However, when it comes to working at height, the most important aspect of legislation can be summarised in two words; “Risk Assessment”. • Safety, Health & Welfare at Work Act 2005 • Safety, Health & Welfare at Work (Construction) Regulations 2013 • Safety, Health & Welfare at Work (General Applications) Regulations 2007 • Safety, Health & Welfare at Work (General Applications) Regulations 2007 Part 4: Work at Height • Code of Practice for Safety In Roofwork UK & NORTHERN IRELAND LEGISLATION • Health & Safety at Work (NI) Order 1978 • Management of Health and Safety at Work Regulations (NI) 2000 • Work at Height Regulations (NI) 2005 • Construction (Design and Management) Regulations (NI) 2007 Before the current legislation came into being, there were straight forward guidelines, for example the “2 metre rule” (i.e. If you are working higher than 2 metres, then you need to be tied off with a harness system). Now you must carry out a Risk Assessment no matter what height you are working at. All parties involved in a building are now responsible for the provision of a safe workplace, for example designers must look at how the roofs and facades are accessed in the future for maintenance. In the unfortunate event of a person falling from a height at any time in the future, the building designer will have liability. Skyway are the experts in this field and will ensure your liability is reduced through the design, installation and certification of safe work at height systems. CHAPTER 1 Overhead Access Systems Provides safe & easy access to plant, equipment & large vehicles 02 Overhead Vehicle Access Overhead Vehicle Access systems allow operatives to access Trailer Beds, roofs of Trucks, Tankers and Lorries etc so they may safely load / unload and carry out maintenance. The operative uses a full body harness and is secured to a retractable lanyard that runs on a track or cable overhead. Davit Arms can be designed as harness anchorage devices, lifting devices, or rope access aids. External Access Platforms Comply with BS 5395 Temporary ladders, fixed ladders or stairs can be included to allow access onto the platforms. They are available in Galvanised Steel or Aluminium Come with non-slip grating Existing structures are analysed by Skyway engineers to ensure they are adequate to take the loads imposed CHAPTER 3 Stairs, Ladders & Vertical Access A safe means of access & egress 010 Concertina Ladder Concertina Ladders fold away into the hatch void when not in use. The Concertina is an ideal ladder for access hatches in landing areas or areas accessed by the public. 011 Concertina Ladders Comply with BS EN 14975 Can be fitted to any adequate wall type Easily retrofitted to existing hatches Telescopic safety handrails can be provided on ladder for safer access/egress Made from aluminium Can be easily modified to suit any wall type, geometry or height up to 3.4m or 4.6m with wooden hatch box and trap door An attachment pole is provided with each ladder so the ladder can be pulled down safely from below Exit Steps can be added to aid the user on and off the top of the ladder Can include electrical operations to move ladder up and down Can include the top operating handle & mechanism which make it possible to operate the Concertina Ladder from above as well as below Fig. 1 Concertina Ladder closed and folded into access hatch ceiling void 012 Access Staircases Access Staircases are compulsory where emergency exits are located at a height. Stairs are also necessary to get to plant areas that require regular visits by maintenance personnel. (Also available in GRP or Galvanised Steel) Can be powder coated to any RAL Colour 013 Companion Way Ladders Companion Way Ladders or “Ship Ladders” are designed to provide a more comfortable access /egress method to roof or mezzanine areas when traditional ladder rungs are not appropriate or where there is insufficient space in which to install a conventional access staircase. Companion Way Ladders are normally used in areas where occasional maintenance access is required or where the operative must carry tools or equipment to the area above. Skyway Two Stage Ladders provide a stable rest platform with safety handrails. The system comprises of a rigid rail and fall arrest attachment device retrofitted to existing ladders. Temporary Ladder Restraints Comply with BS 5395 Can be fitted to any structurally adequate wall type Ladder restraints are discreet and do not take away from the aesthetics of a building Should not be used to access facades or roofs over 1 storey high Can be powder coated to any RAL Colour CHAPTER 4 Walkways & Stepovers Providing safe access routes 024 Roof Walkways Skyway Roof Walkways provide a non slip designated safe access route to roof areas that require regular or infrequent access. Walkways can be fitted to any type of roof surface. Providing a safe work platform eliminates risks to operatives who would otherwise use a ladder or step ladder to access plant or equipment. They ensure that all users are protected from falls without the need for specialised training and equipment. The system is counterbalanced and non-penetrative so the integrity of the roof is never jeopardised. This forms a high risk to anyone accessing a roof that may be unaware of this. They also allow easy access for cleaning or maintenance. CHAPTER 7 Fall Arrest & Fall Restraint Systems Fall prevention solutions 040 Fall Arrest V Fall Restraint What is the difference? Fall Restraint put simply will allow users get to the edge but won’t allow them fall over. Fall Arrest on the other hand, will let you fall over the edge but will stop you hitting the ground. 041 Fig. 1 Fig. 2 Fall Arrest system Fall Restraint system Fall Arrest V Fall Restraint Detailed designs by specialists are critical especially for fall arrest systems as rescue must be incorporated into design. In accordance with the Safety, Health and Welfare at Work (General Applications) Regulations 2007, Part 4: Work at Height Regulation 100; Selection of work equipment for work at height. An employer shall— (a) In selecting work equipment for use in work at height— (i) Give collective protection measures priority over personal protection measures Therefore collective protection like Guardrails (see Chapter 5) must be considered first and harness systems should only be considered as a last resort. 042 Skyway Cable Systems Skyway Cable Systems are an ideal fall prevention solution where infrequent access is required for general maintenance. PFPE can be described as harnesses, lanyards, retractable lifelines and associated equipment. It is important that PFPE be visually inspected before each use. Current Health & Safety legislation outlines that this type of equipment must be inspected by a competent person at least every six months. Equipment that is worn regularly should receive more frequent inspections. Our Facilities Services division automatically includes the inspection of this equipment as part of the annual recertification process. We document each piece of equipment inspected and include all details on certification documentation. Basic care of your Personal Fall Protection Equipment will prolong the life of the kit and also contribute towards the performance of its function – saving your life! Following many enquiries from existing and new clients with regard to lightning protection to be carried out as part of their fall prevention equipment recertification contracts, we decided to implement this facility to further enhance our current services. Repairs to existing systems and installation of new systems are also available. What is a Lightning Protection System? Simply put, a lightning protection system is used to prevent or lessen damage to structures during lightning strikes. The system is designed to intercept such strikes and safely pass their extremely high currents to ground. A lightning protection system includes a network of lightning rods, lightning current conductors, bonding conductors, ground electrodes and lightning surge protectors to provide a low impedance path to ground for potential strikes. As with any structure, its features and facades change over time. Year after year, weather events such as extreme temperatures and high winds affect lighting protection equipment. Building upgrades involving new construction or remodelling and changes to electrical, mechanical or communication systems can also affect lightning protection systems. Testing & Maintenance With this in mind, it is important to maintain the systems effectiveness and therefore inspection and certification should be carried out annually to ensure that the components of the system are not corroded or damaged in any way. Also, if your system has had a lightning strike, it is imperative that the system be tested immediately.
