Making good strategic and tactical decisions in this environment calls for accurate, informed, and consistent outcome definitions and metrics that provide meaningful insight to enable operational effectiveness within the National Industrial Base. The key is developing successful, effective performance metrics and understanding their linkage to readiness. The panel will detail examples of implementation from three perspectives: 1) across similar commodities, 2) a depot-level effort, and 3) as a cross-service initiative. Abstract: The maintainer remains the most important factor in the execution of maintenance. However, the technological advances of future DoD weapon systems and equipment will affect the skills and capabilities needed to maintain this modern equipment. Leaders from the Military Services and industry will discuss how current maintenance workforce skills address core capability requirements and how future weapon system complexity will impact the workforce. They will identify anticipated gaps or disconnects in required skill sets and will outline strategies, plans, and programs needed to successfully train, develop, and shape the future maintenance workforce. Objective: Discuss the benefits of, and barriers to, utilizing mission-based data and analytics to forecast supply actions that support future maintenance operations. Abstract: The DoD needs a future-oriented software sustainment construct to meet the growing demand for the maintenance of software for increasingly complex weapons systems. Currently, software sustainment is not managed or funded the same across all the Services. Quite often, management and sustainment of weapons systems software is considered to be so different from hardware sustainment, and so complicated, that it requires “special management,” sometimes outside the bounds of statutory requirements. Government and industry software maintenance professionals will outline the challenges, issues, and potential strategies for managing weapons system software depot maintenance to meet future needs. Abstract: While the primary maintenance planning factor used in the DoD is OPTEMPO (flying hours, steaming days, and miles), environmental factors also have significant impact on the maintenance required to keep a weapon system operationally available. As budgets decrease, maintenance forecast accuracy must improve, and this information must be effectively communicated to the supply community to ensure that maintainers have the right part at the right time with optimal inventory. This panel will review ongoing and potential initiatives to improve maintenance and supply planning using MissionBased Forecasting, along with the current policy, culture, and data transfer barriers to doing so. AM capabilities have demonstrated value in addressing excessive parts lead time, parts obsolescence and repair, advanced tooling, parts remanufacturing and rapid prototyping. Each Service panelist will discuss AM applications supporting current and future maintenance requirements. Panelists will then discuss common challenges with the intent to advance collaboration in order to share technical knowledge, investment strategies, policy and certification development, and digital environments. A board of senior maintenance leaders from Office of the Secretary of Defense and the Military Services selects the top six field-level Department of Defense maintenance organizations from active and reserve units worldwide. Of the six winning units, one is selected as the top maintenance unit for the year and receives Department of Defense’s highest field-level maintenance award: the Phoenix Trophy. Also, the Robert T. Mason Award for Depot Maintenance Excellence is presented to best depot-level maintenance program. Additionally, 2014 is the inaugural year of the Secretary of Defense Award for Excellence in Maintenance Training, Advice, and Assistance of Foreign Security Forces. 12 technical tours Anniston Army Depot (ANAD) Thursday, November 20, 2014 Tour Departs: 8:30 a.m. from Sheraton Tour Return: No later than 4:15 p.m. REGISTRATION FOR THE TOUR IS CLOSED ANAD is the designated Center of Industrial and Technical Excellence for combat vehicles (tracked and wheeled), artillery (self propelled and towed), bridging systems, and small caliber weapons (individual and crew served). ANAD performs depot level maintenance on vehicles ranging in size from the Stryker to the 70 ton M1 Abrams Tank and a variety of other types in between, like the M113 Family of Vehicles, the M88 Recovery Vehicle, and the M9 Armored Combat Engineering vehicle. Major components of each vehicle are also overhauled and returned to stock. Combat and battle damage repairs are currently being accomplished both at home and abroad. ANAD is a leader in public private partnering. Under partnership agreements, a wide range of vehicle conversions, upgrades, and new vehicle manufacturing are currently underway at ANAD.
