Dear Southbaltic Friends
The May issue of “Compass” presents you important information about the upcoming third
Match Meeting which will take place on 16-17 June 2010 in Palanga, Lithuania. The aim of the
meeting is to discuss and develop project ideas and pipe-line projects, find project partners and
receive practical information about the South Baltic Programme. We hope that this year’s location of the Match Meeting in Palanga is the best example of the uniqueness of the South Baltic
region. So, do not forget to register to the meeting!
In this issue you will find the interview with Mr Anders Lindholm from DG REGIO who presents
its view on the development of the EU Strategy for the Baltic Sea Region as well as information
about some projects of the 2nd call for proposals of the South Baltic Programme. The last page
of “Compass” contains a new topic – “Learn more about the Baltic Sea”. We hope to increase
your knowledge about the Baltic Sea which is our common heritage and our common challenge.

Three projects approved in the 4th (Additional) Call for Proposals
The Steering Committee of the South Baltic Cross-border Co-operation Programme 2007 -2013 held a meeting in Gdaƒsk/Poland on 21 April 2010
and decided to approve 3 projects amounting to 2 092 668, 36 EUR (ERDF co-financing) in the framework of the 4th Call for Proposals.

The 5th Call for Proposals of the South Baltic Cross-border Co-operation Programme was closed on 21 May 2010. The Joint Technical
Secretariat received 25 applications for ERDF co-financing amounting to 25,862,567.85 EUR. At the moment the received applications
undergo the formal assessment procedure. The decision on the approval of project applications submitted in the 5th Call for Proposals
is expected to be made by the Steering Committee of the Programme in September 2010.

Interview with Mr Anders Lindholm

Could you tell our readers what exactly are your responsibilities
related to the EU Strategy for the Baltic Sea Region?
I work in the Strategy team set up inside DG Regio in the unit for
Territorial Cooperation. Our job is to monitor the implementation
of the Strategy, to report to the Council, to update the Action Plan
and to facilitate the work with the Strategy. We are in daily contact
with the different Priority area Coordinators and we also work with
the different funding programmes to make sure that they also
address the Strategy.
Could you present upcoming steps for ensuring the success of
the approved Strategy?
The most important part is to establish a genuine partnership
between all the involved stakeholders. The commission must do its
part but for this to work everyone must be willing to step up and
contribute. The Priority Area coordinators have a important task to
structure the work within their area and to make sure that the Flagship Projects are implemented in a successful way. Also the funding programmesneed to be open minded and see this as an opportunity to contribute to an important process and not as an extra
burden imposed from the Commission.
The majority of projects approved within the South Baltic Programme are in line with the Priority Areas of the EU Strategy for
the Baltic Sea Region. How in your opinion the network between
projects and Priority Area Coordinators could be developed for
fruitful contribution to the Strategy?
I think it is easiest to start with the very concrete topic of funding
projects. The Priority Area Coordinators need to know what is
already going on and what is planned for the near future within
your programme to be able to plan their work. You on the other
hand need their expertise and overview of what is needed for the
future if we are to reach our common objectives. So initiating a
dialogue on present projects, planned projects and future projects
would be a good starting point.
How a cross-border Programme such as the South Baltic Crossborder Co-operation Programme 2007-2013 could contribute to
a successful implementation of the Strategy?
The area covered by your programme is faced with many of the
challenges and opportunities facing the whole of the Baltic Sea
Region. It is therefore important that your programme identifies
areas, problems and opportunities that are included in the Strategy and that areof relevance to your area and then tries to identify
projects and initiatives that addresses them. It is also important
to have a dialogue with the Priority Area coordinators on how you
can assist each other in this important work, much in the same
way that you have already started to do.
What benefits of the Strategy you see for this region? What positive outcomes could be expected for regional stakeholders, decision makers and people living in the region?
If successful the Strategy will focus our attention our efforts and
our resources on solving the most important problems that the
Baltic Sea region is facing. This will be done in a coordinated way
using all the available resources.

How well are the territorial co-operation programmes prepared
for the implementation of the Strategy?
I think most of the preconditions are already there. I think we must
come to a common understanding on how to do it in the best way
and we are willing to discuss with all the programmes on how this
could be done. We will also soon issue a reference document where
we give some guidance on some important topics as labeling,
selection criterias, reporting and major projects.

Projects of the second call:
t Intermodal Cross-border passenger transport solutions
supporting region al integration of interface regions (INTERFACE)
Programme Measure: 1.3 Transport accessibility
The project aims to develop cross-border passenger trafficking to a
comfortable, cheap and environmental friendly alternative to travel
within the South Baltic area.
Cross-border passengers (commuter, tourists) will benefit from
INTERFACE through development of smooth and comfortable (intermodal) connections representing attractive and/or cheaper alternatives to travel cross-border as well as improved service quality at
interfaces. Handicapped passengers will benefit through setting of
standards for improved accessibility of traffic means in cross-border
traffic.
Traffic operators and ports will benefit through gaining new customers and generating additional revenues achieved by established
networks, harmonized connections and improved service level. SBA
cities and regions will benefit through the enhanced number of new
customers (e.g. visitors, commuters, students or other customers)
targeted by promotion and special tickets, to be developed within and
beyond INTERFACE.

Programme Measure: 1.3 Transport accessibility
– Developed oversize transport information network – OTIN – a web
based structural network for oversize information exchange;
– Established cooperation and communication in between businesses in different countries in order to reach the critical mass for the
necessary infrastructural system development.
Project aims improve quality of oversize cargo transportation services and interoperability of reallocation of large items in the South
Baltic area.
Planned project activities are the following:
– To develop a new Oversize transportation strategy increasing
regions economical attractiveness;
– To develop an SBR oversize transportations information network
to improve transport operations (One stop shop for transportation
permits, study and routes);
– To develop a regions oversize transportation study marking the
routs, transportation infrastructure and intermodality improving
oversize transportation affectivity;
– Transforming the oversize transportation improvement solutions
to the regions policy;
– Improving the business and infrastructure cooperation developing
regions competitiveness in global transportation market.
Envisaged project results include:
– Developed Oversize Strategy for creation of new oversized transport links in SB area. The strategy will share good practices and
have four dimensions: oversize directions, oversize legislation,
economical impact, infrastructure and technological development;
– Prepared handbook for oversize transportation technical, legislative and geographical information necessary for permit issue and
effective and safe transportation development;

First of all, I would advise to analyze the programme requirements in
detail, then to take part in consultation days and in case of any questions arising with respect to filling in the application to contact me or
JTS. It is also important to get familiarized with the project partners
as soon as possible and not to postpone filling in the application for
the last day.

1995. For a long time I have been employed with local municipality
where I was responsible for the development and participation in various international projects and cross-border cooperation programmes. From 2001 to 2005 I worked as a programme manager at

Do you know that...
r The Baltic Sea is the youngest sea in the World. It has been
created by melting glacier ca. 10 mln years ago.
r Contrary to popular belief, there are sharks in the Baltic Sea. The
most common species of shark in the Baltic are the spur dog
(spiny dogfish), the thorny skate, and the small-spotted catshark.
r 3,000 shipwrecks have been discovered and mapped in the Baltic,
but experts believe more than 100,000 whole and partial wrecks
litter the Baltic Sea bottom.
