Welcome to the Westchester County Association’s BLUEPRINT City Showcase featuring
New Rochelle! With this half-day event we’re showcasing all that the City of New Rochelle
has to offer including: specific properties, public/private redevelopment opportunities,
mass-transit, arts & culture, diverse workforce and points of interest, as well as highlighting New Rochelle’s pro-business policies.
Today’s City Showcase is part of the WCA’s Blueprint for Westchester—a smart, new
aggressive campaign to attract and retain business, and spur investment in Westchester.
Driven by the private sector, with strong partnerships with the county’s real estate,
business and academic sectors, the Blueprint also includes collaboration with Westchester
County government and the county’s major cities.
The campaign includes private sector innovation and financing to help drive economic
development.

to integrate the Transit Center more fully
into the surrounding physical and economic
fabric of the City.
New Rochelle’s downtown has significant
assets: (1) a central location with convenient
access to Manhattan, nearby population
centers, and regional airports; (2) a direct
link to mass transit, including the only
Amtrak stop on the Westchester Sound
Shore; (3) a thriving and diverse arts and
restaurant scene that provides cultural
energy and recreational outlets; (4) a
burgeoning residential population with
discretionary income; (5) a base of intellectual capital with three, four-year colleges;
(6) a community-based teaching hospital;
and (7) flexible zoning standards designed
to encourage positive investment. These
qualities have helped our city attract a
variety of new commercial tenants in
recent years, including an emerging medical
office/healthcare sector.

As the downtown evolves into a vibrant
destination, the New Rochelle Transit Center has become a hub for local and interstate traffic needing parking and a

CITY OF NEW ROCHELLE
Along New Rochelle’s waterfront, the City is working closely with Forest
City Residential to transform land on Echo Bay—a sheltered inlet on
the beautiful Long Island Sound—that is currently inaccessible and
environmentally stressed into a vibrant, mixed-use community with
extensive public parkland. Linked to this project is the potential adaptive
reuse of a former Armory, also situated on Echo Bay.
This redevelopment project consists of the construction of 285 rental
units, 23,800 square feet of neighborhood retail uses and over four acres
of public open space on the waterfront, creating view corridors from
adjacent neighborhoods.
The site is composed of several City properties including the City’s public
works yard—anticipated to be relocated—and a former Con Edison site,
and is adjacent to the Municipal Marina.
The City’s vision for the redevelopment of Echo Bay is to enhance views
and vistas of the Long Island Sound from Main Street; to create public
access to the water for local residents and visitors; and to provide
residential living on the waterfront at a density that is in scale with
development elsewhere in the community.

260–270 EAST MAIN STREET (ARMORY)
CITY OF NEW ROCHELLE
The Armory site is a 2.92 acre area with public access to the
waterfront located at 260-70 E. Main Street (U.S. Route 1).
Through the adaptive reuse of the Armory, the City seeks to:
• Rehabilitate and preserve a historic structure
with distinctive architectural features;
• Activate a currently underutilized site for the
public’s enjoyment and benefit;
• Complement and enhance the surrounding revitalization
of the New Rochelle shoreline.
The Armory consists of two main structural components:
a vaulted core (main portion of the Armory) and a two-story
annex totaling 36,575 square feet.

The BID Artist Spaces Program works with downtown property owners to develop vacant upper floor spaces to well appointed artist
studios with excellent light and windows, some with skylights, 24/7 access, and affordable rents that include heat and electric. There is a
growing artist community downtown with which the BID works to develop artist support programs and open studio events. The studios
are located in the heart of downtown New Rochelle with easy access to stores, restaurants, business services and parking.
