July 17, 2015 INSIDE Naomi Richard | The Austin Villager RAPPIN’ Tommy Wyatt Congress to address Predatory Lending This week Congresswoman Maxine Waters (DCA), Ranking member of the Committee on Financial Services, convened a Faith Leaders conference in Washington. She invited Muslim, Christian and Jewish communities to highlight the moral and religious objection that faith leaders have raised in response to predatory payday and small-dollar lending practices in communities across America. Every day online and storefront payday lenders trap borrowers in longterm cycles of debt. Their triple-digit interest rates and access to borrowers’ bank accounts or car-titles places these borrowers in financial jeopardy. The Interfaith Payday Lending Roundtable addressed the impact of these harmful products on the communities that these faith leaders serve. Federal lawmakers are rightly concerned. Over 100 Members of Congress representing 35 states, the District of Columbia and the Virgin Islands recently urged the Consumer Financial Protection Bureau (CFPB) to enact a strong rule to curb abusive practices by pay lenders and other high-cost predatory loans like car-title and certain installment loans. In separate letters, 33 U. S. Senators and 68 House Members urged the same action: strong regulation and enforcement of abusive and predatory consumer lending. These practices have now been extended to Small Businesses. Their loans are required to be paid back on a daily basis. These are usually done online. According to policy experts, CFPB could act on the pending regulation sometime this fall. Texas residents should make sure that this state is a party to the actions that is being taken in congress. One payday lending company in Kansas already been fined. Scholarship funds are made possible through support from HACA’s Southwest Housing Compliance Corporation, a nonprofit subsidiary cre- ated in 2000. Since 2002, nearly $1 million in scholarships have been awarded to low-income students. Recipients range from newly graduated high school students to returning adult students and those attending college for the first time. Debbie Wasserman Schultz (D-Fla.) By Damon C. Williams Special to the NNPA from the Philadelphia Tribune PHILADELPHIA - Moments after delivering a keynote address at the NAACP national convention Monday at the Pennsylvania Convention Center, Democratic National Committee Chairwoman and U.S. Rep. Debbie Wasserman Schultz (DFla.) expanded on the Democrats’ agenda regarding the Affordable Care Act, voter rights and the “transparent” efforts of Republican Party to make inroads into minor- ity communities. “I talked about the importance of making sure that we not roll back all of the progress we’ve been able to make over the past almost seven years under President Barack Obama’s administration, whether it’s the 16 million Americans who benefited from access to quality, affordable healthcare that they have not previously had, to voting rights, which is obviously right in the wheelhouse of the NAACP,” she said. “And to reiterate that we have to all stand and remain vigilant to ensure [voters are protected], whether its photo ID laws, or early voting hours, or weekend voting, or protecting the ‘souls to the polls Sundays’ [churchvoter education effort].” Schultz, who represents parts of Broward and Miami–Dade Counties, said the Republicans “are all in lockstep, led by their governors across the country,” to try to derail progress made regarding voter ID. Shultz, as a veteran legislator, is intimately aware that voter ID is a lightning-rod issue, especially in her home state, which requires photo identification to vote. According to the Florida Division of Elections, voters there will be asked to provide acceptable forms of identification; if voters there do not have an acceptable form of photo ID, they can still cast a provisional ballot. Pennsylvania is one of several states that do not require a photo ID at the polls. Schultz reiterated her belief that Republicans, especially Wisconsin Gov. Scott Walker, are still “trying to throw obstacles” in the path of voters who would more likely vote Democrat. To counter, the DNC is in the midst of a nationwide voter expansion program and working with organizations such as the NAACP and other allied groups, to help register voters and ensure they get to the polls. Shultz took umbrage with the GOP presidential candidate slate in general – and with Walker in particular – for their positions on voter ID and what Shultz perceived as the party’s less than authentic recent catering of the African–American community. “Scott Walker announced [his presidential candidacy on Monday], and whether it’s Scott Walker, or Rand Paul, or Jeb Bush, the Republicans are trying to make a show over their outreach to the African–American community, and I stress [that voters remember] you are dealing with a party that ignored the African– American and other minority communities for many, many years,” Shultz said. “Now, they’re suddenly putting some window–dressing around their record, but when you have a guy like Rand Paul who opposes both the Voting Rights Act and Civil See RNC CHAIR, page 5 Misty Copeland Becomes ABT’s First African-American Principal Ballerina By Zita Allen | Special to the NNPA from the New York Amsterdam News When American Ballet Theatre announced the promotion of Misty Copeland to principal ballerina Tuesday, the highest rank in the company and the highest ever achieved by an African-American dancer with one of this country’s elite ballet companies, she told reporters at a press conference, “I’m just so extremely honored to be a principal dancer, to be an African-American and to be in this position.” Occasionally fighting back tears, she spoke softly with humility and grace at what was clearly an emotionally charged moment. After the shootings the community and nation displayed an unprecedented outpouring of compassion for he victims and survivors as well as outrage at the racism that prompted the atrocity. Since the shootings the state and nation has bonded to remove the Confederate Flag as a political and social symbol of the racist hatred made evident by the atrocity. And now after Emanuel’s dead has been buried, local civil rights leaders say the substance of the racism and hatred the flag represents will take more time and patience. As the nation learned of the July 17 atrocity at Emanuel immediate calls to stop the racism led to the action on the Confederate Flag, an action that began in 1999. Charleston NAACP President Dot Scott said her organization already has started to hold discussions with local businesses and institutions to address discrimination. Dot Scott But she cautions that the community shouldn’t think that racial discrimination that’s existed centuries will change in three weeks. “We need to change some things like what happens in employment and public education and we need concrete change. But we must remember it hasn’t even been a month since those nine people were killed at Emanuel. That was a game changer and things are changing as evidenced by the removal of the flag. Two weeks before July 17 we wouldn’t even have had that discussion.” “Now we’re beginning to see people like Gov. Nikki Haley and others working to make a difference. But we shouldn’t delude ourselves to think things will be fixed overnight,” Scott said. This group is composed of women who are from the African Diaspora community living throughout Central Texas. Women of Progress came into existence due to the fact that a group of women decided to come together and make a difference in both their native land of Liberia, Sierra-Leone and Cote d’Ivoire. Over the last three years, Women of Progress has been doing a lot of work on the African Continent and also at home in Central Texas. During the massive Ebola epidemic crisis that affected the three West African nations of Liberia, Sierra Leone and Guinea, Women of Progress were able to help. Moreover, Women of Progress is eager to help more with the development of Women Progress. Finally, Women of Progress has grown in both membership and outreach during these three last years. Consequently, Women of Progress is seeking to have more visibility within the community. The committee is comprised of community members such as Nelson Linder (NAACP President Austin Chapter), Teddy McDaniel (Affiliate CEO of the National Urban League), local area parents who have invested in what the committee is doing for the children in the neighborhoods, and Vera Givens (ANC 3rd Vice President). The Community Engagement Specialist Terry Russell helps initiate a bond between the AfricanAmerican community and the school district as well as work (in layman’s terms) with the schools Teddy McDaniel The African-American Advisory Committee where the African-American population of students are large where most of the time those schools are the ones with low social economics. Ms. Russell along with the rest of the committee “try to make sure that they provide for the students in those schools and try to close the gap with the disparity and disproportionality that are between the schools on the west and east sides of town.” Ms. Russell, who I interviewed also went to mention that the committee came about when they started doing the AfricanAmerican Parent Involvement Conference a couple years ago. The committee came from people who were involved with the conference and saw there was a need for more things that involved or were aimed at the AfricanAmerican community. The committee started with only 10-15 people and went up to 50 people. The committee works on student retention rates by hiring teachers that “look like them” which creates more of a relation between the teacher and students. The committee wanted to make sure that this was looked into because you would have schools such as Gus Garcia Young Men’s Leadership Academy and Pierce Middle School (Now Bertha Means Young Women’s Leadership Academy) where you would have a high minority student rate, but they couldn’t relate to the teachers. RNC Chairman Reince Priebus released a statement celebrating the pact. “We are on the move,” Priebus said. “As chairman of the RNC we are engaging every voter, not taking any voter for granted, and not overlooking any opportunity to share our message. For too long, some have peddled the idea that only one party cares about communities of color. Not true. We have stepped up our ground game in communities of color. “Expect to see more RNC staff in diverse communities, discussing our shared values and actively recruiting people from across the country,” Priebus added. “Voters will hear from us often and in Black media outlets like Radio One to share our message, mobilize new activists and ask for their vote.” Shultz acknowledged that GOP play was “smart” and somewhat effective, but said voters need to be mindful of the combination of policy, message, strategy and tactics when considering the outreach efforts of the GOP. “Republican policies haven’t changed at all,” Schultz said. “By way of example, just last week, at the same hour that the Confederate flag was coming down in South Carolina, the Republicans were trying to ensure and codify – beyond the president’s executive policy on flag flying in national parks – they were trying to put it into law and say that Confederate flags could fly or be displayed in national parks. This is in the same hour. “There was so much backlash, because they got caught red-handed, that that entire interior appropriations bill was pulled from consideration,” Shultz continued. “That’s just one example of policy…their strategy is not to win the majority of African–American voters because they clearly recognize that won’t happen; their strategy is to erode the percentage of the [African– American] vote that the Democratic candidate for president gets. President Barack Obama will deliver a keynote address Tuesday afternoon at the Pennsylvania Convention Center. Today, he continues his work as a change-making leader through the Clinton Foundation. Because our work is not complete, I stand before you tonight seeking a sustained commitment to action to accomplish our goals,” said Brock, who is the youngest person to be elected NAACP chairman. Brock rounded off her speech by highlighting the importance of achieving liberty. “In our pursuit of liberty, we will get bruised. We will get battered. We will get bloodied.
