Greetings!
It is my great pleasure to welcome you to the 105th Annual
NAACP Convention in Las Vegas, Nevada. I appreciate
your commitment to convene for the work of the
Association, and I hope you will also have an opportunity
to enjoy our host city and “Entertainment Capital of
the World.”
Our Convention this year is aptly themed, because we are
truly ALL IN FOR JUSTICE AND EQUALITY, and we are
excited to have you with us. We believe you have come
not merely as spectators, but as a generation ready to join
in a tangible way as we remain true to our mission and
goals. We will settle for nothing less than “the political,
educational, social and economic equality of rights
of all persons and the elimination of racial hatred and
racial discrimination.”
Together we have built upon a firm foundation, one laid before us by the great pioneers of justice
and equality. Now with our strategic direction and the focus of our work clearly defined through
our 21st Century Game Changers – Economic Sustainability, Education, Health, Public Safety
and Criminal Justice, and Voting Rights and Political Representation – we are expanding our
sphere of influence in upholding justice and promoting equality across our nation.
Thank you delegates, leaders, partners, and friends for taking this time to reaffirm your
commitment to civil and human rights. We are winning because we are working together as one
cohesive unit building Generations of Power to effect lasting change.
The future is calling, and with your help, the NAACP will answer!

Vice Chairman
Dear Delegate:
It is my pleasure to welcome you to Las Vegas and the
105th Annual Convention of the National Association for the
Advancement of Colored People.
This 105th Annual Convention takes place in the 50th
Anniversary year of the adoption of the passage of the 1964
Civil Rights Act. This legislation is the most significant piece
of Civil Rights legislation in the modern era and formed the
basis for the most important period of progress for African
Americans in our nation’s history. The 1964 Civil Rights Act
represents a signal moment in our nation’s maturity and for
our struggle for equality, justice and the full implementation
of the Constitution of the United States of America.
Organizationally, we enter this Convention with new
leadership and a renewed commitment to continue the
struggle until victory is won. We will work to carry out our Five Game Changers and build our Unit
capacity to insure that every part of our nation benefits from our efforts.
This Convention program will recognize the work that has been accomplished, however, the sessions
planned for you this week are intended to serve as a road map for your work. We hope to give you
practical examples of ways to implement the Game Changer Strategies, based on the experiences of
your peers. Along the way, we will hear from power brokers and policy makers who are responsible
for insuring the promise of the Civil Rights Act is made real.
We welcome you here and charge you with the responsibility to receive and utilize the information
shared here to make your communities a better place for all who live in them.
I want to thank the members of the Convention Planning Committee, the Las Vegas Convention and
Visitors Bureau, our host Las Vegas Branch and the Idaho/Nevada/Utah State Area Conference for
working with our tireless staff to bring you the best, most comprehensive National Convention possible.

Interim President & CEO
Dear Friends,
Welcome to our 105th Annual NAACP Convention in Las
Vegas, Nevada, “NAACP: ALL IN FOR JUSTICE AND
EQUALITY.” We have answered the call and are fully
engaged in the ongoing battle for civil rights and social
justice in our nation.
We appreciate all who have joined us, and especially each
of our delegates, who have taken the time to attend this
historical event. Historical that it is our 105th, and historical
that we will inaugurate the 18th President of our great
National Association for the Advancement of Colored
People (NAACP) – President Cornell William Brooks.
President Brooks is a man of multiple disciplines: a
minister of the gospel, a lawyer by professional trade, and
even more importantly to me, a visionary for the future of our Association – the right man at the
right time. I hope you will join me in welcoming him to our NAACP family. We will work with him
so that his vision and our strategic plan will cohesively meld and readily support the preeminence
of the NAACP; the largest, oldest, and most productive civil rights organization in this country,
and yes in this world.
Now with a heightened expectancy for what lies ahead, I again welcome you to our 105th
Convention. This is our time to reconnect, strategize, and recommit to the work at hand; to
continue in our position of leadership towards strengthening democracy in our nation.

Greetings from the
NAACP Tri-State Conference
Idaho, Nevada & Utah
Greetings:
I am honored to greet and welcome you to our 105th annual
convention in Las Vegas, Nevada as the Tri-State Conference
President of Idaho, Nevada and Utah. Our theme, “All in For
Justice & Equality” is very fitting for our convention. Las Vegas
is known for its bright lights and a town that never sleeps. We
want you to enjoy yourself while in Las Vegas but we want
you to maintain your focus of why you came to the convention.
However, we are excited for this convention being held here
because it is a great opportunity for the NAACP to present
our civil rights agenda for the upcoming year. It is also said of
Las Vegas that “What happens in Vegas, stays in Vegas.”
However, with our civil rights agenda, we do not want that to
happen. We must vigorously act upon our plan to spread our
work across the country.
As the NAACP moves forward with our many programs and
as we continue to fight for equal rights, we are hoping that you will leave this convention more excited
than ever to continue fighting for equal rights. We realize that there are individuals that are sitting on
the sidelines and reaping all of the benefits that we continue to fight for but there is a place within our
great organization for those folks. Continue to reach out to them because the NAACP has always
been a voice for change.
Directing our efforts into the future, the NAACP is focused on our Game Changers. The five NAACP
Game Changers implemented several years ago are the Economic Sustainability, Education, Health,
Public Safety and Criminal Justice, Voting Rights and Political Representation. The NAACP launched
a process to develop its strategic direction and plan, creating a powerful vision for the future, and
setting organizational goals that would focus its work for the 21st Century. There are attacks on voting
rights across this country and we must continue to fight. Our battles are well worth the fight and we
cannot be complacent. Where there are wrongs, we must not be silent because the right to vote
is a privilege.
It is important that we are focused on the many civil rights initiatives, legal advocacy, and discrimination
in the workplace. In addition, the NAACP will target disparities in pay between men and women, health
care, education, voter empowerment, criminal justice system, anti-bullying policy and a broad range
of other initiatives for equal rights. It is important that we as NAACP members continue to focus on
these initiatives.
The NAACP has said to America that the time is now to be true to the promises made. It is through
the many court battles, that the NAACP has been victorious, yet there is more work to be done as so
many of our rights that we won in the courts are being taken away from us.

Greetings:
I am honored to welcome the National Association for
the Advancement of Colored People (NAACP) to the
greatest city in the world Las Vegas, Nevada.
As President of Las Vegas Branch 1111 and host City
of the 105th Annual NAACP Convention, I bring you
greetings. Since February 14, 1928, the Las Vegas
Branch of the NAACP has answered the call and is fully
engaged in the continued battle for civil rights and social
justice for all people. We recognize this is a lifetime fight
not for the weak or the weary.
The Las Vegas branch and the State of Nevada are grateful
to the preceding freedom fighters, current delegates and
appreciative to the NAACP family for choosing Las Vegas.
We are pleased to join with the National Association for the Advancement of Colored People
(NAACP) in inaugurating its 18th President – President Cornell William Brooks.
Las Vegas is “ALL IN FOR JUSTICE AND EQUALITY.” There is a lot to do in Las Vegas if you

ONE-DAY NAACP DIVERSITY CAREER FAIR
Over 3,000 convention visitors are expected to attend the NAACP Diversity Job Fair
in the Commerce & Industry Show. Attendees will have an opportunity to explore
employment opportunities with potential employers in the areas of sales, healthcare,
finance, computer engineering, retail, restaurant, government, etc. The Job Fair is open
to the entire community and will offer exhibitors the opportunity to meet some of the
region’s most experienced and diverse candidates.

In today’s world, women are becoming more and more
empowered as perennial barriers have been dissolved. However,
women are still faced with many challenges. It is the women who
balance career and family; is the connector with the PTA; is the
pillar of the church; is the backbone of society. Yet today’s woman

In this panel we will examine the extent to which today’s major
political parties are developing policies which impact and
address the unique characteristics and challenges of racial and
ethnic minorities in our country, specifically African Americans
since enactment of the Civil Rights Act of 1964. From political
party resolutions to platforms to partisan positions, many of the
actions of the two primary political parties in America today have
a direct impact on African Americans, the policies and priorities
of the NAACP, and our five “Game Changers.” As such, we
hope to have an open and frank discussion with leaders and
representatives of the Democratic and Republican parties to talk
about the role of race in the formulation of national policy.

DEPARTMENTAL OVERVIEW:
The goal of the NAACP Criminal Justice Program is to advocate
for and advance a better, more effective, fair and transparent
public safety system that reduces the reliance on prisons as
a means of solving social problems. To do this, the Program
works under a “smart and safe” framework to counter “tough
on crime” and “lock’em up” practices that have not led to
greater public safety, but have served to create a crisis of
mass incarceration in America. The National Criminal Justice
Program has four (4) priority areas of work:
1. Advancing Effective Law Enforcement
and Ending Racial Profiling,
2. Removing Employment Barriers for
Formerly Incarcerated Individuals,
3. Ending the Death Penalty, and

LOCAL UNIT WORK:
Criminal Justice Reform at the State Level – Florida. Racial
profiling is a persistent civil and human rights violation that
continues to impact communities of color across America.
When combined with dangerous “stand your ground” laws,
the result can be devastating. Many recent cases in Florida
have brought national attention to the reality that inherent bias
and perceptions of “threat” go hand in hand to not only lead
to tragic incidents for people of color, but also create unequal
application of self defense and stand your ground laws –
ultimately leading to people of color becoming victims on both
sides of the gun. President Adora Obi Nweze will discuss the
advocacy efforts to repeal stand your ground and combat
racial profiling in Florida.

State conference and unit advocates from Newark, New Jersey
to Seattle, Washington. Dr. Sheley Secrest will discuss

increase Black home ownership;
2. Strengthening Black owned business through
securing government funding in DBE

EDUCATION
Common Core Standards is currently an education reform
initiative the national NAACP Education Department has
committed to. Pursuant to an NAACP resolution passed in
2013 and funding awarded by the Gates Foundation, the
national Education Department will focus on empowering the
NAACP network of 38 State and Area Conferences to become
advocates in the implementation of the Common Core State
Standards. Common Core Standards is a collection of shared
education goals and expectations to be implemented nationally
depicting what K-12 students should be able to learn or achieve
by certain grade levels in preparation for college/vocational
training and ultimately a career. Common Core State Standards
is sponsored by the National Governors Association and the
Council of Chief State School Officers and seeks to establish
consistent education standards across the participating states.
It also seeks to ensure that graduating high school students
are prepared to enter credit-bearing courses at two- or fouryear college programs or to enter a workforce requiring higher
levels of knowledge and skills.

LOCAL UNIT WORK:
At the local, state and national levels we will work to address
inaccurate, uninformed and misleading information about
Common Core State Standards, while also closely monitoring
its implementation to ensure that all students benefit. Longtime
educator Dr. Barbara Desmond served as a presenter on
the recent NAACP Daisy Bates Institute Common Core State
Standards panel. The NAACP Education Department is
dedicated to expanding and building upon the legacy is the
historic Brown v. Board of Education Supreme Court Decision. To
meet the challenges of educating our youth in the 21st century,
the NAACP believes we must create and provide for students
who have not received full benefits of this momentous decision.
We must create and provide the means necessary for the
success of all students. All students must have access to a strong
Pre-K foundation, are taught by qualified effective teachers, be

impacted by strong leaders & role models in our communities,
have access to increased learning opportunities and benefits
from wisely targeted resources.

ENVIRONMENTAL AND CLIMATE JUSTICE
The Environmental and Climate Justice Program was birthed
out of the recognition that communities of color and low income
communities sit at the nexus between directly impacted by
pollution from the very facilities the drive climate change and
also being hit first and worst from the results of climate change.
Therefore, the program strategy is two-pronged: Reducing
harmful emissions through increased regulations shutting down
the most polluting facilities, coal fired power plants while also
working to advance alternatives through energy efficiency
and clean energy measures. At the same time, recognizing
that climate change is here and impacting communities daily,
we are also working on strengthening community resilience by
building local economies and increasing local self-reliance.

Recognizing that climate change is not only a threat-multiplier
that impacts all sectors of life; climate change progression is
also impacted and driven by how we lead all aspects of our
lives. Multi-faceted problems call for holistic solutions. Therefore,
community/unit level work has encompassed comprehensive
visioning, planning and reform. Whole community designs
being implemented in Gulfport, Mississippi and Prichard,
Alabama include:
green schools, waste diversion/recycling,
community owned energy, local food movements,
transformational resilience, and clean air

The NAACP’s health agenda has been developed to improve
the health and well being of African American families and
families of color. As a trusted voice in the community, the
NAACP focuses on awareness, education and advocacy efforts
targeted toward preventable diseases and social conditions
that disparately affect the African American community and
the systemic injustices that correlate with these inequities. That
NAACP is focusing the Association’s health agenda in the
following areas:
Childhood Obesity Advocacy, Health & Wellness,
Healthcare Reform, and HIV/AIDS.
Through the NAACP’s newly branded Health A.C.T. initiative,
(Advocacy, Community Education & Mobilization, Training) the
health department is preparing to equip communities with plans
to improve healthy behaviors and create healthier environments.

LOCAL UNIT WORK:
The NAACP is committed to ensuring that communities of color
understand that benefits provided by the Patient Protection
and Affordable Care Act (ACA), and the importance of its
implementation. The Health Department began by forging a
number of partnerships with organizations across the nation to
ensure that communities of color remain a priority demographic
for implementation of the ACA. The NAACP board of Directors
passed a resolution identifying health coverage as a critical civil
rights issue and issued a mandate that all 38 state conferences
in the organization facilitate workshops around ACA at their
Fall 2013 state conventions. Dr. Francis Johnson will share his
strategy around the Affordable Health Care Act implementation
that has occurred throughout the state of Georgia.

VOTING RIGHTS
The NAACP believes that every American should have free, open,
equal, and protected access to the vote and fair representation
at all levels of the political process. Since NAACP Voting Rights
Initiative was launched in 2011, the NAACP has played a
leading role in national efforts to stop the expansion of voter
suppression efforts and expand voting rights for all Americans.
The NAACP’s strategy to protect and expand voting rights for
all Americans has elevated and kept the attack on voting rights
in the forefront of the national debate and raised awareness
and advocacy on the international level. With proven success
at the local, state, and federal levels, the NAACP has focused
on building capacity at the field level to ensure the expansion of
voting rights. The NAACP’s voting rights initiative continues to
be guided by the following core strategies:
Stopping the spread of voter suppression laws, with an
emphasis on felony disenfranchisement;
Reversing state-sponsored voter suppression laws;
Building consensus for passage of progressive reforms–
such as universal registration, early voting and same
day registration;
Engaging the United Nations and other human rights
forums; and
Educating voters on the new requirements and rules for
voter registration and voting.

LOCAL UNIT WORK:
The battle to protect and expand voting rights is rooted in state
and local communities. The NAACP Voting Rights Initiative
works with local units across the nation to both respond to voting
rights attacks and promote voting rights expansion. To date we
have been successful in defeating voter suppression attempts

in 16 states. Additionally we have been successful in passing
sweeping voting rights reforms including expanding early voting,
same day registration, and reversing felony disenfranchisement
laws. Currently the NAACP is focused on ensuring that we
advocate for a fix to the Voting Rights Act. Attorney Gary Bledsoe
will speak about current efforts to defend voting rights in Texas
including current litigation efforts and state-wide voter education
and organizing efforts.

Voicing Our Issues Through Civic Engagement
Young people of color comprise the fastest growing voting
demographic in the country. As a result, in recent years, we’ve
seen a deliberate and strategic attack on student access to the
ballot box. Many of the attacks have focused on restricting
and/or complicating student voting access. As we move into
the 2014 mid-term election cycle, the role of Youth and College
members will be crucial. This interactive workshop will discuss
tools attendees can use to organize on campus and in their
communities to combat voter suppression tactics and best
practices for voter registration, education and mobilization
this fall.

“Making the Money Add Up” How to Save and Financially
Prepare for College
African American college graduation rates remain low, at 42%
specifically, despite the modest increase in African American
enrollments in the nation’s highest ranked universities.
This trend signifies that it is not just academic standing or
preparedness that prevents African American students from
completing postsecondary degrees. The Journal of Blacks in
Higher Education states that money is “the most important
factor” impacting an African American students’ ability to
complete their education. In fact, two thirds of all African
American students drop out of college for financial reasons.
This interactive workshop will educate college students and
those preparing for college on the institutional and personal
financial issues they are most likely to face that will impact their
ability to complete college.

Black Turnout for the 2014 Mid-Term Elections and the Fight
Against Voter Suppression
Access to the Ballot box is the power in which we advocate for
all of key issues affecting our communities. Across the nation,
we continue to witness a major attack on the access through
various forms of voter suppression. At the same time, we have
seen a wave of organizing and movement building that is
shifting the narrative across the nation,. Panelist will discuss the
current movement to defend and expand voting rights at the
state and national level, outline the challenges to voting rights
in the aftermath of Shelby County vs. Holder decision, and
discuss strategies needed to ensure and increased voter turnout
in the 2014 election.
