In an interview with Tapang over the weekend, he said he and SB Members Remberto Lapid, Regin Clarete, Ronaldo Gamboa and Rafael Canlapan are requesting the town’s local fi- nance committee to process the bonuses of the employees. However, Tapang said the proposed budget for the fiscal year 2015 amounting to P260 million has not been approved to provide allocation for the bonuses through a supplemental budget, as Dela Cruz vetoed it earlier. It’s staring at everyone right in the face. Liberal Party senatorial bet Leila De Lima yesterday told mediamen that she also sees the wisdom in considering the full potential of CRK to help decongest NAIA. According to the former Justice secretary, it’s about time that the country has a supplemental airport to address the problem of congestion. She too has experienced air traffic a couple of times. There is already a long list of personalities asking the government to consider the CRK as an alternative airport to the NAIA, including senatoriables. A lot of other people have expressed the same sentiments. Even members of the House of Representatives are open to the idea, which is being pushed by kabalen 2nd District Rep. Joseller “Yeng” Guiao. We don’t think they’re just saying this to garner favor from Kapampangans, because they are speaking sincerely on the need to decongest the country’s premier airport. But somehow, there are sectors opposed to the move, and are doing everything in their power to thwart this proposal. We don’t understand why, as the facilities are there, and at 2,400 hectares, CRK is four times bigger than the NAIA. De Lima understands the need for the government to seriously look at the viability of the Clark airport. She is not the first; there will be others to follow the lead. We don’t know what the government is waiting for, and we’re hoping that it’s not an accident that would take lives and properties. Under the pressure of superior numbers, the defending forces withdrew to the Bataan Peninsula and to the island of Corregidor at the entrance to Manila Bay. Manila, declared an open city to prevent its destruction, was occupied by the Japanese on January 2, 1942. The Philippine defense continued until the final surrender of United States-Philippine forces on the Bataan Peninsula in April 1942 and on Corregidor in May. Most of the 80,000 prisoners of war captured by the Japanese at Bataan were forced to undertake the infamous “Death March” to a prison camp 105 kilometers to the north. It is estimated that as many as 10,000 men, weakened by disease and malnutrition and treated harshly by their captors, died before reaching their destination. Quezon and Osmeña had accompanied the troops to Corregidor and later left for the United States, where they set up a government in exile. MacArthur was ordered to Australia, where he started to plan for a return to the Philippines. Japanese soldiers guard hundreds of American and Filipino prisoners of war resulting from the surrender of Corregidor in May 1942. The Japanese military authorities immediately began organizing a new government structure in the Philippines. Although the Japanese had promised independence for the islands after occupation, they initially organized a Council of State through which they directed civil affairs until October 1943, when they declared the Philippines an independent republic. Most of the Philippine elite, with a few notable exceptions, served under the Japanese. Philippine collaboration in Japanese-sponsored political institutions--which later became a major domestic political issue--was motivated by several considerations. Among them was the effort to protect the people from the harshness of Japanese rule (an effort that Quezon himself had advocated), protection of family and personal interests, and a belief that Philippine nationalism would be advanced by solidarity with fellow Asians. Many collaborated to pass information to the Allies. The Japanese-sponsored republic headed by President José P. Laurel proved to be unpopular. Japanese occupation of the Philippines was opposed by increasingly effective underground and guerrilla activity that ultimately reached large-scale proportions. Postwar investigations showed that about 260,000 people were in guerrilla organizations and that members of the anti-Japanese underground were even more numerous. Their effectiveness was such that by the end of the war, Japan controlled only twelve of the forty-eight provinces. The major element of resistance in the Central Luzon area was furnished by the Huks, Hukbalahap, or the People’s Anti-Japanese Army organized in early 1942 under the leadership of Luis Taruc, a communist party member since 1939. The Huks armed some 30,000 people and extended their control over much of Luzon. Other guerrilla units were attached to the United States Armed Forces Far East. The so-called Angels of Bataan, or Battling Belles of Bataan, upon their liberation in February 1945. The women continued to serve in what capacity they could while imprisoned at Santo Tomas and Los Banos. MacArthur’s Allied forces landed on the island of Leyte on October 20, 1944, accompanied by Osmeña, who had succeeded to the commonwealth presidency upon the death of Quezon on August 1, 1944. Landings then followed on the island of Mindoro and around the Lingayen Gulf on the west side of Luzon, and the push toward Manila was initiated. Fighting was fierce, particularly in the mountains of northern Luzon, where Japanese troops had retreated, and in Manila, where they put up a last-ditch resistance. Guerrilla forces rose up everywhere for the final offensive. Fighting continued until Japan’s formal surrender on September 2, 1945. The Philippines had suffered great loss of life and tremendous physical destruction by the time the war was over. Labor Secretary Rosalinda Baldoz said 13th month pay is a labor standard requirement of the Labor Code and all employers are required to pay it to their workers, regardless of the nature of their employment, and irrespective of the methods by which their wages are paid, provided they worked for at least one month during a calendar year. She added that giving 13th month pay to workers would foster “good labormanagement relations and increase workers’ and enterprises’ productivity and competitiveness.” The 13th month pay constitutes one-twelfth (1/12th) of the basic pay received by an employee in a calendar year. Baldoz said that while the 13th month pay includes remunerations or earnings paid by an employer to the worker for services rendered, it does not include: cost-of-living allowances (COLA);profit-sharing payments cash equivalents of unused vacation and sick leave credits; overtime pay; premium pay; night shift differential pay; holiday pay;allowances and monetary benefits which are not considered or integrated as part of the regular or basic salary of the employee. “This year, the 24th of December falls on a Thursday, so employers may pay their workers the 13th month benefit on this day, but I urge them to pay earlier to avoid the rush,” said Baldoz.
