Licensed into the Gospel Ministry on
May 2, 1993 at the Lincoln Heights Baptist Church in Cincinnati,
Ohio, Pastor Edmond joined Second Baptist Church in November,
1993. Subsequently, he was ordained in the ministry on April 30,
1995 and was installed as Pastor of Second Baptist Church on
February 20, 2000.
Pastor Edmond received his Bachelor’s Degree from Xavier
University in Louisiana and is a graduate of the Executive Management Program from Cornell University in Ithaca, New York.
In 2010, he received an Honorary Doctorate of Theology from
Judson University. He has extensive training in Theology/Religion
and Philosophy, and is a certified family counselor who has several years of experience in family, marriage, and teen counseling.
He is a recipient of many
community awards, including
the City of Elgin’s Dr. Martin
Luther King, Jr. Humanitarian Award, Distinguished
Volunteer Award for School
District U-46, Quad County Urban League Outstanding Religious
Leader Award and the Lasting Impact Award from Elgin Community College.
He is married to Christine Dargin Edmond, has two daughters,
Natonya and Adrienne, and a grandson, Colin Tierre, and two
granddaughters, Kayli Simone and Christiana Chantel.
He is retired from Alcoa Aluminum as Vice President of Sales
& Marketing in December of 2002.

hired Tony Lucenko as its new Director.
Tony brings with him nearly 25 years
of economic development experience
in both the public and private sectors,
and has worked internationally. He has
been instrumental in attracting new
businesses, working with existing businesses, marketing campaigns, and in numerous
development efforts.
“Tony brings a depth of economic development experience that will immediately benefit
Elgin,” says Chamber President & CEO Carol
Gieske. “Throughout his career he
has focused on economic development strategies that accelerate

Interative Manufacturing Exhibit at Library
T
he Workforce Development Committee of Elgin Development Group is hosting the second
annual Manufacture Your Future exhibit held from September 27 to October 5; with the
intent of showing our youth that manufacturing might be a career choice for them.
Manufacturing, the cornerstone of our economy, is growing and creating jobs here in the Elgin
area. The manufacturing sector offers rewarding professions for those individuals possessing suitable
skills and credentials. Misconceptions about jobs
in manufacturing have driven many young people
away, and this is our opportunity to show them what
modern manufacturing is really like, and the wealth
of opportunities that await them.
The MYF interactive exhibit will offer the
visitors to Gail Borden Public Library and the
community a unique perspective into the fascinating array of products and processes found in local
manufacturing companies in the Elgin area. Field
trips will give high school students the opportunity
to see the exhibit and learn about careers in manufacturing and tour area manufacturers. Join the
Elgin Area Chamber for a Business After Hours on Tuesday, September 30 from 4:00 to 6:00 p.m.

School District U-46: Sheridan Elementary School commemorates its new name- Ronald D. O’Neal Elementary School. In
January 2014, the U-46 Board of Education approved renaming Sheridan Elementary School
to the Ronald D. O’Neal Elementary School.
O’Neal came to School District U-46 as principal of Sheridan Elementary in 1970, becoming
the first African-American administrator in
U-46 history. He later served as principal of
Larsen Middle School and Elgin High School.
After serving U-46 and its communities for
more than 30 years, O’Neal passed away in 2009.
City of Elgin: The Elgin City Council unanimously agreed to
rename city hall and the adjacent civic plaza the Robert Gilliam Municipal Complex, after the former city councilman. Gilliam served
on the city council from 1973, when he was
just 28 years old, to 2013. His 40 years of
service are the longest in the city’s history
and is believed to be the longest tenure in the
State of Illinois.
He worked from 1968 until 2002 as an
educator in District U-46.
Gilliam’s legacy is his calm and reasoned leadership paired with a personal style
that is compassionate and kind. Through the
years, he has led the city with a steady hand
and eye towards the long term and his wisdom and foresight were a reassuring force in Elgin city government.
His determination helped lead the city through the difficult decades
of the 1970’s and 1980’s to a period of unprecedented growth and
revitalization and remained committed to nurturing and restoring
the city’s older neighborhoods and serving the needs of a culturally
diverse community. Renaming City Hall and Civic Plaza will enable
the community to acknowledge the extraordinary leadership and
commitment Gilliam demonstrated while serving the community.
Riverside Drive: On August 2, Gov. Pat Quinn joined Mayor
David Kaptain and other city council members, residents and
local businesses to celebrate the official ribbon cutting for the
newly completed Riverside Drive Promenade. The $13 million
Promenade is the last 1,500 feet of downtown riverfront to be redeveloped and completes the riverwalk that begins at Gail Borden
Library to the north and ends
at Grand Victoria Casino at the
south. Features include permeable pavers, bio-swales, traffic
calming devices and bicycle
paths consistent with existing
riverfront improvements in
Elgin’s downtown.
Decorative canopies line the
Promenade, lighting up at night for
a colorful show of color to add to
the festive and fun atmosphere for
pedestrians to enjoy.
Elgin received $9 million in
funding through the Illinois Jobs Now capital construction program
and over $1 million in Tax Increment Financing (TIF) district. The
project also received funding through the Illinois Department of
Commerce and Economic Opportunity.
Elginstead Campaign: perhaps you’ve heard it on the radio,
seen the billboards on the expressways, or noticed it wrapped on
Chicago buses- The Elginstead marketing campaign is reaching
people from the Chicagoland area and beyond, touting the many
reasons to purchase a home in Elgin. The campaign is being conducted by the National Fair Housing Alliance. Elgin was among
the few communities nationally to be featured in this campaign to
promote home ownership.
Elgin was selected because of the phenomenal
variety of housing stock,
beautiful neighborhoods
and offering an outstanding
quality of life that the community offers. As their tagline says, Why Elginstead?
Because Elgin is a vibrant,
thriving and diverse community that’s a great place to live… instead
of where you’re living now.
While Elgin already leads the state of Illinois in new housing
starts, the campaign is stressing the many historic districts and
traditional older neighborhoods, our revitalized downtown, and the
wide variety of arts and culture that Elgin has to offer.
Thus far, the Alliance reports that they have had great response,
with over 2800 hits to their Elginstead website. The campaign
includes radio ads on WMMB and WBEZ in Chicago, as well as
billboards along the I-90 corridor and ads on Chicago busses. To

Jane Addams Memorial Tollway: The Illinois Tollway
started construction on the second phase of the $2.5 billion Jane
Addams Memorial Tollway (I-90) Rebuilding and Widening Project as part of the 15-year, $12
billion capital program, Move
Illinois: The Illinois Tollway
Driving the Future. This work is
the eastern segment between the
Elgin Toll Plaza and the Kennedy
Expressway.
Construction on the 25mile segment of I-90 from Elgin
to Chicago is scheduled for 2014-2016. Between Randall Road and
the Tri-State Tollway (I-294), I-90 will be rebuilt and a new lane
added to provide four lanes in each direction. In addition, between
the Tri-State Tollway (I-294) and the Kennedy Expressway, the
Tollway will rebuild the three westbound lanes. Whenever possible,
the Tollway uses traffic shifts and shoulders to keep as many lanes
open during peak hours as were available before construction.

Learn How New Pregnancy Protection Affects Your Business

the Illinois Human Rights Act providing Pregnancy

This Chamber Conversation will be led by attorney,
Michael D. Wong of SmithAmundsen, LLC, whose
legal practice is focused on representing businesses
and employers in labor and employment matters.
According to Wong, House Bill 8, pushed through the Illinois
Legislature and ready to be signed into law by Governor Quinn,
amends the Illinois Human Rights Act to prohibit pregnancy
discrimination by employers of all sizes. Additionally, it requires
employers to provide a reasonable accommodation to employees
