FALL 2013 THE PETRO-PHILATELIST Page 2 THE PRESIDENT’S MESSAGE There are times like I mentioned last time where I am scrambling to figure what to write and others where there's more than can probably fit in the space provided. This letter proves the latter. We've had some developments here at PPSI that affect all of us that I must reveal at this time. The first and most significant is that our PSW Editor, Henk i'nt Veld has resigned his position and his membership with PPSI. What that means to us is that we have no Editor for PSW. I have agreed to step in to prepare the quarterly selections for the CC to review, but as I have a full time job and family, I will by no means be hunting new issues down as Henk did. We will rather be dependent on you, the members to send in new discoveries for review. If you submit stamps to the Committee for review you may follow the guidelines written in the P-P some time ago or not. All items will be reviewed. In the interest of space, I've written a separate article outlining the events that led to Henk's decision so you'll be apprised of what transpired. Needless to say, we need an Editor for PSW. At present, the Certification Committee is working on an upcoming 9th Edition to PSW. Historically, a new edition has come out about every six years or so, therefore a new edition is not without substance. We are looking to do some "housekeeping"; as you all FALL 2013 know it is sorely needed. If you have any suggestions or comments, now's your chance to voice your opinion. Write or email me and we'll give your comments their due diligence. "What about the online PSW?” you ask. PPSI's official position is that the online version owned by Mr. in’t Veld is not supported by PPSI. As has been stated a number of times within the pages of this journal, the printed edition dated November, 2006 with additions and deletions made via the published CCR's is the only official version supported by this organization. The online version was and is a private venture and does not reflect all the decisions made by our Certification Committee. It is solely your decision if you wish to subscribe to that web site. We are looking into the option of having the 9th Edition available online as most seem to appreciate the convenience and it seems to be the trend these days. Hopefully that will become the official listing and we can offer print versions for those of you who still enjoy working with pencil and paper. Another announcement I am pleased to make is that Steve Fraser has agreed to accept my appointment as Vice President. It's THE PETRO-PHILATELIST good to have one of the vacant Board positions filled and to be able to bounce some ideas, etc. off another. Feitze Papa has been a great sounding board, but I am sure he'll be glad to have someone else to take up the slack. Please take some time to welcome Steve to the Board. Thanks, Steve! Now that summer's nearing an end, it is time once again to look to your collection. Anyone feel like swapping duplicates? I may be able to accommodate you. See my ad elsewhere in the magazine. Feel like helping out? There are a number of ways. One could be to share a little about your collection; another could be to try your hand at writing a short article about a topic you're familiar with or sharing a philatelic secret; your knowledge of FDC's or perfins perhaps. Or, we do have a few other Board positions open that need to be filled. We need to fill the position of Secretary. The duties include taking minutes, notifying members of meetings, contacting various persons in relation to the society, administrating the day to day activities of the organization and creating the order of business. In PPSI parlance, it amounts to little more that maintaining a roster for mailings and emailing and maintaining offi- Page 3 The American Topical Association is expanding its membership incentives by offering a free topical checklist of choice to all new members. ATA is the largest affiliate of the American Philatelic Society, and its membership has been growing as thematic stamps become more popular and more member services are offered. After taking a degree in Chemistry at London University, I started my working life as an expeditor for John Brown Engineers and Constructors, initially based in their London office. Following a period working in Milan on a project for the Bouri Field, offshore Libya, where I developed an interest in Italian stamps, I was offered an appointment by Agip, on the construction project for the UKCS Tiffany field, based in their UK office. After later accepting a position as a Joint Venture Co-ordinator my job moved to Aberdeen. However, I left Agip when they decided to relocate back to London, and then became an economist for Maersk Oil, still based in Aberdeen. Finally, I was appointed as a Joint Venture Manager for Dana Petroleum to look after some of their North Sea interests. Last year my wife and I decided the time had come to retire, so we relocated to the South East of England both to be closer to the rest of our family, and to enjoy the more clement climatic condi- Developments within PPSI Ranks As I mentioned in my letter this quarter, I want to take this opportunity to explain the series of events that led to Henk in’t Veld’s decision to resign as well as what it means to PPSI as a whole. First a little background information. Henk volunteered for the position of PSW Editor when Raphael Macia’s deteriorating health no longer made it possible for him to continue in that position. There was some correspondence between Henk and Past President Grahame Boutle and a deal was struck that allowed Henk to FALL 2013 THE PETRO-PHILATELIST Page 5 maintain an on-line version of PSW. Such is described somewhat in the introduction of PSW-8. When I took over as PPSI President in 2007, the arrangements were already in place and neither I nor Treasurer Feitze Papa was aware of what those arrangements were. The only thing we had was a notice from Henk concerning cost for the new PSW-8. We thought it rather strange that payment for PSW-8 would go direct to the Editor, especially with the puzzling finish of his message which read, “Unless you are not in agreement with this (payment arrangement), [let me know] prior to Oct. 31st…”. We of course didn’t question, assuming this was part of the agreement between Editor and Past-President. So, for the next six or seven years, the Editor has received all monies payable for PSW-8 with not one cent to the PPSI treasury. 8 8 Editor ? Not long after, Henk requested a subscription to Michel Catalog online from our Treasurer Feitze Papa and Feitze paid it, somewhat expecting that this was a one-time request. When the “bill” was submitted for the subscription the following year, Feitze naturally took exception to this and got a really brash response from our PSW Editor with the caveat that, “…if the Board decides not to pay for it, [then I will] stop with all my PPSI activities (including membership) and to set up and supervise my petrostamp collection my own way.” So Henk threatened to “take his ball and go home” if we didn’t pay-up. The Board at that time decided to pay rather than lose the Editor, choosing the lesser of two evils. After all, no one was exactly knocking our doors down to help, and Henk knew this! Then, in a recent twist of fate, Feitze questioned the Editor about some new subscriptions to PSW and in the reply to Feitze, there was pasted into his Email the original correspondence between Grahame and himself, with no cc to Board members anywhere present in the headers. In this Email, Grahame was very clear in stating that Henk was to receive $300 compensation as a “token contribution” for producing PSW, the first $252.50 received from CD’s already sold and the balance of $47.50 came from the PPSI Treasury. Nowhere FALL 2013 THE PETRO-PHILATELIST Page 6 did it state in this agreement that he was to continue to receive revenue, and Grahame also made it clear that PSW was the property of PPSI and that “the proceeds of the sale of CDs etc. should go to the Treasurer.” Naturally, having now read the terms of such agreement, we were taken aback that we have been so dealt with to this point. So, when Henk again requested payment for his subscription to the online Michel catalog, we, the PPSI Board sent a letter to him advising him that we would no longer pay for the subscription, and that we would be changing our present arrangement. Of course, on May 28, I received from Henk the following, “Having taken notice with great disappointment of your remarks, observations and proposals contained in a letter dated May 23, 2013 sent by the Board of Directors of the Petroleum Philatelic Society International (PPSI), I, after ample consideration decided to immediately end my PPSI Membership at the same time retreating from the Certification Committee (CCR) and stop all my activities.” It is unfortunate that Henk was so closed-minded to any negotiation because he did an admirable job, but with the text of the original agreement now in hand, I feel we had no other alternative, took the appropriate action and that we were even gracious not asking for return of all the funds he’s reaped in the past years. I also asked Henk to send the files for the updated PSW to me, but to date he has not complied. In addition, I also asked that he remove any reference to PPSI from his web site if he continues to maintain it, because PPSI will no longer endorse the site. It is my understanding that such references have been removed. I say it’s my understanding because I terminated my subscription to his web site. I will not support a non-member venture such as this any longer. Grahame Henk Tony Now, what does that mean to PPSI? Remembering as I wrote in my letter that the “official” PSW is the original printed version dated November, 2006 (available upon request) with updates printed in The Petro-Philatelist; we still maintain a current version, albeit not online. So we do have the means to prepare a new Edition should PPSI decide to do so, and can still produce CD’s and hard-copies for new members or others. But someone will have to step up to fill the role of PSW Editor. Rest assured, even with this setback, PPSI is very active and the future looks good. With a new edition of PSW and PPSI web site in the works, greater involvement of APS and ATA liaisons with the respective organizations and a steady stream of new members as well as increased member participation we are stronger than ever. We will keep you advised of the progress and of any needs that come up. In the meantime, feel free to let us know what you think of all this. All said, please accept my apology for not being more forthright nipping this situation in the bud. As your President I should have been more defensive of our income and expenses. It is fortunate for us all that the PPSI budget was able to support all of this. I hope we have your support for these upcoming ventures. Zapovednaya, d. 14, kv. 4 THE PETRO-PHILATELIST Moscow 127081 Russia Page 7 City of Baku Coat of Arms by Hugo Vargas Figure 1 Baku, in Azerbaijan, was conquered by the Russian Empire in 1806 but was not granted a coat of arms until 1840s, when the tsar issued a decree on the “Institution of Administration for the Transcaucasia region”. Once incorporated into the structure of Russian government, the region had to acquire the attributes of imperial heraldry. On 21 May 1843, the emperor approved a coat of arms for the Georgian-Imeretian Governorate and the Caspian region. The Baku district coat of arms was approved along with the one for the Caspian region. The Baku coat of arms of 1843 (Figure 1) was a shield, divided in two. The upper half contained part of the regional coat of arms on a gold background: on the left a “standing tiger”, on the right “jets of burning gas, bursting from the ground”. The lower part had a blue background: on the left a “ loaded camel bearing saffron stems with flowers to symbolize the important businesses of transport and saffron cultivation”; on the right was a “cast anchor, signifying Baku’s role as a port”. During the last quarter of the 19th century Baku and its surrounded oil fields became the main source of hydrocarbons of the Empire up to a point that during the 1890s, Baku provided 95% of the oil production of the Russian Empire and approximately half of the world oil production. Within ten years, the city had become the foremost producer of oil overtaking the production of the United States. All this progress cease with the Bolshevik revolution. After the 1917 revolution the Soviet power was established in Baku. In accordance with the Decree of the Baku Soviet of the National Commissars of June 1, 1918 the oil industry, as well as the Caspian commercial fleet were nationalized. In the spring of 1918, Russian interests in Baku were protected by the Baku Soviet of People's Commissars, who became known as the 26 Baku Commissars. In February 1920, the 1st Congress of the Communist Party of Azerbaijan legally took place in Baku and made a decision about preparation of the armed revolt. On 27 April of the same year, units of the Russian 11th Red Army crossed the border of Azerbaijan and began to march towards Baku. Soviet Russia presented the Azerbaijan Democratic Republic with an ultimatum to surrender, and the troops entered Baku the next day. The city became a capital of the Azerbaijan SSR and underwent many major changes. As a result, Baku played a great role in many branches of the Soviet life. Since about 1921, the city was headed by the Baku City Executive Committee, commonly known in Russian as Bakgorispolkom. During the Soviet domination era the coat of arms was modified again. Recently Azerbaijan has issued several stamps with the coat of arms of Baku that we have not catalogued yet but I am proposing them today to the Certification Committee. They are: 1. 2. FALL 2013 THE PETRO-PHILATELIST Page 9 Petrostamps inspired by the Gulf conflicts in the Middle East by Saleem Al-Ani In the article (Oil in Paraguay?) written by our dear editor in the Spring 2013 issue of the PetroPhilatelist, he mentioned that the discovery of oil in a narrow strip of the barren section of the Chaco Boreal at the foot of the Bolivian Andes precipitated the Chaco war (1932-1935) between Bolivia and Paraguay. After finishing reading the article, I immediately thought about how many petrostamps in our catalogue are related to a conflict. Two other petrostamps were issued in 2002 with the inscription “victory day”. The stamps show a silhouette of a refinery near the portrait of Saddam Hussein (Scott 1676 and Figure 6 Iran Scott 2243 Figure 3 - Iraq Scott 1676 I wrote a previous article for P-P back in 2005, but the number of such stamps was not specified there. The article was entitled “Armed conflicts on petrostamps”. The present article takes a closer and more detailed look at conflicts in the Gulf region in the Middle East in particular*. I found it logical to begin with the country that took part in all these conflicts, Iraq. To commemorate Saddam’s battle of Qadisiya (the name given by Saddam Hussein to the Iraq-Iran war), Iraq issued in 1986 two petrostamps showing a Figure 4 - Iraq Scott 1677 1677, shown here below). Tondguyan was the second oil minister of the Islamic Republic of Iran who was captured by the Iraqi forces in November 1980 during the Iran-Iraq war. Tondguyan was captured by the Iraqi forces on his tour to the fronts on the Abadan road in Khuzestan Province on 3 November 1980 at the initial phase of the Iran-Iraq war; his two deputies were also captured with him. They were reportedly taken to Baghdad. In October 1990, the Iraqi officials stated that he committed suicide two years after his captivity, but it was never proved.
