BINAY Message 2014 BagongBayani Awards Republic of the Philippines DEPARTMENT OF LABOR AND EMPLOYMENT I join the Filipino nation in sincerely congratulating the awardees of the 2014 Bagong Bayani Awards and wish them luck and success in the next stage of their continuing drive for excellence. If there is one thing that can be said about the recipients of the Bagong Bayani Awards, it is that they are an over-achieving lot. They inspire. They are known for their can-do attitude. And they make us Filipinos proud as a race and a member of the international community. This Awards elevates you to the ranks of highly-accomplished overseas Filipino workers whose lives have certainly touched a chord in many a migrant Filipino's heart, instilling in them the virtues of a migrant worker--hard-working, patriotic, and God-fearing. As Filipinos in foreign lands, you have shown that you can excel; that you care for your fellow Filipinos; and that you can be an ambassador of goodwill and an agent of change. The Bagong Bayani Awards, since it was first conferred in 1984, has sought to recognize these exemplary traits in the Filipino migrant worker. It has sought to honor excellence and to pay tribute to OFWs whose outstanding efforts in their work and in their activities in the community have fostered goodwill among the peoples of the world and have enhanced the image of the Philippines as a country of competent, responsible, and reliable workers. You are recognized, through this Awards, for your contribution to the socio-economic development of the Philippines. This is why this Awards is significant. Your exemplary and extraordinary lives, deeds, acts, services, and contributions towards the betterment of the business of your employers, of the lives of your fellow workers, and of the lives of your families will now be on official record with your receipt of this Awards. It confers upon you a great responsibility to sustain your inspiring and achieving ways because you are now models and exemplars for other Filipinos to emulate. My hope, therefore, is that you will value this recognition and accolade as a challenge to excel some more and to continue your winning ways in the service of our country and our people. MITOY YONTING THE AWARDEES 2014 BagongBayani Awards Outstanding Employee 2014 BagongBayani Awards Captain Silvestre G. Notorio, Jr. 57 years old Antipolo City Master Grieg Phils. Inc. 1st Floor, Legaspi Towers 200, Paseo de Roxas, Makati City On the fateful night of February 27, 2010, Chile experienced a devastating earthquake measuring over Intensity 8 on the Richter’s Scale. In San Antonio, MV Star Juventas ably steered by Capt. Silvestre G. Notorio, Jr., Master of the ship, had just started unloading its cargo of wheat at that time. With his vast expertise onboard, Capt. Notorio managed to keep all officers and crew calm and safe. Through his excellent leadership, he kept the crew focused on the tasks that had to be immediately done, at the same time transmitting timely and relevant information to the Contingency Group to update interested parties. He manifested exemplary ability in handling such emergency situation, deciding on what to do and carrying it out to completion, having in mind foremost the safety of his men and the protection of the ship and its cargo. Its foreign principal, Grieg Shipping AS, shall always be grateful for the decisive action of Capt. Notorio in San Antonio and for undertaking continuous efforts to maintain the vessel’s seaworthiness. Capt. Notorio is awarded the Bagong Bayani for Outstanding Employee for his extraordinary leadership and exceptional decision making skills in an extremely challenging situation. Outstanding Employee 2014 BagongBayani Awards Captain Leopoldo M. Gromio 59 years old Malate, Manila Master Baliwag Navigation, Inc. Ermita, Manila Capt. Leopoldo Monte Gromio, the Master of MV Hanjin Mimitsu, led the successful rescue of nine (9) passengers of a wooden pleasure boat that sank while sailing the rough seas in Paranagua, Brazil on January 18, 2014. The wooden pleasure boat was tossed heavily in the rough waters and substantial swells of the sea condition, apparently breaking the boat into two. MV Hanjin Mimitsu was fortunately near the area and its crew sighted the passengers on the rough seas without any flotation device. In a quick response to the situation, Capt. Gromio reported the incident to the nearest rescue station and directed his crew to throw the life rings to the passengers and lower the lifeboats at once. He also controlled and maneuvered the lifeboats himself. Capt. Gromio is deserving of the Bagong Bayani Award for Outstanding Employee for saving the precious lives of five women and four men, through his able leadership. Outstanding Employee BagongBayani Awards Filipino Crew of Costa Concordia The Italian cruise ship, Costa Concordia of Costa Cruises, measuring 114,137 GT, 290.2 meters long and costing 450 Million Euro (USD596 Million) was the largest ship built in Italy in 2006. While sailing across the Mediterranean Sea in January 2012, the vessel hit a reef off the Italian coast and ran aground at Isola del Giglio, Tuscany. On board were 4,252 persons with 3,206 as passengers and 1,029 crewmembers of which 291 were Filipinos. Amid the chaos where everyone thought only of their own survival, the Filipino crew gallantly risked life and limb to first ensure the safety and protection of the passengers. Painstakingly, they helped the passengers get into the lifeboats which the Filipino crew maneuvered themselves and brought them ashore. Unmindful of their safety, they made trips back and forth to the ship to rescue the remaining passengers and crew during the six-hour evacuation. They also courageously searched every nook and cranny of the ship to ensure that no one was left behind during the rescue operations. The quality training on international safety standards and their unselfish devotion to the call of duty enabled the Filipino crew of Costa Concordia to save the precious lives of the passengers and crew. The 291 Filipino Crew of Costa Concordia is conferred the Bagong Bayani Award for Outstanding Employee for exhibiting bravery and heroism by risking their own lives for their fellowmen. Outstanding Employee 2014 BagongBayani Awards Edison Peña David 42 years old Tarlac City Head of School Vauxhall Primary School United Kingdom Edison Peña David made an exceptional contribution in the field of primary education while working in the United Kingdom. Having chosen to work in an area considered to be among the most challenging communities in London, he was able to enhance his career through classroom teaching and leadership and management role as Head of Vauxhall Primary School, all within a span of ten (10) years. His work covered pupil welfare, academic subject expertise while meeting the needs of children with learning disabilities. Mr. David joined the staff of Vauxhall School amid difficulties experienced by the schood, particularly at the time Ofsted, the UK Government regulatory body that rated it to be inadequate in all aspects of teaching and learning provisions. Bringing with him the Filipino spirit of resiliency, Mr. David made substantial contribution by solving the school’s problems and by raising the standards of the children’s achievements. He mentored the relatively inexperienced group of teachers to improve their quality of teaching that enabled the pupils of Vauxhall to be exposed to world class learning experiences. As a result of his initiatives, Vauxhall status was upgraded into ‘adequate’. Successfuly under his helm, Vauxhall was adjudged outstanding in all aspects of primary education in 2012. Mr. David was also conferred the Award of Centre for Excellence for the Inclusion Quality Mark (the first school in London to do so), the Gold Award of the Arts Council for England and Quality Mark of the Basic Skills Agency for high standards in children’s literacy. At present, he is an assessor for the Inclusion Quality Mark and lecturer at the University of Winchester. He recently completed his training as an additional Inspector for Ofsted.
