In terms of trends, changes were fairly predictable in the past, as they occurred at a slow pace. At that time clear distinctions existed between different markets and between practices and political systems. Distinction also existed between work and home, separating those activities that involved earning and living from those that constituted plain living. Things have changed with change of time. Society always being effected with the change of the political system. Whatever assignment given to someone by his employer may appear trivial, but instead of neglecting give your best effort. One must have the ability to get things done. If you are engaged for any project, take the job very seriously. Human Resources should try to help the Management to deliver orders on the projected date of delivery. Do not go by assumption that job will be done, take it seriously. Plan it properly for execution. Execute with appropriate follow up. Supervise the job allotted to different employees.. What is the duty of a HR Manager? What will he do? It is his duty to guide the Managers and Supervisors for efficient use of Human Resources. The overall purpose is to contribute to the achievement of high performance. What ‘High Performance’ indicates? Reaching and exceeding targets for the delivery of products, quality and profits. It, in effect is aimed to have better understanding about what is to be achieved. Develop the capacity of the people to achieve it at the same time provide support and guidance to the Human Resources to deliver high performance and achieve their full potential. What is the aim of Management? Aim is to see that the under performers come up and fulfil the desired performance expected, i.e. management wants to achieve the business goals and plans through individual performance. In such matters the change of work culture is essential. Looking at the performance of individual, management have to give benefit of performance to the individual and encourage them to evaluate what they are contributing in relation to what they are getting. They need to have systematic approach for improving the individual. What is important for a HR Manager? He must have the capability of to do the performance planning. While doing the performance planning he has to set the objectives. Define the expectation of the management. He has to set the method for measuring the performance. In Indian context such performance planning may not be possible without taking the Union into confidence. It will always be bargained by the Unions. However, even if the Unions agree to some minimum norm of performance against their wages it would be advisable to negotiate. It all depends on the machinery and its capacity as well. Education as well as skill of the workmen need to be assessed before deciding on the norms of the performance planning as well as the existing idle time. If Manilla could arrange a WORLD CONGRESS OF PERSONNEL MANAGEMENT in the year 1944 then why in INDIA we can not. We have Leadership, we have resources, and I am sure we will get all support from the Government of India as well as the State Government and Public as well as Private Sector Management. R. N.
