My name is John Messner and I am running for Gunnison County Commissioner,
District 1. I have lived in Gunnison County for 25 years and while in that time there have
been changes, the positive energy, independent spirit and sense of community is still the
same today as it was when I first moved here. These attributes are some of the many things
that drew me here and kept me here through all of these years. I believe these attributes are
why many of you live here.
I came here to go to WSCU (I really came to ski but don’t tell my parents), a school
that I believe is the finest institution of its kind. After college, I spent 7 years working for the
Colorado and South African Outward Bound Schools. During this time I learned the
importance of leadership, of community, teamwork, positive communication, taking risks,
overcoming challenges and holding an undefeatable spirit.
In 1999 I decided to chase my entrepreneurial spirit and open High Country Cowboy
Company. This business evolved into manufacturing our own line of custom saddles, tack
and silver which we marketed and shipped all over the United States. This gave me
experience in the challenges that face families and business owners but also what incredible
business potential that we have here. I also began helping develop my families agricultural
operation in the Ohio Creek Valley. I understand the importance of our agricultural
community, the positive attributes they bring to our County and the challenges they face.
In 2008, I took on a newly developed position with the City of Gunnison, Facility and
Events Manager. This role that included managing operations of the Jorgensen Event
Center as well as developing, managing and supporting year round events. It was an honor
to be the first person to have this position and to help develop what the role would eventually
become. My proudest moments include developing operations for the new indoor rink,
seeing the hockey programs have such a positive social and economic impact to the
community and also being a part of some incredible events. Working and having a
leadership role in City and County-wide events provided me an opportunity to fully engage
in collaboration with Federal, State, County, and Local Agencies, Non-Profits and the local
community to create something positive. And we did!
In 2013 I left the City of Gunnison to become full time manager at the Messner Ranch
and to begin a consulting business that focused on fundraising and project management of
Recreation Assets. I have had the opportunity to work with a number of organizations
including leading the fundraising and project management for the repairs to the Gunnison
Whitewater Park. These experiences have given me an appreciation of how important it is
that we as a community envision, plan and manage our recreational assets in a positive,
collaborative and proactive manner. It also provided me an understanding of the potential
of location neutral type businesses and some of the challenges they face. I am entering my
sixth year as a member of the Gunnison County Planning Commission. On this board I like
to think I am at different times a listener, a collaborator and a communicator who stands up
for property rights but understands the importance of well thought out and intelligent
development.
So why am I running for County Commissioner? Because I love this place. We are
independent and free thinkers, rooted in our past but able to work together for a better
future. Our County can be a tough place to be successful. We all work hard, harder than
most, to make a life here. But this is a special place, full of vibrancy and potential. I am
running for County Commissioner because I believe in you, the people. I believe you have
the answers that will help us move forward into the future. I believe in a government that
has a willingness and ability to listen to what you, the people, are asking and needing. Now
is the time to invest our energy and resources in us. Invest in diversifying and reinvigorating our economy. Invest in developing and supporting our home grown businesses
and entrepreneurs and create transportation, technology and communication connectivity
that will allow existing and new businesses to thrive. Invest in our Trails, Parks and Open
Spaces. Invest in supporting our existing agricultural operations and look towards
development of new agricultural possibilities. Invest in protecting our air, water and
wildlife. Invest in listening to the community. Now is a time to move forward, together, and
make this place everything we want it to be. As my favorite Journey song states, “Don’t Stop
Believing!”. I will be there with you and I ask you to consider voting for me as your 2016
Gunnison County Commissioner, District 1.

SAGE-GROUSE SUMMIT
In an effort to bring together managers, conservationists,
researchers, working-group members and other stakeholders
affected by the ‘threatened’ listing of the Gunnison Sage-grouse,
Western State Colorado University’s Environment & Sustainability
program will host the fourth annual Gunnison Sage-grouse
Summit on Western’s campus March 9-11.
This year’s summit, entitled “Science, Management and
Collaborative Conservation in a Post-Listing Era,” will have a focus
on moving forward with locally-informed conservation following
the listing of the bird as ‘threatened’ under the Endangered Species
Act.
“The Summit combines a celebration of past conservation
efforts in this community, a collection of the most recent science to
inform our efforts, and an attempt to envision future
conservation,” said Dr. Corrie Knapp, co-organizer of the summit
and coordinator for the Integrative Land Management track of
Western’s Master in Environmental Management program.
The summit is open to anyone with an interest in the
Gunnison Sage-grouse, including community members, land
owners and other interested parties. The cost to attend the threeday summit is $55. Registration includes dinner Wednesday
evening prior to the 8:00 p.m. keynote and a Thursday evening
social and mixer. Register for the conference by visiting

Sodexo Costa Rican chef Esteban Rodriguez Rojas to Western State
as part of the 2015-2016 Global Chef Program. The Global Chef
Program is a month-long international chef residency that provides
an opportunity for Sodexo’s top chefs worldwide to travel to different countries and share authentic international cuisine with local
teams, students, faculty and staff. This program, which allows students to sample a slice of another culture while also exposing the
local culinary staff to new techniques and flavors, is a great example of how Sodexo leverages its presence in 80 countries across the
globe to benefit the entire campus community.
Chef Esteban Rodriguez Rojas will prepare classic dishes
from Costa Rica and provide active demonstrations of meal preparation that involve the students, so that there will be ample opportunity to interact with him and experience firsthand the cultural

COAL LEASE MODIFICATIONS ON
LANDS ADJACENT TO WEST ELK
MINE
The Grand Mesa, Uncompahgre and Gunnison National
Forests (GMUG) and Bureau of Land Management (BLM) have
announced their intent to prepare a Supplemental Environmental
Impact Statement (EIS) to consider two coal lease modifications on
lands adjacent to the West Elk Mine near Somerset, Colorado.
In 2014 the West Elk lease modifications issued in 2012
were vacated by a Federal Judge. To remedy the deficiencies identified by the court, a supplemental Draft EIS and Final EIS will be
prepared. The Notice of Intent (NOI) to prepare a Supplemental
EIS in the Federal Register provides official notice of the Forest
Service’s decision to resume analysis. The NOI will be published in
the Federal Register on February 23, 2016. Since the lease modifications are being re-evaluated in accordance with the judicial decision, they are exempt from Secretarial Order 3338 - Discretionary
Programmatic Environmental Impact Statement to Modernize the
Federal Coal Program.
Comments received during previous comment periods will
remain as part of the public record and have been used to identify
issues and develop alternatives. Comments will continue to be
accepted while the Supplemental EIS is being prepared. The
Supplemental Draft EIS is estimated to be released this spring with
an additional formal comment period following its release.
Submitted comments should be specific to the geographic
area above and should address specific concerns.
