ETDP SETA CEO Nombulelo Sesi Nxesi Scarce skills are those occupations in which there is a scarcity of qualified and experienced people, currently or anticipated in the future, either (a) because such skilled people are not available or (b) they are available but do not meet employment criteria. Scarcity often manifests itself in an inability to fill positions over prolonged periods of time, above average growth in remuneration and the inability of small organisations and rural areas to attract skilled people. Critical Skills refer to particular capabilities needed within an occupation, for example, general management skills, communication and customer handling skills, teamwork skills, problem solving (cognitive skills), communication (e.g., language and literacy skills) and technology skills. are based on constituency-specific skills needs as agreed in the ETDP SETA Annual Performance Plan. The positive support by constituencies in various SETA initiatives continues to be appreciated. Whilst we understand that the major cause of unemployment is structural, the skills shortages cannot be ignored. The Guide is made available to you to ensure that we do not train for the sake of training. We need to understand the skills needs and shortages in the labour market. The Guide therefore provides a list of scarce and critical skills that should begin to address the challenges we face in our country. The purpose of the Guide is to provide an updated overview of the scarce and critical skills in the ETD Sector, particularly to key constituencies and beneficiaries including employers, learners/students, policy-makers, ETD providers, sector specialists and skill development facilitators (SDFs). The ETDP SETA uses the information of scarce and critical skills in the development of the Sector Skills Plan (SSP) and the recommendations in the SSP help to inform the decisions of the ETDP SETA regarding skills development priorities. The ETDP SETA, like other SETAs, bears the responsibility of effectively communicating information on scarce and critical skills to the sector constituencies and beneficiaries. The data on scarce and critical skills has been analysed according to the Organising Framework for Occupations (OFO) codes 2013 in terms of constituency and provincial breakdown based on Work Skills Planning and Reporting (WSPR) 2014-2015 submissions. This information provides the basis for understanding skills development needs aimed at addressing skills shortages/vacancies, improving productivity in the workplace and addressing the human resource requirements in the ETD sector labour market. The ETDP SETA’s funded interventions reflect the SETA’s strategy and commitment to the sector to address the identified scarce and critical skills. Key amongst the challenges to be addressed in the ETD Sector is the need to improve the skills of teaching and lecturing staff across the sector. 1.1Methodology The process of collecting data was informed by the 2014-2015 WSPRs submissions from employers across all ETDP SETA constituencies. However, it should be noted that not all constituencies have adequate baseline data through WSPRs submissions. During the capturing process all occupations were coded according to the corresponding OFO Code 2013 version and where there were challenges with occupational codes, gap areas were identified in the analysis. The process helped to identify occupations that do not currently exist on the OFO Code 2013 version. This requires a formal submission to the Department of Higher Education to request such occupations to be updated and included. The scarce and critical skills data from the WSPRs was analysed using the Statistical Package for Social Sciences (SPSS) after data was extracted and organised per constituency, province and size. The process of ensuring accurate data required a number of quality checks which included validating OFO Codes, constituency, province and size of the constituency. This was to ensure that data was reliable and valid. The initial analysis focused on confirming scarce and critical skills in the ETD Sector followed by analysis per province and at constituency levels. 1.2 About the ETDP SETA 1.2.1 Scope of Authority The primary legislative mandate of the ETDP SETA is to: • address skills shortages in South Africa by identifying the skills needs in the ETD sector. • facilitate the up-skilling of both the employed and unemployed citizens. • assess and monitor learners’ progress and ensure that they successfully complete their programmes and are certified as competent to compete in the workplace and/or find suitable employment. The ETD Sector consists of a diverse number of constituencies. These constituencies do not only differ vastly in size, but also in terms of the diversity of activities in which they are involved and each with different skills development needs. The ETDP SETA has the following constituencies: Pa ge 6 E T DP S E TA S ca rc e a n d Cr it ica l S k ills G u id e 2 0 1 4 • Adult Basic Education and Training • The Department of Basic Education, • The Department of Higher Education, • Early Childhood Development Centres/ Institutions • Further Education and Training Institutions as employers, • Independent Schools, • Libraries and archives, • Non-Governmental and Community-based Organisations, • Political Parties as employers, • Public Higher Education Institutions, “SETAs partnering • Public School Governing Bodies as Employers, with industry • Private Education and Training Institutions towards the • Research Organisations, • Trade Unions as employers placement of graduates in meaningful quality employement opportunities” 1.2.2Vision The vision of the ETDP SETA is to promote and facilitate the development and improvement of the skills profile of the sector ’s workforce in order to benefit employers, workers and employees in the sector. 1.2.3 Mission Statement To support its vision, the ETDP SETA has as its mission the promotion, facilitation and development of an education, training and development in which: • The skills levels of employees and workers are raised; • There is a healthy balance between supply and demand in the labour market; • There are diverse, flexible routes for initial and in-service education and training; • A variety of career paths are available; • The quality of education and training provided is improved; • The levy grant scheme is efficiently administered; • There is regular liaison with providers, other SETAs, the Department, the National Skills Authority (NSA) and the South African Qualifications Authority (SAQA) and its structures; • Internal and external communication is effective in order to advance national human resource and skills development; • Dialogue and interaction between public and private entities in the sector with regard to skills transfer and training; • Delivery is encouraged; and • Employers, workers and employees in the sector benefit from quality training, higher productivity and harmonious mutual dependencies 1.2.4Values The ETDP SETA upholds the following values: • Transparency • Fairness • Courteousness and Caring • Honouring deadline • Promotion of equality among all stakeholders • Co-operative governance • Approaching work in a developmental manner • Continuous improvement 2 What is the Purpose of the G uide? 2.1 Purpose of the Guide The Scarce and Critical Skills Guide aims to: • Provide a list of scarce and critical skills nationally, provincially and by constituency in the ETD sector. • Provide a resource that Skills Development Facilitators (SDFs), Career Guide Pa ge 7 E T DP S E TA S ca rc e a n d Cr it ica l S k ills G u id e 2 0 1 4 Counsellors, and Sector Specialists can use to disseminate information on scarce and critical skills in the ETD sector; 2.3 What do Beneficiaries use this Guide for? 2.3.1 Learners and unemployed use this Guide to: • Inform employers about the scarce and critical skills needs which are used to guide discretionary funding; • Develop an understanding of the ETD sector, as a basis for planning a career and selecting a field of study; • Provide ETD sector service providers with information needed to strategically align their services with the skills need of the ETD sector; • Consider a career in any of the scarce skills - these are occupations in which they are more likely to find employment; and • Inform learners, constituencies, and other stakeholders about scarce and critical skills in the ETD sector; • • Promote a greater awareness of career opportunities in the ETD sector amongst prospective learners, constituencies and other stakeholders; Select education and training providers, and enquire how their programmes align to the identified skills needs in the sector. 2.2 “Our investment in education will continue, as it is the primary instrument that will lift our people out of poverty and take our country forward to • • prosperity” President Jacob Zuma • • • Understand scarce and critical skills in the sector and use them as opportunities and areas of focus and growth; • Evaluate current programmes, to see whether they address skills needs; • Explore “top-up” programmes in areas listed under critical skills; and • Advise learners on career planning in the ETD sector. Who is the Guide for? This Guide has been compiled for those who wish to know more about skills development needs and potential career opportunities in the ETD sector, signalled through the identified scarce and critical skills. The Guide assists different groups of individuals namely • 2.3.2 Providers use this Guide to: practitioners (including Skills Development Facilitators, Sector Specialists) in the development of workplace skills audits and submission of WSPRs; service providers who deliver training interventions to adult learners with respect to scarce and critical skills needs; 2.3.3 Skills Development Facilitators (SDFs) Practitioners/Sector Specialists use this guide to: • Develop informed WSPRs (Public or Private template); • Undertake a careful analysis of the scarce and critical skills required by their organisations; • Plan ahead for the scarce and critical skills categories; • employed workers with reference to top-up skills to improve their productivity; and Advise current and future employees as to the career opportunities within the ETD sector; • unemployed people who seek careers linked to scarce skills in the ETD sector. Identify both specific and generic skills required in various occupations; • Initiate collaboration with partners for a variety of skills needs; employers (including public and private sector) in order to strategically plan in the short, medium and long term and to address national and sector priorities as an organisation; Pa ge 8 E T DP S E TA S ca rc e a n d Cr it ica l S k ills G u id e 2 0 1 4 “Choose a career to realise your potential and help our country become a force to be reckoned with” Dr Blade Nzimande • Identify possible funding opportunities; • Plan personal development plans with staff; • Partner with accredited providers to address identified skills needs. • Conduct institutional skills audits and develop strategic plans to address the needs; • Recruit and develop academic staff in key academic positions; • Develop continuous professional development and other skills development programmes for existing staff. • Identify internal shortages and motivate the strategic interventions to their governance structures; 3. Scarce and Critical Skills 3.1 What are Scarce Skills? The Framework for Identifying and Monitoring Scarce and Critical Skills (2005, p. 6) describes scarce skills as “those occupations in which there is a scarcity of qualified and experienced people, currently or anticipated in the future, either (a) because such skilled people are not available or (b) they are available but do not meet employment criteria”. The framework further provides a distinction between absolute and relative scarcity. Absolute scarcity refers to suitably skilled people who are not available in the labour market to meet a skills shortage and may be due to any new or emerging occupation, lack of suitably qualified people or insufficient numbers of people enrolled in programmes to meet the new demands. Relative scarcity refers to suitably skilled people available in the labour market but who may not necessarily have a high level of work experience, may not be located within a specific geographical location and equity considerations. Scarcity often manifests itself in an inability to fill positions over prolonged periods of time, above average growth in remuneration and the inability of small organisations and rural areas to attract skilled people. 3.2 What are Critical Skills? According to the Framework for Identifying and Monitoring Scarce and Critical Skills [DHET, 2005, p.7], critical skills refer to particular capabilities needed within an occupation, for example, general management skills, communication and customer handling skills, teamwork skills, problem solving [cognitive skills], communication [e.g., language and literacy skills] and technology skills. Scarce skills are addressed by equipping people with registered qualifications on the national qualifications framework (NQF) such as degrees, diplomas or certificates or part qualifications, while critical skills can be acquired through registered part-qualifications or nonregistered short courses which can include individual modules within a qualification. 3.3 Why focus on Scarce and Critical skills? Many analysts regard poor skills levels as the most important because of South Africa’s high unemployment rate. One explanation frequently offered for South Africa’s high levels of unemployment is the shortage of skills. While it is important to address the very low skills levels among the unemployed, it is equally important to increase the country’s supply of skilled people (CDE Report, 2011). Research has shown that South Africa needs skilled immigrants, and the immigration of skilled people has improved in the past five years. 3.4 Understanding the Organising Frameworkofor Occupations [OFO] The Organisation Framework for Occupations (OFO) is a skill-based coded classification system, which encompasses all occupations in the South African context. DHET requires all stakeholders across all SETAs to utilise the OFO Version 2013 in the compilation of Sector Skills Plan (SSP) update and the skills demand list to enable the identification of trends across all economic sectors. According to the Pa ge 9 E T DP S E TA S ca rc e a n d Cr it ica l S k ills G u id e 2 0 1 4 Framework for Identifying and Monitoring Scarce and Critical Skills, “skill” is defined as the ability to perform competently the roles and tasks associated with an occupation. On the other hand, an “occupation” is seen as a set of jobs or specializations whose main tasks are characterized by such a high degree of similarity that they can be grouped together for the purposes of the classification. Both scarce and critical skills must be identified at the occupational level, with scarce skills being considered against the occupation itself and critical skills being reflected as specific skills within the occupation. Table 3.1 provides an indicative comparison between the skill level of occupational groups and the National Qualifications Framework, levels from 1-10 as well as the entry, intermediate and advanced levels referred to in the National Skills Development Strategy. The SETAs made a submission to the DHET to consider accepting internships, workplace experience, as PIVOTAL. This process led to the revision of the new Guidelines on the Implementation of SETA Grant Regulations, which allows for SETAs to be creative because all sectors are different. PIVOTAL programmes address scarce and critical skills needs that lead to a full or part qualification registered on the NQF. Types of PIVOTAL Programmes include: • Professional programmes “We love all South • Vocational programmes • Technical programmes African children. • Academic programmes • Internships (leading towards a qualification) • Workplace experience (with a qualification) • Credit bearing short course which form part of a registered qualification. Participation of the ETD Employers in the Mandatory Grants Process 2014-15 According to Section 3 of SDLA [Act No. 9 of 1999], employers must pay a SDL at a rate of 1% of the levy amount. The amount of remuneration referred above does not include any amount - (a) paid or payable to any person by way of pension, superannuation allowance or retiring allowance; and (b) payable to a learner [includes an apprentice] in terms of a contract of employment contemplated in section 18 (3) of SDA. Figure 5.1 (below) shows that the majority of submissions were from Gauteng (n=391), Limpopo (n=300), and Western Cape (n=269) respectively. This was followed by KwaZulu-Natal (n=140), Eastern Cape (n=70), North West (n=42), Mpumalanga (n=36), Free State (n=23) and the Northern Cape (n=5). Data shows that there is an increase of submissions by constituencies with employees between 1-49 while there is a slight decrease by medium (50-149) and large (150+) constituencies. Scarce and Critical Skills in the ETD Sector There are a myriad of factors that affect the way the ETD sector as a whole, and each individual ETDP SETA constituency, address issues relating to supply and demand of skills. This section contains the lists of scarce and critical skills and focuses on the specific occupations in which scarce and critical skills occurred in the sector. The section also provides scarce and critical skills information per province and constituency. “Our children should be taught in decent schools. Our teachers should work in decent schools which are conducive Tables 5.1 and 5.2 respectively provide lists of scarce and critical skills that were identified through the analysis of the WSPRs submissions received from the constituent ETDP SETA employers. These include: • Learnerships • Skills programmes • Internships • Workplace Experience Programme • Qualifications 6.1.1Learnerships A learnership is a learning programme registered with the DHET which consists of a structured learning component, a practical work experience component of a specified nature and duration, and which leads to a qualification registered on the NQF which is related to an occupation (SAQA, 2014). Learnerships form the cornerstone of the National Skills Development Pa ge 5 5 E T DP S E TA S ca rc e a n d Cr it ica l S k ills G u id e 2 0 1 4 Strategy (NSDS) because they are essential in aligning education and training initiatives more closely with the labour market needs. Learnership qualification components consist of: • • Structured learning component; and Practical experience component 6.1.2 Part Qualifications A part qualification is an assessed unit of learning with a clearly defined purpose that is, or will be, registered as part of a qualification on the NQF (SAQA, 2014). Skills programmes implemented by the ETDP SETA include both primary focus and non-primary focus programmes, many of which are based on the national scarce and critical skills and the needs of constituent employers. Skills programmes only relate to occupationally based programmes and when completed may constitute a qualification programme on the NQF. 6.1.3 Primary Focus: Part Qualifications Primary focus skills programmes, meaning QCTO - accredited learning programmes, are quality assured by the ETDP SETA ETDQA and are key skills programmes within the ETD sector. The skills programmes are also linked to scarce or critical skills identified by the ETDP SETA. The following are examples of part qualifications: • Guide learners about their learning, assessment and recognition opportunities: This skills programme provides recognition for individuals who perform or intend to perform one-on-one training on the job. Formal recognition enhances employability and also provides a means of identifying competent trainers or coaches. Once completed, learners will be able to prepare for one-to-one training on the job, conduct training sessions, monitor and report on learner progress and review training. • Conduct outcome-based assessment: This skills programme is geared towards those who assess people on their achievement of learning outcomes in terms of specified criteria, using pre-designed assessment instruments. The outcomes and criteria may be defined in a range of documents, including but not limited to unit standards, exit level outcomes, assessment standards, curriculum statements and qualifications. Those who complete this skills programme will be able to conduct assessments within their fields of expertise in a fair, valid, reliable and practicable manner that is free of all bias and discrimination. During assessments, particular attention should be paid to the three groups targeted for redress, namely race, gender and disability. • Conduct moderation of outcome-based assessments: This skills programme enables beneficiaries to moderate assessments in terms of the relevant outcome statements and quality assurance requirements. The qualified moderator is able to use the prescribed quality assurance procedures in a fair, valid, reliable and practicable manner that is free of all bias and discrimination. During assessments, particular attention is paid to the three groups targeted for redress, namely race, gender and disability. • Skills Development Facilitation: The SDF skills programme is aimed at people who intend to conduct analyses to determine outcomes of learning for the purposes of defining skills needs at organisational level and/or to identify assessment standard titles at industry or sub-sector level. People who benefit from this skills programme include SDFs, training managers and HR development practitioners. • Facilitation of Learning: Facilitation of Learning provides recognition for those who facilitate or intend to facilitate learning, using a variety of methodologies. Formal recognition enhances employability, but also provides a means to identify competent learning facilitators. The programme includes training on planning and preparing for facilitation, facilitating learning, and evaluating learning and facilitation. • Material and Curriculum Development Training: This skills programme enables learners to design outcome-based learning programmes and develop materials for a group of learners in a selected learning area, with reference to relevant unit standards and using a variety of available sources. 6.1.4 Non-Primary Focus Learning Programmes Learning that takes place in all contexts in life - formally, non-formally and informally. It includes learning behaviours and obtaining knowledge, understanding, attitudes, values and competencies for personal growth, and social economic well-being. Non-Primary Learning Programmes assist constituencies in obtaining the identified scarce and critical skills that are not ETDP SETA’s primary focus, meaning that the skills programmes are based on unit standards not quality-assured by the ETDQA. The ETDP SETA offers a range of non-primary focus skills programmes to its constituent members. This endeavour not only guarantees a continuous supply of skilled workers but also ensures that unemployed learners receive the necessary training to increase their chances of employability in the ETD sector. 6.2 Internships The ETDP SETA Internship programme is a work experience programme targeting unemployed individuals. The programme gives individuals workplace experience or an opportunity to practice the work skills that they have studied and will practice in future. It is a planned, structured, and managed programme that provides work experience for a twelve month period for people with the following qualifications: • National Senior Certificate • National Diploma • National 1st Degree • Honours Degree • Masters Degree • PhD 6.3Bursaries The ETDP SETA bursary programme is aimed at giving opportunities for workers and the unemployed in the ETD sector in entering and gaining qualifications in scarce or critical skills such as mathematics, science, technology, accounting, geography and economics. 6.4 Workplace Experience The workplace experience programme provides opportunities for learners to gain exposure and interactions required to practise the integration of knowledge, skills and attitude required in the workplace. Such workplacebased learning assists learners to gain work experience leading towards a Pa ge 5 7 E T DP S E TA S ca rc e a n d Cr it ica l S k ills G u id e 2 0 1 4 qualification or part qualification. For higher education this is refered to as Work Integrated Learning (WIL). The programme assists learners in finding employment as well as equips them to become self-employed. The ETDP SETA provides work experience grants, thus allowing learners to gain work experience in the ETD sector workplaces. 6.5 Qualifications (Current) The ETDP SETA also supports a range of registered NQF qualifications that contribute to the advancement of skills development in the ETD sector. different ETDP SETA constituencies. The information provided in the Guide is intended to inform planning and the development of programmes aimed at supporting the scarce and critical skills needs identified in the sector so that relevant skills sets can be addressed through appropriate skills development interventions. There is a need to ensure relevant curriculum and/or programmes, especially those linked to PIVOTAL programmes, are developed to support such skills needs. Further, the Guide can be used to provide information on scarce skills to further support career guidance information to learners across different contexts. The information is also intended to meet both employer needs as well as provincial, constituency and broader national imperatives, in order to address the needs of the South African economy. Furthermore, it is intended to meet the diverse needs and aspirations of those working in, or interested in the ETD sector, including aspirant learners who are considering a career in the ETD sector.
