Ahoy Folks!!! Well it has been a busy Month. We just had our Opening Day on the Delta and what a
great turn out. Father Robert blessed the fleet and we persevered with the rain to have just a
wonderful day.
I want to say special thanks to Jan Iaconis, MJ Sullivan, Ed Stetson and Samantha Fox for an
outstanding job pulling this event off. The Docks were full and everyone got enough to eat. We bought
enough food for 100 and we went through all of it. Thanks everyone for your hard work.
Another event we had this month was our PICYA delegate’s dinner. Thanks to Ed and kitchen crew as
well as Jan and the serving crew. A good time was had by all and the food was great. Thanks to MJ,
Dick, Sherry, Cheryl, Marilynn and George Grech for getting the club looking so nice, we really shined.
Upcoming events, we have Cinco de Mayo (actually we are doing Cuatro de Mayo), PYC Spring Ball
and a big Cruise Out to Petaluma for Labor Day Weekend.

It’s official! The Blessing of the Fleet on Saturday April 9th with Fr. Robert (St. Ignatius Catholic
Church – Antioch, CA) marked PYC’s official Boating Season for 2016.
Many thanks to all who joined in the boat parade (over 18 boats) and the festivities that followed;
(barbeque, dancing, and libations aplenty) to commemorate this annual event.
A special thanks to all our members who shared their time and talent to ensure that the
“Jewel of the Delta” not only sparkled, but was filled with great food, fun, and fellowship.
Boater or “landlubber”, all that water on the Delta makes one thirsty! Come on in to the club, belly up
to the bar, and enjoy some of your favorite libations served with love and care by our fun-loving
volunteer bartenders. They truly appreciate your patronage and support with a handsome tip!

Despite the gloomy weather, Saturday April 9th was Pittsburg Yacht Club’s Opening Day on the Delta.
It was a "huge" success thanks to our members and 2 cruise-ins that adorned their many boats with the
theme of FLAGS.
Father Robert, of St. Ignatius Church was there to bless all the boats, on board Commodore Ben Blair’s
boat, along with the 3 judges who were: Mr. Ben Johnson, Mayor of Pittsburg; Mr. Van DePiero, Harbor
Master and lastly a very much appreciated volunteer, Mr. Bill Goodwin, that stood in for Mr. Allen
Payton, Publisher and Editor of The Antioch Herald, who was taken ill at the last moment. Thank you
Mr. Allen, for publishing all the details prior to the event.
The winners for Best Decorated Boat were: 1st place was Joe and Margo Miyamoto on HarmonyII;
2nd place Hardy’s and Iaconis’s on Party of Five; 3rd place Steve and Cheryl McFaul on Fantasy Girl.
I have so many of you to thank for helping me with this event and making it look so effortless.
I could not have done it without you. In alphabetical order kudos go to, Joe, Evie and Amy Dopart,
Sherry Flatter, Jan Cutaia- Iaconis, Phil and Carol Promessi, Richard and Marilyn Sperling, Ed and

It’s been a slow month getting started on our cruise outs. We are looking forward to our
second cruise out to Napa Valley Yacht Club, we are departing at 1100hrs; 16 people
confirmed and 7 boats cruising. We will let you all know how it went next month.
Petaluma Cruise out (Hollywood theme) May 26th-30th. We are leaving on Thursday to
get there early. We currently have 6 boats and 19 people confirmed. We have not decided
what Theme PYC will appear as, but we are going to have a meeting next month to
confirm. Anyone that would like to sign up please call me ASAP
Vallejo (Pirates Festival) June 17th-19th. We don't have any information on the Festival
yet. I will advise as soon as I get addition information. This is another awesome cruise
out where everyone gets dress up as Pirates. Please sign up.

It was reported that Josie Van Fleet tripped and fell and fractured her shoulder last
month. She was put in a cast and is recuperating at home.

General Meeting Minutes

The April General Meeting was called to order Friday April 15, 2016, at 8:00PM by Commodore Ben Blair, who led with the
Pledge of Allegiance.
March Meeting Minutes: The meeting minutes were published with the April Yeoman for member review.
George Iaconis made a motion to approve the minutes; seconded by Joe Dopart.
Commodore’s Report: Mr. Blair thanked all who voted to postpone last Friday’s regularly scheduled monthly meeting to
tonight, due to last weekend’s Opening Day events that included guest boating clubs at our Friday Night Dinner and afterdinner dancing events. He also thanked all who contributed their time and talent resulting in three successful club events this
past month: St. Paddy’s Day (over 125 attendees); PICYA Delegates’ Meeting (over 80 attendees); and PYC’s Opening Day on
the Delta (over 90 meals sold and 18 boats in the Blessing of the Fleet Parade). Mr. Blair’s mantra: “There is no ‘I’ in ‘Team’”
is a testament to the power of our members working together to ensure the club’s continued success.

Membership: Jan Cutaia-Iaconis thanked all who supported last weekend’s Opening Day which also doubled as the club’s
membership drive. The feedback from participants was very positive. There are requests that this become an annual event.
IOBG Update: (Jack Michael) – Mr. Michael shared that, because of the generosity of some PYC members, additional
scholarships will be awarded by PICYA to eligible applicants in 2016. Deadline for submission is June 15, 2016.
Please spread the word!
Opening Day on the Bay is Sunday April 24, 2016. Those who want to be on the Committee Boat can go to PICYA.org to
register. RBOC sent an email blast requesting boaters send letters to our state officials regarding decisions being considered in
Sacramento regarding funding for removal of derelict commercial vessels. To date, over 200 letters have been submitted.
Please speak up!!
Past Events: In addition to the past month’s events, Friday Night Dinners, Dancing and Bingo are just a few additions being
planned to spice up Friday Nights at PYC. Come one and all for some great food, fun, and fellowship!
Future Events: Annual Spring Ball is Saturday May 21, 2016; Rock the Dock July 2-3-4, 2016;
Second Annual Casino Night August 29, 2016. See our flyer on our club’s activity board and in this issue of Yeoman.
Old Business:
PICYA Leadership Conference: Mr. Blair is pleased to report that all his bridge officers and the club’s secretary and treasurer
attended last month’s all-day PICYA Leadership Conference hosted by Martinez Yacht Club. More information to follow.
2016 PYC Membership Dues: Mr. Blair reminds all members that our 2016 club membership dues are due today. Cash and
credit cards are accepted for payment.
Good of the Order: A 2016 Boat Safety Check Reminder for all Boaters: Be safe this boating season!

We recently had a very successful Board Meeting at the Sacramento Yacht Club followed by a day in
the Capitol meeting with our individual Legislators and staff. It was a very busy two days, and we
learned that we have our work cut out for us! Unfortunately, we also found that our “friend”
Assemblyman Frazier is really no friend at all! I will get into that in a moment, but we are hopeful
that the extended conversation addressing our financial situation can result in better results securing
donations from yacht clubs and their members. More on this issue in the months to come, but in
reviewing our current financing, it is disappointing to see many clubs which are either not making
any donation, or if they are, it is far less than $1 per member! We really think that $20 per member,
per year isn’t too much!
With respect to Assemblyman Frazier, I mentioned his bill, AB 2092, last month which would
authorize the use of our boater generator dollars from vessel registration fees, vessel fuel taxes, yacht
and ship broker and sales person licensing fees and fines collected pursuant to laws prohibiting vessel
abandonment for the abatement, removal, storage, or disposal of commercial vessels. The biggest
issue, of course, is that commercial vessel owners do not pay any of these fees! As it is, there are not
enough funds in the Abandoned Watercraft Abatement Fund (AWAF) to address the current costs
of addressing currently abandoned recreational vessels! The first hearing on AB 2092 was held
recently in the Assembly Transportation Committee which Assemblyman Frazier chairs!
We had met with Assemblyman Frazier and he could not understand why we would not support, or
at least not oppose his bill since we should consider the removal of abandoned commercial vessels
from the waterways as beneficial to recreational boaters! We have not yet found a way to convince
him that commercial vessel owners/operators should pay their fair share of addressing this problem!
His bill did pass out of his Transportation Committee, but by only one vote, so we will be working
hard to defeat it, or get it amended, as the legislative process continues!
The other interesting part of this discussion is that Cal Recycle has a specific program of removing
marine debris, abandoned vessels, sunken vessels, etc. which we tried to get Assemblyman Frazier’s
Committee to consider, but there was no apparent interest! We will also be pursuing that approach
as AB 2092 continues through the legislative process.
I thank all of you that responded to our RBOC Call-To-Arms which was sent to all of you that have
email addresses by our Commodore. Several hundred emails were sent to Assemblyman Frazier and
the Transportation Committee in response to our request and we intend to continue these Call-ToArms so watch your emails and continue to help us out!

you know, the April Delegates dinner was held at PYC. Much thanks to all, can’t name everyone,
who pitched in and helped. You made it a great success, enhancing Pittsburg’s reputation as one of
the best host clubs in the association.
The next Delegates dinner will be at Oyster Point Y.C. May 2nd.
There are some changes to the Scholarship program this year. First, due to the generosity of Sherry
Flatter, we have two new memorial awards this year. One for Estella McGrath and one for William
“Bill” Flatter. We expect to be able to present 7 or 8 scholarships this year. We need qualified
applicants. Please encourage members with eligible Student relatives to apply. Go to Scholarship
Application for info. Additionally, the deadlines and award date have changed. Applications must be
received by June 15th. Awards will be at Sacramento YC Aug 1st.
The Spring Leadership Conference at Martinez was well attended by PYC, earning the maximum
COTY points for the event.
The next opportunity to earn points after the conference was “Pittsburg’s Opening Day on the
Delta”. I have not calculated the points yet, but We will earn at least 10 points by holding the event.
Ten more points are available if we have a boat decorated by Youths, don’t know if we qualified for
that, let me know Schoenthaler’s, if you put those kids to work.
Then we have “Opening Day on the Bay” which will be completed on April 24th, before this Yeoman
goes to press. Maximum 50 points allowed.
 An officer, Delegate, or club member cruising on the committee boat earn 5 points each/Max
10; Bonnie and I are registered.
 5 Points for $150 minimum/10 points over $250 monetary or in kind value
(dinners, ships store apparel, wine, etc.) prizes for decorated boat contest
winners gift bags.
 10 points for the first club powerboat decorated to theme in the parade. 8 points for the
second Club powerboat. 5 points for the third Club powerboat. 2 points for the fourth
Club powerboat decorated to theme. Max 25 points.
 10 points for a Club boat decorated to theme in the youth division in the parade.
Most of our boats were cruising to Napa that weekend, but perhaps a couple were able to
break away to enter the parade.

WHY FILE A FLOAT PLAN
Several times each season, BoatUS Marine Insurance gets a phone call from a distressed spouse~ a boat
is overdue. Maybe the missing skipper "is always home by a certain hour" or "has never been this late
before." The overdue skipper almost always calls; everything is fine. But a lot of worry and frustration
could have been prevented by taking a few minutes to file a float plan.
A float plan lets your family and friends know your whereabouts and, should a trip come to grief, the
plan will give the searchers a valuable head start locating your boat.
Whether you are on the water for an afternoon or a month-long excursion, a float plan can be a
lifesaver. Follow the link below to download the fillable PDF form, you can pre-enter and save the
general information. Then fill in the details of a specific trip and leave it with a spouse, or e-mail to
another relative and/or a friend. You may even want to leave a copy with your marina manager.
BE SURE TO NOTIFY THEM UPON YOUR RETURN OR IF YOU ARE DELAYED BY SOME
NON-THREATENING EVENT. OTHERWISE, AN UNNECESSARY SEARCH MAY BE
INITIATED!
The Float Plan starts with the basics: phone numbers to be called if the boat is overdue, a description
of the boat, registration numbers, etc., which can be penciled in at the start of the season. Copies can
then be made and details added before each trip.

online interactive self-study course is now available
The Coast Guard Auxiliary, in partnership with the Boat US Foundation, has launched a new
educational program for boaters, an online, self-study course called Modern Marine
Navigation. Boaters that enroll in this course will learn, using their own computers or tablets, in the
comfort of their own homes.
