Central Arkansas Regional Transportation Study FISCAL YEAR 2017 UNIFIED PLANNING WORK PROGRAM PART I CARTS PLANNING PROCESS This Unified Planning Work Program (UPWP) describes officially endorsed surface transportation planning activities and budgets applicable to fiscal year (FY) 2017 of the Central Arkansas Regional Transportation Study (CARTS) beginning July 1, 2016 and ending June 30, 2017. Enactment of the Fixing America's Surface Transportation Act (FAST ACT) in 2015 and its predecessors, Moving Ahead for Progress in the 21st Century (MAP-21) in 2012, Safe, Accountable, Flexible Efficient Transportation Equity Act – A Legacy for Users (SAFETEA-LU) in 2005, the Transportation Equity Act for the 21st Century (TEA-21) in 1998 and the Intermodal Surface Transportation Efficiency Act (ISTEA) of 1991, has greatly impacted transportation planning in the Little Rock-North Little Rock-Conway metropolitan area. Under the FAST Act, ten (10) planning factors are considered by the metropolitan planning organization when developing transportation plans and programs (refer to Part III of this UPWP) Figure 1 The CARTS transportation planning structure is illustrated in Figure 1. Metroplan is a council of local governments and the designated Metropolitan Planning Organization (MPO) for the Little Rock-North Little Rock-Conway Metropolitan Statistical Area (MSA). The Arkansas State Highway and Transportation Department (AHTD) and the Rock Region Metro are partners with Metroplan in the CARTS planning process. Metroplan membership is restricted to municipal and county governments in the MSA, the AHTD and Rock Region Metro. MPO decision-making authority resides with the 1|Page Central Arkansas Regional Transportation Study Metroplan Board of Directors. Under this structure, municipal and county governments in the CARTS area can have voting representation on CARTS technical and advisory committees without becoming members of Metroplan; but only Metroplan member governments, the AHTD and Rock Region Metro have voting representation on the Metroplan Board for transportation issues. Local jurisdictions that have approved and submitted a Resolution of Participation in the CARTS are identified on the title page of this document. Current voting members of the Metroplan Board of Directors are identified following the title page. Figure 2 illustrates the location of local government jurisdictions within the Little Rock-North Little Rock-Conway MSA and CARTS transportation planning and management area. Figure 2 2|Page Central Arkansas Regional Transportation Study PART II FISCAL YEAR 2016 ACCOMPLISHMENTS This part of the Unified Planning Work Program (UPWP) summarizes the progress achieved during fiscal year (FY) 2016 of the Central Arkansas Regional Transportation Study (CARTS). Staff and/or consultants of Metroplan, the AHTD and Rock Region Metro have cooperatively carried out approved metropolitan transportation planning activities during the UPWP fiscal year that began July 1, 2015 and ends June 30, 2016. The following pages summarize work produced and planning activities performed during FY 2016 to implement the approved CARTS planning projects and consultant tasks listed below. Publication of 2015 ALOP 4|Page Central Arkansas Regional Transportation Study FISCAL YEAR 2017 UNIFIED PLANNING WORK PROGRAM PART III METROPOLITAN PLANNING FACTORS AND PRIORITIES This part of the Unified Planning Work Program (UPWP) identifies FY 2017 CARTS planning priorities and summarizes the relationship between UPWP project tasks and the quantitative or qualitative consideration of ten metropolitan planning factors, as is required by the Fixing America's Surface Transportation Act (FAST ACT). The degree of consideration and analysis of these factors is based on the scale and complexity of many issues, including transportation system development, land use, employment, economic development, human and natural environment, and housing and community development (23 CFR 450.306(b)). FY 2017 CARTS planning priorities, schedules and responsibilities are detailed in the project task descriptions in Part IV of this UPWP, while resource allocation and the planning project budgets of Metroplan, the AHTD and the Rock Region Metro are identified in Part V. The following emphasis areas are established by FHWA and FTA for the fiscal year 2016 and task for which they are covered. 1. MAP-21 Implementation (Task 20) & Performance Measures (Tasks 40, 41 & 43) 2. Regional Models of Cooperation (Tasks 20, 23, & 43) 3. Ladders of Opportunity (Tasks 20, 23 & 42) In developing multimodal and financially constrained transportation plans and improvement programs, the CARTS planning process must consider eight metropolitan planning factors. Further progress is anticipated during the UPWP fiscal year in considering these metropolitan planning factors in accordance with MAP-21 planning regulations. What follows is a paraphrased description of each metropolitan planning factor to be considered. 1. Support the economic vitality of the metropolitan area, especially by enabling global competitiveness, productivity, and efficiency; 2. Increase the safety of the transportation system for motorized and non-motorized users; 5|Page Central Arkansas Regional Transportation Study 3. Increase the security of the transportation system for motorized and non-motorized users; 4. Increase the accessibility and mobility of people and freight; 5. Protect and enhance the environment, promote energy conservation, improve the quality of life, and promote consistency between transportation improvements and State and local planned growth and economic development patterns; 6. Enhance the integration and connectivity of the transportation system, across and between modes, for people and freight; 7. Promote efficient system management and operation; 8. Emphasize the preservation of the existing transportation system; 9. Improve the resiliency and reliability of the transportation system and reduce or mitigate storm water impacts of surface transportation; and 10. Enhance travel and tourism. Development of this FY 2017 UPWP has been guided by regulations requiring the CARTS planning process to consider and implement projects, strategies, and services that address the ten metropolitan planning factors. Table 1 summarizes the applicability of each UPWP tasks to each metropolitan planning factor. Funding sources for CARTS planning activities include a combination of federal transit and highway funding. While UPWP tasks may change from year to year, UPWP projects tend to remain the same. In this part of the UPWP, staff and/or consultant activities are detailed for each FY 2017 planning project task. A brief summary of the work program is followed by more detailed descriptions of each planning project task, which are delineated by task number, title, purpose, method and end product. Task #12 Land Use/Socioeconomic Data Development This task focuses on data analysis of regional economic and demographic trends, population and employment forecasts, and Metroplan Data Center development. Update of base for forecast Socioeconomic Data for use in updating the CARTS Travel Demand Model. Publication of Metrotrends (Economic Review & Outlook, and Demographic Review & Outlook). Project #44.23.01 LONG-RANGE TRANSPORTATION PLANNING Task #20 Metropolitan Transportation Plan Consider the impact of recommendations from various studies on Imagine Central Arkansas, consideration of amendments as necessary. Modifications to Imagine Central Arkansas in response to the FAST Act and MAP-21 Implementing Regulations and rules as necessary. Continued development of Preliminary Regional Performance Measures with evaluation as part of Imagine Central Arkansas including an update of the Livability Index to incorporate all performance measures. Task #41 Traffic Congestion & Safety Planning Integration of the CARTS Congestion Management Process (CMP) prior results into regional congestion performance measure. Identification of high incident locations on freeways and regional arterials. Systematic assessment of the effectiveness of completed congestion and safety projects. Task #42 Public Transportation, Goods Movement & Intermodal Planning Continuation of Rock Region Metro’s short-range transit system planning activities: Rock Region Metro Operations Study, Development of bus stop design standards, ADA Impact on Bus Operations, and Analyze ITS Data for stop boarding and departures. Update of the Conway Transit Feasibility Study. Monitor and review performance measure rule-making, assist Rock Region Metro in the development of performance targets for CARTS Region, coordination of performance measures with state Assist public transit and human-service transit providers in coordinating the delivery of transit services Update of the Coordinated Transit Plan, as required. Method: As needed, MPO, AHTD and Rock Region Metro staff will cooperatively develop and administer the UPWP, CARTS committee meetings, and coordinate CARTS planning activities in cooperation with UPWP funding agencies. AHTD staff is assigned primary responsibility for coordinating the CARTS planning process with the statewide planning process. Rock Region Metro staff is assigned primary responsibility for coordinating Rock Region Metro's transit planning activities with the CARTS and statewide planning processes. End Product: Metroplan 1. Effective administration of CARTS planning process; 2. Coordination of consultant-related activities; 3. CARTS FY 2018 UPWP and Publication; 4. CARTS Triennial Review; 5. Successful Metroplan Leadership Transition; and 6. Modification of UPWP role and responsibilities, as needed. AHTD 1. Effective coordination of AHTD’s planning process within CARTS. Rock Region Metro 1. Effective coordination of the Rock Region Metro’s planning process within CARTS. 12 | P a g e Central Arkansas Regional Transportation Study FISCAL YEAR 2016 UNIFIED PLANNING WORK PROGRAM Project #44.21.00 Program Support & Administration Task #2 Public Information & Citizen Participation Purpose: To disseminate public information regarding CARTS activities and current issues in metropolitan transportation planning, and to encourage and document citizen participation in the development of CARTS’ transportation plans, programs and policies via the approved CARTS Public Participation Plan. Method: MPO, AHTD and Rock Region Metro staff will coordinate and carry out, as needed, the dissemination of public information, encouragement of citizen participation (including low-income and minority households, in compliance with the Executive Order on Environmental Justice), consultation with interested parties, and facilitation and documentation of public involvement in the CARTS planning process. AHTD and Rock Region Metro staffs are primarily responsible for soliciting public input regarding their planning activities consistent with their public participation policies. End Product: Metroplan 1. Effective implementation and documentation of public information and citizen participation; 2. Modification of CARTS Public Participation Plan and Title VI Plan , or the process of any amendments, as necessary; 3. Publication of the Metroplan Reports; 4. Implementation of online searchable Metroplan Archives; and 5. Maintenance of Metroplan websites (www.metroplan.org, www.ozoneactiondays.org, www.arkansasrivertail.org, others as necessary). AHTD 1. The focus of such inventories will be area freeways and regional arterials. 2. Bridge Management: AHTD staff is responsible for inspecting all publicly owned bridges in the CARTS area and maintaining a bridge inventory. Special emphasis will be on freeway structures and identified "critical" bridges on regional arterials. The MPO, as part of the regional performance measures. Fiscal Year 2017 CARTS Staff Resources: A total of 15 full-time and more than 3+ part-time personnel distributed among the three UPWP agencies are committed in direct support of tasks outlined in the 2017 CARTS UPWP (refer to Table 2). These do not include additional personnel assigned to the consultant led work tasks identified in this UPWP. Metroplan has twelve authorized staff positions committed to the planning staff in direct support of the 2016 UPWP. Metroplan Planning staff is comprised of one CARTS Planning Director/Deputy Director, one CARTS Study Director, three transportation planners, one civil engineer, one statistician planner, one planning technician, two GIS/policy analysts, one graphics technician, and one public outreach coordinator. Two CARTS Study Coordinators, plus others as needed, are committed by AHTD in direct support of the FY 2017 CARTS UPWP. The Rock Region Metro staff resources include one full time position and two part-time positions in direct support of the FY 2016 CARTS UPWP. These positions include the transit planner (full time), accounting manager (partial time), and grants accountant (partial time). While each UPWP agency is assigned primary responsibility for specific activities, as delineated in Part IV of this work program, interagency working groups are employed to accomplish specific UPWP activities. For example, the AHTD and Metroplan jointly maintain and utilize the travel demand and forecast models for the CARTS Area. 31 | P a g e Central Arkansas Regional Transportation Study FISCAL YEAR 2017 CARTS BUDGET The CARTS Study Director is the primary staff person responsible for overall program support and administration of Metroplan’s work program tasks. The Study Director is also responsible for interagency coordination with the other UPWP Agencies. Although Metroplan staff often form working groups and share in the performance of work program activities, each staff person dedicated to direct support of the work program is charged with the main responsibility for accomplishing specific tasks or subtasks identified in Part IV of the UPWP. For example, one transportation planner is mainly responsible for providing staff support for TCC meetings and TIP development.
