Accident figures are reducing greatly year after year. This shows that ASFINAG’s investments are working. Making transport safer and more free-flowing is ASFINAG’s top priority. Measures include the construction of a second tunnel tube; the modernisation of existing tunnel facilities; safety in construction areas for road users and workers; and increasing the availability of road-traffic control check points for heavy vehicles. ASFINAG traffic control in Vienna-Inzerdorf ASFINAG ROAD SAFETY TOLL ON THE ROAD 13 ADJUST YOUR SPEED Bear in mind your braking distance, between recognising a hazard and your vehicle coming to a halt. Calculated stopping distances only apply when brakes and shock absorbers are in good order and when tyres are at the correct pressure. In case of poor weather (rain, fog, snow, high winds, etc.) you must adjust your speed appropriately for the weather conditions. Speed Stopping distance dry road Stopping distance wet road Stopping distance in snow 100 km/h 130 km/h 100 m 200 m 400 m 169 m 338 m 676 m Unless otherwise stated, maximum speed is 130 km/h. Actual speed must be adjusted for the weather conditions. 14 ASFINAG ROAD SAFETY TOLL ON THE ROAD FOG, HAIL, RAIN AND SNOW FOG • Reduce speed and turn on low beam. • With 50 metres visibility, drive at maximum of 50 km/h. • Increase the distance to the vehicle in front. • Use rear fog light if appropriate: If you are blinded by the rear fog lights of the car in front, do not turn on your own. FOG ROAD MARKINGS HELP TO ASSESS VISIBILITY Fog road markings are white semi-circles painted on the right side of the road at intervals of 33 metres. They help you to assess visibility better in fog. In the event of poor visibility, if only two of these markings will be visible, a maximum speed of 60 km/h is recommended for safety reasons. If visibility is even worse, and only one point is visible, speed should be reduced to a maximum of 40 km/h. FOG INFO ON TRAFFIC CONTROL SYSTEMS Electronic traffic control system displays (TCS) warn of fog on Austrian motorways and expressways. HAIL • Drive slowly and increase your distance from the car in front. • Stopping under bridges or inside tunnels is not permitted; this is only justified in extremely exceptional situations (where there is danger of serious collision). The weather conditions at the other end of the tunnel may be quite different. ASFINAG ROAD SAFETY RAIN • Use your headlights. In heavy rain, the rear fog light can also be used. • Reduce your speed. • In extremely heavy rain: Stop at the next possible rest area or parking area. • If there is risk of aquaplaning: Reduce your speed and hold the steering wheel with both hands. Disengage the clutch and, even in an automatic, release the accelerator. Steer in the desired direction and brake only where necessary – for example, to avoid an obstacle. Adapt your driving style according to the particular conditions! TOLL ON THE ROAD SNOW • Prepare your vehicle for winter in good time. • From 1 November to 15 April, buses and vehicles over 3.5 tons must be fitted with winter tires. This applies to all cars in the event of winter driving conditions. Cars and vehicles up to 3.5 tons may also use summer tyres with snow chains. Chains must be fitted on at least two drive wheels. • Reduce your speed. • Increase your distance to the vehicle in front. • Do not overtake snow ploughs or gritters: The road ahead of snow ploughs and ASFINAG gritters is not yet gritted. • Refer to ASFINAG’s traffic information services, and keep up to date with the latest weather and road conditions on your route with the ASFINAG app “Unterwegs”, or at www.asfinag.at and maps.asfinag.at. 15 16 ASFINAG ROAD SAFETY TOLL ON THE ROAD NEVER RISK THE MICRO-SLEEP Many of the fatal accidents on Austria’s motorways and expressways are due to fatigue. Studies show that someone only getting four hours of sleep at night reacts as if he had 0.5 mg/ml of alcohol in the blood. Missing a whole night’s sleep makes that the equivalent of 0.8 mg/ml. NOT recommended: • Coffee or other caffeinated beverages • Energy drinks • Turning music up louder SOMEWHERE TO REST In order to avoid any chance of having a microsleep, there are a total of 89 service stations, 36 new ASFINAG rest areas and about 130 parking areas along the Austrian motorway and expressway network where you can take a relaxing break. ASFINAG TIPS TO AVOID A MICRO-SLEEP • Only get into your vehicle when you are well-rested. • Driving at night: Between 2 am and 5 am, the body is usually in deep sleep and therefore this is a lowpoint in performance. • Watch out for signs of fatigue: burning eyes, clenched fingers on the steering wheel, driving too close to the car in front. • Take regular breaks on long journeys. • You should take your frist break after a maximum of two hours. • Moving around and getting fresh air dispel fatigue and monotony. • Put in a sleep break. • Let your passenger share the driving. Change drivers regularly on long journeys. ASFINAG ROAD SAFETY TRAVELLING WITH CHILDREN • Allow more time when working out the length of your journey. Plan to take a break every two hours to move around in the fresh air. • Many of the 89 service stations not only offer children’s menus, but also large children’s play areas where the kids can let off some steam for a while. • The 36 ASFINAG rest areas are also good for exercise, play and fun. • Give them some distractions. Play eye-spy games and quizzes, make up new, funny names with your children, using the first letters of the number plates. • In summer, make sure there is shade in the car. Car sun shades on the back windows help to keep the temperature down. • Children prone to motion sickness should not read while driving. Instead, put an audiobook or a story in the CD player. TOLL ON THE ROAD 17 18 ASFINAG ROAD SAFETY TOLL ON THE ROAD SEAT BELTS AND CHILD SAFETY SEATS SAVE LIVES For tips on the proper use of child safety seats and seat belts or to purchase a product, please visit www.oeamtc.at. THE RIGHT SEAT FOR EVERY AGE AND HEIGHT • Children up to 14 years and under 1.50 m require a vehicle restraining device appropriate for their weight and height that is equipped with a suitable safety belt. • Children under 14 years, but over 1.50 m must use a standard seat belt. An impact at 50 km/h corresponds to a fall from the third floor. Even at 15 km/h, a collision can be fatal for an unsecured child. For the brochure “Safe car rides – Instructions for the correct use of child safety seats”, please visit www.bmvit.gv.at. Photo: bmvit ASFINAG ROAD SAFETY TOLL ON THE ROAD 19 WHAT TO DO IN THE EVENT OF BREAKDOWN, ACCIDENT OR FIRE • Turn on your hazard warning lights. • Try to reach a breakdown lay-by or a parking area. • Before leaving the car, put on your safety vest. The same applies to your fellow passengers. • Ensure that all persons leave the danger area as quickly as possible. • Locate the nearest emergency telephone and report the breakdown. • If you report the breakdown by mobile phone, first find out which road you are on and at what kilometre (and/or which motorway entrance or exit). • From the hard shoulder, signal with your hands to oncoming drivers to slow down. • Make an emergency call (ambulance: 144). • If safe to do so, recover injured people and perform first aid. • Do not put yourself in danger to help others. ADDITIONAL NOTE, IF IN A TUNNEL: • Unlock the bonnet; fires often occur later. • If your vehicle smokes: If possible, stop the car on the hard shoulder, in the breakdown lay-by or on the right-hand kerb, to make it easier for the emergency services to reach you. • Use the emergency call point (telephone or “SOS” or “fire” switch); this automatically detects the location of the emergency call. Avoid using a mobile phone if possible, as this will not automatically detect your location. Breakdown? Put on your safety vest. 20 ASFINAG ROAD SAFETY TOLL Tunnel • Emergency call points can be found every 125-250 m. • The removal of a fire extinguisher automatically triggers an alarm in the tunnel control centre. • Try to extinguish the fire. If this is unsuccessful, remove yourself immediately from the danger area. • If the smoke becomes thick, leave the tunnel immediately via the emergency escape route and follow the instructions of the tunnel staff. IN THE EVENT OF TUNNEL CONGESTION: • Put on hazard warning lights; switch off engine. • Close windows; turn off air conditioning; do not smoke. • On no account should you turn your vehicle around. • In the event of thick smoke in the tunnel: Vehicle leave immediately; leave keys in ignition; do not lock the vehicle. Move away from the danger zone as quickly as possible. Emergency call point Extinguisher equipment ON THE ROAD ASFINAG ROAD SAFETY TOLL ON THE ROAD GENERAL SAFETY INFORMATION WHEN USING THE TUNNEL • Tune your radio to traffic information. • Take off sunglasses and lift sun visor. • Turn on windscreen wipers if necessary (windows can fog up quickly on entering a tunnel). • Observe traffic lights, information boards, road signs and lane signals. • Keep your distance and stay within the specified speed limit. • Only stop in designated breakdown lay-bys. • Follow instructions given by tunnel staff. 21 Tunnel 22 Tunnel ASFINAG ROAD SAFETY TOLL ON THE ROAD SAFETY GUIDELINES FOR THE TUNNEL Tunnel This sign appears in front of every tunnel longer than 500 metres. From 1 January 2012, it is mandatory to create an emergency corridor when traffic jam occurs on Austria’s motorways and expressways and on roads with a central reservation. This allows emergency services to reach the scene of an accident quicker, increasing the chance of survival of severely injured people. The emergency lane saves lives! HOW THE EMERGENCY CORRIDOR WORKS All road users on motorways and expressways are obliged to form an emergency corridor when congestion or traffic jams occur. On dual carriageways, road users on the left should position their vehicle parallel to the flow of traffic on the far left side of the road, and all other road users should position their vehicle parallel to the flow of traffic on the far right side of the road, including onto the hard shoulder. The same rule applies to roads with three or multi-lane motorways: all vehicles in the far left lane move as far as possible to the left-hand road side. All other lanes go as far as possible to the righthand road side. This creates the “emergency corridor”, which is solely for the use of emergency vehicles, road services vehicles and breakdown recovery vehicles. CAUTION: The emergency lane is mandatory during ALL congestion – not just in the event of an accident. The emergency lane must therefore also be formed during traffic jams. Emergency corridor on two lanes Emergency corridor on three lanes www.rettungsgasse.com Emergency corridor on four lanes 24 ASFINAG ROAD SAFETY TOLL ON THE ROAD KEEP RIGHT Even where motorways and expressways have two, three or four lanes – all traffic must drive on the far right, according to the regulations of the Austrian Road Traffic Act (StVO), section 7 paragraph 1. In practice, this means that on rural roads, motorways, and expressways – also known as urban motorways – the far Important: Driving in the far righthand lane applies on all urban motorways! right-hand lane should be used, as a rule. Driving in the adjacent lanes is only permitted in heavier traffic. Stay to the right! This will increase the fluidity of traffic, ensuring greater safety on the motorways and expressways. TOLLS ON MOTORWAYS AND EXPRESSWAYS 26 ASFINAG ROAD SAFETY TOLL ON THE ROAD TOLLS ENSURE DEVELOPMENT AND GOOD OPERATION ASFINAG is almost 100 % funded by toll revenue and it receives no financial assistance from the state budget. All proceeds from the sale of toll stickers, GOBox and special tolls are reinvested exclusively in the construction, operation and safety of Austria’s motorways and expressways. Toll stickers are required for all vehicles up to 3.5 tons maximum gross weight (GVW), namely cars, motorbikes and light motor homes. All vehicles over 3.5 tons also pay tolls in order to use motorways and expressways. This is collected using the GO-Box, which must be carried by all vehicles. The GO-Box is available from numerous marked points of sale. A special toll will also be collected for some sections of road. This is due to the very high construction costs for special constructions such as tunnels (Tauern Tunnel, Gleinalm Tunnel). The special tolls fund these elevated costs. Toll portal ASFINAG ROAD SAFETY TOLL ON THE ROAD 27 TOLL STICKERS FOR VEHICLES UP TO 3.5 TONS GROSS WEIGHT • A toll sticker is required for all motorways and expressways in Austria (with the exception of special toll sections). Depending on your road use needs, you can choose from annual, 2-month or 10-day toll stickers. • A corridor toll sticker is available for one particular section of the A 14 Rheintal/Walgau Autobahn. It al- • • • • lows the user to use the corridor between the German border and the Hohenems junction. Trailers, caravans, motorcycle sidecars or similar do not require an additional sticker. Multi-track vehicles that have never been registered, or that bear a test-drive or transfer number plate also need a toll sticker, providing that they do not exceed 3.5 tons maximum gross weight. Caution: Service stations that are also accessible from minor roads are also subject to tolls. For a current list of all points of sale, visit: www.asfinag.at/maut. Free toll sticker for disabled drivers: For details on the free toll sticker for disabled drivers, please visit www.asfinag.at/maut. 28 ASFINAG ROAD SAFETY TOLL ON THE ROAD TYPES OF TOLL STICKER The 10-day toll sticker entitles vehicles to use the toll roads for a period of ten consecutive calendar days, with the punched date counting as the first calendar Toll stickers not affixed to the vehicle are not valid! day. For example: If the punched date is 10 February, the 10-day toll sticker is valid until 19 February. The 2-month toll sticker entitles vehicles to use the toll roads for a period of two months. The term of validity starts with the punched date and expires two months later at the end of the day that corresponds to the punched date. For example: If the punched date is 10 February, the 2-month toll sticker is valid until 10 April. ASFINAG ROAD SAFETYT The annual toll sticker entitles vehicles to use the toll roads for the calendar year indicated on the sticker. It is valid from 1 December of the preceding year to 31 January of the following year. PLEASE NOTE • 10-day toll stickers and 2-month toll stickers may only be punched by the distributing agent. • Please check that the date punched on the toll sticker is correct at the time of purchase. • The day on which the toll sticker is purchased does not necessarily have to correspond to the starting date of the journey. Toll stickers can also be purchased in advance on request. What is important is that the toll sticker is punched on the actual starting date of the journey. • Toll stickers that have not been punched (10-day and 2-month toll stickers) and/or are not affixed to the vehicle are not valid! TOLL ON THE ROAD The lower section of the toll sticker (counterfoil with serial number) must be retained for two reasons: • Acquisition of a discounted annual toll card for a special toll section: receive a one-time discount of 40 euros. • Proof of purchase: In the event that a broken en windscreen has to be replaced and you are appplying for a replacementt toll sticker (or if you are applying for reimbursement of the toll sticker costs). 29 30 ASFINAG ROAD SAFETY TOLL ON THE ROAD THE CORRIDOR TOLL STICKER The corridor toll sticker entitles vehicles of up to and including 3.5 tons gross weight (car, motorcycle and light mobile homes) to use the section (known as the “corridor”) between the German border and the Hohenems junction on the A 14 Rheintal/Walgau motorway in Vorarlberg. The following motorway entries and exits are found on this section of motorway: HörbranzLochau, Bregenz, Wolfurt Lauterach, Dornbirn Nord, Dornbirn Süd, Hohenems (close to the border crossing to Switzerland). Korridorvignette automated machine IMPORTANT INFORMATION ABOUT THE KORRIDORVIGNETTE • Vehicles with a valid annual, 2-month or 10-day toll sticker do NOT require an additional corridor toll sticker. • The Korridorvignette should be placed inside the vehicle. In multi-track vehicles (e.g. cars) the Korridorvignette should be positioned behind the windscreen so it is easily visible for inspection from outside. • The Corridor toll sticker entitles the user to use the section of road as much as he wants within the 24-hour validity period, for a cost of 2 euros per direction of travel. A return Korridorvignette that can be used for both directions of travel costs 4 euros. POINTS OF SALE The corridor toll sticker is available at each end of the corridor from machines that you access directly from your vehicle. The machines accept cash (exact amount must be inserted) and also credit and fuel cards. • Border Crossing Hörbranz (former customs office) • Motorway operation and maintenance facility premises in Hohenems • The corridor toll sticker is also available from various other points of sale. For a current list of all points of sale, visit: www.asfinag.at/maut. ASFINAG ROAD SAFETY TOLL ON THE ROAD 31 AFFIXING THE TOLL STICKER • The toll sticker must be intact and affixed without any additional aid to the inside of the windscreen so that it can easily be seen and inspected from the outside. (It is not admissible to attach the toll sticker behind a strip of tinted dark glass). • For motorcycles, the toll sticker must be affixed to a clean part of the bike that is not easily removed (e.g. fork leg or metal support on the front wheel). Affixing the toll sticker to a portable part of the motorcycle (e.g. top case or side pocket) is not allowed. • Remove your toll sticker as soon as it expires. Once removed, the toll sticker becomes invalid due to its inbuilt security features! Car toll stickers IMPORTANT: • Vehicles with test-drive or transfer number plates may carry a properly punched 2-month toll sticker. Annual and 10-day toll stickers must be affixed in all cases. Motorcycle toll stickers REMOVING EXPIRED TOLL STICKERS Lift the sticker at one corner and peel off with a glass or sticker scraper. Moisten any adhesive residue, leave for a moment and simply remove using water. There should be a maximum of two Austrian toll stickers on the windscreen at any one time. The electronic toll system makes it possible to calculate toll rates without having to stop, so it does not impede the flow of traffic in any way. The system consists of two components: the toll portals and the “GO-Box”, which must be kept in the vehicle. From inside the vehicle, the GO-Box ensures the correct toll transaction. GO-Boxes are primarily distributed from over 180 GO outlets in Austria and the bordering countries. In line with making tolls greener, from January 2010, vehicles over 3.5 tons with lower emissions pay a lower toll rate. MONITORING YOUR SPEED SAFETY WITH RADAR UNITS AND SECTION CONTROL Excessive speed is the cause of serious accidents time and time again. To improve road safety ASFINAG supports the police with the construction of radar and section control units. Unlike radar units, section control monitors average speed travelled over a longer distance. These systems have proved suitable on Austrian motorways. For example, accidents in the Vienna Kaisermühlen Tunnel have reduced by 50 percent since the start of monitoring in 2003. ASFINAG has four stationary and two mobile units with a varying operational area.
