Vision Statement: The Chamber will be the catalyst in transforming the region into an attractive and inviting destination for
business and a great quality of life.
‘Job Killer’ Bills Fail to Move
A number
of California
Chamber of
Commerceopposed “job
killer” bills are
likely dead for
the year, having missed the legislative
deadline to pass the house in which
they were introduced.
Rejected on a vote of 18-37 in the
Assembly was an Internet tax bill, AB
1840 (C. Calderon; D-Montebello).
The bill would have encouraged
companies that provide services via
the Internet and which operate and
provide jobs in California to move
their operations out of California.
AB 1840 is scheduled to be
reconsidered, but it seems unlikely to
gain more support.
A CalChamber-led coalition of
companies emphasized in a letter
to members of the Assembly that
AB 1840 would have undermined
the ability of revenue-producing
California web service companies to
succeed and could have resulted in
significant revenue-draining litigation
against the state.
AB 1840 clouded the definition
of “nexus” — the standard used to
determine which companies must
collect California sales or use taxes. In
particular, AB 1840 eliminated the safe
harbor rule that the use of a California
web server in and of itself would not
trigger the collection obligation.
Missed Deadline
The following “job killer” bills also
failed to pass their house of origin:·

Construction Jobs Loss. Imposes

that all new development be waterdemand neutral.

by restricting environmental impact
statements to a five-year lifetime
which will delay permitting of the

lawsuits in an attempt to block the

Amended
AB 2359 (Jones; D-Sacramento)
Originally limited investment by
capital markets by imposing legal
liability on the secondary market
for flaws in home loans written by
other lenders and brokers. Amended
to remove problematic “assignee
liability” provisions that would have
limited such investments and reduced
liquidity, so no longer considered a
“job killer.” The CalChamber still
opposes, however, due to language
limiting arbitration and some
unresolved mortgage loan concerns.

killer” bills, visit www.calchamber.

paving stones.
Our decorative curb comes in many different colors and
can be made to match any garden style.
We can turn an ordinary garden into a showpiece with an

that are owned by residents of Lake
County. Proof of a “local vessel” must
be provided; this may include a valid
driver’s license with a Lake County
address; the vessel registration
certificate showing a Lake County
address; or alternately, a utility bill
showing a Lake County residence and/
or a boat-slip lease agreement with a
local marina.
As part of the inspection process,
an inspection application form,
which includes an affidavit, must be
completed, signed, and submitted.
In addition, for registered vessels,
owners/operators also must have the
registration number (CF#) of the vessel.
For those from out of the area, several
local bait shops and marine-related
businesses offer this vessel inspection
service to visitors, and many resort
owners and marina operators offer this
service to their guests and customers.

“Brush Busters”
Imagine a work force that never calls
in sick, doesn’t complain, and knows
from birth how the job is done. Brush
Busters is a group of hundreds of these
highly motivated workers.
Alisa Carlson, a.k.a. “the Goat
Lady” and Gary Gregory (“the Goat
Lady’s husband”) raise registered and
commercial Kiko meat goats on 250
acres in Lakeport. They use the goat
herd, called a mob, to clear brush, weeds,
grasses, and low tree branches that fuel
California’s pervasive brushfires. In 2002,
they started with twenty goats to control the fire fuel load on their own Scotts
Valley ranch. Since 2002, Alisa and Gary have expanded their operation to over
500 goats, offering vegetation management services commercially in Lake and
surrounding counties.
“We provide goats, gear, consultation and expertise to manage large and
small, public or private, vegetation management projects consistent with good
land stewardship. Managing goats is an effective, environmentally friendly, safe
and very entertaining method of controlling brush and weeds,” says Alisa.

years in the newspaper industry and many more years being
self-employed. As proprietor of her own business, she did
graphic design, printing, ad specialties and even published a
resort newspaper for 10 years.
Now Patrice specializes in her graphic design and 4-color
printing brokering, along with offering promotional items.
She offers rack cards, flyers, brochures, business cards, post
cards and more.
In her spare time, Patrice enjoys boating, good wine
and dining out; all of which are right here in Lake County.
She volunteers her time laying out the Lakeport Regional
Chamber of Commerce newsletter and hopes to be able to
volunteer with more events in the future.
Call Patrice at 707-278-7005 for your quote on printing and
graphic design. She’ll be happy to help.
