Barratt Homes has been hosting events such as this today for a number of years: our aim is not just to conform
to government guidance on public participation but to exceed it so far as we can. This is to ensure that
our developments become communities where people aspire to live. Community consultation is extremely important to us: We therefore urge you to complete one of our feedback
forms once you have reviewed the plans on display today. We are keen to hear your thoughts, all of which will
be considered prior to a formal planning application being submitted. Members of the project team are on
hand to answer any questions you might have.

the housebuilding industry. From small beginnings
in Newcastle Upon Tyne, we have grown to be
one of the UK’s largest and most successful home

The Journey so far
Barratt Homes first acquired an interest in this formerly owned by the Ministry of Defence site last year and is
proposing to redevelop it with a mix of open market and affordable, high quality new homes.
Since the beginning of this project we have taken community consultation seriously and have found the
process to be invaluable in shaping the latest masterplan that you see here today. This consultation process
we hope results in a scheme that will become asset to the local community.
We first met the local community last October, presenting initial proposals at our first public exhibition. This
event proved very successful with numerous comments and suggestions that acted as a starting point to
develop the scheme further.

Barratt is seeking to develop a high quality mix of open market and affordable homes on the land off Barton
Road, Hooe. Plans are at an early stage: an initial master plan which suggests how the development might be
laid out, with housing densities, access points, roads and green space is reproduced below. We are keen to
hear your views on this plan, as well as your comments on how the homes themselves might look.
The current proposals seek permission for up to 300 new homes, which might comprise:
• 34 one bedroom homes
• 92 two bedroom homes

Design code
Your views are important to us and will help shape the outcome of the final plans that will be submitted
to Plymouth City Council.
Barratt, in consultation with Plymouth City Council’s design team, is in the process of developing a set
of design codes to which any development on the Hooe Lake site must adhere. These codes will form an
essential tool for appraising development proposals; they will ensure that future development is of high
quality and cohesive across all potential phases.

• Promote a ‘tiered’ approach to urban design that enables the contours to be re-graded to create a series
of plateaux.
• Provide large open green space(s) that are easy to access, providing residents with copious amenity space.
• Retain important landmarks and work with existing site constraints to ensure the development retains its heritage.
• Create a tight-knit community that can feel proud to live within this unique setting.

Following this event we held individual briefings with immediate residents and representatives of the
local residents association. We also recently attended the Turnchapel Residents Association meeting, which
provided an excellent opportunity to address local residents. In addition, discussions have been ongoing with
Plymouth City Council and those responsible for highways and other aspects of accompanying infrastructure.
The resulting feedback throughout this journey has continued to shape these proposals. From our first
consultation event it became apparent that key concerns focused around access, density, infrastructure,
biodiversity and design. We sought to address these key areas and now welcome the opportunity to show the
public how the plans have evolved over the past months.

Initial masterplan - October 2011
This masterplan was first presented to the local community at our public
exhibition last October.
Design
This masterplan sought its design
inspiration from the layout of a
traditional fishing village, with
the aim of creating a unique
waterside development.
Fundamental elements of the
scheme were well received and we
felt that it was important that these
were retained.
• F rontage wall to be a height of
1.39m across the site frontage.
• S cheme is ‘tiered’ to maximise
the views.
• A
perimeter block style of
urban design.
• L arge on-site open space areas.
• E
xisting Lime Kilns will form an
entrance feature.
• L andmark, bespoke building
promoted on the north east corner
to act as a strong reference point.
Density
• 3
00 dwellings, comprising houses
and apartments.

1.4 hectares.

not in a fit state to cater for the
development.
• Residents stated that the junction
and visibility onto Hooe Road would
need improving.
• Parking will be provided to promote
maximum standards in line with
council requirements.
Infrastructure
Residents raised the following existing
infrastructure issues:
• Existing foul drainage system.
• Local school and doctor capacities.
• The presence of contaminants on
the site.
• The need for a water taxi to service
the area.
• The nearby Royal Marines Base
requirements for an access road that
would be suitable for a Challenger
2 Tank.
Biodiversity
Understandably concerns regarding the
existing biodiversity on this site were
prevalent. Barratt Homes always takes
this subject seriously and recognised
the need for the following:
• To explore the use of the cave within
the rock-face for the caving club.
• To clarify the strategy for nature
conservation and the botanical
merits of the site.
• To consider the health of trees
at the top of the cliff and their
impact on the safety of potential
residents below.
• A tree survey to identify
important specimens.
• The stability of the rock-face and its
potential use by bats.

January 2011 – Second masterplan
Following the feedback received from the exhibition this was the
resulting second masterplan.
Design
Further work to the initial masterplan
included significant design changes:
•Rear garden amenity increased.
•Links between the blocks enlarged
and the blocks staggered to
maximise views for the units.
•Units adjacent to the southern
boundary re-orientated to either
side or back onto this boundary.
•The landmark building located at
the corner entrance to the site
building was enlarged.
•This design was revised to minimise
the exposed car parking in the public
open space area.
Density
We listened to the concerns regarding
the density:
• S cheme reduced to 250 dwellings,
including more houses and less
apartments.
•Same level of open space retained.
Access
• Discussions were held with Plymouth
City Council regarding Barton Road.
• To address concerns, the scheme
would include laying a new blacktop
on the existing concrete slabs.
• Individual briefings with immediate
residents highlighted the current
poor state of Amacre Drive; this led
Barratt Homes to explore the
possibility of upgrading the usability
of this private road.
• A traffic impact assessment based on
250 dwellings was undertaken in
order to understand the capacity of
the existing traffic network.

Infrastructure
In response to the infrastructure concerns
raised various actions were undertaken:
•Sustainable urban drainage measures
(SUDs) will be incorporated subject to
Environmental Agency approval.
•Improvements to local schools and water
taxi/public transport explored – this
would be funded by section 106 monies.
•Tracking was completed demonstrating
that the requirements of the Royal
Marines base would be achievable.
•Hydrock to be instructed to assess the
contamination issues and remediation of
the site.
Biodiversity
•Ecologist instructed to prepare “an
assessment and remediation
strategy” for the bats and “a
mitigation and enhancement
Strategy” to demonstrate that the
site will show an overall net gain.
•Cave assessed by Hydrock for safe
use by the Caving Club.
•Arborist (JP Associates) instructed to
prepare a tree survey for the whole
site including the trees on top of the
rock-face.

March 2011 – The current masterplan
Design
The increased time that Barratt Homes has spent on these proposals has
resulted in this current masterplan that features a number of improvements.
Concept diagram
•This design features links through
the perimeter blocks to the rock
outcrop, providing a strong link to
the existing natural feature.
•The central perimeter block has
been reduced to allow visitors more
views of the unique rock face.
•In the north west area of the site the
buildings have been re-orientated
to front out over the “wild
biodiversity site”.
•This design integrates the landmark
building better into the north east
perimeter structure.
•Units adjacent to the southern
boundary have been re-located
to allow for the existing bank to
be retained.
•The exposed car parking has been
removed from the public open
space area.
Density
•The density has been further reduced
to 225 dwellings, including more houses
and less apartments.
•The large area of open space has been
increased to 2.1 acres.
Infrastructure
•South West Water are currently
undertaking an Evaluation of
Existing Public Foul Sewer Network.
•To ensure that this development
will not have a negative impact on
the existing water network, a new
pumping station is being proposed
on site.
•Barratt Homes are in discussions
with a local school to re-use
outbuildings on school grounds.

Access
•Plymouth City Council have approved
the design in principle and would also
adopt the road subject to the approval
of these proposals.
•Responding to safety concerns, this
masterplan includes the provision of a
dedicated footpath along Barton Road
providing the community with a safer
pedestrian route.
•The access point has moved northward
to allow for the retention of those trees,
which have Tree Preservation Orders.
•An additional footpath link to
Undercliff Road is now proposed in
the north west corner.
•The results from the traffic impact
assessment demonstrate capacity within
the existing highway network to cater
for the development.
•An approved mini-roundabout scheme
at the Barton Road junction would be
implemented, providing natural traffic
calming and enhanced visibility.
•Parking provision will be 200% for all
houses with additional on-street spaces
for visitors.
Biodiversity
•In response to the recently felled
TPO tree, Barratt Homes would like
to replace it with the same species of
tree or a suitable equivalent.
•The bank on the southern boundary
(close to Amacre Drive) would be
retained in some form to maintain
its wind break function and the
privacy that it currently provides.
•A ten metre ‘wildlife corridor’
(approximately) would be
implemented around the western
perimeter to link into the “wild
biodiversity site”.
