To continue providing clean, safe drinking water, Metro Vancouver is working on the
design and construction of the Capilano Water Main Project which includes replacing
an aging and seismically vulnerable water main, installing new valve chambers and
connecting the new main to the existing system.
The new main will deliver drinking water from the Capilano
and Seymour watersheds to residents and businesses on the
North Shore and across the region.
Keeping traffic moving safely and
efficiently
Beginning mid-August 2015, a new 2-metre diameter water
main will be constructed in sections along Capilano Road
between Cleveland Dam Road and Edgemont Boulevard.
To install the large main, the construction crew will move
from north to south along Capilano Road, closing the road
in approximately 200-metre long construction zones and
detouring local traffic around each section.
To ensure safety and minimize the impacts of water
main construction on traffic in and around the
project area, Metro Vancouver is working with traffic
engineering consultants, MMM Group Ltd., the
District of North Vancouver (DNV), the DNV’s Community
Monitoring and Advisory Committee (CMAC) to develop a
Traffic Management Strategy.
During water main construction, commuter and transit bus
traffic will be detoured away from Capilano Road.
Based on the careful analysis of traffic patterns and
flows, detour routes, traffic calming measures, and traffic
monitoring activities will be in place during construction
(see inside for details).
When construction is complete, all sections will be restored
to original condition.

Traffic Detours During Construction
Cliffridge Detour Route
Mid-August 2015 – Early September 2015
Beginning mid-August and for the first three weeks of the project, the
construction zone will move south from the Cleveland Dam access road
near Clements Avenue to Montroyal Boulevard. Capilano Road will remain
open south of Montroyal Boulevard. Traffic in this area will be detoured
around the construction zone using the Cliffridge Detour Route which
follows Prospect Avenue/Clements Avenue, Cliffridge Avenue, and
Montroyal Boulevard.
Highland Detour Route
Early September 2015 – January 2016
Beginning September 2015, to ensure safe and efficient travel during
construction, commuter traffic, and transit buses will be detoured
away from Capilano Road to the Highland Detour Route which follows
Ridgewood Drive, Highland Boulevard and Montroyal Boulevard.
Shuttle buses running along Capilano Road will carry local residents to the
nearest transit connection throughout the construction period. Further
information on scheduling and pick-up locations will be provided by Coast
Mountain Bus Company closer to construction.
Grouse Mountain Detour Route
Early September 2015 – January 2016
Traffic traveling between the Upper Levels Highway and Grouse Mountain
will be directed by electronic message boards to use the Grouse Mountain
Detour Route which follows Westview Drive, Delbrook Avenue and
Montroyal Boulevard. This route is intended for the majority of recreational
users entering and leaving the area.
Electronic message boards will be placed on approaches to both North
Shore bridges and along Highway 1 to advise drivers of the detour
route.
Temporary Traffic
Calming Measures
Traffic Control Personnel
Traffic Control Personnel, such as
flaggers, will be stationed to manage the
construction zone, the major detour route
intersections and school zones. Additional
flaggers will be available to provide
support where needed.
Signals and All-way Stops
When commuter and transit bus traffic
begins using the Highland Detour Route,
temporary intersection signals will be
added at the Highland Boulevard and
Ridgewood Drive intersection and at
the Ridgewood Drive and Edgemont
Boulevard intersection.
At the existing traffic lights at the Capilano
Road and Ridgewood Drive intersection
the signal timing will be altered to
improve traffic flow for the anticipated
heavier volumes making a turn between
Ridgewood Drive and Capilano Road.
Signal timing at the Highway 1 and
Westview Drive interchange and north of
the interchange will be monitored and
adjusted as needed.
All-way stops will be added at the
Capilano Road and Montroyal Boulevard
intersection and at the Montroyal
Boulevard and Highland Boulevard
intersection.
Local Traffic Detour Routes
Early September 2015 – January 2016
Residents and business operators along Capilano Road and any
neighbouring streets will continue to use Capilano Road throughout
construction. Local detour routes will be in place depending on the
location of the construction zone. Local residents, business operators and
the parents of children who attend area schools will be issued a Local
Access Pass to hang on their vehicle mirror which will allow them to access
local roads without being stopped by traffic control personnel.
For those traveling inside the project area on Capilano Road, local detours
around the construction zone will be clearly marked and in place using
streets east of Capilano Road offering the shortest possible route.
Traffic Detours During Valve Chamber Construction
February - April 2016
Following water main construction, crews will build a new valve chamber
which will close a portion of Edgemont Boulevard east of Capilano Road.
During this time, vehicle traffic will be re-routed to Ridgewood Drive.

Monitoring traffic throughout the project
Metro Vancouver will actively monitor traffic activity across the project area and on the detour routes throughout the
construction period, especially during the first two weeks of the Highland Detour Route coming into effect. To this end,
Metro Vancouver is working with the DNV, RCMP, traffic engineering consultants and coordinating with area schools
through their administration, Parent Advisory Councils, and community groups.
Metro Vancouver is committed to carefully monitoring traffic flows, adjusting the traffic management program where
necessary, and being responsive to the new traffic patterns to keep traffic moving as safely and efficiently as possible.
Your Community Liaison Officer
Working closely with the community
Metro Vancouver is working collaboratively with the community
to listen to concerns and interests and to ensure they are
considered as part of project planning. A Community Liaison
Officer has been appointed to this project and is available to
speak to residents and businesses about the project. During
construction, the Officer will be available daily to ensure open
communication between the community and the project team.
The project team has been working closely with the DNV and
its Community Monitoring and Advisory Committee as well as
residents, businesses, schools and churches to identify impacts
early in the process.
Working Group
Water Conservation programs for
students and teachers
Metro Vancouver’s drinking water is protected at the
source, treated to meet high standards, and distributed to
member municipalities at a reasonable cost. Protecting this
resource for future generations is critical.
As part of this project, Metro Vancouver is working with
area schools to offer water education programs to students
and teachers. These opportunities include watershed tours,
teacher workshops and classroom resources. Through these
programs, students learn about where their water comes
from, understand the value of this resource, recognize their
connection to it, and become champions for sustainability
in our region.
Metro Vancouver will also be forming a Working Group to
meet with nearby residents and businesses to provide project
updates and identify and discuss any specific project impacts.
