1st Congressional District is Mike Manypenny. As a
former West Virginia Delegate, he voted to allow abortion of unborn babies
from the time they have been scientifically proven to feel pain at 20 weeks,

Endorsements in the 2nd District are Alex Mooney in the Republican

out that Mark Hunt has a pro-abortion record from previous service in the
West Virginia legislature.
Evan Jenkins, with a 100% pro-life voting record on Capitol Hill, received
endorsement in the 3rd Congressional District. His 100% pro-life voting
record while serving in the West Virginia legislature, has continued in
Washington with bills that, among them, would repeal Obamacare and defund
Planned Parenthood.
Who will take over as Governor in 2017?
Among statewide races, the
endorsed candidates in the race
for Governor, are Bill Cole in the
Republican Primary and Jeff Kessler
in the Democrat Primary.
As Senate President, Senator Cole
(with a 100% pro-life voting record)
has presided over a chamber that
has been pro-life friendly having
passed the Pain-Capable Unborn
Child Protection Act and most
recently the Unborn Child Protection
from Dismemberment Abortion Act.
Jeff Kessler has a solid pro-life
voting record having cosponsored
such legislation as the Women’s
Right to Know Act and the Unborn
Victims of Violence Act.
Virtual newcomer on the political
landscape is Greenbrier businessman
Jim Justice. He did not return a
survey and refused to meet with West

The following chart is a service to you describing
the pro-life records of the candidates running in
this year’s election. The first four columns consist
of selected questions from the WVFL Candidate
Survey. The questions for each are presented here.
A “yes” answer is pro-life for all four questions. If no
response is indicated, a survey was not received.
An asterisk (*) indicates written comments were
included. The following four questions were asked:
1. Would you support Abortion Opt-Out legislation

3. In the Webster decision handed down July 3, 1989, the
U.S. Supreme Court upheld the Missouri statute that
limited the use of public facilities for abortions when
the mother’s life was not at stake. It is now clear that it
is entirely appropriate and legal for a state to make a
decision to stay out of the abortion business altogether.
Would you vote to prevent the use of tax funds for
abortion other than to prevent the death of the mother?
4. Would you oppose the legalization of assisting suicide
through lethal prescription?

vote on the final Passage of The Unborn Child Protection
from Dismemberment Act (SB 10) on 2/29/2016. Y is a
pro-life vote. N is for no. A is for absent.
2. The WV Parent’s Right to Know law (passed in
1984) is inadequate in enforcing a parent’s right
to receive notice of a minor daughter’s abortion,
because it allows a “second physician” to sign
off on a secret abortion. Would you support
amending the current law to close this loophole?
Governor Override Vote (Gov Ovr) - Override
vote of Governor Tomblin’s veto of The Unborn Child
Protection from Dismemberment Act on 3/10/2016. Y is a
pro-life vote. N is for no. A is for absent.
It should be noted that the pro-life voting percentages are based on the 2013-2016 cumulative voting records
which can be found in their entirety on the WVFL website at wvforlife.org/blog/publications-category/state-voting-records.

Profile
by Patricia Johnson
Crystal Repine
is a 35 year
old mother of a
blended family of Berkeley County
7 children: Kayla Chapter Leader
Crystal Repine
(20), Clayton
(15), Shelby (13),
Cayleb (13), Gage (12), Zachary (8),
and Grace (4). She and her husband
Ben each had 3 children before they
began dating and together have a
daughter. They are also blessed with
a beautiful granddaughter, Kannah
(3), from their oldest daughter, Kayla.
Though Kayla was just a teen when
Kannah was born, Crystal says the
child has been nothing but a blessing
for their family, especially Kayla.
Crystal has been a nurse for nearly
8 years, having received her LPN from
James Rumsey Technical Institute.
She is presently pursuing a Bachelor’s
degree in Nursing and plans to move
on to her Master’s degree from there.
When she first entered the medical
field as a CNA after high school,
her goal was to become a midwife.
Crystal desired to help women bring
their children into the world and to
encourage natural childbirth. Her
first nursing job was at the local jail
where she worked as a floor nurse
for 2 years, later becoming the nurse
administrator of the facility. Sadly,
while there, Crystal witnessed many
women entering the facility who were
pregnant and addicted to narcotics
and prostitution. She soon realized
what an epidemic this was in that
area. It was at this time Crystal came
to understand that God had a different
plan for her. With God’s help, she
felt a strong urgency to help women
suffering from addiction. She hopes
this goal will become a reality one
day. Since August 2015, she has
been working at a private practice
dermatologist office, which has given
her the opportunity to devote more
time to providing services within her
church and community, and hopefully
squeezing in finishing school.
Crystal and her husband are
members of Hedgesville Baptist
Church, where Ben recently became
a Deacon this year. They are very
involved in the Gospel ministry
and participate with homeless/less
fortunate missions, rallies, as well as
Crystal serving as a youth leader and
ladies outreach leader.
Crystal’s mother was involved
in the Berkeley County Chapter of
WVFL so she grew up familiar and
involved with the pro-life movement.
Crystal participated in all the walks
and rallies with her mother and sisters,
and even participated in the state
oratory contest in Charleston when
she was 16 years old. She has never
known life apart from being involved
in the pro-life movement. She was
feeling the fire to be involved in the
chapter about 3-4 years ago and
spoke briefly with John Overington last
year, who encouraged her to restart
Berkeley County Chapter, which she
now serves as the chapter’s newest
president.
The biggest challenge Crystal
sees for today’s pro-life movement is
how unaware young people are on
right to life issues. Sadly, the “prochoice” mantra is all too familiar for
the Gen-X and Millennials, who do
not always consider the sanctity of
life. Unfortunately, these youth allow
others to influence and think for them.
Crystal realizes these youth need
to know what it is we are actually
doing to these precious babies in an
abortion.
Crystal hopes to raise awareness
in this generation. She wants to bring
the younger and older generations
together, and to use whatever
technology is available for the good of
this cause.
Crystal is blessed with a great
support system in her large family
whom she strongly believes will make
a difference for life.
WVFL thanks Crystal for
reinvigorating the Berkeley County
Chapter and asks God’s blessings
upon her endeavor and on her
beautiful family!
