Planning for Climate Change in Cuba's National Environmental Strategy. The strategy characterizes the main environmental problems in the country and proposes avenues and instruments to prevent, solve, or minimize these problems, as well as the actors involved in achieving this objective objective.. Other plans and programmes of environmental character are based upon this Strategy Strategy.. IDENTIFICATION AND CHARACTERIZATION OF THE MAIN ENVIRONMENTAL PROBLEMS IN THE N.E.S. 2011-2015 -Soil degradation -Impacts to forest coverage -Pollution: liquid and solid waste, emissions to the atmosphere and noise -Loss of biological diversity -Water scarcity and difficulties with water supply and quality -Impacts of climate change CLIMATE CHANGE IN THE NATIONAL ENVIRONMENTAL STRATEGY Energy efficiency and increased use of renewable sources of energy. CLIMATE CHANGE IN THE NATIONAL ENVIRONMENTAL STRATEGY Adaptation measures in coastal zone management (mangroves, sand dunes, coral reefs…).
