Dear friends and colleagues
Welcome to the 2016 Christian Schools National
Business Conference!
Melbourne is a wonderful city, reminiscent of Europe
in its culture, home of great sporting contests, dotted
with laneways filled with interesting eateries and bars.
Melbourne is also home of some of Australia’s best
coffee – what better place for a conference.
In preparing for the last conference we were aware of
how much has changed in the political and economic
landscape over the preceding years. This time, in
surveying our society I’m struck by how similar the
challenges we face are. Political instability, uncertainty about the long term future
of funding, government deficits, expanding public school alternatives and ever
increasing regulatory expectations are still with us. Internationally the focus has
shifted, at least at present, from the basket case economies of the Mediterranean and
Soviet aggression towards its near neighbours to Brexit and a very bitter American
presidential campaign.

mix of big picture and hands on topics. The aim has been to ensure both ‘food for your

Stephen has over forty years experience as an educator,
leader, pastor, author and speaker. His consultancy

churches and not-for-profits. His ability to mentor, train
and support others comes from a background that is
both deep and broad – he is experienced in church,
school and higher educational leadership. His pastoral
skills are borne out of a deep understanding of people

Anne Hinks
Anne has retired from being an accounts manager
to pursue her love of spiritual direction. She mentors
Christian women of all ages as a spiritual companion
to help them develop their relationship with God.
As a trained spiritual director she is interested
in the whole person with the focus being the
person’s experience of God in the context of life’s
circumstances.

Darren Waterworth
Business Manager, St Andrew’s Christian School
Wednesday 7 September
Darren has worked in the charity and education sectors
for over 30 years and has worked in finance and
executive management roles at St Michael’s Grammar
School, Ridley College and St Andrews Christian
College.
Darren Waterworth
He commenced working as Business Manager at
St Andrews Christian College in 2007, and gave
oversight to the major task of relocating the College to
a new site for the commencement of 2010 school year.
Darren serves as Treasurer on the CSA Vic/Tas State Council.
With his wife, Denise and family he worships at The Salvation Army Box Hill where he
is a member of the Leadership Team with responsibilities for Finance and Governance.
He is a keen percussionist and has been a member of The Salvation Army’s Melbourne
Staff Band for over 35 years.
He enjoys travel, music and sport and as a passionate Carlton supporter he is
confident that another grand final win is not too far away.

Business Manager, Toongabbie Christian School
Thursday 8 September
Lily is the Business Manager of Toongabbie Christian
School. As an experienced Business Manager and
Financial Controller, Lily commenced her Accounting
and Financial management career in 1985. Lily has
been the Business Manager and Company Secretary of
TCS since 2008.
Prior to working in the School, Lily was with State
Street Bank for 5 years as a Client Services Manager
overseeing the international investment portfolios for
major clients like MLC and Lend Lease Corporation
Limited. Before that, Lily was a Portfolio Accounting Manager for 8 years with AMP
overseeing the Accounts and Investments areas, the Unit Pricing (Superannuation
Fund) Department and the Joint Ventures and Subsidiary Companies. This was her first
job after graduating from the University of NSW in 1985.
Lily Ng
Lily loves the Lord and always seeks His will. She started joining the Christian Schools
movement when she sent her elder son Gary to TCS in 1998. Lily made a huge turn in
her career in 1999 in obedience to God and in love for her family - she left the crazy
corporate world and started her career at TCS.
Lily is currently completing a Double Diploma in Human Resources and Leadership &
Management. Lily has been married for 31 years to Raymond (an IT Manager) with two
sons, Gary (a Medical Doctor) and Jason (a Maths Teacher).
John Dohler
Business Manager, Glasshouse Christian College
Friday 9 September
My name is John Dohler and I am working my 21st
year in Independent Schools.
John Dohler
I love my vocation and my school (Glasshouse
Christian College in Beerwah, about 45 minutes North
of Brisbane). I feel particularly blessed to be working
for a wonderful, godly Principal and Board, where all of
the staff are confessing Christians and where Jesus is
central to all that we are and do.
Whilst my father and his father and his father were all
Lutheran Pastors and I still have an essentially Lutheran
view of some things (I was baptised as a kid but I don’t want to fight about it),
I worship predominantly as a Baptist. However, I have also been known to wander
off the reservation into a traditional Anglican or Presbyterian Church from time to time.
In my spare time, I exercise and listen to a lot of Tim Keller Sermons. I also have
the privilege of volunteering in the Palliative Care Unit of the Caloundra Hospital on
weekends.
I have two beautiful daughters, Joanna (Jo), 17 and Charlotte (Charlie), 14 who live in
Central Australia. I have a wonderful relationship with them and the time we spend
together is incredibly precious to me because they live so far away.
Favourite bible verses? It changes constantly from month to month, even hour to hour,
but right now it’s this:
“Surely goodness and mercy shall follow me all the days of my life and I’ll dwell in the
Lord’s house forever.” Psalm 23:6 and “May the grace of the Lord Jesus Christ, and the
love of God, and the fellowship of the Holy Spirit be with you all.” 2 Corinthians 13:14

Andrew Davies
Director of Corporate Services, Tyndale Christian Schools
Andrew is Director of Corporate Services for Tyndale
Christian Schools in Salisbury East, Strathalbyn and
Murray Bridge in South Australia, overseeing the
business management functions for these three
schools comprising almost 2000 students. Andrew is
a CPA and also holds an Advanced Diploma in Human
Resources. He commenced at Tyndale in 2004 in the
role of business manager, after serving 21 years in the
SA Public Service - primarily responsible for developing

and implementing financial systems and policies. Since
2012, Andrew has served on the National Council of
Christian Schools Australia and chaired the Finance
Committee for the Council. A keen musician and music trivia aficionado, Andrew believes
‘there is a certain kind of music in the debits and credits of accounting’.
Keynote Session: Lifting the bar of financial management in Christian Schools
State 1 & 2
Christian schools in Australia are in a very blessed position due to Australia’s legislative
environment and access to government funding. Christian schools have a God-given
obligation to excel and be leaders in financial management (stewardship) and integrity.
And yet, some of our schools get themselves into financial difficulty, either through
poor choices or lack of expertise. As Christian schools, we have an opportunity to work
together for the Kingdom and establish sound practices in financial management and
provide resources for schools.
In this keynote, Andrew will introduce a project in which business managers in South
Australia are collaborating to develop a voluntary, self-help financial management
framework (incorporating financial benchmarking, good reporting practices and
accounting policy guidelines) which will provide business managers, principals and
boards with guidelines, tools and resources to assess and improve the financial
management of their schools. This keynote will be further explored in a workshop on
Thursday afternoon (2A).
Workshop 2A: Lifting the bar of financial management in Christian Schools
State 1 & 2
As an extension to the keynote, this workshop will provide business managers wishing
to know more about the financial management project or wishing to contribute to the
project with an opportunity to hear where the project is up to and explore areas where
they can contribute or influence the shape of the framework. In particular, the team from
South Australia are looking for business managers from other states that can provide
input and help foster interest within their state.

George Savvides
Managing Director, Medibank Private (2002 - 2016)
George Savvides was appointed Managing Director
of Medibank Private, Australia’s largest health insurer
in 2002 and served until 2016. During his 14 years
of CEO leadership the organisation enjoyed record
membership growth and strong financial performance
and expanded into health services. Medibank’s annual
revenue tripled to over $6 billion with a customer base
of 3.9 million people.
George Savvides
George has 25 years experience in the Australian &
New Zealand health care sector. He has listed two ASX
companies, Sigma in 1999 and Medibank Private in
2014. The Medibank float of $5.6 Billion was the second largest in Australia’s history
and the third largest in the world in 2014. In the 18 months from the time of the ASX
listing until George’s departure the share price lifted 50%. Medibank is now a top 50
Australian public company.
George has an honours degree in Industrial Engineering from UNSW and an MBA from
UTS. He is a Fellow of the Australian Institute of Company Directors.
George is also a Board member of NZX listed Ryman Healthcare, New Zealand’s fourth
largest company, and a leader in age care, currently expanding into Australia. He was
the Vice President on the Council of the IFHP (International Federation of Health Plans).
He is the Chairman of World Vision Australia and is the patron of Arrow Leadership
Australia. George previously served 10 years on the World Vision International Board.
After retiring from Medibank George has been appointed the Chairman of the
transport and logistics company King’s Group and the Chairman of the VDH an
innovative building systems company.

After being asked to ‘stand in as Managing Director for a few weeks’ at the loss
making Medibank Private in 2001, George Savvides recently announced his retirement
after a $5.7 billion IPO. In reflecting on his career at Medibank George will share of
the impact of his faith and sense of vocation and give insights on how you make a
decision to move on and when you know that there are others capable to move into
your role. With wide experience in both the business and NFP world, George will be a
not to be missed session.

Mark Bilton is a leadership advisor with 20 years
Managing Director and CEO experience, leading six
businesses. His previous corporate role was Group
Managing Director of Gloria Jean’s Coffees’ global
business, overseeing 40 countries.

Mark has a passion for helping individuals and
companies realise their potential. Currently he achieves
that goal as Managing Partner of leadership advisors;
Thought Patrol.
Mark is the founder of Called to Business, which
“encourages and equips Christians to be effective at
work”. He is also the author of four books including “Monday Matters: Finding God in
Your Workplace.”
Mark is also a Fellow of both the Australian Institute of Company Directors and the
Australian Institute of Management.

Formation of leaders is at the heart of Christian schooling. We place a high value in
developing emerging leaders – the staff, colleagues and students in the schools we
serve in. And yet too often we can bypass the checkpoint for assessing our own
leadership styles and practice. What does it look like to be an authentic leader in the
Christian school?

the conference.

Paul Campey
Partner, Resolve Consulting Group
Paul is one of the founding Partners of Resolve, a
specialist firm in the areas of governance, leadership
and financial management. Paul has undertaken
reviews and provided assistance to schools, churches
and not for profits in Australia and internationally, as
well as running Board and other training seminars.
He is the co-founder of The Bursars Forum (internet
based forum of 1,000+ members) and currently serves
as Chairman of Vision Christian Media (network of
Paul Campey
600+ radio stations). Paul also serves on the Boards
of Christian Super ($1.2bn+ superannuation fund) and
ACSI Education Foundation (US based). He previously
served on a number of local and international boards. Paul also co-authored the book
Community Governance. Prior to entering consulting in 2001 he was a Business
Manager and Company Secretary in two large Christian Schools. Prior to this Paul was
an auditor for 7 years with Coopers & Lybrand (now PwC).

Drawing on their own experience both within schools and advising them, Paul and
Craig will facilitate a revised and expanded ‘Rookie Bursar’ session encompassing not
just newcomers but all bursars regardless of experience. Effectively this is a ‘Bursars’
Forum Unplugged’ where you get to ask your questions and get responses ‘live’ from
both the panel of experts and others within the room. This truly is a not to me missed
opportunity to both learn and share your wisdom.

Leading this session is Paul Campey, Partner at Resolve
Consulting with Business Managers Andrew Davies,
Tanya Rowland and Jeff Thorpe.
This session builds on the keynote delivered by Paul
Campey at the 2014 conference where delegates can
hear more about what God is up to in Christian Schooling around the world as well as
what three Business Managers were able to do in China in July 2016.

Justin Smirk
Senior Economist, Westpac Group
Justin Smirk has more than 20 years of experience in
Financial Markets joining Westpac’s Economics team
in 1999 following his early training as an Economist at
the Reserve Bank of Australia.
Justin Smirk
Justin’s wide range of experience includes advising
traders and dealers, as well as institutional, corporate
and small business clients. He spent time in Westpac’s
London office as well as a secondment as Chief
Economist at St.George Bank. Justin was also
a member of the advisory board to the Bureau
of Resources and Energy Economics (BREE).
Justin’s manages the Bank’s medium and long term commodities, foreign exchange,
labour market and inflation forecasting processes. He keeps a keen eye on the
international economy and in particular the Asia/Pacific region as well as the resources
and energy sectors.
But there is more to Justin than the economist you see. He spent much of his youth
working on various farming ventures in the Western Australian wheat belt. His way
of thinking about macroeconomics and financial markets is very much grounded by
his “apprenticeship” as a young farm management consultant during the tumultuous
times of the late 1980s and early 1990s.

Frank Dogao
Business Manager, Regents Park Christian School
Frank Dogao
After graduating with a Bachelor of Business in 1975
Frank went into the private sector working for both
global corporations as well as local private companies.
His strengths were definitely in the area of financial
accounting including reporting. In 1996 Frank was
appointed as the Business Manager of what was then
Christian Community High School, now Regents Park
Christian School.
Over the past 20 years he has seen massive change
in the sector and come to realise that education and
governments don’t stand still. His passion, however, has always been for the students
and for the parents who sacrifice significantly so their children can experience a Christcentred education. This has been particularly relevant at RPCS as the school ministers
to a low socio-economic community.
Whatever obstacles and issues that have come up, God has continued to bless the
school which this year celebrates its 40th anniversary of operation.

Noel Kramer
My name is Noel Kramer. Together with my husband
Reinhold and our two sons, Daniel and Timothy, we
emigrated from South Africa 7 years ago.
Noel Kramer
I was employed at Moree Christian School as the
Stage 2 teacher in 2010, and in 2011 became the
Principal. I had no prior experience as a Principal and
very little understanding of the schooling system in
NSW. The subsequent years have been an exciting
mix of learning, implementing, planning, teaching and
seeing God provide and give wisdom time and time
again. God has also placed an incredible team around
me whose gifts and talents complement each other.
I am passionate about Christian schooling and believe that as God’s children we should
be leading the way in all aspects of education as we allow God to inspire and equip us for
the work He has called us to.

Kathi Williams
Bursar/Finance Officer, Moree Christian School
My name is Kathi Williams, a wife, mother of two
& grandmother of 4.
I have had the privilege of being an employee at
Moree Christian School commencing May 2006, after
previously having worked in the local/area health
service, finance division, for 14 years.
MCS sought support from Resolve Consulting in
finding a person who would possibly be suitable for
the Bursar’s position. Following an interview with
David Bartlett, the then principal and with board approval, I was given the position.

There was little hand over and I really had no idea what school finance involved. Having
worked in finance all my life, I had very few formal qualifications. I had prayed into this
position and felt God had placed me there by opening the door, therefore I could trust
Him completely to help me each day.
The following 10 years have been a continual learning curve, my strength being I am
happy to do the range of requirements, from general admin, receipting, data entry etc
to the more challenging areas of finance- grants and budgets-along with the support
of our principal and board.
I found it difficult and quite different being the only finance person for the first few
years, though with several changes and support from CSA, Resolve and more recently
from Frank & Chris at Regents Park Christian School, I have been encouraged to see
just how God has provided, encouraged and blessed our school immensely.

Paul Vinton is a business technology specialist with
a passion to assist business and community leaders
to achieve their goals. Born in Western Australia, Paul
now resides in Adelaide, South Australia with his wife
Leanne and sons Andrew and Wesley.

decades and is recognised as an industry expert

As an industry ICT and data security specialist, with the only organisation accreditation
for IBM’s deep security qRadar training in SA, WA and NT, Paul has undertaken
security and ICT audits, reviews and strategic direction for local and national
organisations and sits on a number of boards, setting strategic direction.
Paul also represents Vintek as one of only five organisations around the world to sit
on the development panel for some of the IBM technologies, giving him exposure to
new release code and technologies before they reach the market, positioning him as a
leader on the forefront of emerging technologies.
Through this trusted relationship with IBM, Paul has connections within IBM up to
senior management level, having the honour of spending a few hours one on one with
Jeff Jonas in 2014, the chief scientist at IBM.
Paul is frequently asked to speak at industry conferences as a data security and ICT
industry expert and has undertaken presentations with global leads from IBM to
strategic clients.
Paul currently holds director positions on multiple Australian companies and is an
active member of the Australian Institute of Company Directors.

Leneen Forde is a principal of Norton Gledhill and part
of their Education and Schools team. She specialises
in commercial dispute resolution and education law.
Leneen regularly advises schools on a wide variety of
legal issues and runs in-house training to school staff.
Leneen is a Sessional Member with the Victorian
Institute of Teaching and a panel chairperson on the
Disciplinary Appeals Board. She is a member of the
Governance Committee of an independent school. She is a lecturer in the Business
and Law School at Australian Catholic University and a member of the University of

Richard Taylor
Richard is the legal and compliance manager
for Christian Schools Australia, with particular
responsibility for the Staff Relations Service provided
to schools in NSW and the ACT. This includes
responsibility for making the enterprise agreements
covering staff in CSA and CEN schools in NSW
and providing advice and assistance in all areas of
employment.
A qualified solicitor with extensive experience in
workplace relations, litigation and dispute resolution, Richard holds a Masters in
Labour Law and Industrial Relations from the University of Sydney. Over his career, he
has advised both employers and employees in connection with most issues that arise
in the workplace and understands the considerations relevant to both.
Workshop 2C: Design in Employment: Creating the Perfect Pear Shape - Life lessons
from one school that came close

In this interactive workshop, Richard will lead participants through a case
study considering how a long term employment relationship in a school can go
unintentionally, but horribly wrong and what you can do to get it right instead.
Participants will be provided with initial background facts and will be led in a quasihypothetical through real life twists and turns, being invited to consider how they
would manage the unfolding scenarios encountered along the way.
The workshop will traverse a myriad of workplace relations issues including the
management of mental illness, restructuring, complaint management, obtaining and
using medical information, investigation and disciplinary processes, termination of
employment and workers compensation.
Participants may not leave with all the answers. However, they should take away
a greater awareness and understanding of potential issues arising from the twin
perspectives of their own staff relations and areas of legal risk, as well as some tips to
manage both better.
Providing solutions that help improve and simplify the
operational management of schools so that they can focus on
the educational outcomes of their students.
