Indo-Vietnamese Co-Operation & Imc Initiatives
IMC promoted Indo-Vietnamese Chamber of Commerce and
Industry in 1990 for enhancing bilateral trade and investment
between India and Vietnam. Since then, bilateral trade between
the two countries has increased from less than $ 100 million to
$ 2.7 billion in 2010. It represents about half per cent of India’s
global trade. India figures among top 10 markets of imports for
Vietnam.
India has granted “market economy” status to Vietnam and has
entered into the FTA with Vietnam as part of India-ASEAN FTAwhich has come into effect from June 1, 2010.
IMC has established a special desk to facilitate trade relations
between the two countries.

Welcome to this 2011 Edition of ‘India Calling’, the flagship event of the
Indian Merchants’ Chamber being held in Vietnam this year, once again, a
new destination. Conferences under the brand, ‘India Calling’, organized by
IMC explore new destinations every year based on the opportunities that are
coming up for India in terms of both outward and inward trade with the host
country and of late, even for establishing manufacturing and service base in
these countries and for outward investments.
The Government of India’s ‘Look East’ initiative, encouragement by India’s
Foreign Affairs and Commerce Ministries, the enthusiastic response from both
Indian and Vietnamese Embassies, the spontaneous acceptance of invitation
by Mr Kamal Nath, Minister for Urban Development, to inaugurate the
Conference and excitement of all supporting organizations and businesses
with regard to developmental plans of Vietnam, led to the selection of Vietnam
as a venue for this year’s ‘India Calling’ Conference.
Bilateral trade information as also basic country information are available in this booklet and more detailed
information on opportunities for various businesses and aspects of doing business in Vietnam and India are
available in the Knowledge Book prepared by KPMG for this event.
The India Calling event has gained a special place in IMC’s events for the value proposition that these events
bring to bear to the participating businesses. I say this from experience as I have had the opportunity of
participating in all but one of these events. Understanding the local environment and meeting key businesses,
policy and law makers in foreign lands in these events are most useful for business development and also
for India as a country. These events sell India’s growth story as much as any other event led by the head of
the country or political leadership.
Vietnam, a traditionally agrarian economy, is on the path of industrialization and is also aiming at becoming
a major service provider in identified segments. The assets here are owned by State and there is not much
privatization. It has a large young population and is looking at India to learn from its success stories of
growth. Dr Mashelkar is advising Vietnam on strategies for “inclusive growth/innovation”. In addition to
infrastructural development and related financing, legal and structuring (PPP Model) matters, education,
healthcare, information technology and financial services are areas of current interest for Vietnam in
services sector and engineering goods, textiles and pharmaceuticals in manufacturing sector, as informed to
the Organising Committee of IMC.
I am confident that participants will find opportunities of their interest and the participation will be rewarding
in terms of gathering knowledge and information, in addition to establishing contacts in these markets.
We are really enthused by the special attention given by the Indian High Commissioner, Mr. Ranjit Rae and
Consul General Mr. Abhay Thakur for establishing contacts, extending invitations and providing significant
support for making this Conference a very enriching experience for the participants. So also, Ambassador of
Vietnam Mr. Nguyen Thanh Tan and Consul General Mr. Bui Van Thinh in India have extended full support
and co-operation for this Conference. My heartfelt regards and thanks to them and their team.
My sincere appreciation for the efforts put in by the Organising Committee led by Mr. Nayan Patel, a very
experienced hand at these events, who have taken time out from their very busy schedules to make this
Conference an impressive one.

GOA India’s top tourist destination and one of its
youngest states is also a highly coveted hub of industry
Goa is one of the youngest Indian states, which
gained its Independence from the Portuguese in
December 1961 and was granted statehood in May
1987. In the last 20 years or so, Goa has emerged
among the most preferred destinations for all segments of domestic and international tourists. Today, such is the level of inflow during peak season
that the number of tourists visiting Goa often exceeds that of the local population by a factor of
two!

Even as vacationers have put Goa on the international map, the state has been more than a travellers’ Mecca. Instead, it is a throbbing industrial
location and home to a multitude of multinational
and Indian companies which have expanded and
thrived in the state. Prior to its liberation some
homegrown entrepreneurs successfully laid the
foundation of a vibrant industry.
GOA
When Goa achieved statehood in 1987, there were
only 3,200 small-scale industrial units and just 46
medium-and large-scale businesses. At the end of
the calendar year 2007, the state had 7, 119 smallscale industrial units, providing employment to
nearly 50,000 people and 209 medium- and largescale industrial units employing over 25,000 people. This works out to 30 per cent of the 2.46 lakh
people employed in various enterprises, excluding crop production and plantation. These operate across a range of businesses, spanning food
processing to computer peripherals and from
wines and spirits to defence and telecom equipment. According to the Economic Survey of Goa
2007-08, the shares of primary (mainly agriculture)
and tertiary sectors (mainly tourism and services)
in the gross state domestic product (GSDP) have
been shrinking over the last 15 years. However, riding on the consistently higher growth rate, the secondary sector (mainly manufacturing) has pushed
up its contribution to the GSDP to 43 per cent in
2005-06 from 29 per cent in 1990-91.

The Indian Merchants’ Chamber (IMC) is organizing the ‘India Calling Conference 2011’ from 5-10
November, 2011 in Hanoi, Vietnam. The Conference will provide an opportunity to reiterate the strong
socio-economic linkages between India and Vietnam and set the momentum for further deepening the
engagement.
The new India is a Young Knowledgeable India. With more than half of India’s population being less
than 25 years of age and a vast reservoir of knowledge workers, India is well placed to take advantage of
knowledge based production which is likely to be the key driver in the 21st Century.
India’s economy is being driven by its world class business leaders and entrepreneurs. Leveraging the
nation’s comparative advantage of knowledge, Indian companies have grown through acquisition, built

I am glad that the Indian Merchants’ Chamber is holding its 2011 edition of the ‘India Calling Conference’
in Vietnam during 5-10 November 2011.
As a dynamic economy with a young population, Vietnam is one of the most promising and attractive
emerging markets. It is a key focus country in our “Look East” policy. Our bilateral relations were
elevated to the level of “Strategic Partnership” in 2007. A major pillar of this partnership is our trade and
investment co-operation.
Indian companies have invested more than USD 225 million in Vietnam in areas as diverse as oil and
gas exploration, mining and mineral processing, sugar manufacturing, agro-commodities and agro
processing, rubber, steel, healthcare and ICT. Bilateral trade which amounted to USD 2.38 billion for the
period January-July 2011, registered an increase of 43% vis-à-vis the corresponding period in 2010. The two
countries have decided to set a target of USD 7 billion for bilateral trade by 2015. 1 am confident that with
the entry into force of the India-ASEAN Free Trade Agreement in Goods and concerted efforts by all sides,
we will be able to surpass this target.
The India Calling Conference will provide a valuable platform for B2B linkages and create greater
awareness amongst the participating companies about business environments and practices in the two
countries.
I am confident that this initiative of the Indian Merchants’ Chamber, with support of the Vietnam
Chambers of Commerce and Industry and People’s Committee of Hanoi will further develop and
strengthen our trade and investment partnership with Vietnam.

I am delighted that the Indian Merchants’ Chamber is holding the “India Calling Conference and Business
Summit” in Ho Chi Minh City from November 8 to 11, 2011. The Conference includes participation from
India and Vietamese business in diverse sectors, including healthcare, agro-processing, infrastrucure,
financial services, textiles and IT; as well as a ‘Catalogue Show”. The “India Calling” Conference is one of
the most important events in our bilateral calendar this year in Ho Chi Minh City.
India and Vietnam are among the fastest growing economics in Asia and the world. Our bilaterla trade
grew by 34.4% in 2010 to reach US$ 2.75 billion, and registered 41.1% growth in the period JanuaryJuly 2011. It is a good sign that both Vietnam’s exports to India and India’s exports to Vietnam are
growing apace across diverse sectors. Indian Investments in Vietnam are growing steadily. This year
we are seeing M/s. Fortis Healthcare’s acquisition of 65% stake in Hoan My Medical Corp; M/s. Marico’s
acquisition of 85% stake in ICP Vietnam; Inauguration of the M/s. Venky’s poultry feed mill in Tay Ninh
province; groundbreaking ceremony of M/s. Philips Carbon Black’s plant in the Vung Tau province; and
the inauguration of M/s. Hoa Sen Groups steel mill in Vung Tau province, where the cold rolling steel
mill has been imported from India.
The India-Vietnam Chamber of Commerce and Industry (IVCCI), under the Indian Merchants’ Chamber,
has been particularly active in the last few years, including undertaking visits to Vietnam and hosting
business delegations from Ho Chi Minh City.
I am confident that with growing mutual interest and efforts of Indian and Vietnamese business

We are delighted to know that the India Calling Conference 2011 is holding in Vietnam in first weeks of
November 2011 by Indian Merchants’ Chamber (ICM). ICM is one of the pioneers which have been putting
abundant efforts in boosting the bilateral trade between Vietnam and India since 1990. The upcoming
India Calling event will definitely bring in a great opportunity for both Vietnam and Indian Business men
to learn more about the culture as well as business aspects of the both countries.
Vietnam and India share a long standing tradition of friendship and co-operation based on the cordial
ties forged by our great leaders Jawaharlal Nehru and Ho Chi Minh. The relations have been further
strengthened after the strategic partner established between the both countries on July 2007. Apart from
the development in various areas in politic, economy, culture and education…etc., the co-operations
between the individual states and social organizations are also increased both in quantity and quality.
Both the countries had signed many commercial agreements.
The bilateral trade turnover between Vietnam and India has reached USD 2,75 billion in 2010, over 34,4%
compared to the same period in 2009. Import from Vietnam to India reached USD 990 million, increase
136%, meanwhile the import from India to Vietnam was more than USD 1,7 billion, increase 7.78%.
The bilateral trade between India and Vietnam has grown ten times during the past 10 years and, with
the signing of ASEAN Free trade Agreement, is expected to reach high target by 2015.
Vietnam economy has been tremendously improved since 1986 after the Government implements the
“doi moi” (renovation) policy. Vietnam is, now, listed as one of the most attractive destinations for
investment among nations in Southeast Asia.
Vietnam values the strategic partnership with India. The government will provide continuous supports
to Vietnamese Business men as well as Business men from India in an attempt to help increasing the
business relations between the both countries

Evolution of India Calling
The journey of Indian Merchants’ Chamber’s “India Calling” began with its first few editions in India beginning with Mumbai in 1999. Then known as “Overseas Indian Conference,” the primary focus of it was
attracting investment from Indians residing overseas. As India continued its impressive economic growth
post liberalization and began to emerge as potential market for global trade, the IMC took the conference
beyond the shores of India donning new name “India Calling,” beginning with Singapore in 2004. Since then,
it has grown in stature to become its flagship event prominently marked on the calendar of Indian business
community. The subsequent conferences held in Dubai, UK, South Africa, Canada, Belgium and Turkey have
helped bilateral trade by providing interactive platform to businesses in India and host countries.
The current “India Calling” is being held in Vietnam considering India’s ‘Look East’ policy, the commitment at
the highest level of government in India and Vietnam to increase bilateral trade and as an immediate follow
up to the visit of H.E President of Vietnam to India in October 2011.

Bhavna Doshi is a Fellow Member of the Institute of Chartered Accountants of India and
holds Masters in Commerce degree from Mumbai University. She has had an exemplary
academic career and was awarded prize for Best Lady Candidate at the Chartered
Accountancy examination.
She is currently, advisor to KPMG and provides advisory services on taxation, accounting,
corporate and regulatory matters. She serves as independent director on boards of
companies within and outside India.
She has led Value Added Tax Implementation projects for two state governments of
India and was team member of capacity building project for VAT for an international
funding agency. She is member of task force of ICAI for proposed GST and has contributed
significantly to the development of GST model for India.
She is an elected member of the Council of Institute of Chartered Accountants of India,
a body established under an Act of Parliament of India for development and regulation
of profession of accountancy in India. She serves on its various committees including
Accounting Standards Board, Expert Advisory Committee, Taxation and Vision Committees.
Mrs.Doshi has served as a member of the Compliance Advisory Panel of International
Federation of Accountants, New York as also on Government Accounting Standards
Advisory Board constituted by Controller and Auditor General of India.
Bhavna has addressed many conferences and seminars organised by various trade and
professional organisations on variety of subjects. She is also involved in social sector

Ajay Ramnathkar and his wife Sunita are now a part of Eudora Enterprise
